5:15 It belongs to every dog who has ever walked or waited patiently by the door, who has protected their home from suspicious squirrels, or who has offered unconditional love without ever asking for anything more than a belly rub in return.
5:33 I would like to also introduce my trusted deputy mayor Kai.
5:38 A proud rescue, with a big heart and a watchful eye, and just enough stubbornness to keep City Hall honest.
5:51 Kai has made his mission to stand up for those who don't have a voice.
5:55 His platform is simple but powerful.
5:58 No animal should ever be hungry, abandoned, mistreated, or abused.
6:03 Kai believes strongly in responsible and compassionate pet ownership.
6:08 He encourages all humans to learn to adopt when possible.
6:14 And to support local shelters through donations, volunteering and advocacy.
6:20 He's living proof that rescue dogs don't just find homes, they help make them better.
6:26 As mayor, I promise to focus on issues that matter most: longer park walks, fair and equitable distribution of treats, increased funding for squeaky toy research and durability, and a zero tolerance policy on vacuum cleaners during nap time.
6:47 Together, Deputy Mayor Kai and I will work to ensure that all dogs, big and small, young and old, have access to clean water bowls, safe homes, and plenty of love.
6:58 To my fellow dogs, stay loyal, stay curious, and never underestimate the power of a well-timed tag tailwag.

7:47 And we went a little out of order to accommodate the real heroes of the meeting, but we actually do have a couple proclamations for you to accept.
7:53 Before you do so, I'm gonna read the proclamation and then we'll give the council the opportunity.

9:14 This is a great honor.
9:16 And I want to talk about Kai's backstory because everybody keeps asking me.
9:23 Um, my previous dog had died a month before I got Kai, and because, well, that may seem like a short time to replace a dog, I walk dogs for a living, and I go into parks and in isolated places, so having a visual deterrent to coyotes and raccoons, and unfortunately, sometimes people who are having mental health issues is just a wise decision for me.
9:52 So I went looking for dogs, and um the shelter has a lot of huskies and chihuahuas and pit bulls, and they didn't meet my need, so I went looking on Craig's list, and um I know never get a dog off of Craig's list, never get a dog off of Craigslist.
10:16 You can see what happens, but there he was.
10:19 So I sent in an inquiry in a week past, and I got no response.
10:23 And then on Tuesday, September 3rd, 2024, I got a text.
10:28 Are you still interested in the puppy?
10:30 If you are come now, and I'm like, Well, I need an address.
10:36 I drove up to Graham.
10:38 It was a um Safeway parking lot.
10:42 First red flag, and then this person showed up with this puppy, and I was kind of looking at him, trying to interact with him, and he had a huge lump on his face.
10:56 And they got in their car and drove off.
11:00 And I'm like, Oh, I guess you're coming home with me now.
11:04 So I loaded him into the car, and he didn't say make a sound.
11:08 I don't know what he was thinking.
11:10 I was going, did I just make the biggest mistake in my life?
11:14 Because he was an unknown, and he got him home, and my daughter and I started checking him out, and he was covered in gashes and wounds, and there had been evidence of a wire or something wrapped around his neck.
11:31 The next morning he spent 12, 14 hours at Blue Pearl.
11:38 Perry is here because I am a firm believer that you give credit what credit is too, and we always talk about and we honor our first responders.
11:51 Um the police, fire, we honor them.
11:56 Nobody honors our first responders for the animals.
12:02 Kwan from Tacoma Animal Shelter, I mean animal hospital.
12:08 I called and asked if animal control would be here because they went up and investigated and couldn't find anything.
12:17 So they to those people, and then a month after he still got scars and shaved and all of this stuff, and he looks desperate.
12:31 And um my church was having a blessing of the pets because it was St.
12:38 Francis Feast Day, and so I wasn't sure, but I asked Father Paul if it would be okay if I brought him, and Father Paul said, Yeah, we'll see.
12:48 If you can't handle it, then you can leave.
12:50 If you can handle it, then yay.
12:52 Kai, what all of you have seen today is what he was.
12:56 He started hugging people and interacting with people, and I went this is who he really is.
13:04 He's an affectionate dog.
13:06 We just need to give him a chance.
13:08 That changed my perceptions of a traumatized rescue and what could be done.
13:17 And from there, it's required this extraordinary community effort of people helping me, of people believing in Kai.
13:27 So these people saw the potential in Kai, and I know maybe I shouldn't be doing this, but I am going to do this.
13:40 Um, it's taken a while for him to get where he is, and you know, he's finally, we had a breakthrough a couple of weeks ago, where a dog came walking towards us, and it was lunging and snapping and snarling, and instead of getting on his toes and doing the same thing, he looked to me to save him, to rescue him, to protect him.
14:10 You know, there is a lesson in that one about self-saving.
14:16 Anyway, because of that, because of the community, helping me with him, I have an ask.
14:26 Um, and what it is is education.
14:30 Just like the DARE program.
14:32 My I have a 26-year-old granddaughter who still talks about the DARE program and what it did for her.
14:40 There are programs out there, we don't need to invent the wheel.
14:45 Um, we don't need to ask the Tacoma School Board to spend years debating new classes.
14:51 There are curricula like Wagtown and Paws, kids who care that already exist.
14:57 They teach children that animals are sentient beings.
15:00 They do it through literature in digital modules that carry zero life animal liability or allergy issues.
15:10 So is deputy pet mayor Kai is asking the city council to please consider three simple cost-tree policy actions to scale these existing programs.
15:22 The first one is the environment pipeline, which is integrating these pre-made animal empathy modules into the environmental health lessons.
15:34 The city already funds and teaches directly sends directly to this public schools.
15:40 The deputy mayor's literacy challenge using the public platform to push literature-based humane education books and public elementary schools, and the TPU community outreach to insert basic animal care laws and low-cost bag neuter resources leaflets into quarterly Tacoma public utility bill mailings to educate the adults alongside the kids to ask an adult why they want to adopt a pet and then get a pet that will fit their family.
16:16 I recently had a lady stop me on the street and asked me what breed Kai was.
16:22 She said the reason was because he was gorgeous, and he would match her decor.
16:30 All the reasons to get a pet because it matches your decor.
16:38 There were no words.
16:39 I told her that he was a Norwegian squirrel herder.
16:44 I think she believed me.
16:48 So thank you for listening.
16:51 Thank you, Father Paul, Dr.
16:55 Kwan, for looking past his scars, his trauma to see his potential.
17:03 And I'm asking the city council to help us look at the potential of our youth to change things because the animal shelter and animal control cannot do this on their own.
17:17 They need us as a community to get involved in teaching our children, I think is a first great step, and on Kai's behalf, I thank you.
17:34 Thank you so much for your beautiful words, both of you.
17:36 Um, so with that, I'm going to read the proclamation that you both get, and then we'll have some uh commentary from the city council as well.
17:43 Whereas the Humane Society for Tacoma and Pierce County in partnership with the City of Tacoma held an election and fundraiser in June 2026 for Tacoma's new honorary pet mayor and deputy mayor, and whereas more than 50 dogs and cats vied for the top spot and share their policy agendas, most of which most of which called for more treats, more naps, and more cuddling, and whereas in a nail-biting race, Italian Greyhound Sambuka sees the lead as our pet mayor, touting his management experience, squirrel monitoring skills, and paw tea attitude.
18:16 And whereas close behind Sembuka, a dog with a rough start in life named Kai took top spot for pet deputy mayor with his love of hugging and a heart of gold despite the hardships he's faced.
18:27 And whereas Sembuka and Kai embody the joy and grit of the city.
18:34 And share their message of love and appreciation for the work of the Humane Society for Tacoma Pierce County and their wish that we never give up on those we need or in ourselves.
18:43 Now therefore, I, Andrews Ibsen, Mayor of the City of Tacoma, on behalf of the City Council, do here by Paul Claim, Tuesday, June 30th, 2026, as honorary pet mayor Sambuka and Deputy Mayor Kai Day in the City of Tacoma, and urge all residents to join us in applauding Pet Mayor Sambuka and Deputy Mayor Kai's tremendous work to help raise nearly $12,000 to support low-cost spay and neuter programs at the Tacoma Humane Society for Tacoma Pierce County.

19:30 I just want to really quickly acknowledge we're having a transition of power from the felines and Mayor Nacho's time to the canines.
19:39 I will be honest, I'm a partisan for the canines.
19:42 I have a canine in my own house.
19:43 And though I've done lots of good things for felines in my life and like even Caddy Clawing and have lots of respect for feline party members, I'm very happy that we're back under the control of the canine party as we're moving forward.
19:56 Um I just wanted to say, first of all, thank you for coming out here.
20:00 Thank you for putting your animals up.
20:01 As someone who's run for office before, I know how how difficult it is to choose to put yourself into the spotlight, and you know, draw some positive attention, hopefully, to yourselves and your family.
20:12 Um, but really I think also drawing some positive attention to low-cost Spaniard programs at the main society.
20:18 I mean, one of the biggest things that we've found in my work on animal issues for the last couple years is we love our animals, which is very clear by both of you here today, but that we have too many animals to care for in this community right now.
20:30 And our humane society and our animal control department are struggling under the load of caring for animals.
20:35 And so spaniel programs like this supports.
20:38 Um, we raised $14,000 last year, $12,000 this year, um, is really how we're gonna help address um some of the animal overpopulation issues we have there in this community.
20:47 So thank you for that.
20:49 Um I also just want to thank you for sharing your inspirational uh animal stories here.
20:53 I think these are great indications of kind of the love we have for animals, the desire for more humane treatment for the animals in our community, and you know, the power of community.
21:04 Because we both Kai and Sabuka are only here because of the power of their supporters' willingness to put them in this position.
21:10 So I look forward to their platform on more naps, fewer squirrels, and uh a dog park in every neighborhood, Councilman Romaba.

27:20 Resolution 41953, a resolution authorizing the execution of a collective bargaining agreement with the Tacoma Firefighters Union Local 31, retroactive to January 1st, 2026 through December 31st, 2028.

27:43 I am Dylan Carlson, Labor Relations Division Manager.
27:46 I have one resolution and an ordinance to present this evening.
27:50 Resolution 41953 authorizes execution of a collective bargaining agreement negotiated with the Tacoma Firefighters Union Local 31.
27:58 The agreement is for three years and covers approximately 444 full-time equivalent positions.
28:04 The agreement provides for wage increases in each year.
28:08 Retroactive to January 1, 2026, an increase of 3% will be provided.
28:13 Effective January 1st, 2027 and January 1st, 2028.
28:17 The wage increase will be based on an amount equal to 100 percent of the increase in the consumer price index for urban wage earners and clerical workers, the CPIW, Seattle Tacoma Bellevue area with a minimum increase of 2% and a maximum increase of 4%.
28:35 Other changes to the agreement include retroactive to January 1st, 2026, fire lieutenants and deputy fire marshals assigned as fire investigators will receive an applied rate of two and one-half percent of base pay.
28:48 The agreement provides for an increase effective January 1st, 2027 to the pre-tax employer match to employee deferred compensation contributions from 230 to 250 dollars and effective July 1st, 2027.
29:05 The pre-tax match will be based on any combination of employee pre-tax and or after tax contributions.
29:14 Effective January 1, 2027, eligible employees may receive reimbursement up to six hundred dollars per calendar year for advanced cancer screening procedures not covered by the city's standard medical plan.
29:27 Fire communication center staff not assigned to day shift will move to a 42-hour work week.
29:33 Implementation of this new schedule will be effective upon a mutually agreed date.
29:38 Tacoma Fire Department will discontinue providing clothing allowances to fire prevention staff who are also provided in uniform, and the agreement includes various housekeeping changes and the incorporation of a previously signed letters of understanding into the agreement.
29:52 Finally, ordinance 29113 will provide for the implementation of the provisions included in the agreement negotiated with Tacoma Firefighters Union local 31.
30:03 The ordinance also provides for a general wage increase of 3% retroactive to January 1, 2026 for members of the professional public safety management association for classifications in the fire department per the terms of their collective bargaining agreement.

31:52 Just I have our um report out from our June 30th, 2026 CBS Community Vitality and Safety Committee meeting.
31:59 Um we can meet convened twice since the last report.
32:02 The committee met on May 28th with an agenda including an informational briefing on improving outcomes with system-based advocates, providing an in-depth look at how court appointed advocates improve outcomes for victims in domestic violent cases.
32:14 The committee also met on June 11th with an agenda including an informational briefing on the results of the juvenile justice task force, which provided guidance on a new juvenile justice facility to replace the aging Raymond Hall.
32:26 Our next meeting will be on Thursday, July 9th.
32:28 The committee will receive an informational briefing on the collaboration that is taking place across the county to launch a unified regional approach to homelessness in Pierce County.
32:36 That meeting will occur in room 248 of the Tacoma Municipal Building.
