It's specialized services, so uh transportation expertise gets a little deeper in events than what we have in house.

Uh helps us out with things like signal crossings, signal timings, and that's expertise specialty, and it would be for $50,000 uh two-year contract, and this is the OCE budget for this year and the outside services line item.

That would be up to, right?

Bill, you you've listed their contract operations, traffic signal timing, conceptual geometric design.

What once what's a couple two or three examples of how they were engaged on our behalf last year?

So uh except for last year looking into signal timing on university boulevards and the crossings on university boulevards.

So that's a I was I was one of the ones providing that feedback that it might be a little quick.

If you'll look on the screen, they are adding lights in the circled area, basically from the entry drive on watermelon to the roundabout, and then adding fiber conduits to all the existing parking lots for future camera connectivity.

This when you and I taught this was planned, wasn't it originally?

But we were kind of waiting to see where all these numbers came in in the in the whole project, scope of the bigger project, right?

Yes, I think there was a bigger project before this where they did the parking lots, and this was not included because they were concerned with budget at the time.

So it's needed to get special lights that whole area.

I know a friend whose wife had a pretty bad wreck there the other day, and a car flipped three times.

Luckily she was okay, but it was yeah, so anyway, but it's that that whole area's changed a lot over the last I guess year or two.

Um be similar to the ones that you see.

Well, that example is from Snow Hitting, so it'll be like the brick pedestal at Snow Hinton Park.

So Tim, the the signage on the facing will be similar to what's used to illustrate there on the top.

So uh I believe council's aware we've been making a lot of uh access control improvements to City Hall and other city properties.

We've got a few doors that um need a significant amount of additional hardware as well as preparation for uh them to be able to receive uh some of the new access control, and so we we would like to have this contract with building specialties for them to perform some of this work for us.

I know that initially the project started um with improvement to the facility itself, and I don't think until near the end we were really looking at some of the security components.

We were looking at cameras and such, which were captured as part of the project, but I think the thought was with this facility being something we're starting to maintain, getting it onto our keyway and our access control uh was something we decided we felt like we needed to do as well.

Um, and I do agree that this is well needed because there isn't currently any kind of access control um on those front doors.

Uh there's some areas around City Hall, government plaza, and some other areas that just have not had any attention and need some plants going back in to dress it back up.

It's not meeting our so we've talked and also worked on replanting some willow oak trees around the downtown historic district where they're falling.

Where does that where is that in the anticipated queue?

Uh so right now we have um proscapes.

Terminate the current contract with Life South Community Blood Center and authorization of the new contract with Life South Community Blood Center not to exceed 49.99 a year, Chief Dell.

This moves uh life south to our reserve blood program.

Right now we're using Red Cross as the primary uh just for delivery options and the available availability of that, it works better for our program.

But life sale is still there if we were to have a shortage from Red Cross, we'd still like to leave this open so we've got that avenue.

So why are we terminating their old contract?

The old contract was a higher dollar amount, which takes us over the budgeted outside services amount.

So this basically reins it in to where we're within budget on our contracts.

How are y'all priced in terms of units?

It's based on unit, but but the way it's priced, if the the way the program works is if we we monitor the temperature, the regulation and everything that's done with it and rotate that through the hospitals.

We actually don't have to pay for that.

So as long as we keep all of those those safety measures and quality uh measures in place, we don't pay for it unless we actually use it on the patient.

It's actually two projects, but because they're happening at the same time, we're presenting it as one contract.

So one project is a brand refresh for Tuscaloosa fire rescue.

It's been a while, things have gotten a little scattered.

We just need to tighten things up and make sure they're crisp and representing the the fire department at a high level.

Um that one is for $3,500 with Grow.

Um, the other one is for the River Market, which has actually never had a brand.

They have a logo that used to be a stamp that the river market manager found in a drawer when she took over.

So they need a little bit more help.

Um, so their their brand package grow is estimating to be 4,500.

Any comments on the stamp and the drawer?

No, you got dial me in on some house just some marketing freshen up and crisp and more.

Yeah, it's just taking all of the elements that Tuscaloosa Fire Rescue has and modernizing them a little bit.

We're not gonna like completely change the patch, but we may bring the colors into you know an area that feels a little bit more modern, um, and then making sure all of the pieces are cohesive and work together.

Um, a lot of it has been kind of added as add-ons across the years.

So this is primarily graphics retooling, yes, y'all are there, no orange, right?

So you got feedback on that.

A lot of what we've got is a lot of t-shirts and things like that.

That's what he don't match because the logos have been done different ways, so they're not useful.

And that's what this will get us back to.

Contract with Lamar Advertising Company for access to digital billboards.

Yes, $31,300.

We don't usually deal in hundreds of thousands of people.

So back in the spring of this year, y'all signed the or authorized the original execution of this contract.

Prior to that, we had been purchasing access to digital billboards on a project-by-project basis.

Um, and so this was kind of a trial run to see if it streamlined things for us and if we were able to use those digital billboards more effectively if we purchase them as a bulk using funding from all of the sources that have marketing dollars where we would traditionally purchase billboards.

Um, so that was a five-month contract.

In that trial, we also included um static billboards, so there were digital billboards and static billboards in that contract.

What we found during that trial period was that the digital billboards are a lot more useful to us than the static billboards because we're able to be very nimble with the digital billboards.

We literally have a login system where we can log in, we can schedule what time of day they come up, we can schedule what time of day they come down.

Um if there's an emergency and we need to run an emergency message, we can take down everything else we have running and just run the emergency message.

Um so we have found that access to that to be very beneficial.

Um so this version of the contract is very similar to what you saw before, except taking those um static billboards out and just moving forward with the digital billboards.

And the money is being allocated back in the budget to the different departments that have this.

I know it's a big number, but it's really made up of multiple departments paying for this, right?

That's correct.

So within my budget from the public education line item, from the recruitment line item, and from the marketing line item, um then there's also two budgets that are outside of mine that have marketing dollars included.

One of those is for road construction project communications, so similar to what we did with with Nick Wright's Ferry Road, we want to do when Jack Warner Parkway MLK Phase 3 starts, um, and then the water has a marketing line in their budget as well.

By the way, that the way that we handled Nick Wright's ferry road was really good.

And I know part of that was kind of a new, we were stepping into something new, Mr.

Mayor, when we decided this path.

But I you know, I think the project went a lot smoother.

I think contract did contract did a good job.

Our group did a great job, Mike.

But I think the one of the biggest issues was there was no confusion with the public.

Everybody knew what was happening, everybody knew the down time, and I think that will translate into will help for the uh the next extension with uh Jack Warner and and MLK because it's as long as the people know, I think it makes a huge difference.

So you get text, you get emails, you know, you have we had the the board that was up or whatever, you know.

We're I don't think I mean I didn't get a lot of calls because of that.

Right, because the information absolutely, so I appreciate y'all doing that, and that's a that's very much worth of good the investment that it is that's great for the city, in my opinion, because I think it pays divided in dividends communications great.

One other thing to note about this contract.

So the last one that you signed was for five months.

Again, it was kind of a trial period, it was May until September.

This one is 11 months, so skipping October because we're trying to get this through, and then it will go um from November until next September.

So the by cutting the digital bill by cutting the static billboards, we did cut the cost from about $24,000 a month to about $18,000 a month.

So, sir, the the seven billboards that you're buying access to upload to are you buying X hours per billboard, or are you buying a mass a mass package that then is broken down amongst seven billboards later at different times of day or how do you structure it on the firm?

So the contract gives the city access to add content to any or all of these billboards at any time.

For how long?

For as long as we want that content.

So you got seven digital billboards any time and all the time.

And that's a pretty good idea.

If you've ever purchased the billboard, it's not a good idea.
