Scott Catron of Nevada Firearms Academy provided an update on the Washoe County Regional Shooting Facility. He reported increased hours (from 32 hours/week to 7 days/week, 7am-7pm, a 162.5% increase), addition of 47 steel targets, and a 4.8-star rating. Community partnerships with local businesses, free safety classes, and youth programs were highlighted. The facility now hosts various user groups and events. Parkland Easement Policy Revision (Item 8)

Famerie Picard presented recommended updates to the Parkland Easement Policy, last revised in 2012. Changes include:

• Requiring proof of alternatives and environmental impact information.
• Acknowledging deed restrictions (e.g., LWCF, RPP patents).
• Updating application fees to align with the fee schedule.
• Introducing annual rent at 3% of appraised value, with a minimum of $200, for new easements or modifications.
• Retaining language from the 2012 policy on compensation and mitigation. The motion to approve with two caveats (include 2012 compensation language and add $200 annual minimum) was seconded and passed unanimously.

Park District Service Plan Update (Item 9)

Aaron Smith reported on the development of a service plan for a potential regional park district. A recent Parks Level of Service Analysis found a 14% population growth over 10 years versus 66% growth in park attendance. Per capita investment is $21.28, with $3 economic return per dollar invested. 94% of respondents said parks are important to quality of life, 78% believe services are inconsistent across neighborhoods, and 72% support district formation. The service plan is due November 2026.

Parks and Director Reports (Items 10 & 11)

• Parks Report: Stephanie DRC reported all three aquatic facilities opened by Memorial Day. Lazy5 master plan community workshop set for June 11. Davis Creek electrical repairs are progressing; campground opening pending power restoration to the well pump. A fuel mitigation presentation is added to the July agenda.
• Director's Report: Aaron Smith noted an $18,500 donation for Rancho San Rafael from the Paul and Gwen Leonard Charitable Foundation, and the upcoming approval of a purchase and sale agreement for Swan Lake Nature Study Area trailhead.
