Its function is to grant relief where a literal enforcement of the zoning ordinance would result in an unnecessary property hardship to interpret provisions of the zoning ordinance variances and to hear appeals from any person or city official aggrieved.

So according to the uh municipal code, landscaping means the combination of elements such as tree shrubs, ground covers, which includes granite uh and any type of rock, uh, vines and other organic and irregular material for the express purpose of creating attractive and pleasing environment.

There are people out there who create artistic landscapes that have a mixture of both you know rock and grass, and they make mandalas and do all sorts of different things.

There's absolutely nothing in the code except for where you park your car that says you cannot have grass weed stuff inside your rocks.

So in section 21-3.8, uh uncultivated plants, weeds, tall grass, uncultivated shrubs or growth, other growth or otherwise, cannot be higher than 12 inches.

The code specifically states that you can have weeds up to 12 inches.

I like to think that the founding fathers had this idea in their heads that it's easier to pull a weed when it gets up to about a foot to make sure you get the roots out with it so they don't come back.

There's also the fact that if you didn't allow any grass at all in rocks, you would have to be out there every single day with a pair of scissors, snipping off every little tiny piece of grass in order to be in compliance, which would be physically impossible for anyone to ever do.
