5:10Item 7A is an abandonment.
5:12Case number WAB 25008.
5:17For hearing discussion and possible action to approve an abandonment of Washoe County's interests of Florence Place right of way, a uh 49 and a half foot wide roadway to uh the east of 7495 Robert Banks Boulevard.
5:31Representing Washoe County in this matter is uh planner Julie O'Lander.
5:40Good evening, Julie O'Lander for the record.
5:50Lloyd said, this is a request to abandon a portion um the uh Washoe County's interest in Florence Place.
6:02So um here's a vicinity map.
6:04You can see on your um left, just a little tiny blue um spot where um this uh this parcel is located.
6:10It's asking for the abandonment, and then on the right is a um enlarged picture of that, and then Florence is that roadway that dead ends that's um just adjacent to the right, and then here's some more um another map showing the um proposed easement highlighted in yellow on the map to the um left is the um Washoe County map, and then on the map to the right is the the track map.
6:42So the request is to abandon this portion of Florence um place.
6:46It's approximately 50 feet wide and 135 feet long and it's adjacent to the applicant's property.
6:54The original intent of Florence Place was to provide access to the residents to the north, however, Wild Hawk Ridge subdivision was developed and the houses were built, um not accessing Florence Place.
7:07The road does not provide access to access to any of the surrounding parcels, and I should say any direct access.
7:16Um typically when Washoe County abandons right away, the title of the street is averted to the abundant 50 percent to the to the to the um to the um budding properties, however, um the county contacted the neighboring property at 7505 Robert Banks Boulevard, offering her an interest in the property, and she was not interested in the abandoned right-of-way.
7:39So the property owner that applied for the abandonment is going to get the whole present the whole roadway.
7:47Butting properties were contacted.
7:50Um I did not receive any phone calls or emails concerning the abandonment.
7:56Various agencies um reviewed the application, and their comments are included in the staff report.
8:01Agencies with conditions are included in the conditions of approval.
8:05Staff can make all the findings as explained in the staff report, and I provide a possible motion, and I'm available for any questions.

10:39We're hearing discussion and possible action to approve an abandonment of Washoe County's interest in two 33-foot access easements along the northern and eastern portions of a parcel and a 13-foot portion of an easement along the western portion of the property line.
10:56Representing Washoe County in this matter once again, uh planner Julie Olander.
11:03Good evening, Julia Lander for the record.
11:08Lloyd said this an abandonment for two 33-foot easements and a 13-foot portion of an east-mind.
11:18Um this property is located um in the northern portion of the county.
11:22You see on the um left, we're the overall view of it, and then on the right, a closer view of it.
11:31And the highlighted in yellow areas are the areas to be um abandoned on the east and the north, it's the 33 foot, and then on the um west, it's the 13 foot.
11:43And 20 feet will be preserved as easement, part of the easement.
11:49So um none of these three easements really are developed as roadways.
11:53However, the um the we're only abandoning 13 feet of the easement on the west side to continue to continue to provide um a 20-foot um access easement to the parcel to the north.
12:07Um, as you can see on this picture, um the other the other um easements, all those adjoining properties, neighboring properties have accesses to other roads.
12:17The ones to the south and east have access to Hot Springs Road, and then the ones sort of to the north.
12:24I mean, sort of also to the um east have access to Yankee Blade.
12:29However, the parcel to the north, which is um owned by the federal government, uh, we could not find any real access clear access to that.
12:37So the conclusion was to preserve that 20-foot easement.
12:42So when and if that parcel is developed, they will still have an easement um to the to the north through this parcel.
12:52The abutting properties were noticed.
12:54I didn't receive any phone calls or any emails concerning this abandonment.
13:00Various agencies were um reviewed the application, and their comments are included in the staff reports, and those with conditions are in the conditions of approval.
13:09Staff can make all the findings as explained in the staff report, and I provide a possible motion, and I'm available.

14:40Yeah, I I am curious uh to um why they want the abandonment here because if they're going to build, we have concerns and with the building that's been going uh would be considered.
14:54We've lived out here for close to 40 years, and it's that's been access to BLM up there, and um, we just want to know what's going to be happening up there.
15:05So that's pretty much what I what I'm bringing up.

15:12Um generally speaking, public comment isn't a question and answer period, but um Mr.
15:21Lloyd, could you maybe give me uh quick rundown on these kind of routine access easement abandonments?
15:32Yeah, and I know that uh Julie is uh much more versed with this specific application.
15:40I do know that there are a number of constraints when you look at this property and and uh the applicants have also submitted for a parcel map application, and I'll let Julie go ahead and provide a little more information on that.
15:52Um, Julia Land for the record, yes, there they are um for requests that will go before the parcel map review committee next Thursday um for um splitting this parcel into four parcels.
16:05Um there's no plan specific plans to develop it any further than that than the four parcels.
16:15Hollander, uh any normal building setback constraints that apply to the zoning in the area would still apply after setback.
16:25Yeah, they would still meet all the setback requirements and so forth.

17:26Okay, so uh item 7C is an amendment of conditions, uh case number WAC 250021.
17:34The PSREC transmission line uh for W for special use permit WSUP 23020 for hearing discussion and possible action to approve an amendment of conditions, uh WAC250021 uh for the PSREC transmission line.
17:55Uh the request is to amend condition one C for the approved special use permit in order to grant an additional two years, uh two-year extension of time to obtain building permits for the construction of the project until December 14th, 2027.
18:11WSCP 230020 was approved to construct a two-mile-long 69 uh KV transmission line, uh, which is a utility service use type.
18:22And representing Washoe County in this manner uh matter is senior planner Courtney Waike.
18:29Uh Courtney Waike, senior planner with Washoe County.
18:33Uh the item before you, as Mr.
18:35Lloyd uh indicated is WAC25-0021 for the PSREC transmission line in association with WSUP 23-0020.
18:50It's just an overhead aerial photo of um the location.
18:56The project is located in the high desert area plan and has a regulatory zone of general rural and is located on 15 separate parcels.
19:06The surrounding land is generally undeveloped, with the exception of a handful of residential dwellings.
19:13Fish Springs Solar and the NV Energy Fort Sage substation are located on two parcels in the southern portion of the proposed development.
19:24Um and the land to the west is um in the state of California's jurisdiction.
19:32Uh the two-mile transmission line would be located within an existing utility easement along Rainbow Way, and then continue west between Herlong Lane and Indiana Lane into uh the state of California.
20:00The original special use permit request was for a major public facility use type for an extension of a two-mile-long 69 kilovolt transmission line within the existing utility easements from NV Energy's Fort Sage substation through Washoe County to the California state line.
20:15The request before you today.
20:20After review and approval by both the required county and TMRPA boards and commissions, the regional planning governing board adopted an amendment adding the new regional utility corridor to the regional plan on December 14th, 2023, which became the effective SUP date.
20:45Now the request before you.
20:47So the applicant is requesting a two-year extension of time to obtain building permits from the current deadline of December 14th, 2025 to December 14th, 2027.
21:02The application states the request is necessary due to delays and securing necessary grant funding and completing prerequisite federal approvals before being able to go out to bid for contractors.
21:16The applicant is here and can expand on these circumstances and any specific questions you may have during their presentation.
21:28Public notice was sent to 51 unique property owners within seven 750 feet of the entire project area.
21:37No comments or phone calls were received.
21:43In addition, all appropriate agencies were notified of the application, and again with no comments of concern or opposition with the request for the time extension.
22:05A minor change basically to memorialize the effective date being December 14th of 2023, that we're extending that uh time period by two years.
22:17And so the amended uh one, the amended condition uh 1C would read the applicant shall submit construction plans with all information necessary for the comprehensive review by Washoe County, and initial building permit shall be issued within four years from the effective date of the approved special use permit, which is the uh December 14th, 2023, and the applicant shall complete construction within the time specified by the building permits.
22:50Staff has made all the appropriate uh findings for the request and provided those in your staff report.
22:59Staff is making a recommendation of approval, and I have provided a possible motion for your consideration.
23:06I'm available for questions, and we do have the applicant present with a presentation.

24:01Um as previously pointed out, this is the location of the existing project.
24:08It goes through existing utility easements through approximately two miles of Washoe County and then extends through to the state of California.
24:19It's for the extension of a 69 uh KV transmission line from the Fort Sage substation to the patent substation in California.
24:32Since the time of the approval in December of 2023, um, the applicant has prepared construction plans and has submitted for a building permit uh following that regional approval in December of 2023.
24:49We did get through the approval process through with the Washoe County building permit.
24:54It was submitted in February of 2025 and approved in April of 2025.
25:00However, the way that the condition reads, it requires it to be the building permit to be issued, not yet approved.
25:08And PSREC has not yet selected a contractor, so that building permit can't be selected or can't be issued to the contractor yet.
25:18Hence our request for the special use permit to extend the special use permit from the two-year for the building permit to be issued within two years from the date of approval of the building permit to four years.
25:45There are believe there's four different federal agencies they're working with throughout the state of California for that transmission line.
25:56So that has taken more time than anticipated.
26:01As well as if you recall, there was the government shutdown in 2025 that significantly impacted their project.
26:07So it anyway, it will allow them additional time for those federal approvals and to select a prospective contractor so that the building permit can be issued.
26:17This project is they're definitely still working on this in earnest and hope to be able to go out to bid in April of 2026 for the prospective contractor.
26:28The Washoe County permit is one of their last steps to get the grant funding for this extension line.
26:39And that is all I have for you tonight, and I'm available for any questions.

27:59Yeah, item 7D is uh regulatory zone amendment case number WRZA 26001 or hearing discussion and possible action to recommend adoption of a regulatory zone amendment to the Truckee Canyon regulatory zone map to change the zoning on parcel APN 08406013, totaling 624 acres from 27 percent parks and recreation and 73 percent regulatory uh I'm sorry, general rural to 100 percent general rural.
28:36And if approved, authorize the chair to sign a resolution to this effect.
28:40So representing Washoe County once again in this matter is senior planner Courtney Waikey.
28:47Okay, good evening again, Courtney Waikey, senior planner Washoe County.
28:52Lloyd stated, the item before you is WRZA 26-001 for Mustang RZA.
29:01Um the request is a regulatory zone amendment to the Truckee Canyon regulatory zone map to change the zoning on one parcel from 27% parks and recreation and 73% general rural to 100% general rural.
29:24The subject parcel is 624 acres and is located at 12005 Interstate 80 East in the Truckee Canyon planning area.
29:34The parcel is located on the north side of Interstate I-80 near exit 23 Mustang Road.
29:44And here's a side-by-side comparison of what the regulatory zone map uh change would look like.
29:52The parcel was previously zoned 100% general rural.
30:00In 2013, a regulatory zone amendment, case number RZA 12-005, was granted to change the zoning for a 170-acre portion of the parcel from general rural to parks and recreation to accommodate off-road racing events, which are defined as outdoor entertainment.
30:19And these are that is an allowed use in the PR regulatory zone.
30:25At present, um, as we've we've stated, the parcel has 73% general rural, which is 450 54 acres and 27% uh parks and rec, which uh equates to 170 acres of the parcel.
30:43The parcel is served by Washoe County Sheriff's Office and the Truckee Meadows Fire Protection District.
30:49They both received uh a copy of the application and no comments of concern were received.
30:56Water is sourced from a well located on the property.
30:59Washoe County water rights manager indicated no concern in their agency comments.
31:05There is no existing uh municipal sewer infrastructure or private septic system serving the site.
31:11Primary access to the site is via a private paved and gated roadway, which extends west into the site from the IAD frontage road.
31:21No change to the existing access traffic for circulation of the site is anticipated with the uh approval of this amendment.
31:31A neighborhood meeting was held virtually on December 9th, 2025, and there were no members uh uh in of the public that attended that meeting.
31:42Uh staff also did not receive any comments or calls on the request.
31:49And to note, uh property owners within 4,000 feet of the site uh did receive a notice of the application.
31:58And to reiterate, um, no phone calls or emails were received.
32:01A legal ad was placed in the Reno Gazette Journal as uh required per development code.
32:11All applicable agencies reviewed the application.
32:14Their comments are included in the staff report, and um there should not be uh conditions of approval because there are no uh conditions of approval with the regulatory zone amendment.
32:23I apologize for that.
32:24Um staff can make all required findings as I have explained in the staff report.
32:31And I have provided a possible motion for your consideration, and I'm available for any questions.
32:37Uh the applicant, Miss Melissa Smith is uh is available as well and is prepared to make a presentation.

32:53Um yeah, Melissa Smith for the record with Wood Rogers uh representing our applicant QD construction in this regulatory zone amendment application.
33:05I do have a presentation prepared, and um, I think Courtney has just done a fantastic job, so I'm gonna forego the vast majority of it.
33:13I'm just gonna um proceed here to a couple of other slides to reiterate some key points, a little bit of history on the site in 2004.
33:21The site was approved with an SUP for an aggregate facility for one of the current tenants of the site or occupants of the site, granite construction.
33:29Um, and then in 2013, as uh Courtney has um said it a hundred and seventy acre portion of the site was zoned to accommodate this dirt rate dirt racing track.
33:38That use no longer occurs on site.
33:41QD construction um does have an existing aggregate facility adjacent to the site.
33:46Granite construction still operates an aggregate facility on site.
33:49So this uh zone amendment has a few benefits.
33:53Um, it's gonna eliminate oh that's really hard to see.
33:57Returns the site to its original intended zoning, it's gonna eliminate splat zoning on the site, eliminate split zoning across the site, it's gonna align the site with the existing uses, and it's going to facilitate any future expansion of those uses.
