Our responsibility as the design team was to create a building that not only met helping hands needs, but also respected the surrounding neighborhood.

Every major design decision, from placement of the building on the site, parking location, landscaping, pedestrian connections, and character, was made with the goal of creating a facility that comfortably sits within the context of the neighboring residents area.

And preserves kind of future opportunities for connection, future park connections.

We had a neighborhood meeting on uh Tuesday, June 16th, and heard um comments from uh from neighbors and also um incorporated some of those comments.

Uh Councilwoman Gaddis uh requested an accessible route as part of those, uh as part of that review, which has been incorporated into the project.

Additionally, since reviewing staff comments, uh we've worked very closely with the planning and engineering and transportation departments to address and review the comments, and the plans have been revised accordingly, including accommodating a requested uh future right-of-way along Dearborn to support the city's uh long-term bicycle connection uh plan.

We appreciate the collaboration that the city's provided and uh throughout the process and staff's recommendation for approval of the project.

We know there was a resident who had concerns about her property values with uh helping hands on a new facility being in there.

And so we listened to her and tried to take that into account.

She shared that um she loves seeing deer, you know, in the site, and we would do everything from a landscaping perspective to make sure that that continues.

Uh we would only use about half of the site, so um the the northern part would be open.

We've had some initial discussions with Metro Parks as they have an interest as well with their long-term plan.

But to back to your question about the neighborhood meeting, um, overall was very positive.

Uh Councilmember Gaddis was there, and uh we felt um, you know, we listened to all the questions that were raised, and um and one person you know apologize for having concerns, and we said there are no apologies necessary.

We're here to have this meeting to hear these and so we can best be part of the neighborhood, best be part of the community and be a collaborative partner.

Um we would propose landscaping plantings would be uh native plantings, drought tolerant, um, and also recommend using bags, um watering bags kind of around trees and um that for the growing for the first growing season.

Well, um, the site is still registered as a gas station, still has the tanks underground, so there won't be any new tanks or anything, you know, put underground.

And um when the gentleman was asked his address, he gave the address of the gas station, not Detroit, Michigan.

Um if this is approved, there's going to be four gas stations within less than a mile.

That is not in our plan with the revitalization of Detroit Avenue.

Secondly, we note that there was a neighborhood meeting held at Kent Library.

Both neighborhood organizations, which are very well known, were not notified.

Um adjacent property owners might have been notified, but there's a whole lot of vacant land around up and down Detroit Avenue, as you know.

The other thing that we have a problem with is that I don't know how long this gentleman has owned this property, but it has not been maintained.

Even if it's a vacant piece of property, has not been maintained.

It has been had to be maintained by a gentleman who uh freely and willingly does services throughout the city maintaining the property.

And bottom line is the old Western Association and women of the Old West End are against this gas station continuing to be a gas station.

Uh yes, I am the president of the Old West End Association, and along with several other organizations that will be speaking after me, we are in opposition of this site being revised as a gas station.

As my neighbor has stated, there are three other operating gas stations within a uh one mile uh distance, and we are already experiencing um some unwanted loitering, some unwanted business transactions on the illegal ends of it.

Um there is a convenience store directly across the street that also houses a lot of unwanted loitering in the parking lot.

There are some cases where there has been violence.

Uh there's a de uh gas station just at the next corner of Detroit and Central Avenue that has experienced several incidents of shooting, uh, one that resulted in a murder.

And having a gas station that will have the size of the site, three pumps that's just going to be an invitation for another illegal work site.

We don't need it.

We don't need we're trying to revitalize Detroit Avenue.

It is a beautiful strip.

It's a corridor that has so much potential, and I think that it needs to house something that is going to benefit the neighborhood.

We have convenience stores with unhealthy foods in it with soda pops and juices and candy.

We need if I I know that there is a remediation issue if we decided to turn it into a food uh type of environment, but there has to be other opportunities, and I would implore for the owner from Hamptramic, Michigan, to talk to the residents that are beyond the two blocks that he is already invited.

I wanted to share my my um my comments in opposition of having this gas station at the corner of Detroit and Delaware.

Um again, I no, no, no, no.

Enough is enough is enough is enough in our neighborhood.

We within a two within a two-mile radius, there's probably about six convenience stores and gas stations.

And with this particular location within a half mile radius going north and south, there are gas there's a gas station convenience store, two more convenience stores.

We do not need another gas station convenience store at this location in our community at all.

These owners come in from Michigan particular particularly, and they open up these gas stations and these convenience stores predominantly in the black community and service the black community, the underserved.

They it's another platform for to breed negative activity, and they all serve alcohol, they all serve cigarettes.

They all they do not keep up with the properties as they should, and they do not contribute back to our community in a positive way.

Um I'm coming before you with numerous of other uh my neighbors.

I'm a resident and um uh engaged neighbor in the old West End area and participate in many of our local group and neighboring uh associations.

Um I'm here on my own behalf today.

I am uh I believe this is a very incompatible use for this property and does not support the goals of uh that we worked hard on and articulated in our old West End strategic plan, which we put forward in 2025, modeling it and flowing from the 2024 forward Toledo comprehensive plan that the city put together.

Um several of my neighbors already made points that I listed in a letter that I submitted to this body.

Um I'm curious, I didn't hear a question of was there feedback?

Were there letters or phone calls received on this particular application?

So I'm curious about the answer to that.

Um I also want to note that in the analysis that is provided for our use here, that the um this is a neighborhood mixed use zoning designation, and the assessment was that um it's incompatible with that NM use, which I suppose that's why we're here for a special use request.

Um, since the goal of that mixed neighborhood mixed use is promoting uh pedestrian oriented commercial and mixed use areas.

Speaking for myself, I think that is what is going to serve the growth and development and uh reinvestment of this commercial area on the border of our neighborhoods.

Um but then I read also that it says that uh auto-oriented uses such as the proposed gas station is not incompatible due to the site's existing history as a gas station, and that the reuse of the site would be consistent with the building preservation and business creation goals.

Um I don't wish to be redundant, but it's certainly been noted the proliferation of gas station convenience stores that are within walking distance, including the Arco station at the uh 75 off ramp that's three tenths of a mile away.

Um meanwhile the history cited in this report says the station was opened in 64, and then a request to reopen it was already on the books in 75.

So I'm not seeing that there's some 40 year legacy of an functioning gas station in this area.

If there had been, I doubt that there would have been the other stations opened in such close proximity.

Um I have a very big concern, which I cited in the letter that I submitted to the board, about traffic impact.

This is a uh a solidly populated residential neighborhood with a lot of foot traffic.

There is a elementary school that is half a mile away where there's consistent foot traffic in the area.

Um, the Detroit Delaware intersection is a primary access point for multiple neighborhoods, even then going on down into the uh Adams Street corridor.

So I think it's an absolutely incorrect use of the site, and I would vote recommend and urge you to vote no.

Um, I'm gonna preface this by letting you know that I am a finance manager as an existing dealership that has been there since 2012, um, within less than a half mile radius of the new proposed plan.

Um, my biggest concern first is the increased traffic that the business would generate in an area that is already heavily congested.

The corner of Lasky and Lewis sees um just amazing, unbelievable amounts of accidents um each year.

We have the police constantly in our office already for um pulling reports for that, and increasing um having another large business in the area without having changes to the infrastructure of the streets and the traffic um lights, I think would be kind of negligent on um the city because it's already such a bad area for that.

So um the surrounding roads regularly experience high traffic volumes, adding another dealership would increase customer traffic, vehicle deliveries, test drives, as well as employees.

The additional congestion could negatively impact public safety, create delays for residents, local businesses, and a play and place an additional strain on many of the nearby intersections.

Um secondly, the proposed dealership is significantly closer to the residential properties than many of the existing commercial properties in the area.

Dealerships, and I speak from experience, require extensive exterior lighting to display inventory and maintain security after dark.

Um, this increased lighting could probably create unnecessary light pollution affecting the nearby homeowners, reducing nighttime privacy, their sleep patterns, and changing the character of the neighborhood overall.

Additionally, there is no demonstrated need for an additional used car dealership in the area within approximately a one-half mile radius of the proposed location.

There are already a minimum of five used dealerships servicing the community, which includes Royal One Auto, Bay Auto, DTH Auto, Auto Auto X, and Jackson Auto, which um unfortunately I was unable to get together with all of the owners at that time, but I do have um a meeting set in place with them for later, um, where I can get some of their feedback as well and kind of explain to them a little bit about what's going on.

Um, the market's already very well served by the existing businesses that have um been there long for a long time.

Um so approving another dealership with a special use permit would likely divide an already limited customer base, which would negatively impact the locally established business businesses, many of us which have invested significant time and resources into the community itself.

As my city leaders, I respectfully ask that you consider whether approving another used car dealership truly serves the best interests in residents of the local economy in the area.

Responsible development should balance economic growth with the quality of life of the nearby residents, traffic safety, and the long term health of the existing businesses that have been there for so long.

Um so this text amendment would take community recreation active, split it into two, um, so there would be a community center and then a community recreation active defined under the community recreation umbrella.

Um the community center, um, the difference between the two uses there would be a community center is allowed by special use permit in residential districts and parks district, and everywhere else it's just permitted.

We don't have to go through special use permit to open up a senior center in a strip plaza.

And we don't need to review that in that way, um, and that uses similar definitions that were already in there, it just splits it up.
