5:33

Welcome, Chris.

5:35

Thank you.

5:35

Thank you, Chair and Commission.

5:37

Item number two before you is a conditional use permit with site plan for a project called Grease Monkeys.

5:44

The project is located near the southwest corner of Bullard Avenue and Cactus Road.

5:49

The project is zoned Rancho Gabriela PAD with an underlining zoning of commercial.

5:55

To the north and east of the site, they're zoned Mountain Gate PAD and Marley Park PAD.

6:00

To the north, south, and west are zoned Rancho Gabriela PAD.

6:05

The project involves a 2,442 square foot minor automotive automotive service center.

6:13

Six parking spaces are required and 11 parking spaces will be provided.

6:18

The project involves three bays that will access the work base from the north and exit to the south, and they will follow the existing drive-thru lane to exit the area.

6:29

This details the pedestrian connectivity through the existing center.

6:33

And there will be a pedestrian crossing sign that will be placed in front of the crosswalk to alert drivers and the drive-through lane.

6:41

Access to the site is full access into the shopping center along Cactus Road.

6:47

Going east on Cactus Road, there's another access into the shopping center, which is a ride in and ride out.

6:53

Thirdly, the one along Bullard Road is an access point, which is also a ride in and a write out.

7:00

The proposed architecture will complement the existing commercial center by utilizing similar materials and design components.

7:07

The building features a flat roof design with a varying parapet heights and will be finished with earth tone stucco and vertical stone elements.

7:16

There's also a stone wings coating and stucco band provided to give horizontal variation.

7:23

The proposed landscaping is designed to complement the proposed landscaping of the surrounding area with low water trees, shrubs, and ground cover, and it complies with the City of Surprise regulations.

7:36

These are the use standards per Title 17, and the project meets all these.

8:12

So this concludes staff's presentation.

8:18

Okay, thank you.

8:19

Before our commission uh has any questions, like this requires a uh public hearing, so I'd like to open that public hearing.

8:26

Is there anyone that would like to speak?

8:29

No, Chair.

8:30

Seeing none, then we'll close the public hearing and open it up to commission for any questions.

8:36

Commissioner Perry.

8:38

Thank you, Chair Chapman.

8:40

Uh, a couple of questions.

8:42

What is uh the projected opening date of the facility?

8:47

So I'll defer that to the applicant.

8:49

Thank you.

8:52

Hello, sir.

8:53

How are you tonight?

8:54

I'm doing well.

8:54

How are you, sir?

8:55

Thank you so much.

8:59

Yes, my name is uh Daniel Hutton.

9:01

Okay.

9:02

And you represent?

9:03

Uh I am the uh owner, or well, hopefully be the owner once once we open.

9:09

Uh it is a franchise uh location though.

9:11

Okay, thank you.

9:12

Yeah.

9:13

Uh so uh the approximate open date.

9:17

It's hard to say.

9:18

We were hoping uh to open by the end of 2026.

9:22

So either Q4, 2026 or possibly Q1 of 2027, depending on labor availability materials, you know, things like that that we can't, you know, accurately forecast right now.

9:34

And uh what would the hours of operation be?

9:38

Generally there they leave a little bit of discretion, but usually they're um like 8 a.m.

9:44

to 5 p.m.

9:45

type of service.

9:46

And is that Monday through Friday or seven days a week?

9:50

Uh it's either seven days or six days a week, um, up to the discretion of the franchising.

9:55

Okay.

9:56

And uh and an estimate of how many employees you'd have.

10:00

materials you know things like that that we can't you know accurately forecast right now and uh what would the hours of operation be generally there they leave a little bit of discretion but usually they're um like 8 a.m to 5 p.m type of service and is that monday through friday or seven days a week uh it's either seven days or six days a week um up to the discretion of the franchise okay and uh and an estimate of how many employees you'd have um that's gonna depend a lot on revenue and and those types of things of course but um uh I intend to be there on on daily basis um so in addition to me I think it would probably be uh to cover a six or seven day eight hour I would probably have maybe three to four employees great thank you uh that's that's all my questions chair okay thank you any other questions I have questions about sound and noise obviously we have uh this is surrounded by uh um a lot of residences and I drive by this area every every day just about um so uh have we done a noise study uh do we know um are you gonna have those back I guess the south side bay doors closed uh while using pneumatic uh drills or whatever else that you're gonna be using or are they gonna be open how do we how do we avert noise?

11:00

So generally the bay doors are open during operation but there's no hard rule that says they can't be closed um the ingress and egress from the actual bays themselves um are north south so they don't face the closest residential area so there will be kind of walls um there's also a low a low wall that we're building around it I believe I'm not sure what that does for sound well there's gonna be screening is what I already saw so it's to be screened is that just foliage uh foliage and then I believe it's like a four foot tall retaining wall that goes kind of along the eastern perimeter of the building so are you going to be servicing tires?

11:39

Uh it's primarily fluids and filters it's similar to like a Jiffy lube or take five type place.

11:45

Okay um so not not often replacing tires fixing tires things like that where you need pneumatic drills or or so forth so you're you're probably using hand tools probably yeah because I mean I I would say the vast majority of the time it's really just the uh the oil drain plug um that would be taken out um you know so it wouldn't be ongoing pneumatic you know drill noise uh in any way okay that was my question thank you any other questions commissioners if not then we entertain a motion i uh i move to approve the conditional use permit with site plan for grease monkey and surprise case number fs 25 dash zero eight two five subject to stipulations a through e as outlined in the staff report second we have a motion and a second could we please vote motion passes with six votes in favor thank you very much thank you thank you everybody yeah thank you Chris at this time we'd like to call the public that we uh have a moment here that we can have a opportunity for people to speak before the commission on a non-agenda item anyone that would like to speak no chair seeing none then we'll close that meeting and is there any other future agenda items that the commission is interested in then seeing none that I would uh entertain a motion to adjourn to adjourn second movement seconded could please have a voice vote say aye for approval and then no for no hearing none and uh we will adjourn the meeting

Planning and Zoning Commission Meeting - April 3, 2026

Note: The meeting was called to order on April 2, 2026 according to the transcript, but the provided timestamp for this summary is April 3, 2026.

The Surprise Planning and Zoning Commission held a public hearing and voted unanimously to approve a conditional use permit (CUP) with site plan for a minor automobile service center, "Grease Monkey," located at the southwest corner of Bullard Avenue and Cactus Road within the Rancho Gabriela Planned Area Development (PAD) (Case FS25-0825). The project involves a 2,442-square-foot building with three service bays, and will operate as a quick-service oil and filter change facility similar to Jiffy Lube. No members of the public spoke during the hearing.

Discussion Items

  • Staff Presentation: Staff presented the project details, including the location (southwest corner of Bullard and Cactus), zoning (Rancho Gabriela PAD, underlying commercial), and surrounding zoning (Mountain Gate PAD, Marley Park PAD, and Rancho Gabriela PAD). The site will provide 11 parking spaces (6 required), with three bays having north-south access. Pedestrian connectivity includes a crosswalk sign. Architecture uses earth-tone stucco and stone elements, with low-water landscaping compliant with city standards. The project meets all use standards per Title 17.
  • Commissioner Questions: Commissioner Perry asked the applicant, Daniel Hutton (franchise owner), about the projected opening date (Q4 2026 or Q1 2027, depending on labor and materials), hours of operation (typically 8 a.m. to 5 p.m., six or seven days a week, subject to franchise discretion), and number of employees (3 to 4, plus the owner on-site daily). Commissioner Everett inquired about noise impacts on surrounding residences. The applicant stated that bay doors are generally open but can be closed, and the bays face north-south away from the nearest residences. A low retaining wall and landscaping provide screening. The facility primarily performs fluid and filter changes (not tire services) using hand tools, minimizing pneumatic drill noise.

Key Outcomes

  • Motion to Approve: Commissioner Perry moved to approve the conditional use permit with site plan for Grease Monkey, subject to stipulations A through E as outlined in the staff report. The motion was seconded and passed unanimously with 6 votes in favor. (Commissioner Leonard was excused.)
  • Adjournment: The meeting adjourned after no public comments on non-agenda items and no future agenda items were raised.
