6:12I just have five real quick items I want to bring to your attention.
6:16You probably know this already, but this is a good moment to get it out to the public as well.
6:21Um so earlier today, this is so exciting.
6:25Um Chief Hoskin of the Cherokee Nation and Mayor Nichols signed an MOU for the Cherokee Nation Health Service Grant.
6:33This MOU centers on a new investment from Cherokee Nation Health Services that will deploy a culturally relevant lung cancer screening initiative and lays the foundation for broader work together in the future.
6:46I'm super excited about that.
6:48Um our future will work uh work will be guided by the voices of the community and direct resources uh where they are needed.

7:23So City of Tulsa, Mayor of Tulsa, go there, and it has the MOU.
7:27Well, it has the information about the MOU and what this is.
7:30Then I just wanted to bring up Safe Move Tulsa again.
7:33I know you guys are very well aware of that.
7:35Safe Move Tulsa hit a milestone at the turn of the fiscal year, crossing more than 400 Tulsons housed, including more than 200 through the rapid exit strategies that uh we've got deployed out there.
7:47The data drive approach backed by investments from this council is delivering in a big way.
7:52You can follow along on our progress at the safe move tulsa.org.
7:56Um I went in and checked out the website.
7:58Um they have actually 449 is what they're tracking as of today, just a few minutes ago.
8:04So lots of great information out there about Safe Move and where we are and what we're tracking.
8:11You guys know about the T Town Home Catalog.
8:14Um we went live bringing 18 pre-approved approved housing plans to our developers.
8:20Um the plans are structured to be easy for the development community to utilize.
8:25Um this was a big step for affordability for our developers out there in the housing world, and a great great way to round off our uh housing month in June.
8:36So just a reminder of that, that is also online.
8:39Um thank you, counselors who were able to attend the kickoff of all of that as well.
8:45Um the domestic violence prevention task force has been created by an executive order.
8:51Um this might be the one that um I thought the counselor's involved.
8:54Counselor Bellis, are you involved with the domestic violence?
8:57I swear they said counselor Bellis was involved.
9:00So I now you have to be involved, and we're gonna put you to work.
9:05No, uh from the public health perspective, I'm down for both.
9:09Uh this force uh will be uh we'll build on existing collaboration.
9:13They will deliver findings and strategies to help shift the community issues of domestic violence in the right direction, which for the past 20 some odd years we've been working really hard and trying to do that.
9:24So hopefully uh we'll succeed and make some leeway this time.
9:29So first drone delivery.
9:31I know you guys are excited about that.
9:34There is no date announced when they will actually launch, but they have received some key uh permits.
9:41Um, and they're working directly with Mr.
9:43Skates on trying to make that as easy as possible from a development um permitting perspective.

13:46Agenda item O, a travel donation from National Fire Academy for Justin Flake to travel to Emmonsburg, Maryland on July 5th through 17th, 2026 to attend the National Fire Academy Commercial Fire Plans Review and Plans Review of Fire Alarm Systems courses.
14:24A special event application, MAS Tulsa, Road March to MAS scheduled for July 25th, 2026, starting at 100 North Main Street.
14:38Supporting the documentation supporting documentation tells us this is a one vehicle march, a single truck pulling a trailer with a band followed by participants on foot, approximately 100.
14:52It's a short march from Cicero's restaurant to Guthrie Green Park.
14:56Guthrie Green is a gift to Tulsa from a Jewish family.
15:00Tulsa loves the Jewish members of Tulsa and all the Jewish family and their native homeland, beautiful Israel.

15:49A monthly status report from the Sales Tax Overview Committee on current activities and efforts.
16:04I'm Scott Grizzle, Vice Chair of the Sales Tax Overview Committee.
16:14I've said if we get a 10, I'll keep moving.
16:17Because I've been in uh half the districts in the city over my uh lifespan here.
16:23So I wanted to highlight four projects.
16:25Uh one of them is Vision Arts, which I mentioned last time I spoke here.
16:30Uh there was just recently the announcement of the seventh round of Vision Arts funding to 18 local arts organizations.
16:38Of those, a third of them had not received Vision Arts funds before, uh, which is great.
16:44And of the remaining four of those had received it once before, but not recently.
16:49So that is good that that money is being spread around.
16:55I I know this is probably a you know a minor part of city business keeping the city operating, but the arts and culture are what make the city great.
17:05And I've volunteered for Mayfest for nearly two decades, and this is one project that I'm always watching for updates on.
17:13Um in the month of June, the sales tax committee did a deep dive on Fred Johnson Park at 61st in Riverside.
17:22Uh this is a a park that many of us know is where we dumped our tree debris uh before and has not gotten a lot of use.
17:32Uh it's been a much anticipated redo of that park.
17:37And despite uh the major redesign that's coming and five ad alternates, it is still listed as under budget currently.
17:47Um additions to the park.
17:49There's gonna be a covered uh basketball playground, uh three section dog park, maybe bigger than Hunter Park.
17:58Um there's also going to be a skate park, many new features coming to this park, really programming the whole whole area.
18:07Um there we had a lot of questions about kind of the functionality of these areas, what you know what potential things could be added.
18:17Um water fountain for the dog park was mentioned, and also some um uh bioswale to address the the stormwater runoff in that area.
18:27So we're hopeful for you know even more improvements to come.
18:31The groundbreaking for that park is August 7th with completion in August of next year.
18:40So pretty quick turnaround.
18:42Um less quick turnaround Woodward Park, but Woodward Park is coming up on the end.
18:50Uh planting's done, ponds are being filled, sods being laid.
18:54Um that park is scheduled to be completed in September and looks like it will be will meet that date.
19:01I know a lot of people are looking forward to that.
19:04Hicks Park was one uh questions got asked of one of our members about the parking lot because it's in particularly bad shape.
19:13Uh speaking with the parks department, we found out part of the problem was that it seems to have been engineered for the stormwater to run into the parking lot as opposed to away from.
19:23And so standing water has been part of the reason that uh that parking lot is so bad.
19:29Um the planning has been done to uh correct that, redo the park, and also very importantly, redo the parking lot while keeping access to the rec center and other facilities of the park.
19:42So it's actually going to be done in in two halves.
19:45The first half is scheduled to actually, I believe, kicked off uh this week.
19:51So those are my four updates.

20:51It offers a wonderful opportunity to appreciate creation and nature's and our creator, God the Father and His Son, the Lord Jesus Christ.

23:13Highway 75 in the inner dispersal loop south of Interstate 244, north of 11th Street South and West of South Utica Avenue.
23:24C Ordnance Amending the Tulsa Revised Ordinances, Title 49, Administrative Permit and License Fees, Chapton 3, Building Permit Fees by Adding a Section 328 Building Permit Fee Adjustment for Affordable Housing Providing for a waiver of fees imposed under Section 301 building permit application fee and 302 building permit fee to promote affordable housing in the city of Tulsa outlining conditions to qualify for the adjustment providing the claw back if conditions are not met, providing the severability.
24:10Uh, to promote housing affordability and ordinance providing for the waiver of nuisance abatement cost and fees under the specific conditions to promote affordable housing providing for the claw back of waive fees and cost if required documentation is not limited time timely submitted providing for severability.

25:00This reminds me of a couple of years ago where over 2,000 houses were slated like this.
25:06Right now it's 12 over 1,200.
25:09I see a problem in that because the problem was happening in North Tulsa.
25:14Yes, this happened a couple of years, well, probably about 10, 12 years ago.
25:20And uh I know you don't like me, but you get over it.
25:24Uh I have a problem with that.
25:28Uh especially the way this is being handled, and you look like you uh having a problem.
25:41I guess I wasn't understanding.
25:47Yes, where you all have 1,200 over 1,200 houses that you uh have uh nuisance abatement and things.
25:56Like I said, uh this happened in Tulsa, North Tulsa mainly.
26:02Uh I can't remember how long ago it was, but it was quite a while.
26:06We had a the whole place full and had a line all the way out in the street because you were talking about taking people's houses, and that's what the city always does is take people's houses.
26:19You don't have to answer this, but how many of these houses are in North Tulsa?
26:33This is uh what you all are doing to people uh to try to force them out of their homes or create problems for them to maintain their homes, it's theft.
26:49You're forcing people out of their homes.
26:51People who'm gonna give you an address.
26:56It's 431 East Ute Street, Tulsa.
27:02You have boarded up that house, the doors, front door and back door, and left the screens open for people to go in.
27:12And people have gone in there and they've stole the lawn equipment and all kinds of things.
27:19You all arranged that, and you all are in violation of what you should be doing for that district one North Tulsa community concerning housing.
27:31You all have been involved in trying to cause people to not own property, and what you're doing is illegal.
27:47During that time, they shot up the people's houses, set the houses on fire.
27:53You know, we we know some people that were descendants of that 1921 riot that were present when all this was happening.
28:02So you just burned up their community and blew it up.
28:09Now you're over there looking for houses and moving people out of houses to take their houses to do what you want to do with them.
28:20All of that is illegal.
28:24It is illegal, and you all think it's okay to steal people's homes, steal their property in their homes.
28:31What is wrong with you?
28:35Trying to stop people from having decent housing.
28:40And I can say that for more reasons than one.
28:44First of all, you let the sewing water systems fail over there, and I wrote the complaint to the EPA for those systems to be corrected.
28:54Raw sewage coming up out of the park, uh grounds, raw sewage backing up in people's homes.
29:02Nobody cared down here, and nobody cares that you're creating a homeless state for certain people.
29:10That is, you know, I'm a criminal justice major.
29:16And a lot of people in prison and in jail, and would be in prison or in jail if some of them were found uh doing what you all are doing.
29:28You all have created this homeless problem, and you're sitting there satisfied with yourselves that you've done this.
29:42I'm gonna ask a question.
29:45What would Greenwood have looked like if it had not been destroyed today?
29:52What would it have looked like?
30:00And perhaps you think that because of the changes that are being made in North Tulsa, I also wrote a complaint on behalf of the community for five major streets that had to be redone.
30:06And they were redone.
30:10A group of us would go out to a park in the woods where the park board would meet about what to do with parks in North Tulsa.
30:21And a group of us went to that meeting at 5 o'clock in the morning one time.
30:26Raw sewage was coming up out of the uh drainage area on the grounds of the park.
30:35Now you've built up something over there in Lacey Park, and you are requiring people to pay for fees that can't pay the fees.
30:45So you're trying to lock them out of uh benefiting from that park.
30:491921 is still present today.
30:53And this council, this council is very active in what's going on in North Tulsa.
31:03And you ought to be ashamed of yourselves.
31:06But you have no shame.
31:09And you have the nerve to try to be annoyed with me.
31:12Because I've been writing federal complaints and getting work done over there for those people.
31:18Because we all matter.
31:24I want you all to think about what you're doing in that area, taking people's houses.
31:34Having people to break into people's houses.

31:56Yeah, I just wanted to clarify what just for um the public and I see we have so many new documenters here.
32:03Um, what items uh C and D are regarding, which these are actually about making it more feasible for people to repair homes and create more affordable housing and making it so that we're removing um you know fees or lowering costs, um, waiving nuisance um abatement costs and fees.
32:25Both of these items have everything to do with trying to address um you know blighted abandoned properties, making it feasible for people to fix them.
32:34This is all about addressing our housing crisis and making it more accessible for people to repair properties to create affordable housing.
32:41Um I don't want to put them on the spot, but you know, only if you think there's anything to add.
32:47I know we have a house.
32:48Okay, he's saying we're good.
32:49We have a housing expert back there, but all right.
32:51I just wanted to clarify for folks that this that is the purpose of these policies.
