Anyone from the mayor's office.

5:59

Okay.

6:02

Let me see.

6:03

Do I turn this on?

6:05

You turn it on.

6:05

It's on.

6:06

Is it on?

6:06

Okay.

6:07

Hi, good evening.

6:08

I'm here to give you the mayor's report.

6:09

Carrie Father Gill, public advocate, Mayor's office.

6:12

I just have five real quick items I want to bring to your attention.

6:16

You probably know this already, but this is a good moment to get it out to the public as well.

6:21

Um so earlier today, this is so exciting.

6:25

Um Chief Hoskin of the Cherokee Nation and Mayor Nichols signed an MOU for the Cherokee Nation Health Service Grant.

6:33

This MOU centers on a new investment from Cherokee Nation Health Services that will deploy a culturally relevant lung cancer screening initiative and lays the foundation for broader work together in the future.

6:46

I'm super excited about that.

6:48

Um our future will work uh work will be guided by the voices of the community and direct resources uh where they are needed.

6:56

Okay, so if you have any questions, let us know.

6:58

I think counselor uh Bellis, I think you're working on this initiative.

7:02

Are you on the committee?

7:03

Somebody from the council is involved, one of the counselors.

7:06

Which committee?

7:07

I'm sorry, the Cherokee Nation MOU for the lung health screening.

7:13

I thought one of you were very lucky and were involved with the conversation.

7:16

So let me know if you have any questions and I'll get some answers to you.

7:19

This is online on the mayor's web page, all the information.

7:23

So City of Tulsa, Mayor of Tulsa, go there, and it has the MOU.

7:27

Well, it has the information about the MOU and what this is.

7:30

Then I just wanted to bring up Safe Move Tulsa again.

7:33

I know you guys are very well aware of that.

7:35

Safe Move Tulsa hit a milestone at the turn of the fiscal year, crossing more than 400 Tulsons housed, including more than 200 through the rapid exit strategies that uh we've got deployed out there.

7:47

The data drive approach backed by investments from this council is delivering in a big way.

7:52

You can follow along on our progress at the safe move tulsa.org.

7:56

Um I went in and checked out the website.

7:58

Um they have actually 449 is what they're tracking as of today, just a few minutes ago.

8:04

So lots of great information out there about Safe Move and where we are and what we're tracking.

8:09

Okay.

8:09

Um another reminder.

8:11

You guys know about the T Town Home Catalog.

8:14

Um we went live bringing 18 pre-approved approved housing plans to our developers.

8:20

Um the plans are structured to be easy for the development community to utilize.

8:25

Um this was a big step for affordability for our developers out there in the housing world, and a great great way to round off our uh housing month in June.

8:36

So just a reminder of that, that is also online.

8:39

Um thank you, counselors who were able to attend the kickoff of all of that as well.

8:45

Um the domestic violence prevention task force has been created by an executive order.

8:51

Um this might be the one that um I thought the counselor's involved.

8:54

Counselor Bellis, are you involved with the domestic violence?

8:57

I swear they said counselor Bellis was involved.

9:00

So I now you have to be involved, and we're gonna put you to work.

9:04

I'm being voluntary.

9:05

No, uh from the public health perspective, I'm down for both.

9:08

Thank you.

9:09

Uh this force uh will be uh we'll build on existing collaboration.

9:13

They will deliver findings and strategies to help shift the community issues of domestic violence in the right direction, which for the past 20 some odd years we've been working really hard and trying to do that.

9:24

So hopefully uh we'll succeed and make some leeway this time.

9:29

So first drone delivery.

9:31

I know you guys are excited about that.

9:33

Man is coming.

9:34

There is no date announced when they will actually launch, but they have received some key uh permits.

9:41

Um, and they're working directly with Mr.

9:43

Skates on trying to make that as easy as possible from a development um permitting perspective.

9:50

So if you have any questions about that, just let us know.

9:52

And that's all I have for you.

9:53

Just a few reminders.

9:56

Um if you have any questions, let me know, and we'll get you some answers, and you'll have a good night.

10:00

All right, thank you.

10:01

Do you have any questions right now?

10:05

Did we ever so we went up for a press conference to the mayor's office a couple of weeks ago?

10:10

Uh-huh.

10:11

And that 400 number was announced, but I thought that we were going to announce the next decommissioning of a camp or two.

10:20

Has that announcement been made?

10:21

I may have missed it.

10:23

It wasn't announced then.

10:24

Not that I have seen yet.

10:26

Um as of today, there were nine, I think, decommissioned encampments that were was on the tracker.

10:33

I think it was nine.

10:34

Okay.

10:35

But the the one that the one that we were briefed on still hasn't been announced yet.

10:40

I guess.

10:41

Not that I'm aware of.

10:42

All right.

10:42

Okay.

10:42

Thank you.

10:43

We'll we'll make sure you guys know.

10:44

Okay.

10:45

Oh, yeah.

10:46

Thanks.

10:46

10:48

15:46

Five authorities, boards, and commissions.

15:49

A monthly status report from the Sales Tax Overview Committee on current activities and efforts.

15:56

Who's doing it?

16:03

Good evening.

16:04

Thank you.

16:04

I'm Scott Grizzle, Vice Chair of the Sales Tax Overview Committee.

16:14

I've said if we get a 10, I'll keep moving.

16:17

Because I've been in uh half the districts in the city over my uh lifespan here.

16:23

So I wanted to highlight four projects.

16:25

Uh one of them is Vision Arts, which I mentioned last time I spoke here.

16:30

Uh there was just recently the announcement of the seventh round of Vision Arts funding to 18 local arts organizations.

16:38

Of those, a third of them had not received Vision Arts funds before, uh, which is great.

16:44

And of the remaining four of those had received it once before, but not recently.

16:49

So that is good that that money is being spread around.

16:55

I I know this is probably a you know a minor part of city business keeping the city operating, but the arts and culture are what make the city great.

17:05

And I've volunteered for Mayfest for nearly two decades, and this is one project that I'm always watching for updates on.

17:13

Um in the month of June, the sales tax committee did a deep dive on Fred Johnson Park at 61st in Riverside.

17:22

Uh this is a a park that many of us know is where we dumped our tree debris uh before and has not gotten a lot of use.

17:32

Uh it's been a much anticipated redo of that park.

17:37

And despite uh the major redesign that's coming and five ad alternates, it is still listed as under budget currently.

17:47

Um additions to the park.

17:49

There's gonna be a covered uh basketball playground, uh three section dog park, maybe bigger than Hunter Park.

17:58

Um there's also going to be a skate park, many new features coming to this park, really programming the whole whole area.

18:07

Um there we had a lot of questions about kind of the functionality of these areas, what you know what potential things could be added.

18:17

Um water fountain for the dog park was mentioned, and also some um uh bioswale to address the the stormwater runoff in that area.

18:27

So we're hopeful for you know even more improvements to come.

18:31

The groundbreaking for that park is August 7th with completion in August of next year.

18:40

So pretty quick turnaround.

18:42

Um less quick turnaround Woodward Park, but Woodward Park is coming up on the end.

18:50

Uh planting's done, ponds are being filled, sods being laid.

18:54

Um that park is scheduled to be completed in September and looks like it will be will meet that date.

19:00

Okay.

19:01

I know a lot of people are looking forward to that.

19:04

Hicks Park was one uh questions got asked of one of our members about the parking lot because it's in particularly bad shape.

19:13

Uh speaking with the parks department, we found out part of the problem was that it seems to have been engineered for the stormwater to run into the parking lot as opposed to away from.

19:23

And so standing water has been part of the reason that uh that parking lot is so bad.

19:29

Um the planning has been done to uh correct that, redo the park, and also very importantly, redo the parking lot while keeping access to the rec center and other facilities of the park.

19:42

So it's actually going to be done in in two halves.

19:45

The first half is scheduled to actually, I believe, kicked off uh this week.

19:51

So those are my four updates.

19:55

Okay.

19:55

Thank you.

19:56

Awesome.

19:56

Any questions?

20:00

That was a very good report.

20:01

Thank you very much.

20:02

Appreciate that.

20:04

Do we have any speakers on the STOC report?

20:07

We have one speaker, Mr.

20:08

John Huffines.

20:20

Thank you, Councillors.

20:22

Enjoyed Scott's report.

20:24

Authorities, boards, and commissions.

20:26

Agenda item 5A.

20:28

I'm grateful for the unity and harmony demonstrated by the sales tax overview committee as they come together to produce this report.

20:37

Their collaborative spirit strengthens trust and helps guide wise decisions for our city.

20:43

And under parks, we have seen supporting documentation regarding our public zoo, a place that celebrates the beauty of nature.

20:51

It offers a wonderful opportunity to appreciate creation and nature's and our creator, God the Father and His Son, the Lord Jesus Christ.

21:01

Thank you, Counselors, for your service, your thoughtful leadership, and your continued commitment to Telsa.

21:07

Thank you.

21:08

This reminds me of a couple of years ago where over 2,000 houses were slated like this.

25:06

Right now it's 12 over 1,200.

25:09

I see a problem in that because the problem was happening in North Tulsa.

25:14

Yes, this happened a couple of years, well, probably about 10, 12 years ago.

25:20

And uh I know you don't like me, but you get over it.

25:24

Uh I have a problem with that.

25:28

Uh especially the way this is being handled, and you look like you uh having a problem.

25:38

Seven and seven D.

25:40

7D.

25:41

I guess I wasn't understanding.

25:45

Yeah, 7D.

25:47

Yes, where you all have 1,200 over 1,200 houses that you uh have uh nuisance abatement and things.

25:56

Like I said, uh this happened in Tulsa, North Tulsa mainly.

26:02

Uh I can't remember how long ago it was, but it was quite a while.

26:06

We had a the whole place full and had a line all the way out in the street because you were talking about taking people's houses, and that's what the city always does is take people's houses.

26:19

You don't have to answer this, but how many of these houses are in North Tulsa?

26:25

Good evening, Mrs.

26:26

Alexander.

26:27

Good evening.

26:29

Um excuse me.

26:33

This is uh what you all are doing to people uh to try to force them out of their homes or create problems for them to maintain their homes, it's theft.

26:49

You're forcing people out of their homes.

26:51

People who'm gonna give you an address.

26:56

It's 431 East Ute Street, Tulsa.

27:02

You have boarded up that house, the doors, front door and back door, and left the screens open for people to go in.

27:12

And people have gone in there and they've stole the lawn equipment and all kinds of things.

27:19

You all arranged that, and you all are in violation of what you should be doing for that district one North Tulsa community concerning housing.

27:31

You all have been involved in trying to cause people to not own property, and what you're doing is illegal.

27:44

This is not 1921.

27:47

During that time, they shot up the people's houses, set the houses on fire.

27:53

You know, we we know some people that were descendants of that 1921 riot that were present when all this was happening.

28:02

So you just burned up their community and blew it up.

28:07

Who does that?

28:09

Now you're over there looking for houses and moving people out of houses to take their houses to do what you want to do with them.

28:20

All of that is illegal.

28:24

It is illegal, and you all think it's okay to steal people's homes, steal their property in their homes.

28:31

What is wrong with you?

28:35

Trying to stop people from having decent housing.

28:40

And I can say that for more reasons than one.

28:44

First of all, you let the sewing water systems fail over there, and I wrote the complaint to the EPA for those systems to be corrected.

28:54

Raw sewage coming up out of the park, uh grounds, raw sewage backing up in people's homes.

29:02

Nobody cared down here, and nobody cares that you're creating a homeless state for certain people.

29:10

That is, you know, I'm a criminal justice major.

29:16

And a lot of people in prison and in jail, and would be in prison or in jail if some of them were found uh doing what you all are doing.

29:28

You all have created this homeless problem, and you're sitting there satisfied with yourselves that you've done this.

29:39

And why you think?

29:42

I'm gonna ask a question.

29:45

What would Greenwood have looked like if it had not been destroyed today?

29:52

What would it have looked like?

30:00

And perhaps you think that because of the changes that are being made in North Tulsa, I also wrote a complaint on behalf of the community for five major streets that had to be redone.

30:06

And they were redone.

30:10

A group of us would go out to a park in the woods where the park board would meet about what to do with parks in North Tulsa.

30:21

And a group of us went to that meeting at 5 o'clock in the morning one time.

30:26

Raw sewage was coming up out of the uh drainage area on the grounds of the park.

30:35

Now you've built up something over there in Lacey Park, and you are requiring people to pay for fees that can't pay the fees.

30:45

So you're trying to lock them out of uh benefiting from that park.

30:49

1921 is still present today.

30:53

And this council, this council is very active in what's going on in North Tulsa.

31:03

And you ought to be ashamed of yourselves.

31:06

But you have no shame.

31:09

And you have the nerve to try to be annoyed with me.

31:11

I don't care.

31:12

Because I've been writing federal complaints and getting work done over there for those people.

31:18

Because we all matter.

31:24

I want you all to think about what you're doing in that area, taking people's houses.

31:34

Having people to break into people's houses.

31:39

Thank you, Miss Bernice.

31:40

Your time's expired.

31:44

It's not over.

31:45

Thank you.

31:46

Thank you.

31:46

North Tulsa will be built up.

31:48

All right.

31:50

Thank you, Miss Alexander.

31:52

Is there a discussion?

31:53

Counselor Bellas, did you have something you wanted to do?

31:56

Yeah, I just wanted to clarify what just for um the public and I see we have so many new documenters here.

32:03

Um, what items uh C and D are regarding, which these are actually about making it more feasible for people to repair homes and create more affordable housing and making it so that we're removing um you know fees or lowering costs, um, waiving nuisance um abatement costs and fees.

32:25

Both of these items have everything to do with trying to address um you know blighted abandoned properties, making it feasible for people to fix them.

32:34

This is all about addressing our housing crisis and making it more accessible for people to repair properties to create affordable housing.

32:41

Um I don't want to put them on the spot, but you know, only if you think there's anything to add.

32:47

I know we have a house.

32:48

Okay, he's saying we're good.

32:49

We have a housing expert back there, but all right.

32:51

I just wanted to clarify for folks that this that is the purpose of these policies.

32:56

Okay, thank you very much.

32:57

Um, is there uh any council discussion?

33:01

Move to approve item 7A through D.

33:04

Second.

33:04

Please call me.

33:06
