All right.

0:01

I call this regular meeting of the Parks and Recreation Commission to order at 6:30 p.m.

0:07

All members are present and accounted for.

0:10

I'm gonna steal that.

0:13

And we will move on to the approval of minutes.

0:17

We have one set of minutes for approval.

0:20

Are there any objections or changes to note?

0:23

Okay.

0:24

Seeing no objections.

0:26

The minutes stand adopted.

0:29

All right.

0:30

And then we'll move on to public appearances since the public appearance is going to be by myself.

0:36

I will hand my gavel over to Peter.

0:39

Momentarily, just because I'm off the dais.

0:42

So all right.

0:52

Hi.

0:53

My name is Sarah Jorgensen Owen of Valdez, Alaska.

0:56

I am here to just give an appearance for the Valdez Goldrush days, which will be occurring before our next commission meeting.

1:06

Since we are a CSO event, I just wanted to acknowledge that and let you know that we've been working with uh Martha who handles the CSO requests.

1:21

And all of those requests have been funneled to Parks and Rec.

1:24

We don't have a whole lot with Parks and Rec as far as assets.

1:29

They help us a little bit with trash cans and they'll bring in they um I know Brian will help bring in like tables and things like that, although those technically aren't owned by Parks and Rec, they're on by economic development.

1:46

Um yada yada yada.

1:48

It's um it's a pretty well-oiled machine at this point.

1:52

So there will be a meeting about a week ahead of time with Martha.

1:57

Um parks and rec, public works, um, you know, everybody that's kind of has uh a finger or a hand in gold rush days, just so that we're all on board as to where dumpsters go, et cetera.

2:11

Um, but I don't anticipate any.

2:15

I don't anticipate any um extra needs or anything um from parks and rec besides what has already been put in the CSO and discussed.

2:26

So are there any questions for me?

2:33

Um working in some of the hospitality already, a lot of the locals and the tourists are already looking forward uh to gold rush days.

2:43

So thank you for all your hard work for that because I know it's not easy.

2:48

So yeah, thank you for you and your committee.

2:50

Thank you.

2:54

All right, thank you all.

3:07

Sorry, and I am back on the diets, so taking back the gavel.

3:13

Um right, we'll move on to public business from the floor, which is a time for members of the public to address the commission on non-agenda items.

3:22

Is there any public business from the floor?

3:25

I do not see anybody from the public, so we will proceed to the next item.

3:30

New business, we have one item for new business, which is the commission assessment of the trails reports for overlook trail in East Dyke Trail.

3:40

Um, are there any questions regarding the commission assessment that was handed out to us?

3:54

Yes, Aidan.

3:56

Um I just wanted to double check the continuing with this assessment, the travel posters trail reports assessment that we would be continuing to do that through the winter because I saw some of the comments are specifically for like winter use stuff.

4:14

And it just seems like maybe not the right time to really be talking about the winter stuff because it's not winter.

4:24

I I think that's part of it's part of the rubric, and I think the idea is it's just there as like a placeholder so that when we are in winter and assessing a trail during the winter time, it's just like a reminder.

4:38

Um I I believe that is the intent of that wording.

4:44

Any other questions?

4:46

Yes.

4:47

Okay.

4:48

There's um two different forms, both labeled East Dyke.

4:52

I'm thinking they're probably just a naming thing happen here because it was East Dike and then the overlook trail, correct?

4:58

Okay.

5:05

Yeah, we can probably figure out which one's which.

5:07

We do some reading, but just notice there's duplicate names.

5:12

Duplicate names on the assessments.

5:14

Okay.

5:17

All right.

5:18

Did you have a yeah?

5:19

It's a but not on top, but well, it is on topic.

5:22

It's to do with the mineral creek one.

5:23

So if we're once we're done with this part, I just wanted to ask um if we could make that an agenda item at some point because I for some reason was misled and or it doesn't even matter.

Parks and Recreation Commission Regular Meeting – July 8, 2025

The Parks and Recreation Commission of Valdez, Alaska, held its regular meeting on July 8, 2025, at 6:30 PM in the Council Chambers. All members were present. The meeting included approval of minutes, a public appearance regarding Gold Rush Days, discussion of trail assessments, reports from the Park Maintenance Supervisor and PRCS Director, and commission business.

Consent Calendar

  • Approval of Minutes: The minutes from the June 10, 2025 meeting were adopted without objection.

Public Comments & Testimony

  • 2025 Gold Rush Days Update: Sarah Jorgensen Owen, Valdez resident and Gold Rush Days organizer, reported that the event is proceeding as a CSO event. She noted that coordination with Parks and Recreation is minimal (trash cans, tables) and that a pre‑event meeting with Martha, Public Works, and other departments is scheduled. She expressed gratitude to the commission and reported positive community anticipation.

Discussion Items

  • Commission Assessment of Trail Reports: The commission reviewed the trail assessment forms for Overlook Trail and East Dyke Trail. Commissioner Aidan asked about continuing assessments through winter; the chair clarified that winter‑use items are placeholders for future assessments. Commissioner Aidan also requested that the Mineral Creek trail (currently a road in city literature) be added as a future agenda item to discuss its status. Commissioner Johnson praised the improved entrance to the East Dyke Trail parking area.

Reports

  • Park Maintenance Supervisor Report (Cole Beck): Cole provided an update on the Meals Hill project, which is nearing completion with a target date of August 1, 2025. He showed photos of the overlook view station (with benches, telescope area, informational signs), a new outhouse, and the Alder Flow and Valdez Vista trails (the latter ADA‑accessible). Commissioners expressed interest in a site visit; Cole agreed to coordinate with the director and construction schedule. Commissioner Johnson noted positive tourist interest from cruise ships. Commissioner Jeremy commended the attention to drainage for long‑term maintenance.
  • PRCS Director Report (Bridget): Bridget reported on the successful 4th of July event, which served approximately 1,200 people (with 200 hot dogs remaining). She outlined preparations for fall programming, the library window remodel (August, 6‑week closure with curbside pickup), Civic Center green room remodel (starting late August), and the Alaska Recreation and Park Association (ARPA) conference hosted by Valdez on September 9‑11, 2025. She invited commissioners to attend sessions and a walkthrough of Meals Hill. Commissioner Aidan asked about library ADA improvements; Bridget clarified that the window remodel is separate and the ADA elevator project remains in discussion stages.

Key Outcomes

  • Trail Assessments: The commission will continue assessments; staff will assign the next two trails via email after coordinating with the maintenance supervisor.
  • Pioneer Road Bike Path: Commissioner Aidan noted that the new Pioneer Road path terminates abruptly into the road. Bridget and the chair will investigate ownership (likely Capital Facilities) and consider future connectivity improvements.
  • Mural Campaign: Commissioner Jeremy expressed interest in a mural campaign similar to Seward’s. City Clerk Sherry Pierce suggested he bring recommendations to the Beautification Commission, which meets at noon. The chair encouraged commissioners to support this effort.
  • Official Welcome: The commission formally welcomed Bridget as the newly appointed Director of Parks, Recreation and Cultural Services.
  • Adjournment: The meeting adjourned at 7:03 PM.
