11:17 The application does not indicate what the actual use may be.
11:23 This open change could allow an option that would be invasive and non-compatible to a residential interior neighborhood.
11:31 There would be children playing, people outdoors, enjoying each other's company, the birds, the green grass and things.
11:38 There should be requirements that would ensure the need, the new use would be less disruptive to our the quality of life in the neighborhood.
11:47 Examples, limited hours of operation, small vehicles that make deliveries to them, low volume of traffic, no noise sounds outside the structure, low outdoor lighting, typically for the neighborhood, and it can overflow into the neighbors' houses on site, on site parking that is permeable to permeable to assist rain to soak into the ground before runoff into the drainage system.

13:13 So this is the neighborhood scale mixed use district, so it's it's appropriate for you know this in in the area in the context of a neighborhood.
13:22 It's gonna have to be built up to the street.
13:24 Um, you know, there are very limited uses that are allowed.
13:29 Um, it's also the same that limitation is the same as everything else in the neighborhood, so it can't be higher than what you could do a single family house.
13:38 Uh the flexible designation, it means several things.
13:41 One thing it means it gives uh a little bit more flexibility on the setbacks of the building, okay.
13:48 And do we have an idea of what exactly they want to do with that?
13:53 So Kayla's here behind me, and um I can tell you what she said at Planning Commission.
13:58 She I think she had about four units on top of some commercial, but she's here.
14:01 She can talk to that a little bit.

14:14 So this is projects actually of development we're doing within our company.
14:20 The uh neighborhood I actually live in, and was really inspired by places like I guess it's now Origin was Fulton Street books, but just having a little spot within the neighborhood people can gather.
14:32 I think you have places like in Laurentale or the other pool, and we have different ways where you can just walk and meet your neighbors and do stuff.
14:40 So I wanted to create that same environment within the neighborhood, and this was a way to do it through rezoning it to MX.
14:49 So ground floor has like 12 foot tall ceilings, so you could live in a really cool space, you could live in it, you could be a little coffee shop, it could be it can't be too many things, but it can be stuff that actually supports like neighbors gathering and connecting.
15:03 And the fact that it is embedded in the neighborhood, it's for the neighborhood.
15:07 It's not like you know, drive from wherever else to hang out here.
15:11 It's really just for that use.
15:13 So that's the purpose and intention behind it.

15:35 Yeah, I was just yeah, I was just gonna um mention if it's any reassurance as well from what she just described.
15:42 Um, I live in Owen Park, and we just had um a similar concept open up down the street in my neighborhood, and it's been phenomenal and really brought people together, and I've met so many neighbors I'd never even met before, and it's been a really good addition.
15:54 So that's exciting to hear that that's the plan.

16:01 Um I'm ready to make a motion, but I just want to say to Counselor Dutton, I know she's talking a lot about needing community space for people to come together, and we've talked about public versus private, so this could be a win-win for everyone as long as you know some of the sound and good neighbor stuff happens.
16:16 But I've also watched what's gone on in Owen Park, and um that's an area that had those things before and haven't for a long time, and so it's nice to see reinvestment for neighbors by neighbors.
16:28 Um I d I do just want to tag on one more comment that I think it's a great idea, and that it would also offer a venue for the neighbors to host uh neighborhood association meetings.
16:39 I know that district three is sparse on uh availability for venues outside of churches, so I'm super excited about that.

25:39 We made a commitment to do a deep dive into this budget to the citizens earlier this year.
25:46 So to my colleagues who were very deliberate about going through this budget and making sure that the citizens can be uh assured that we're spending their money properly.

26:18 Item seven A is approved, incorporating the technical changes as distributed at the one o'clock uh budget and special projects committee meeting today.
26:30 Ordinance approving and adopting the capital improvements plan for the city of Tulsa for fiscal year twenty uh twenty-seven to twenty thirty-one as part of the FY twenty twenty-six twenty twenty-seven annual budget carries the emergency clause.
26:50 Um unencumbered appropriations from one hundred thousand dollars or less from one account to another within the same department of the city with certain expectations.
27:01 This carries the emergency clause.
27:03 D ordinance amending title 45, Tulsa Revised Ordinances, Chapter 1 titled City of Tulsa Use Tax Code, Section 119, ending in the dedication of 15% of the use tax revenue for debt services in support of the fund created by Title 43K, which no longer is needed for such purpose.
27:26 It also carries the emergency clause.
27:28 E Ordinance Amending Title 43K Tulsa Revised Ordinance in which the City of Tulsa Expenditure Policy for 2017, limited purpose, economic development, temporary sales tax, amending the projects and purpose for which expenditures and proceeds may lawfully be made, providing for severability, carries the emergency clause.
