Chapter 5 stormwater and watershed based water quality planning.

Thank you, Chairman, members of the commission, Birgit Woodigren for the record.

And um we continue to update the 2026 to 2045 Regional Water Management Plan.

And last meeting we brought chapters one, three, and four for review, and we've asked for feedback by May 31st, if possible.

The goal of this update is to maintain the plan's overall framework, organize chapters effectively, remove outdated content, incorporate more recent information.

The update off also references other regional, excuse me, regional planning efforts so that we're not going to duplicate them in this plan.

And new graphics are being created as well for the final draft.

For clarity, in your packet, you have two versions of the chapter five.

One is a red line version that has strike through for uh proposed deletions as well as red text for additions.

And then there's also a clean version that would be easier for you to review.

Um so we wanted to make sure that we memorialized those changes in the red line, but you also could easily review the other version.

So staff has worked with Jill Sutherland, principal at Resource Concepts Inc.

to review chapter five.

And um, like I said, the draft update is in your packet for consideration, and Jill is here to present present on her revisions.

Good afternoon, Commissioners.

Okay.

Um yes, um, there's a lot of red and there's a lot of cross out, but I just want to assure you that um you know the key content of chapter five is retained in the updates while making it more modern and updating the information that the details that need to be updated.

Um next slide.

So um the organization of chapter five is something we did change a little bit.

Uh it starts out um similar to the original with the it touches on the regulatory framework, state federal, and tribal regulations that sort of um have driven the water-based water quality planning in the Trucky Meadows.

Um it uh gives a quick overview of some of the key regulations and programs, such as the NPDES program with the municipal uh stormwater discharge permit, excuse me.

Um, as well as the state and tribal water quality standards and the Chucky River TMDL.

So then we uh moving on to chapter 5.2.

Uh 5.2.

We kind of broke out and consolidated information about the uh Trucky Meadows uh stormwater management plan and water and related watershed management programs into a single chapter.

Um it touches on you know the key elements of the stormwater management plan as well as all the collaboration that's happening in this community to really um make sure that plan can be implemented well.

Um and that leads us on to chapter 5.3.

We moved up quite a bit of the information.

This was kind of toward the end, but it's really um moved up and flows naturally from the discussion of the stormwater management program.

And these are the locally led watershed planning um programs that are really uh originate and are driven by the community here, sort of above and beyond state and federal regulation to you know to meet the objectives of this community.

You have a lot of momentum going and water quality and watershed planning, it's amazing.

Um then coming out of chapter 5.3, it flows to chapter 5.4, where we really talk about some of the resources and tools that all the partners and nonprofits, agencies, um stakeholders throughout the region have developed a lot of resources and tools that are really important in implementing the watershed-based water quality planning initiatives.

And then for fun, the last chapter five by five.

We um have the watershed restoration enhancement spotlights, where we talk about some of the past and and completed and ongoing projects that have been done in the community.

Um with that organizational structure, next slide.

We wanted to just give you some of the highlights on what the proposed uh removals are from chapter five, and then we'll talk a little bit about what we added back in.

So to modernize the approach, um, we did remove some things, for example, in section 5.1, we removed quite a lot of general information discussing state and federal regulatory programs, but we continue to include information when it's specifically pertinent to the trucky meadows because now there are digital references where you can look up those state and federal programs.

Umdated references.

Um there's been a lot happening, you know, in the last 10 years, many of the manuals, handbooks, and guidelines have been updated, and we tried to capture those and provide links to them in chapter five.

What else do we remove?

Transitions to new data and mapping platforms.

The um Truckie River Information Gateway was a great effort.

Um, it no longer exists, but that data has now been transferred to from several partners, and it's now housed with the Trucky Meadows Regional Planning Agency in their natural resources data portal.

And then also we tried to take out topics that were discussed in other you know, chapters, section 5.4, for example.

We removed discussion of Tumwa's water conservation program because it's really handled well in chapter 8.

Um key updates.

Um the stormwater permit coordinating committee has a fantastic website.

Um, so we've really updated section 5.2, and that content reflects the stormwater program elements as presented on the website.

And it's also consistent with the um the programs, publications manuals that are all available through TMStormwater.com.

And those links are provided.

Another update, um, we kind of touched on this already, but the locally led watershed planning.

Um you've got a lot of momentum going in your source water and watershed plan that's um being updated.

You have the tributary plan and several other efforts that um really showcase what the community is doing for you know, watershed management and water quality programs.

Um innovative tools and new resources.

You've got a lot going on.

So we kept the ones that are pertinent and we added some in.

Um we introduced Tumwa's forest watershed initiatives and award-winning, we may say, as well as um like TMRPA's natural resources data portal and some of the updates they've done with the regional master plan, as well as um some of the OTR's program, the one Truckie River, they've got a lot of things going.

They have their 2025 coordinated vegetation map, fabulous tool for planning on the urban corridor.

We also um updated some of those watershed projects that have been um completed since the last plan revision, the Chalk Creek Channel Restoration Project.

It's been completed, fabulous water quality project.

We've got ongoing the gold ranch fire rehabilitation and also the Portland Lew installations have been completed on the Riri Liver.

You know, wanted to highlight those by.

I think that's the key removals and key additions.

Staff worked with Reno Spark, Swasho County, and of course the Truckie River Flood Management Authority, flood managers and engineers to revise this chapter looking at flood management and stormwater drainage.

The revisions are focused on improving organization and usability, ensuring the information is clear and accurate, and including any new initiatives and new information.

Also conforming to the regional plan, of course.

The changes include clerical updates, proposed removals, and key updates.

Okay, so this brings you the organization of the chapters, and we're basically looking at an overview of regional flood damage and history, the federal and state regulatory framework, the history of flood control efforts, including, of course, the Truckee River Flood Management Project, and it summarizes local government programs and concludes with an overview by hydro hydrographic basin.

So this is showing, excuse me, I totally lost my notes here.

This is showing the proposed removals in this chapter.

And it primarily focuses on outdated information and redundant content.

This includes older flood event information, outdated FEMA information, and the section on the flood project that was no longer reflecting current conditions.

We're also removing a policy that is included in chapter one to avoid duplication.

So this slide highlights the key updates that we made to chapter six.

FEMA data and flood mapping have been updated to reflect the latest uh flood insurance rate maps or firms, along with updates to the national flood insurance program and inclusion of the open FEMA data set.

We've added new information on flood types and events, including post-fire flooding and the 2017 Lemon Valley Closed Basin flood.

This chapter also includes updates on Truckie River flood control efforts and the flood project, including the 2026 capital improvement plan as well as regulatory updates such as Reno's revised Title 18.

So we have we are presenting these updates to you for review and for comments, and we welcome feedback by June 30th, and we'll return in August with a final draft chapter for your consideration.

Move on to item seven presentation of the 2026 review and draft updates to the RMW MP chapter 8 water conservation efficiency use of water.

Thank you, Chairman, members of the commission, good afternoon.

I wish I could just say ditto to the last two items, as many of the updates are similar.

But we'll go ahead and walk you through some of the logistics of what those uh changes look like.

So Jen, do I yeah, great.

First slide.

So at a high level, uh the revisions fall into three categories for this chapter.

Essentially, the chapter was reorganized to improve improve, improve flow and readability.

Um, we also focused for the whole plan on removing outdated or duplicative information.

It was a it's very detailed, and sometimes the nuance of having information in one section, it gets repeated in another section because it applies to another section.

So we really wanted to consolidate sections that are talking about the same topic or the same issue and not be redundant throughout the plan that helps with the readability of the plan.

Another thing that we really focused on was this plan, you know, modernizing the plan with current technology.

You know, before it used to be you'd have to have all your references and appendices in the back and all the information attached.

And we've moved into a time where it's easy to include links and provide those links to other plans that are relevant to or adopted by reference in our plan.

And so the Temwa Water Resources Plan, their conservation plan and their drought plan was incorporated into our plan with a lot of repetitive figures and language.

And what we wanted to do was clean that up a little bit and make sure that we're referencing that plan and including it with a link and sending folks to that information as appropriate rather than re narrating their plan in our plan.

That's really what we were focusing on in this plan.

So nothing's been removed, just content that seemed a little bit redundant or outdated.

Um where are we?

Next slide.

Great.

So the organization of, I have to kind of turn around because I'm used to looking at that screen, and I have to look at this screen.

So sorry if I look a little bit awkward.

So in the organization of this plan, uh, it really starts out with a good understanding of what are the regional benefits of water conservation.

How are we working as a region together?

And it's really on the water purveyors who really manage the demand side management of water use.

And so we outlines the regional benefits associated with how Temwa and Sun Valley GID work together and as a community to implement water conservation as a whole.

8.2 is really an overview.

I consolidated this into a table.

The table was there with a kind of an outline of what we've done in the past, and it dated back to like 1995.

So what I thought would be helpful is if we focus on these ongoing progress that we make in the previous five years.

Let's focus since we update the plan every five years.

Let's keep it focused on the previous five years and how we're moving forward, unless that context is needed to explain what's happening in a current program for context.

And then we move into current programs and practices.

So what do we have going on today?

These are things like the water usage review program that uh that WRWC and Northern Nevada Water Planning Commission support TEMWA implementing that program.

Um, advanced metering, both TEMWA and Sun Valley GID have moved to replacing meters and using smart meters and encouraging customers to use data portals and to manage their water use through their website.

So we really wanted to highlight the good work that the water purveyors are doing in these efforts, leak detection programs, those sorts of things, um and highlight them, but send them to those individual agencies' websites to get more information on what they're doing and those ongoing strategies.

And then moving into future strategies, these are opportunities that the community may be taking advantage of.

There were there was a lot in this particular section, and I think a lot of those strategies have been considered and implemented if they could be at a large regional scale.

And some of them are waiting for newer technologies to emerge that are cost effective.

And so we discussed these as opportunities rather than future initiatives to make sure that we're flexible as we pursue things like advanced purified water and recycled water as some of our strategies for water conservation.

And then the last chapter is our drought response and drought responses really managed through TROA and through Temwa's drought management plan.

And so we really made this section more brief and getting people to go look at Temwa's plan and what Tumwa is doing to initiate that.

And that way when Temwa updates their plans and their initiatives, they're getting the most updated information.

Okay, so our proposed removals for this chapter are really around removing a lot of the tables, like I said, that had uh redundant or outdated information.

Um if there wasn't, if there was information provided that we didn't feel was going to be used strategically moving forward in one of the practices that we currently have, we decided to go ahead and remove that information.

So you can take a look at the tables that we proposed for deletion.

And um again, we worked with Temwa staff, we worked with Sun Valley GID staff to make sure that the changes that we made aligned with what their current planning initiatives are representing at this time.

Um we also decided there was a lot of historical content from 1995 to 2015, their planning history sections that we felt were a little outdated and moving forward didn't need to be referenced, they're memorialized in previous editions of the plan that will always be made available on our website should somebody need to go back and reference that information.

And then, of course, legacy partnership references, such as the Nevada Landscape Association, and they've recently closed their doors.

We have a little section memorializing the good work that they did in the plan in the last five years, but moving forward, that will be um removed from the plan.

And then outdated program descriptions, these are programs that Temwa and uh some of the other water systems were engaged in previously, the ultra-low flow toilet installation or retrofit program and uh water conservation fixtures programs.

Those programs are obsolete, they're no longer being implemented.

Um, however, we do have in our future um sections.

We we included these things as potential opportunities moving forward.

We want to make sure that they continue to be a part of public education outreach efforts to promote those things to customers.

They're just not included as you know, being provided to the customers by the water purveyor.

Okay, and our key updates are really about progress and technology, um, expanded use of the smart meters, what the different programs are doing to implement the program moving forward.

Um, we have a lot on the public engagement side.

We still have our legacy partnerships with the University of Nevada Cooperative Extension, Sierra Nevada Journeys, Tema has Smart About Water Day.

There's a lot of education outreach.

Again, websites providing a tremendous amount of content on landscape design and irrigation management and those sorts of topics that have remained in the plan and been updated to reflect what's happening today.

And um, alternative water supplies, of course, we didn't want to reiterate what we've already talked about in chapter three.

So we pretty much uh touched on American Flat and sent them back to chapter three to uh see what American the American Flat Project is all about in advanced purified water and recycled water use.

And of course, partnerships.

We I discussed that already with our current partnerships that we have.

So next slide.

And that is pretty much it.

Pretty brief.

There's a lot to get through.

We're hoping that we made it easy with the red line versions and then the clean versions for you to see what we've changed and then what that might look like.

Sometimes the track changes get a little tough to read.

So we wanted to make sure you had a clean copy as well and make sure we had that represented for you in a way that you could provide us some with some good feedback.

And with that, Chairman, we'll take some questions on that chapter.

Report on status of 2026 RWMP review update and project schedule.

Members of the commission, I'm just gonna start off by saying what an amazing job my staff is doing in assisting with the regional water management plan update.

It is a heavier lift than we originally anticipated.

There's a lot that goes into it coordinating with all the regional partners.

And I just can't tell you enough how much I appreciate and in my gratitude to my staff and the hard work that they're doing to coordinate with your staff and also your staff participating in the process.

So it's making it very smooth.

We have an ambitious schedule, and um we're we're very excited to keep this moving forward.

So I have up on the screen next slide, Jen, the schedule.

You saw this at the last meeting.

This is just for us to do a quick overview that we're still on track with our ambitious schedule.

So uh as Biergett said earlier, we brought chapters one, three, and four to you in April, and we're looking for feedback from the agencies by May 31st, so that we can get that feedback incorporated and we have time to rotate these chapters in and out and get final drafts ready.

Um so today you received five, six, and eight, and we'll be looking for those by the end of June.

We're looking at feedback by the end of June for those chapters.

Next meeting, June 3rd, we're bringing chapter two, chapter seven, and chapter nine before you with the same process edits and red lines.

And you might have been wondering a little bit why did we keep two, seven, and nine till the last little out of order.

And we did that because we're working with the Trekkie Meadows Regional Planning Agency on their consensus forecast.

Once the consensus forecast is complete, which we're doing in the next couple weeks, we're working with Director Smith over there.

We'll have the consensus forecast to apply to water demand projections, wastewater flows, and um capital improvement costs and those sorts of things moving forward, we'll be able to be finalized with that information.

We'll be able to be finalized with that information.

So that's a little bit why these chapters were at a more out of order than we normally would have done.

And then we will be working with you all and senior staff on creating the issues and action plan once all the chapters are complete.

And with that, it looks like we're all on schedule.

I don't think I need to belabor this slide, but I'll take questions on the overall process if you have any questions.
