Legislation and Rules Committee Meeting on RAM Settlement Bill
The Legislation and Rules Committee met on June 26, 2026 at 12:12 p.m., chaired by Alderman Velasquez, with a quorum present. The sole discussion item was engrossing Board Bill 22, known as the RAM settlement bill, following a prior meeting where several amendments were omitted. The committee reviewed and confirmed that two previously missed amendments—Amendment 2 by President Green and Amendment 15 by Alderwoman Sanye—were fully incorporated into the engrossed version.
Discussion Items
- Engrossment of Board Bill 22 (RAM Settlement Bill): Madam Clerk explained that the bill had been revised to include Amendment 2 and Amendment 15, which had been inadvertently omitted from the version reviewed the previous week. Specific pages and lines were cited showing where new language was inserted:
- Amendment 2: Added metrics development and public reporting requirements for the Recovery Office (page 9, line 8), Board of Public Service (page 20, line 4), Department of Public Safety (page 24, line 8), and again the Board of Public Service (page 29, line 21).
- Amendment 15: Inserted a new section (originally misidentified as section 8, now correctly section 7 at page 30, line 12) with implementation and reporting requirements, including subsections A through F.
- Committee members thanked the clerk and staff for accurately capturing and incorporating amendments under time pressure.
Key Outcomes
- Vote: The committee voted unanimously (4-0) to engross Board Bill 22 as amended on the floor. Voting in favor: Alderman Cohn, Alderman Narayan (noted as absent later), Alderwoman Keys (noted as absent later), Alderwoman Sanye, Vice Chair Devotee, Chair Velasquez. (Note: The roll call recorded 4 "aye" votes; the clerk announced "four I votes" but then listed five members voting aye; the tally appears to be 4-0, with Alderman Ryan and Alderwoman Keys not recorded as voting, and they were later excused.)
- The committee also voted to excuse Alderman Narayan and Alderwoman Keys from the meeting.
- The meeting was adjourned by motion.
Meeting Transcript
We will now call the legislation and rules committee to order. It is Friday, June 26th at 1212 p.m. Madam Clerk, can you please call the roll? Alderman Cohn. Present. Alderman Narayan. Alder Woman Keys. Alder Woman Sonny. Present. Vice Chair Devotee. Present. Chair Velasquez. Present. Alderman Narayan. Alder Woman Keys. For present, we have quorum. Thank you, Madam Clerk. We will not be seeking the approval of minutes because we have none. We have no board bills to review. We have no resolutions to review. So our one discussion item today is engrossing board bill number 22, affectionately known as the RAM settlement bill. And we will go through that today, Madam Clerk. Obviously, we had a conversation about this last week, and that's why we are back this week. Can you just uh talk about the changes that have been made since right uh whatever day we we met last uh thank you all the woman Velasquez and I thank the committees for their patience and understanding as we navigate through this uh bill collectively. Um so as you said, you stated that there were a couple amendments that were left out, those that were um introduced from the floor on Friday, they were not incorporated into the uh bill. So my staff and I, along with the committee, we went through this thoroughly along with the president's office, and it also um was reviewed um by the let by our legal counsel as well. So if you can remember, it was board bill. I'm sorry, uh amendment number two by President Green and also amendment 15 by Alderwama Sany. So if you go to page and we printed a one copy with the red line, so you'll be able to see it. If you go to page nine line eight. Yes, you'll see um where it says after the words this section, we're striking out the quarterly reports required under this section, and then we're inserting. I'm sorry, at its first quarterly meeting, the recovery office shall develop and present proposed metrics, blah blah blah blah blah, ending at all quarterly and annual reports required under this section shall be made publicly available on the city's website. Yes, I see it on the red line, and I see heads nodding either side of me. Uh that that is amendment two, and that has been fully and completely incorporated into this bill. Okay. If you go to page 13, line eight. Well, on this copy, it'll be what things 16. I see within six months of the passage of this. Yes, that whole um paragraph was included, which is paragraph COVID. Yes. So this is this is the red line version. And we're on amendment. We're still on amendment two. Amendment two. So because of the numbering and everything, and the line is not aligning up with the amendments. So if you see if you go to page 20, line four, and it was um section B was included within six months after the passage of this ordinance. The Board of Public Service shall develop a list of proposed metrics, and it goes all the way down to say a report shall be made publicly available on the city's website. Yes, yes, ma'am. Okay. Um, to amend board bill.
