0:58 Today we learned the passing of Tulsa Police Officer, Derek Alexander.
1:03 Officer Alexander joined the Tulsa Police Department in 1994.
1:09 During his time in the department, he worked primarily in the Gil Creese Division.
1:14 He was part of the community engagement unit, helping bridge the gap between police and the community, and was a longtime school resource officer, where he truly loved working with local youth.
1:28 In this time with the department, he received more than 10 department commendations and several certificates of appreciation from various organizations in Tulsa.
1:41 Officer Alexander also received the Chiefs Award and a life saving award and was a member of the Black Officers Coalition Coalition.
1:53 We thank him for his 33 years of dedication service, both to the Tulsa Police Department and the Tulsa community, and we send our condolences to his family.
2:05 Please remember Officer Alexander during our moment of silence, and please join me in pledging the allegiance to the flag.
2:16 I pledge allegiance to the flag of United States of America.
2:22 And to the Republic for which it stands.
3:08 Oh, Eric, you're the lead tonight.

3:20 The City of Tulsa, as you all know, and we say this over and over.
3:24 The City of Tulsa has an incredible team of over 3500 public servants dedicated to making all aspects of city government run smoothly.
3:34 Each month the city council is pleased to recognize some of these exceptional public servants who have committed decades.
3:41 That's just crazy decades of their lives and their career with the city.
3:53 All right, the proclamations all read whereas the employee has dedicated years of service to the city of Tulsa, its officials, and its citizens.
4:03 Therefore, we, the Mayor Monroe Nichols, and Tulsa City Council do hereby express our sincerest appreciation of years of service, hard work, dedication, and continued service to the city of Tulsa and its citizens.
4:16 And in witness thereof, we hereby set our hands on the 10th day of June 2026.

4:52 Oh, she got my hands.
5:36 Uh our next contestant, Judith A.
5:39 Mitchell from Water and Sewer for twenty-five years.
6:23 Okay, many employees who are receiving their years of service award this month could not be here with us tonight.
6:29 We would also like to acknowledge her contributions to the city.
6:37 Oh, for forty uh for thirty-five years of service, Michael Ward and Douglas Woods both from FIRE.

7:16 I recognize spaces but not names.
7:18 Uh the continued growth of the city of Tulsa is a direct result of our valued employees, and so of course this is how we can showcase you to all the citizens, and so thank you for your decades of um commitment to our city.
7:34 Um as that direct result, uh valued city employees serve twenty-four hours a day, seven days a week, and they are a true representation of service.

14:38 First is Jamie Barnes.
14:47 Good evening, Council.
14:49 My name is Jamie Barnes.
14:50 I am the vice president for the Kendallweedier Improvement District Board of Directors, and I'm here to speak in favor of continuing the work that we're doing in Kendall Whittier.
14:58 The improvement district and the main street for Kinder Reader have collaborated and we have an impeccable synergy right now.
15:04 So if you haven't been to Kendall Whittier, I strongly encourage you to come down and visit us.
15:07 There's a lot of exciting things happening, and in order for those things to continue to happen, we need to maintain and continue the work we're doing with the improvement district.
15:15 So for that, I strongly encourage that we can keep doing what we're doing.
15:23 Next speaker is Derek Moorehorst.
15:35 I'm Derek Mordhorst, the president of the Kendall Whittier Improvement District Board.
15:40 We are, I'm speaking in favor of the proposed amendment, and I'd just like to reinforce what Jamie said that we're working really well with Kendall Whittier Main Street.
15:49 We're also using, you know, we're being pretty frugal with our budget, but we're also addressing things as they come up, like um Becco was redoing some of the sidewalks and widening the street recently.
16:00 So we've been working with them, not even using our funds, but using their funds when like some light poles were knocked down, relighting the um parking lot in the square, continuing to like mow, pick up trash in the area, and just trying to work with local business owners with us as the improvement district to provide grants for security and um, you know, building maintenance and stuff like that.
16:27 So I would say I'm in favor of it.
16:29 Thank you very much.

24:16 Do we have any speakers?
24:18 We have two speakers on 7G, James and Bernice Alexander.
24:35 Good evening, counselors.
24:40 This is one of my favorite subjects ever since it first came out.
24:50 Cities and counties and states had to abide by the first one was direct individual relief.
25:01 The second was state and local funding.
25:04 The third was health and vaccinations, the third, fourth, education and child care and business and industrial support.
25:16 Now, from what I have witnessed with this council and previous council, was most of the money was going for the city with the uh county's help, uh, the airport, a new tower for James Mountain Inhoff, fly out trucks, starting up airplanes, uh trips, airline trips, and this is uh I didn't see very much with child kit childhood stuff, and that's appalling to me.
25:56 Because if you're not taking care of the least of us, which is not going on at this time, because everybody's grabbing for what they can get, and I am tired of coming up here talking about subjects, and y'all just look at me with a blank expression on your face.
26:18 You know, you said this is not a time to speak to public.
26:22 You can't do it to do in your council meetings during the day.
26:26 Can you do it here?
26:28 When can we give full feedback for this council?
26:34 All right, next speaker.
26:36 Good evening, Miss Alexander.
26:40 I think I'll wait for the answer to his question.
26:46 He you you're more than welcome to email us or call the council office and uh we will respond to you.

27:00 Have a good evening.
27:04 Alright, is there council discussion?
27:08 I move to approve items 7F through 7L with the emergency clause on 7F.
27:14 Please call the roll.

27:46 No discussion will ensue.
27:52 I want to take a moment and acknowledge the passing of a wonderful woman on the West Side.
28:00 In fact, earlier this afternoon, we celebrated her life at Carbondale Church of Christ, Mary Jo Luster.
28:07 And just briefly, she um, let me get it right here.
28:18 She began teaching oil painting in 1978 from home.
28:23 And in two 2006, she opened up the Red Fork Art Gallery and Teaching Studio on Historic Route 66 and Southwest Boulevard.
28:32 In addition to her passion for art and teaching, she dearly loved her family and friends and her church family and enjoyed cooking and caring for all.
28:41 We uh we had her memorial service today at uh Carbondale Church of Christ, and um what is it say here in in lieu of flowers?
28:50 She would um I think Counselor Bengal will will love this.
28:54 Uh she encourages donations to be made to Street Cats of Tulsa or Animal Aid of Tulsa.
29:01 And so are you referring to me as a street cat?
29:12 Uh uh, but you you do love cats, Counselor Bengal.
29:15 And she did as well.
29:17 And um, so we honor the life and legacy of Mary Joe Luster, and uh that's my announcement.
29:23 Any other announcements?
29:27 All right, moving on, item nine, new business.
29:30 There are no items this week.
29:31 10 hearing of appeals, no items this week.
29:34 11 hearing of public comments.
