2:15

But the many for the gun, but I mean, look at the gun.

5:22

Up next, I'd like to welcome uh folks from Stone Productions.

5:26

Stone Productions is a nonprofit community theater based out of the Collingwood Arts Center here in Toledo.

5:32

It was formed in twenty sixteen by president executive director James Gregory Mole.

5:37

We're pleased to present an excerpt from their upcoming production of the Northwest Ohio premiere of Alanis Morris' Jagged Little Pill, inspired by the hit 1995 album of the same name and including other hits uh from follow-up albums, such as supposed former infatuation junkie and under a rug sweat.

5:53

Uh, Jagged Little Pill presents a vivid, messy and chaotic portrayal of a modern-day family who deal with their pain and try to heal on the surface.

6:00

The Healy's appear to be a picture perfect family in their suburban Connecticut neighborhood as their stories unravel, we find that pictures can be deceiving here to perform so unsexy and perfect, our cast members Anthony Cavada, Tally Carter, and Dash Wexel.

6:19

Take your time.

7:44

So unloved like I'm not on your mind.

7:51

Feel so uninteresting, so lonely, but I say that I'm just fine.

8:08

How they fail to serve me.

8:11

One last minute phone call, and I'm deflated.

8:17

How these little abandonments seem to sting so easily.

8:32

For someone so beautiful, so unloved like I'm not on your mind.

8:47

So longly, but I say that I'm just fine.

8:53

When will you stop leaving me, baby?

8:58

When will you stop deserting me, baby?

9:14

Oh, these little rejections, how they disappear quickly, the moment I decide not to abandon me?

9:46

Sometimes it's never quite enough.

9:57

If your father, then you'll win my don't forget to win first place.

10:14

Don't forget to keep that smile on your face.

10:34

And how many times do I have to tell you?

10:39

So hurry up with everything I do for you.

11:04

The trial that simply wasn't good enough to make us proud.

11:23

I'll live for you, I'll make you what I never was.

11:27

If you're the best, well, maybe so am I compared to him, compared to her.

11:33

I'm doing this for your own damn good.

11:36

You'll make her for what I blew.

11:38

What's the problem?

11:41

Why are you crying?

11:53

Worship it all far down.

11:59

That wasn't fasting to make us happy.

12:38

Thank you.

20:45

One thing from the Cotillion experience that I will take on is the emphasis on respect and self-confidence from one of my favorite workshops, A Croat Sticks with me.

Thank you.

22:16

Thank you.

22:20

49:43

Authorizing the mayor to enter into an agreement with leading families home and declaring an emergency.

49:49

Councilman Driscoll.

49:50

Thank you, President Williams.

49:52

I'm not really sure how to my inclination here is that we should hold this vote.

49:56

I'm waiting for a referral answer to what I think is a fairly innocuous question, which is if we knew we were going to pay this money, why wasn't it budgeted for?

50:04

And uh I don't want to hang this up on process.

50:07

I couldn't be more supportive of this organization, couldn't even be more supportive of this ordinance, but I we all worked really hard on that budget, and I think it's important that we try to stick to it, and I think it should be a pretty simple answer as to why we didn't budget for this.

50:23

And if we're if we didn't budget for it, perhaps there should be a appropriation, a disappropriation from somewhere else in the budget.

50:31

So I would make a motion to hold this vote to wait until we receive an answer from the administration to the referral question as to why this wasn't budgeted for.

50:41

Okay, there's a motion on the floor, but before that, Council Warman Jones.

50:46

Thank you, President.

50:48

Um, I did speak with Chief Clemens about what the delay was in apparently.

50:54

This request was put in last December to the finance department, but for some reason it must have fell through the cracks and they were waiting on finance.

51:06

So that was the reason why there was a delay.

51:09

Um this was brought to my attention before, but mostly as an emergency to get past the last council meeting, but we wanted to wait um until we got some other answers, and so there was an email sent to all of us explaining the situation, and at this point it is they basically have to pay staff, and this was a promise that the city had to the to this organization in order for that for this merger to actually happen.

51:36

So that was the cause of the delay was um due to the checkout of the finance department.

51:42

Still a motion on the floor.

51:44

Um I'll take councilman Driscoll.

51:47

I'll withdraw my motion.

51:50

We still gotta do the motion, right?

52:59

Authorizing the appropriation and expenditure of $100,000 from the water, sewer, and stormwater operating funds for the customer assistance grant program and declaring an emergency.

53:10

Councilman Martinez.

53:12

Thank you, Madam President.

53:13

So last earlier this month we had a very good water quality meeting, and we did discuss this in depth.

53:20

It sounds like there's a very comprehensive plan.

53:29

I think if we have any umbrage with the plan, it is really that from start to finish that it's roughly about 60 to 70 days from the time they start to the time they actually turn water off.

53:41

I think from the conversations I've had with the members on this count on this this, we would prefer a more truncated time frame.

53:49

But certainly understand that this is a very delicate issue, and you know, water is a necessity.

53:54

So I think this is a very well thought out, very uh comprehensive strategy that weighs the uh the empathy and the sympathy of families struggling to keep water on, but also the financial responsibility that you have as either a tenant or landlord, depending on uh where you fall in the line there, and then also the homeowners.

54:15

So I would encourage everyone to support this.

54:17

Thank you.

54:19

It's on a motion to relieve we're good.

59:43

Ordinance 225-26.

59:46

Granting a special use permit of major public utility water towers for a site located at 1910 Northover Road in the city of Toledo, Lucas County, Ohio, subject to certain conditions and declaring an emergency.

59:59

Councilman Woman Moores.

1:00:01

Thank you, Chair.

1:00:02

I just want to go on record again with my opposition to this project.

1:00:08

Not necessarily the entire project, but the location in a residential area.

1:00:13

As you heard at the committee at zoning and planning, the neighbors are not happy about having two huge water towers in their neighborhood.

1:00:23

I have fought this with every ounce of my soul, and I will continue opposing this.

1:00:28

So I just wanted to go on record with that comment.

1:00:31

Councilman Martinez.

1:00:33

Thank you, Madam President.

1:00:35

Just to remind this council that we did appropriate the funds last, I think early spring.

1:00:41

This was a hundred million dollar project.

1:00:44

It came in at uh $80 million, so under budget.

1:00:47

This is a requirement from OEPA.

1:00:49

And then previously, I think last year, we did the um uh agreements to go into contract.

1:00:56

So and I will point for the record, yes, uh my my vice chair has fought vehemently against this project, not necessarily the project, but in the location.

1:01:04

Um, and I certainly understand the concerns with uh that the constituents have uh expressed.

1:01:10

Uh this is a step in the process that was unfortunately overlooked, but we are in the progress of doing construction.

1:01:17

Uh this is will help with water pressure in the area, so this is unfortunately a necessary evil in the location.

1:01:24

Yes, it does suck, but this is the best we could do given the uh limited financial resources we have, so I would encourage everyone to support it.

1:01:33

Thank you.

1:01:34

Thank you.

1:01:35

Move to relieve, seeing uh seeing no objections to water, suspension, comives, cramer, martinez, McPherson, Morris, Sarantu, Williams, Driscoll, Gaddis, Hobbes, Jones, motion carried, emergency, cramer, Martinez, McPherson, Morris, Sarantu, Williams, Driscoll, Gaddis, Hobbes, Jones, motion carried, passage, comives, yes, cramer, no, martinez, yes, McPherson, no, Morris, no, Samranto, yes, Williams, yes, Driscoll, yes, Gaddis, no, Hobbs, yes, Jones, no.

1:02:24

Ordinance passed, hold on, two, three.

1:02:32

Hold on, let me double check here.

1:02:35

You see, ordinance field, my apologies.

1:02:43

Councilman Martinez.

1:02:45

Thank you, Madam President.

1:02:46

I would request a motion to reconsider.

1:02:48

Uh again, this is a project that we've already funded allocated, the already acquired the land.

1:02:54

This is an assessment by OEPA.

1:02:57

Um, and I'm not quite sure what would happen if we stopped this process for the special use permit for the water tower.

1:03:04

So I would ask for reconsideration on the vote.

1:03:10

Okay, hold on just a second.

1:03:12

It's gotta go to the rules, the motion to reconsider must be made by a person on the prevailing side.

1:03:30

Thank you for clarity.

1:03:32

Thank you.

1:03:32

All right, motions on the floor to reconsider.

1:03:29

No, nope.

1:03:38

He voted for it, so it was not on the prevailing.

1:03:45

Okay.

1:03:46

I moved to dispense of the reading of the Pseudo City Journal for the City Council meeting of May 12, 2026.

1:03:55

Seeing no objections to order.

1:03:57

I move to excuse Councilwoman Kramer for non-attendance at the water quality committee of May 13, 2026, and the Housing Community Development and Public Health Committee of May 14, 2026.

1:04:06

Councilman Martinez for non-tends of the housing community development and public health committee meeting of May 14, 2026 and the Transportation Committee of May 21, 26.

1:04:15

1:04:25

1:04:46

And Councilman Hobbes for non-tends at the Transportation Committee of May 21, 2026.

1:04:52

Seeing no objections to order.

1:04:54

Thanks so much.

1:05:03

Should be open to the public and after.

1:05:05

Really excited about that.

1:05:07

So be on the lookout for that.

1:05:09

Please bring us your trash.

1:05:11

And last, I'd just like to mention that the pride flag raising is this Friday at 11 a.m.

1:05:17

Everybody is welcome to join for that.

1:05:19

Event um always a good one from our city.

1:05:26

That we can move on from talking trash after today.

1:05:31

Thank you to everybody who is has been involved in that process to get us to the point that we're at today.

1:05:37

I am uh looking forward to working with Republic and Team Service and uh the administration to make sure that we can uh have a clean city.

1:05:46

Thank you so much.

1:05:49

Councilwoman Kramer, first call.

1:05:52

Thank you, Chair.

1:05:53

I'm very excited to report that we um received a report from Lucas at the Lucas County Public Library System, and we have given out 466 gun locks in one month.

1:06:05

So I'm really excited about that.

1:06:07

We are keeping households safe here in Lucas County.

1:06:11

So it's a huge win.

1:06:12

Um we actually have to order more gun locks from the VA.

1:06:16

So that's really exciting.

1:06:17

So thanks to everybody who's been getting the word out about that.

1:06:20

I also am just gonna hold this up.

1:06:22

Um you may see a billboard that looks like this.

1:06:25

Um, I want to thank Lamar because they have donated some digital billboards that have uh this uh visual on them, and I saw one this weekend.

1:06:36

I was driving through town with my mom, and I was very excited to see that because it's been you know a big initiative for us.

1:06:43

We want to get the word out that those gun locks are in every library, and we want people to take them.

1:06:48

So if anybody wants the breakdown of where the gun locks were given out, we do have the full breakdown of where they were given from each library, so very exciting.

1:06:58

Also, June is in addition to being Pride Month, it is gun violence awareness month.

1:07:03

So we do have a um remembrance ceremony of all of those who died um by gun violence in Toledo on June 5th at 11 a.m.

1:07:14

at the Toledo Spain Plaza.

1:07:16

So we will be reading all of the names of those we lost to gun violence in the city for that event.

1:07:21

So I encourage folks to attend and you know support those survivors who are there for that event.

1:07:28

Thank you so much.

1:07:31

Councilman Martinez, first call.

1:07:34

Uh thank you, Madam Clerk.

1:07:35

Um, couple things before I start about D2.

1:07:39

Um, I just wanted a couple things uh that I failed to appreciate until recently.

1:07:47

Um so normally when I was on council, we always just quick, you know, prayer, appellage of allegiance, and uh the uh the Star Spangled Banner.

1:07:55

Um, but up until this council, I've never experienced what I appreciate is the art and culture that we brought in in addition to.

1:08:04

And I just thought that was so cool.

1:08:06

I actually kind of got to step back and enjoy the dancing and the singing, and I was like, wow, we get so wrapped up in our day-to-day activities as legislators, and we forget the beauty and why we are doing what we do.

1:08:18

So thank you for bringing that back into uh City Council art where it belongs in the public.

1:08:23

Um, and then, secondly, also sincerely want to thank everyone that works so hard on the trash contract, not only with Republic but the administration with the Teamsters with this council.

1:08:33

Um I think at one point, you know, we were really up in arms uh about the lack of progress being made over the past several months, and everyone really you know sucked it up and came to the table, put egos aside and get a very good deal for our residents.

1:08:50

So I just want to make sure I said thank you to all your guys' hard work.

1:08:53

Um I don't think everyone appreciates you know the talking trash, you know, getting few community input and engagement.

1:08:59

It's exhausting, and you guys did a phenomenal job, and I wanted to thank the Teamsters for being willing to work with us and fight for their contract.

1:09:07

You know, no one's gonna advocate for you better than yourselves.

1:09:10

So I really appreciate all of the advocacy on all sides of this that we were able to kind of come to a common ground and get a better um contract.

1:09:18

So I just wanted to point that out before uh I wanted to D2 issues, but uh so thank you, everyone sincerely.

1:09:26

Um, and it really just we have it's the start of uh summer, so be safe.

1:09:30

Um happy memorial day for those that I didn't get a chance to see over the weekend.

1:09:34

Um, and then next Saturday starts OLPH Fun Fest.

1:09:37

If you haven't uh been there, I strongly encourage you.

1:09:40

It's uh Friday, Saturday, and then Sunday there's mass, and then there's um like a small like uh Polish dinner, I believe, Polish wedding dinner, uh, that it's a great event.

1:09:48

Family, very family friendly, um, and I appreciate the administration willing to curb some uh street repairs because that would have impeded on street parking.

1:09:58

So I appreciate the constituents that reached out to me to say, hey, by the way, you know this is going on, right?

1:10:03

This is gonna block parking.

1:10:04

So uh I appreciate the accommodations that were made by the administration, and I sincerely appreciate all the hard work with the volunteers that put on this program, and for those in the elected arena, this typically would kick off campaign season.

1:10:17

So that being said, I yield my time.

1:10:19

Thank you so much.

1:10:22

Councilwoman McPherson, first call.

1:10:25

Thank you.

1:10:26

Just um one thing.

1:10:28

Parents, we have the summer programs.

1:10:32

The list is out.

1:10:34

Um, is free transportation for the students all summer participating in the programs.

1:10:41

Please sign your children up.

1:10:45

You've asked for it.

1:10:47

We've provided it now.

1:10:49

It's left up to you to make sure that your children have things to do throughout the summer.

1:10:57

There is a variety of activities, um, and learning classes for the students, in order for them to be safe, and and learning all summer.

1:11:13

You know, they say it uh about the mind and the devil's workshop.

1:11:20

So we gotta keep them busy.

1:11:22

So let's please sign your kids up, get them registered, and let's have a safe summer.

1:11:32

Let's enjoy the summer.

1:11:35

That's it.

1:11:36

Councilwoman Morris, first call.

1:11:39

Thank you, Clerk.

1:11:41

Um I had the ability to attend the blessing of the fleet at the Bayview Yacht Club uh over the weekend, and wanted to thank Councilman Driscoll for attending as well.

1:11:54

Um, the weather was not very cooperative, uh, but we did have a good time, and um we blessed the fleet.

1:12:02

And so uh the one thing about this event is really to celebrate our maritime heritage, but then also remind people to be safe out on our waterways.

1:12:11

Um, June also brings Point Place days, and uh that means the big parade on June 6th at noon, it means garage sales um and the beloved bread, cake, cookie, and pie contest.

1:12:29

I have been a judge in the past.

1:12:31

I don't know that I'm gonna be this time, but I do know the grand marshal of the Point Place Parade.

1:12:29

So thank you so much, and I hope to see you up in Point Place all of June.

1:12:43

Thank you.

1:12:49

Councilman Charontu, first call.

1:12:51

Thank you, Madam Clerk.

1:12:53

Um two things.

1:12:54

One uh tomorrow at 4 p.m.

1:12:56

the finance debt and budget oversight committee will meet, and on the agenda will be obviously the April 2026 financials uh revenues and expenditures.

1:13:07

We'll also have an update on uh Department of Public Utilities collection efforts where we're at on that.

1:13:14

Uh city auditor will present uh his report, and we'll also have a report from the United Way 211 uh update uh from them.

1:13:23

So I appreciate it if uh the members of the committee could attend, and anyone else, everyone is welcome tomorrow at four o'clock.

1:13:30

I also have a referral that I'm going to submit.

1:13:33

Uh I've been asked by people in the West Toledo area.

1:13:37

Uh what specific plans uh does the police department have for the uh proposed uh substation uh that we have passed funding for at Jackman, Sylvania in Charmainesville.

1:13:49

Uh when will the substation be opened, and also what specific specific renovations must occur.

1:13:56

So I will submit this to the clerk, and hopefully we'll get some answers soon.

1:14:01

Thank you.

1:14:03

Councilman Driscoll, first call.

1:14:05

You know, I had nothing until Councilman Sarantu brought up his referral and said he hopes there's an answer soon.

1:14:11

Me too, Councilman Sarantu.

1:14:13

There's nothing that uh this administration respects more than the referral process.

1:14:17

I can tell you that much.

1:14:18

That's all I have.

1:14:19

Thank you.

1:14:21

Councilmember Gaddis, first call.

1:14:25

I yield my time today.

1:14:26

Thank you.

1:14:28

Councilman Hobbes, first call.

1:14:32

Councilwoman Dr.

1:14:33

Jones, first call.

1:14:35

Thank you, Claire.

1:14:36

Um, hope everyone had a good memorial day.

1:14:39

Um, it was kind of relaxing for me in a way, but it was because husband went on a trip, and so I was solo with the kids for a little bit, so it's it's been interesting to see how I handle them, but it was all good.

1:14:51

So glad to be back in action and around adults and having adult conversations.

1:14:56

Um other than that, I do want to thank uh vendors and attendees that came to the food truck out at the Delta Hotel last Thursday, I believe.

1:15:09

Uh, we had a slew of food trucks from different cuisines such as Jamaican spice, Greek, uh, we even had pizza all source of Mexican Latino um uh cuisines, and I think everybody had a good time.

1:15:23

Had a DJ as well, and so he bought the jams, and even though it was cold, it was a good time, and so we're planning to keep this going, and so just look out for a lot more information, probably add a little bit more to it.

1:15:37

But um, I've heard a lot of good things from that, and then also um echoing sentiments as far as summertime coming up, so everyone just be careful, of course.

1:15:48

Get the kids in summer programming as well, and just everybody have a safe summer, and um thank you to the uh Cotillion winner and and runner up, brings back memories of when I was in Cotillion and uh I was under the guidance of uh Edna Brown at that time, but it was good to see the cream of the crop from Central Catholic High School, and then also looking at um, I'm glad it keeps going.

1:16:15

Um, it is definitely a wonderful event to attend and a good time for young women to dress up as well.

1:16:22

But other than that, I yield my time.

1:16:26

Council President Williams, first call.

1:16:29

So this has been an interesting meeting.

1:16:31

Um I do have to say this, um, the water tower not passing actually will put us in the hole.

1:16:41

I have to say it before we leave because this is a plea to all my colleagues that didn't vote for it.

1:16:46

We will be charged 4,000 a day because of this.

1:16:50

So if anybody ready to reconsider, that'd be great.

1:16:56

I just just saying this one was really crucial i definitely understand as a district council member how we have to definitely um take the consideration of our c of our constituents that is that is very important but we also have to take consideration um the whole city as well so I just want to put that out there um if not I'm just gonna end this meeting this meeting is adjourned oh my god
