3:53Yeah, for hearing discussion and possible action to approve an administrative permit for an outdoor community event for the incline village general improvement district community fair.
4:03The event will be held at 960 Lakeshore Boulevard, and approximately 500 people are expected to attend throughout the event.
4:10The date of the community fair is July 3, 2 uh 2026, and the hours of the event are 11 a.m.
4:18Uh this application is submitted by Incline Village General Improvement District.
4:23The subject property is located at 960 Lakeshore Boulevard and consists of approximately 17.83 acres.
4:30The proposal is being reviewed under development code article 808 administrative permits and is situated within uh commission district one.
4:37The site is uh governed by the incline village tourist commercial uh plan land use designation and the uh the TA IVT regulatory zoning district uh within the boundaries of the Tahoe area plan and representing uh Washoe County in this matter is planner Julia Oland.

5:23This is my community uh admin permitted 2605 for the community fair.
5:30Um, as stated, this is a request for administrative permit to allow for an outdoor community event, excuse me, with conditions um to be held uh on July 3rd at 960 Lakeshore Boulevard.
5:44And this is required to be reviewed by you per Washoe County Code 25.272 and 110 310 20.
5:56Fair is on the third, as I said, from 11 to 3.
6:00It's free, it's a free event, open to the public, and includes local businesses, uh, philanthropic organizations and other community groups.
6:08Activities will include um games, food, giveaways, a bounce house, and community information.
6:14The fair is expecting approximately 500 people.
6:17I just want to make that clear, it's 500 people.
6:19If it's stated differently in the staff report, I apologize for that to attend the event.
6:24And the fair is informal.
6:26It's usually up there.
6:27Most of the people walk to the event and it's in an open field.
6:30There's a layout of the um of the village green, um, the area it's at on Aspen Grove.
6:38You can see the village green area in the middle, and then there's parking to the lower part of the of the of the green area.
6:49No neighborhood was required.
6:51118 parcels were notice.
6:53I did not receive any emails or phone calls.
6:57Various agencies did review the application.
7:00Um their comments are in the staff report.
7:02The agencies with the conditions are included in the conditions of approval.
7:07Staff can make all four findings as shown in the staff report and recommends approval.

10:05Yeah, for hearing discussion and possible action to approve an administrative permit for an outdoor community event for the Sun Valley Food Trucks community event.
10:13This event will be held at 5430 Sun Valley Boulevard, and a maximum of approximately 900 people will be in attendance.
10:22The dates of the community event will be uh June 11th, 18 and 25 of 2026.
10:29And the hours of the event are 4 p.m.
10:32The applicant is Reno Street Food, and the property owner is Sun Valley Shopping Center.
10:37The subject property is approximately 4.37 acres.
10:42The proposal is being reviewed under development code article 808, administrative permits and is uh situated within commission district three.
10:49The site is uh governed by the commercial land use designation and the general commercial regulatory zone within the Sun Valley Planning Area, and representing Washoe County in this matter is planner Tim Evans.
11:16Okay, so Tim Evans, planner.
11:19So the case before you today is administrative permit case number W admin 26-0006 for Sun Valley Food Trucks.
11:30So the subject property is located at 5430 Sun Valley Boulevard, and the surrounding parcels are similarly developed with commercial structures.
11:39Um the subject properties located within the Sun Valley Planning Area, and the property is zoned general commercial.
11:45And there on the right side of the screen, you can see the vicinity map that shows the location within the Sun Valley planning area.
11:53So the request before you is an administrative permit for an outdoor community event.
12:02And so on the screen is the site plan that was submitted with the administrative permit application.
12:07Um there in the middle of the screen, you can see where the actual event itself is going to be held with the food trucks and things like that.
12:13And I'll get into more of the event details later on.
12:16Um and then on the left side you can see that there's a rectangular box, um, and that's a parking area.
12:22And on the right side of the screen, there's also a parking area as well.
12:29So this event is a partnership between Washoe County Commissioner Garcia, Sun Valley General Improvement District, Washoe County, and Reno Food Trucks.
12:39And so there will be multiple food truck vendors, a total of approximately all a total of eight informational booths for various governmental agencies and nonprofit organizations, such as Sun Valley General Improvement District, Boys and Girls Club of Truckee Meadows, and so on and so forth.
12:56Um, this event will be held on three three different days of the this month.
13:03Um the first will be on June 11th, the next will be on June 18th, and the last will be on June 25th of this year.
13:10Um the event hours are would be from 4 o'clock p.m.
13:16And the actual event will include music, dancing, and the serving of food and drinks.
13:24And so it is anticipated that approximately 900 people could be in attendance at this event or a maximum of 900 people.
13:31Um the total on-site parking is 156 spaces, in addition to a drop-off area for attendees utilizing Uber Lyft or other um taxi type services like that.
13:42Um and one thing to note is that in the staff report it calls out that there is a um security agency that was hired for security specifically for this.
13:53It changed after the drafting or the uh finalization of the staff report.
13:57Um, it's no longer going to be the security agency, it's going to be um Washhoe County Sheriff's Deputies.
14:02So there's going to be two deputies providing security services at each event.
14:10And so the project was sent for agency review.
14:14A total of 15 agencies reviewed the project, um, and a total of three agencies provided conditions, which are included in exhibit A of the staff report.
14:25Noticing occurred for the project, and a total of 68 separate property owners were provided with noticing, and as a result of that noticing, no comments were provided to or no public comments were received by planning staff in relation to the project.
14:42And so staff is able to make all five required findings as detailed on pages six and seven of the staff report.
14:50And staff recommends the board of adjustment approve administrative permit, W admin 26-0006, and provides the motion on the screen as well as in the staff report.
15:02And I'm available for any questions, and the applicant is available for questions as well.

15:26So this is simply an administrative permit.
15:29Other agencies are going to tell us if the parking is adequate, if the number of restrooms is adequate, if the number of security is adequate.
15:37That's not our purview.
15:39So as far as the parking being adequate, I did talk to engineering, and that was one piece that myself in engineering looked at heavily, and they believe that the parking is adequate as proposed.
15:51And then as far as like bathrooms and restrooms and things like that, that's reviewed by Northern Nevada Public Health, and the applicant is working with them specifically to meet those items.
16:01And there are conditions of approval addressing those items as well.

16:09How did they determine the number of food trucks necessary for the crowd coming?
16:15That's a good question.
16:16I will defer to the applicant to address that question.

16:28Steve Schroeder, owner and founder of Reno Street Food, which operates the food truck Wednesday, Thursday, Fridays here in our community.
16:36That's a great question.
16:37Uh this being a first-time event that we've ever done in this community.
16:41I mean, we've had 15 years of uh running the Idawald Park uh food truck Friday event.
16:46We did expand last year.
16:47We have North Valley's Regional Park, um, which we go through the process of approval with the uh parks and rec commission.
16:54And then we did add a uh South Reno event.
16:56So this will be our fourth event for the weekly food truck events, even though it's a limited series of three days.
17:02Gauging the quantity of food trucks comes from one, the food trucks that are actually available in the market.
17:08Uh we work with about a hundred of them during the course of the year.
17:13Um, we respond we had responses from several food trucks.
17:16We booked them into that place.
17:19Or we've got about uh actually ended up with about 12 that will be there.
17:24So it's made up of food, dessert, drink specific, non-alcoholic, and then the alcoholic vendors.
17:31Um if we see that we need more, we can try to add more.
17:36Um, if we see that we need less and the audience doesn't show, we can back it down and do less.
17:42So it's this really bizarre fluid ability of trying to make sure that we have enough or too much or not enough.
17:52Okay, so in terms of the Kathy Julian for the record, um, in terms of the approval, does it I did it give a range of food trucks or do you need to go back to the county?
18:03That's a question for the staff.
18:05Do they need to go back to the county if they change the number of food trucks?
18:16Tim Evans planner, so as far as the number of food trucks and things like that, um, it was to some degree left open-ended.
18:23Um, and Northern Nevada Public Health has requested specifically a list be provided to them on the number of food trucks and vendors that are going to be there, and that's kind of what's gonna tie those two together and keep that limit limit there.

19:22Veronica Cortez again, your favorite lunch lady who's running for District Assembly 27.
19:28Not by choice, but because I have been exposed to the injustices that have been associated with Sun Valley, and I have been attending various meetings through the past year.
19:40You've probably seen and heard about me.
19:42Um, but Sun Valley, I was born at St.
19:45Mary's and taken out there since 1977.
19:48My grandparents came in the 60s from Texas.
19:51My parents still live out there, my children live out there, and I've been a lunch lady in Washoe County school districts all the way up from Huntsburger all the way to Virginia Plumber, which was my elementary school.
20:01I've been all over this district doing my public service as a lunch lady.
20:05The last few years I've been out at Lemon Valley as we're feeding, we have over 670 kids in the school.
20:11Most of them are directly certified through some type of state agency to get breakfast or lunch.
20:16So we just want to make sure we're there for the kids.
20:18However, this topic exactly is on Sun Valley.
20:21So I own the Byright Pizza in Sun Valley.
20:28Like I said, um, I'm a mobile notary that pro bono seniors in Sun Valley so they can get their you know their affairs in order before you know the unthinkable happens.
20:38I also do work up at the jail.
20:40That's why district 27 is really where I'm from.
20:44Um specifically for this.
20:46Um I know six months ago at the November 4th, 2025, Washoe County Planning Commission meeting, uh, Vice Chairman Pierce requested an agenda item clarifying the desired pattern of growth in the Sun Valley area.
21:00Now I've talked to him a couple times in regards to this, and he says there's nothing he can do.
21:05So I'm coming to you for a plea.
21:06If we can please get that on the agenda, is uh the clarifying of the desired plan of growth.
21:14Because being in Sun Valley, I've seen those left with no grocery store, no bank, and people are dying daily out there.
21:21Whether it's the seniors that can't get out to get to their doctor's appointments because the Ubers won't load their wheelchair, they can't wait at RTC.
21:27Rob's advice was for everybody just to specifically.
21:31Um he can uh use bikes or walk out of Sun Valley, but everybody knows how safe that is.
21:36So I'm here to advocate for Sun Valley.
21:38We do need more businesses and more things to come in.
21:41However, I have a list right here of businesses that I went to last night.
21:46The place they want to do this food truck Friday or Thursday or whatever it is, there's about 12 food trucks around that area.
21:53They want to charge them 100 for application fee and 250 per event to move 50 feet away from a place they're already paying for.
22:01That's why nobody bought into it.
22:02The only lady that bought into it, her name I have here on a paper somewhere, and she said she really wasn't under she didn't really understand what they were talking about because she's a first-time business owner.
22:12The other people knew what they were talking about, and that's why they didn't buy in.
22:15So I think I I think your project is good.
22:18We do want it out there, but I think it should benefit the community more than the county who has you know.
