3:28

Thank you, committee.

3:29

The residents of the sixth row will be very, very happy for their speed humps.

3:34

And and my apologies, we didn't have discussion on those bills, but I um looking around.

3:39

I don't were there any questions post post fact.

3:42

I'm sorry that I forgot that, but it's important that we do provide some opportunity.

3:47

I also don't see any members of the public here, but madam coirk, do we have anybody online?

3:52

We have none.

3:52

Okay, just making sure.

3:54

With that, uh, we will move on.

3:56

Uh Alder Woman Cox Antwitt.

3:59

You are recognized on item number two, which is board bill number 42.

4:10

Thank you.

4:13

I don't think so.

4:16

All right, can you okay?

4:18

Perfect.

4:19

Thank you, Mr.

4:19

Chairman, members of the committee.

4:21

Uh today I'm here to present board bill 42, which is a vacation bill.

4:26

Uh this bill is a vacating a portion of Marion Street in the LaSalle Park neighborhood.

4:33

Uh this street is about 10th Street and the I-44 Interpass Highway.

4:39

Uh, the reason that I'm bringing this vacation before you today is because it's located next to uh St.

4:44

Vincent Church and School, which is a historic church in the neighborhood, and they are interested in expanding their adjacent lot.

4:52

Uh because Marion Street runs straight into the highway.

4:55

Uh, this bill is not actually vacating an active street.

5:00

Uh right now, this uh portion of the street is overgrown with greenery.

5:02

And so if you look up the area where this uh portion is located, uh there is the church building, the adjoining parking lot, and then a pedestrian bridge, which actually goes over I-44 uh through the highway into the Soular neighborhood.

5:17

Um, so really this is just allowing them to be able to extend a portion of that lot and vacate the street.

5:22

Um I met with these folks months ago.

5:24

Um, they are really great neighbors and members of the community, um, and they have agreed that they believe this pedestrian access bridge is very important.

5:31

And so one thing I wanted to make sure is that the pedestrians were protected if they did expand that lot.

5:37

Um so they've agreed to build a fence line to make sure that area wasn't closed so that pedestrians do have full access of using um the bridge and also the safe greenery adjacent to it.

5:47

So really we're just trying to both extend that lot and vacate that portion of the street so they can continue the operations that they're doing in the LaSalle Park community.

5:56

Um they've been a great community partner.

5:58

Their church provides a lot of great service to the neighborhood, and so I wanted to make sure that we supported their continued operations uh while also making sure we attracted the pedestrian bridge.

6:08

So that is what this board bill is doing, and I am happy to take any questions.

6:12

Thank you.

6:13

Um go through the committee and see if anyone has any questions.

6:16

Uh Alder Woman Car Cover.

6:19

No questions, thank you.

6:20

Alder Woman Schweiter.

6:22

Thank you.

6:22

So there's no houses or any other parcel in the lot.

6:25

So the only reason someone thinks that road now is to get to the parking lot or to walk to the bridge.

6:31

Is that accurate or no?

6:32

Yeah, so there's no houses correct.

6:34

There's nothing on the lot, it's just a green lot that really butts the highway.

6:38

Um, and then it's not an actual active street, but based on the city plot line, it was a former that just kind of dead-ended into the highway.

6:46

Do you know if they plan on doing any like beautification of the lot or just parking lot?

6:51

Yeah, so we talked about again making sure they put up that fence line and making sure that the area was attractive between the pedestrian bridge and the parking lot.

6:59

Um, right now it is just kind of a dead grass lot.

7:02

Um, so I believe if they're able to really activate that, build a beautiful fence, maybe put up some bushes, it would actually be better than what it is right now.

7:10

Okay.

7:12

Thank you.

7:13

I assume you have no questions on your own bill.

7:15

Um, I will uh I was just looking at this on Google Earth, and you're right, there's there's not actually a street now.

7:22

It is a grassy lot, uh, but there clearly was a street that continued through there at one time, probably pre-highway.

7:28

Um, so this makes sense.

7:30

The utility polls are still there too, which is very interesting.

7:33

Um, so uh understand the mechanism being used here and appreciate your consideration for pedestrians as that is vital link across the um neighborhood dividing highway.

7:45

Uh so with that, um are there any members signed up to of the public signed up to testify on this bill?

7:53

We have none.

7:54

With that, you're recognized to close.

7:57

All right.

7:57

Um, with that committee, I hope that have your favorable consideration of board bill 42 today.

8:03

This time I'll accept a due pass recommendation for board bill number 42.

8:09

So move.

8:10

Second previous roll.

8:11

Moved by the Alderman from the 10th, seconded by the first.

8:15

Call for previous roll from the first.

8:17

Hearing no objection, board bill 42 has passed with a due pass recommendation.

8:22

Thank you, Alderwan.

8:23

Thank you all.

8:25

And the last thing we have on the agenda for today is board bill number 45.

8:30

That is uh Alderwoman Clark Hubbard.

8:33

You are recognized when you are ready.

8:42

Thank you, Madam Claire.

8:43

Can you read the summary for board 45?

8:47

Board bill number 45 introduced by Alder Woman Shame Clark Hubbard.

8:52

Pursuant to ordinance number 7033 as amended by ordinance number 71394.

8:58

And ordinance directing the director of streets to install speed humps to calm the flow of traffic on the 5,0515200 blocks of bridge.

9:08

Thank you, members of the committee, Mr.

9:10

Chairman.

9:10

I'm asking for your favorable consideration and do pass the recommendation on the speed up bill for the 55,000 rather than 5152 blocks of ridge, which is actually between Kings Highway and Union Boulevard on a ridge going west.

9:26

Thank you.

9:28

Thank you.

9:28

Do any members of the committee have any questions on the bill?

9:32

Seeing none, and uh are there any members of the public here on the We have none.

9:37

That Alder One, you're recognized to close.

9:39

Thank you.

9:40

Again, I'm asking for your favorable consideration and do pass the recommendation on board bill 45.

9:46

At this time, I will accept a motion for a due pass recommendation for board bill number 45.

9:52

So moved.

9:53

Second, previous roll.

9:55

Call from the uh the motion was made by the autumn from the eighth, seconded by the other one from the first, and a call for previous role was the auto one from the first.

10:03

Hearing no objection, board bill number 45 is passed with the due pass recommendation.

10:07

Thank you, all the one.

10:09

Thank you.

10:10

And with that, that concludes our board bills for review today.

10:14

Uh we do not have any resolutions for review.

10:16

And noted committee discussions are listed.

10:19

Uh Madam Cork, was there any written testimony today?

10:22

We had none.

10:24

And uh, do any members have any announcements?

10:27

Oh, I have an announcement.

10:28

Happy birthday to Forest Park today.

10:31

Forest Park that Alderman Browning, Alderman Orion, and I share today as Forest Park's 150th birthday.

11:06

I uh I believe Forest Park is the absolute jewel of our our region.

11:10

Uh and um it's something that I I treasure very deeply.

11:14

11:20

Yeah.

11:21

With that, uh I would like to excuse the Alderman from the fifth and the other one from the 13th for necessary absence.

Summary of Proceedings

Public Infrastructure and Utilities Committee Meeting – June 24, 2026

The Public Infrastructure and Utilities Committee met on Wednesday, June 24, 2026, at 2:00 PM to consider three board bills: two speed-hump installation bills and one street vacation bill. Chair Browning presided, and a quorum of four members was present. No members of the public attended or offered testimony either in person or online. The committee unanimously passed all three bills with due pass recommendations.

Board Bills for Review

Board Bill 34 – Speed Humps on Bent Avenue (Alderwoman DeValesquez)

  • The bill proposed speed humps on the 3300–3500 block of Bent Avenue. Two amendments were adopted before final passage:
    • Amendment 1 (unanimous, 4–0): Removed the requirement for a speed hump on the 3300–3500 block of Bent Avenue, citing accessibility concerns for some residents.
    • Amendment 2 (voice vote, no objection): Removed Exhibit 6, which referenced the speed hump removed in Amendment 1.
  • After the amendments, the committee voted unanimously (voice vote, no objection) to give the bill a due pass recommendation. Alderwoman DeValesquez stated that residents of the 6th ward would be very happy for their speed humps.

Board Bill 42 – Vacation of a Portion of Marion Street (Alderwoman Cox‑Antwitt)

  • The bill vacates a portion of Marion Street in the LaSalle Park neighborhood, near 10th Street and the I‑44 interchange. The street is not currently active; it is an overgrown grassy lot that dead‑ends into the highway. The adjacent St. Vincent Church and School (a historic church) wants to expand its adjoining lot.
  • Alderwoman Cox‑Antwitt noted that the pedestrian bridge over I‑44 connecting to the Soulard neighborhood is vital, and the church has agreed to build a fence line to protect pedestrians and maintain access to the bridge. She stated the church is a great community partner providing services to the neighborhood.
  • Vice Chair Switzer asked whether any houses or other parcels are on the lot; the sponsor confirmed there are none. Chairman Browning noted that utility poles remain from a former street. The committee voted unanimously (voice vote, no objection) to give the bill a due pass recommendation.

Board Bill 45 – Speed Humps on Ridge Avenue (Alderwoman Clark‑Hubbard)

  • The bill directs the Director of Streets to install speed humps on the 5100–5200 block of Ridge Avenue, between Kingshighway Boulevard and Union Boulevard (traveling west). No questions or public testimony were offered. The committee voted unanimously (voice vote, no objection) to give the bill a due pass recommendation.

Key Outcomes

  • Board Bill 34 was amended and passed with a due pass recommendation (4–0 on Amendment 1; voice vote for Amendment 2 and final passage).
  • Board Bill 42 was passed with a due pass recommendation (unanimous voice vote).
  • Board Bill 45 was passed with a due pass recommendation (unanimous voice vote).
  • The committee adjourned after noting the 150th birthday of Forest Park (celebrated with events starting at 6:30 AM that day) and excusing absent members from the 5th and 13th wards.
