Tulsa Development Authority Commissioners Meeting - March 26, 2026
The Tulsa Development Authority Commissioners met on March 26, 2026, to address routine consent items, a contract termination, a new land sale contract, monthly financial reports, and staff updates. All actions were taken with unanimous support from the commissioners present.
Consent Calendar
- The consent agenda, containing four routine items, was approved unanimously. No items were removed for separate discussion.
Discussion Items
- Contract Termination (Item 5): Staff recommended terminating the contract with Axum Company LLC for a lot sold for $16,000 in November 2025. The developer ceased communication and did not respond to multiple attempts to move forward. The commission voted unanimously to approve the issuance of a notice of termination, effective after a contractual waiting period.
- New Land Sale Contract (Item 6): Staff presented a contract for the sale of 752 East Queen Street (6,535 sq ft, appraised at $18,000) to Sensible Investments LLC for $18,000. The developer, new to the TDA, plans to build a three-bedroom, two-bathroom, two-car garage house. A $900 good-faith deposit (5% of purchase price) was received. The commission voted unanimously to approve the contract.
- Monthly Budget Report (Item 7): Lynn presented the budget-to-actual report, noting revised formatting and detailing expenditures for the TIFIA grant, which are reimbursed after a one- to two-month lag. All figures were deemed reasonable. No questions were raised, and the report was accepted.
- Staff Reports (Item 8): Highlights included a successful community development meeting at the Moton site involving KB Advisory, Terrence Cutcher Foundation, and Partner Tulsa; continued work on urban renewal plans; review of Archer RFP submissions; attendance at the RAOC meeting; and progress on the TIFIA grant and community impact initiative. Three $30,000 grants for neighborhood projects are expected to be brought forward.

Okay. Do I have a motion? I motion to approve second. Okay. I issue we take the roll, please. Yes. Call Bracey? Yes. Jennifer Griffin? Yes. Ellion Hertata. Yes. Steve Mitchell. Yes. Item four. We had no search items for removal. So we move on to item five finance and real estate. Billy, take it away. All right. Morning commissioners. So this this item here is to terminate a contract with Axum Company LLC. So we had entered into a contract with them back in November of 2025. And the lot was sold for $16,000. The developer, you know, started pre-work and whatnot, and unfortunately, he decided that he no longer wanted to move forward. TDA staff decided that we thought we'd like to continue to move the project forward if the developer was willing. And so we through multiple emails, multiple calls, none of them were returned.
