I just uh wanted to share with the uh the public that uh I was able to go out yesterday for a uh watch uh a fire training uh uh some evolutions out in uh Spanish Springs with uh with a house out there and uh I was able to uh observe that for a couple hours and uh uh battalion chief witlock was my uh my handler for lack of a better word taking me out and showing me and uh what was taking place and explaining the situation uh uh battalion chief black was uh one of the uh folks in charge out there and I got a chat with him and just couldn't be prouder of of the training the the precision the execution the way that every single uh detail was was uh uh um accounted for and made sure that people were safe and um everything that took place and I know it was a training for uh just a training uh not just a training but a training and actual training and and the hands on training and it was just very impressive to watch the professionalism of the uh of the firefighter so it was a good day thank you chief for uh getting getting me an invitation to go out to that and then I also wanted to give a uh uh uh compliment to uh Nevada Peer support network Charlie uh Tabano I got to meet with him and he showed me what he does to support the uh the actual uh working line men on the line and then women on the line of the uh fire service so uh just a a real good day very very informative and thank you for for that opportunity thank you commissioner hill commissioner Garcia Commissioner Herman Chief Edwards yes I'm sorry madam chair uh one other item is it possible to move item 11 after item 13 maybe uh for efficiency the closed session item yes thank you great anything else we could go down again and see all right hearing no other comments or announcements we'll move now to item five which is a consent agenda does anybody have any questions on any items or want anything pulled hearing none I'll entertain a motion at this time second great we have a motion by commissioner herman a second by commissioner hill all those in favor signify by saying aye madam chair madam chair yeah can we ask for a public comment please oh thank you there is none thank you um okay great so we have a motion and we have second any discussion hearing none all those in favor signify by saying aye aye aye any opposed motion carries unanimously we'll move now thank you to item number six and as chief edwards mentioned we are going to combine item six and item 10 so chief edwards thank you um if i could bring up chief eisenhagen and i will join them down at the podium for awards and recognition

Uh, for the record, August Eisenhagen, Division Chief, Truckee Meadows Fire and Rescue.

I have four sets of recognition and awards that I will be handing out, and then I'll turn it over to uh back over to Chief.

First off, um, we'd like to recognize waste management, one of our partners.

Uh Kendra Kolstalecki, sorry.

Uh, she's unable to join us today because she's sick, but we have Steve McQuerk and Dan Minaga.

They're being recognized for their partnership with us in green waste.

Uh Truckee Meadows would like to recognize Kendra Steve, Dan, and waste management overall.

As most are aware, the TMFPD Green Waste Program is immensely popular with our citizens and has collected and processed several million pounds of vegetation and hazardous fuel over the past six years.

This year, waste management partnered with TM and donated 16 dumpsters at a cost of $8,000, is what it would normally cost to rent, and logistical staff and time to support our green waste green waste effort.

The donation was greatly appreciated, obviously for its monetary value, but also due to it reducing citizen wait times, streamlining material offload and organization, and elimination of costs and time associated with processing large volumes of materials.

Partnership was hugely valuable, and we hope to continue it into the future.

Kendra, Steve, Dave, and waste management as a whole are receiving a partnership award for their support of the district and its mission.

Um next up, if I could get Miss Sue Davis and Mrs.

Joan Olson to the front with the Ironwood Equestrian Center.

Hello.

It is my pleasure to recognize Mrs.

Joan Olson and Miss Sue Davis and the Ironwood Equestrian Center as a whole.

The equestrian center has evolved to be become a core component of emergency readiness and response for the Palomino Valley and Warm Springs, warm springs communities.

Over the last several years, the facility has hosted numerous firewise and community events and meetings centered around emergency preparedness.

They've hosted large animal evacuation trainings, and the location has served as initial incident command posts and evacuation centers on incidents like the Perry and Ironwood fires.

Lastly, the facility has hosted the district's popular green waste days for the areas north of Spanish Springs for multiple years.

Obviously, these elements come with a large logistical lift to support, which can be disruptive to their regular operations.

The district would like to honor these individuals, with each of them receiving a chief's letter of commendation for their historic and continued support of emergency response and mitigation.

It is my pleasure to recognize model farms owner Julie Brant.

Truckee Meadows would like to express our gratitude to model farms for their support over the previous six years in community events centered around emergency operations education.

Volunteers have also utilized land belonging to Mrs.

Brandt during fuels management projects as a location to store material.

Due to continued engagement and support of the volunteer program and TM's overall overarching goals of emergency education, community collaboration and fuels management.

Mrs.

Brandt and Model Farms are receiving a chief's letter of commendation to formally recognize our appreciation of her efforts.

And last for my group, but not least, uh obviously, if I could get Mr.

Stephen Harvey, Scott Pazio, and Doug Hulsebus to the front.

These are three of our Washoe County Red Rock volunteers from up in Rancho Haven.

On the afternoon of August 14th, 2025, the rancho fire started on the southern end of the Rancho Haven community.

Over the subsequent days, the fire progressed to nearly 1,500 acres and threatened numerous residences along the Red Rock Road corridor.

An engine from the Red Rock Volunteers was among the first on scene and rapidly engaged in the fire entering into structure protection operations off of Chariot Road.

Their actions directly influence the outcome and protection of four primary residences off of Chariot and Prairie Dog Court.

TMFPD would like to recognize Stephen Harvey, Scott Pageau, and Doug Hulsebus for their efforts in this incident.

They are receiving a letter of recognition for the impact they had on the outcome of the rancho fire.

And if I can invite uh firefighter Alex Dohr and Engineer Anthony Shiro down to the podium, please.

So as you may recall, this past December, uh, we had the annual toy drive, which uh firefighter Dorr and Engineer Shiro both spearhead.

And this year I challenged them with uh adding to that program by adding uh neighborhood Santa Parades throughout the county.

Um and this was quite the uh the undertaking uh to make that happen.

And I know some of you had the opportunity to come out and enjoy that uh experience with us, and it really kind of solidified this organization as not just a 911 responder, um, but part of the fabric of the community that we serve day in and day out.

And so with that, I would like to present both uh Engineer Shiro and Firefighter Dorr with a Fire Chiefs uh leadership award in recognition of their exceptional leadership and dedicated service to our community.

Your actions exemplify the mission, the vision, and values of the Truckee Meadows Fire Protection District.

Gentlemen, thank you so much.

And now we're gonna add item 10 to this.

So we want to recognize a couple of our um fire inspectors that have completed their initial probationary year as inspector trainees.

So if I could invite down uh Victor Almeida and his wife, uh Ciara Ometa to the podium.

So our our fire inspectors, as they're making their way down, uh provide an invaluable service to our community um through fire inspections, and so they're making sure that our businesses operate safely within the fire code so that their employees are safe when they come to work, so our community members are safe when they visit these businesses.

Um they do a tremendous amount of work, and we are a very lean fire prevention bureau compared to our neighboring agencies.

And I like to say that we really um fight again in an upper weight class uh from where we're at.

Um, and because of the amount of work that they do, and I'm so grateful for them and the uh the amount of training they've had to do to get to this point uh in their careers.

Over the last year, these inspectors um have traveled to the National Fire Academy back in Emmitsburg.

They've taken uh several different uh international code council exams to validate their training and experience.

And so I'm very proud to be able to introduce to you uh new inspector uh Victor Almedo.

Congratulations.

And now, if I could invite down uh Inspector Andrew Royette and his wife Catherine to pin his badge.

As they're making their way down, not only do they do fire inspections, they're also out in the community uh public education.

Um they helped to coordinate a lot of the other events.

They were actually out at the Santa Parade as well, sharing that information and pamphlets and handouts on how we can be um more resilient as a community um in fire prevention activities.

All right.

So with that, I'd like to introduce our new fire inspectors, uh, Royat and Almedo.

And if I can invite you all down to take a picture with our newly uh promoted uh inspectors and all of our recipients of the letters of commendation and great, thank you.

We'll move now to item number seven, International Association of Firefighters Local 2487.

Good morning, good morning, good morning, commissioners.

Uh Vice President Jamie Rivera, local 2487.

Uh, as of January 1st, our local has changed.

Uh, we have a new leadership in place.

I want to formally congratulate introduce you to my friend Mark Thyer as the new president of local 2487.

Congratulations.

Um my tenure has been very short, so I'll keep this very quick.

Haven't had too many crises crises to deal with.

Uh, but just want to introduce myself.

My name is Mark Thyer.

I'm a captain with Trucking Meadows Fire Protection District.

I've been with the district since we restarted back in 2012.

Um, I've also been a former member of the eboard.

I was a treasurer for five years, quite a ways back.

Um, I think Commissioner Herman might have been the only one on the board at that point when I um moved on from the board.

Um I just want to say that uh I do know that our union has developed quite a cooperative relationship with the commissioners.

Um I want to keep that going.

Um, our units for the benefit of our members and the district.

Um and I know that you all have the similar um, I guess, intentions to keep this thing moving forward in a positive direction.

Um, other than that, uh, I'm a I've been in this region since we started up in 2012.

So I'm very committed to this region.

I'm very committed to our membership, and I look forward to meeting with and working with each and every one of you.

That being said, I don't have any crisis uh moments to tell you about so far.

Um, I'm gonna use the last little bit of my time um to allow Alex Dore, the leader of our sister organization, the foundation, um, to give you a quick update.

They've been doing some great work um in developing and distributing funds for firefighters and people affected by fire.

So um I'll turn it over to Alex Door and uh just thank you, and I look forward to working with all of you.

All right, good morning again, Alex Dore for the record, uh, president of the Truckie Meadows Firefighter Foundation.

Just wanted to pop in from time to time to just give you guys an update on what you guys on what we're doing.

Um, we we are the other half, we're the benevolent side of our 911 system.

Um most of taxpayers in the community don't get to see us in that regard.

So just kind of popped in to give you what our fall looked like.

It was incredibly busy to say the least.

Uh Chief Edwards kind of touched on one of the pieces that we were involved in, um, the toy drive.

Some of you guys were um nice enough to come join us on a couple of those evenings, so we thank you for that.

Um, as Chief kind of threw out there, we had a toy drive.

Uh our last year was our first year.

This year we wanted to kind of step it up and bring something else.

And he threw out a very tall order of let's incorporate the county commissioners, let's do a toy parade, let's bedazzle some apparatus.

And I think we met and maybe exceeded all of those expectations, and it was a lot of fun.

Um, for the some of you that joined us.

I don't know what you guys feel, but the community was great.

Everybody was very excited.

Um, the amount of toys monetary donations was just extraordinary.

So for the community listening, thank you very much.

Um there was a lot going on.

Excuse me.

Um the toy drive, we also had a food drive um going on at the same time.

We were able to donate to the food bank in Northern Nevada over 2,000 pounds of food.

Um, there was a monetary check there as well.

Those guys are incredible need of food all the time.

So if that is something that people are looking to get involved with, I would encourage them, the food bank.

Um with the toy drive, what we were able to do is we were able to with Tony Shiro, we were able to partner with the renowned children's hospital with that.

I don't think that people quite understand what that means.

That is an ER component that is the pick you and more advanced care kind of component.

Um, so we partnered with them, the Ronald McDonald House for toys.

So as those families come in to renown or wherever they're going for care with their families, they have toys and things that can make life just a little bit easier.

So we were able to do those things.

Um Truckee Meadows local 2487 has historically always reached out to the children's cabinet um and adopted several families.

We were also able to do that this year.

Um, three families, about 15 people got pretty nice um a pretty nice Christmas that we took care of with that.

Victor, uh newly promoted fire inspector, uh, also reached out to us, and he had adopted several children from the kids' cottage.

And so we also jumped in on that and were able to satisfy all the kids that he adopted uh for the holiday season.

And then because of the toy drive and its overwhelming success, we were able to give every kid at that facility.

I mean, the the box of toys that we ended up dropping off was substantial.

It was all new toys, board games.

There were some uh gift cards of sorts in there.

So hopefully we had a pretty positive impact on them.

Um we were able to also um let's see, just random families too.

We the day that we were at Renown, we had family members, and if there were kids with them, uh anybody who will who was there will attest to this.

These families were getting garbage bags of toys sent with them.

Um we were over at the Ronald McDonald House just to show you the impact this gentleman walked over with his kiddos just to see what was going on because the fire truck had snow machines and you know music, and it was crazy.

And he wandered over there, and we sent his family with three of those trash bags home.

And he said to me, he goes, I was not sure I was gonna do Christmas this year.

So those are the things that we're doing.

Um sorry, uh very nervous, a little emotional.

Um at the same time we were doing all this.

Uh one of our battalion chiefs died.

Him and his wife, tragically killed.

Um so we were doing all that, and we were taking care of the Rosito family.

So um, very ongoing.

That is far from over, uh, honestly.

So they're in good hands, they've been well taken care of.

Um family wanted to express overwhelming support.

The amount of money, the amount of uh just community involvement from those guys or towards them, amazing.

So, anyway, that's what we're doing.

Um it's a passion project for me.

Um, couldn't do it without any of these people.

Uh Trucky Meadows, we really do have sensational people.

So anyway, thank you.

So I've provided uh an informational briefing briefing on some operational matters.

I do want to highlight a couple things for for this group.

Um, I'm extremely proud of the work of our training division over the last couple of months.

Um they've really worked hard with our regional partners at the City of Reno and the City of Sparks to develop regional standard operating guidelines.

Um and that work has really culminated over the past couple of weeks with multi-agency training evolutions at the acquired structure uh up in Spanish Springs, where they're actually performing live fire training uh yesterday and today uh to really drive home those those points and those training uh ideas.

Um this training really highlights uh the three agencies' commitment to ensuring that uh we provide a high caliber of fire protection services to the communities we serve.

Um and I know there's a lot of things going on externally right now to that as well.

Um but just to kind of share that out to the community that we're doing this work today without any other direction to make that happen.

And I'm super proud of our groups for bringing that together uh to make that a reality.

So I did want to highlight that.

Um there's also an update in there about the budget process.

Um so we we've done a lot to real and expenses uh over this past seven months.

Um, and we're optimistic for this coming year's revenues, but we won't know what those really look like until about March when we'll get final revenue projections so that way we can put together uh preliminary tentative budget uh that we'll bring back to this board uh this board uh on April 7th for that initial uh budget presentation.

So we're excited for that as well.

Um and another field grade project, um the fuels division uh trucking meadows fire received some disaster relief funding from the Nevada State lands through the U.S.

Forest Service for 373,000 over a period of three years.

And this is gonna fund uh project work in Southwest Washoe Valley up above Franktown Road.

Um about 90 acres of land will be treated uh on 17 private properties to reduce fuel in the area uh to reduce the the risk of wildfires.

Um and this is a huge project as we know that that area is so prone to large fires because of the weather conditions and the winds of that area.

So I'm very uh grateful for the the the work of uh Chief Iston Hagen and his team and the partnership with the Forest Service uh to get this funding to be able to do that work.

So I did want to bring attention to that as well.

Um and then the call statistics uh for December, we had 1762 incidents that we responded to.

Uh 916 of those were EMS, 17 of those were fire.

Um, and then we've also provided uh aid, automatic aid to our partners at Reno and Sparks.

Uh, we responded to 284 calls in Reno and 82 calls in Sparks.

Um and then Reno uh provided us aid 99 times in December, and Sparks uh provided us aid 28 times in December.

So that concludes my report.

Uh as you uh told us about uh mutual aid with uh Reno and Sparks with any uh involvement with Carson Carson City.

Uh just last Saturday, I hear a siren in my neighborhood look across the street and I see a big yellow uh fire truck pulling into my neighbor's property.

And uh somebody fell off their horse and uh they were Carson City responded to to Washoe Valley on Saturday.

So I just wanted to see how is that uh what what type of response do we have?

Are we ever going into Carson City?

Is there does that happen often?

And do you have any numbers on that?

Yes, it does happen.

I don't have those numbers, but we can provide those for you in the future.

Um but we do have auto aid agreements with Carson City as well because they are our our partner agency to the south.

And so sometimes they are the closest responding unit into the southern part of Washoe Valley, and vice versa.

We'll also respond to them when they have building fires and so forth on the north end of Carson City.

So well, they were certainly doing their part on Saturday.

So uh thank thanks to Carson City.

I um happened two weeks ago and it's under investigation.

We do not know the outcome of that right now.

That is still an active investigation, and we're working with our partners uh that Reno Fire is providing the the fire investigators for that, and our partners at Washoe County Sheriff's Department.

We'll move now to item nine, financial presentation on the status of the fiscal year 2025-2026, general fund and capital project funds as of December 31st, 2025.

So very excited uh to introduce to you Crystal Sublett, our new CFO who joined us uh just over a month ago.

And so this will be her first financial presentation to the board.

Well, good morning, Commissioners.

Chief Edwards.

Um, yes, um, I four weeks and two days.

Um, today is my second day.

Um, but I will say that uh I did work for Washoe County for seven years for the comproller's office, so I'm not unfamiliar with this room.

Still is a little bit intimidating.

Um, and then I have to go after somebody who you know said all the nice things that the foundation did, and it also made me a little emotional.

Um, but I am happy to be here.

And uh just want to present the December financials, year to date financials.

Uh, I know that we have a couple of um graphs.

General revenue funds, our general fund revenues are 25.2 million, uh, which is about 45 percent, 45.8 percent of budget of revenue.

Uh the primary revenues there are the property tax revenues, which is 17 and a half million at 58.5% of the budget of property tax revenues.

Um, we will get our third and we we did receive our third installment in January, but not reflected in the December statements, and the fourth installment will be in March.

Um, consolidated tax payments are the uh the second highest part of the revenue, which is 4.1 million at 35.4% of budget.

Um, those are always two months behind in arrears.

Um, so we have received the money through October.

Um all the in in general, the revenues are tracking as what they should be at this time of the year.

And then the general fund expenditures are overall 43.5% of what was budgeted, so favorable.

Um, salaries and benefits being the highest part of our expenditures, which is 20.3 million, which is 44.5% compared to budget.

So favorable there as well.

Uh services and supplies.

Uh, we have that's our second highest um expenditure in the general fund, 2.5 million at 32.7% of budgets budget, so also favorable.

Um, some of you may have tuned into the fire study board meeting that we had here in Chambers yesterday at 11 a.m.

We had a presentation by emergent global solutions and our Dennis Solutions, who will be taking the lead on a what is going to be a very ambitious timeline to get this study done by November, December.

So um, Chair Andreola and I sit on that board, and um we were very impressed with the the level of detail that they're gonna be um adding to this study.

So we're looking forward to what they're able to provide in the interim.

Um be on the lookout for the re uh outreach for our agencies, obviously, our stakeholders, and the public.

So there's gonna be some information rolling out from these gentlemen um in the next few months.
