Discussion Items
1. Authorization to Apply for Alabama Mutual Aid System (AMAS) 2026 Grant Chief Dilk presented a request to apply for an $86,500 AMAS grant with no local match. The funds would support emergency operations and natural disaster response capabilities, specifically equipment for specialty teams including pneumatic shoring, heavy rigging, rope equipment, victim extrication devices, slings, and harnesses. This grant was previously approved but the government shutdown caused a double submission window. The item was approved unanimously.
2. Security Grant Equipment Swap Chief Delictor (likely Chief Dilk) presented an approval for last year's security grant award, also with no local match. Due to leadership changes in specialty teams, operational priorities shifted. The committee approved swapping a gooseneck trailer and shelter for a truck and protective gear, as the previous truck was inadequate for pulling the trailer. Blake Squires was named official special teams leader, a position that previously did not exist. Approved unanimously.
3. District Improvement Funds for PTA Involvement (Councilor Eatman) Councilor Eatman allocated $3,000 ($500 each) to six schools in his district to encourage parental involvement in PTAs through events and activities. Approved unanimously.
4. Teacher Lunch Program (Councilman Eden) Councilman Eden provided $2,000 to Spades Restaurant to partner in offering lunch to teachers on the Friday of the first full week of school, noting this was the first time in a while teachers worked a full week that first week. Approved unanimously.
5. Stillman College Women's Flag Football (Councilor Eatman) Councilor Eatman allocated $500 to Stillman College to purchase equipment for a new women's flag football program. Approved unanimously.
6. Fiscal Year 2026 General Point Review Number 18 (District 1 Funds) Ms. Standric reported that Councilor Eatman's District 1 improvement funds had been fully spent as of item 4 on the agenda. An additional $500 for Stillman College required reaching into prior year banks to activate funds. After this, District 1 would have about $260 remaining in its overall bank. The total remaining across all city council districts from prior year banks was $4,368. Councilor Eatman expressed confusion about his predecessor's spending. The item was approved.
Key Outcomes
- All five funding items and the fiscal review were unanimously approved by the nine committee members present.
- District 1's improvement funds are nearly exhausted, with only $260 remaining.
- A total of $4,368 remains unused in prior year banks across all council districts.
- The committee adjourned and was pronounced back on schedule.
Meeting Transcript
All in favor say aye. Aye. Minutes are adopted. Okay. All right. Fun. Uh Ms. McIntyre and Chief Dilk, your first up. Authorization to apply for the Alabama Mutual Aid System 2026 grant. Yes. Good afternoon, Council. This is authorization to apply for the Alabama Mutual Aid System grant for $86,500 with no local match. The purpose of this grant is to help support emergency operations and enhance natural disaster response capabilities. And enhanced what? Natural disaster response capabilities. It'll go towards their equipment for specialty team. So this is the same a lot of times we see this come in. It's the same one that was approved. Step on up, Chief. Yes, sir. I don't think this is gonna be a hard one with no match. No, do tell us what you're looking at. It was a couple of uh this was the one that was approved a couple weeks ago also. The government shutdown kind of pushed this one right on top of the other one. So this one is actually doubled up today. The window was opened up last month. That's why it's doubled up today to make sure that we get in on this window right here for this year's AMAS. Um, but I've got a list of equipment right here if you'd like me to go through it. Umatic shoring for structural stabilization, some heavy rigging stuff, some rope equipment, um, victim extrication devices, slings, harnesses, those things that some of the things that you saw the other day at our drill. Um, some of those things that just update that equipment. All right. Any questions, comments? Members, nine members. All in favor say aye. Aye. Items approved. Item number two, Chief Delictor show up. Yes, sir. This is this security grant. Yes, sir. This is an approval for uh last year's award. So uh we accepted last year's award. This is another no match for the city. This is basically um we've had a change in leadership in the teams and things like that. So we had some different operational priorities that came up. Um, and just to make sure everything's above board and you guys are aware of all the equipment that we're purchasing with that, that's what we're doing right here. So we're swapping out that gooseneck trailer and a shelter that we had to trade out for a truck and protective gear for the guys. And that's also in that drill that you attended. Um, we discovered that the the truck that we had pulling that that big trailer that was out there was not adequate enough, and so making sure we don't put the cart before the horse on this and get your leadership changes, yeah. Uh change those team leaders.
