6:44So this is uh 10 um tentative uh parcel map for Salvador and Lenore.
6:52Oh, sorry, going too fast.
6:54It's to approve a tentative um parcel map to buy a 1.9 acre parcel into three parcels.
7:00One's gonna be 0.4 acres.
7:02Now there's one's gonna be 1.6 acres, and another one is proposed to be 4 um.44 acres.
7:11Parcel is located out off of Sun Valley Boulevard on the left is sort of a farther out view, but then on the right is the close-up view of the parcel.
7:19So it is sort of an odd shape parcel.
7:22And what the applicant is asking is to um, oh, so the tender parcel map app they they they have the potential of creating five lots um on the lots they're creating.
7:35That's not should not be three, but four.
7:37And then wait a minute, is that gosh?
7:40In three parcels, yes, that should be three there, and then um and then the the minimum lot size is 12,000 square feet, and they're proposed on the map.
7:52The parcel one a is 17,520 square feet.
7:58So here's the parcel and the layout is so this will be the one parcel down here, and then they'll have this parcel three.
8:06So A1 is one parcel, A2 is this larger parcel here with the drive on it, and then A3 is this parcel to the um west.
8:19Um the subject parcel is going to be developed with a single family house, and then several has several detached accessory buildings on it.
8:27The required setbacks can be met, which are 20 feet in the front and rear and eight on the side, and the single family house that's located on a parcel A1 will meet all those um those setback requirements.
8:42It is in the Sun Valley Area Plan, which has the following um policies concerning um 11.218.05 is concerning community water and sewer, and then section 110 um 218 point 25 is concerning new parcel um restrictions.
9:04And the applicant is able to meet these policies and has indicated the water will be provided by Truckey Meadows and sewer by Washoe County.
9:15Agencies have reviewed the applications and the agencies with conditions are included in the conditions of approval.
9:22Staff is able to make all the finding required findings, and here is a possible motion.
9:28I did reach out to the applicant.
9:30Um I'm not sure if they have a um are uh uh joining us or not.
9:35Um so I would ask Irena if anybody shows.

14:29What can you tell us about this one?
14:31Okay, let me take over screen sharing and I'll pull up the presentation.

14:54Jolene Bertetto, Washoe County Planning.
14:56This presentation is for the project on Placerville Road.
15:01So look at the background.
15:04This is located at 10235 Placerville Road, which is located between Cold Springs and Lemon Valley in the North Valley's planning area.
15:16It is a developed parcel with one dwelling unit and six detached accessory structures.
15:21It is zoned as low density suburban.
15:26The request that we're looking at today is to approve a tentative parcel map, dividing a 4.56 acre parcel into two parcels of 1.78 78 acres and 2.78 acres.
15:40And here's a look at that site plan where the proposal is to divide them.
15:45On the right would be parcel one, on the left, parcel two.
15:48And you can see that they would both have access um off of the roadway.
15:55In evaluating this proposal, um, we looked at zoning and maximum lot potential.
16:01This will be divided into two lots where there is a potential for it to be into fives on the screen.
16:06It shows the minimum lot width um required for this regulatory zone and shows that the tentative parcel map does meet all those requirements for that low density suburban regulatory zone.
16:22Um so with that, staff recommends approval of the tentative parcel map.
16:26We provide a possible motion.
16:33And you'll notice my colleague Tim Evans is listed on this presentation.
16:37Tim is the planner who evaluated the project and wrote the staff report.
16:44Do any of the community members have questions on this application?
16:51Um so they're gonna have individual septic systems, and then each parcel is gonna have to have a separate well also.
17:05But I am not sure if that would not end.
17:08I don't know how else it would work.
17:11So they'd have to get water right, they got water rights for the new parcel.
17:16So do you have to have water rights to get to put a well on a private property piece of property?
17:24It's they're not it's it's they're not exactly technically water rights.
17:31You have the right to a well, but they would have had to purchase those rights um in order to give them that.
17:39Yeah, so in order in all of these parcel maps, you have to bring water rights to the table for all the new parcels that you create.
17:47Because I know that if you have a parcel out in the Red Rock area, well, uh anywhere as far my understanding that if you want to build a house, you don't you can't sometimes you can't buy water rights, but you have to put a well in.
18:00So what do you don't need if you need if you just have a parcel that that is in existence?
18:05All right, it has the right to build to drill one well, drill a well for one domestic well.
18:13Um, so all of those parcels out there that are vacant, they can drill a well.
18:21But if somebody wants to split and create a new parcel, that new parcel doesn't have the right drip to drill a well because it doesn't have any water associated.
18:32So but it's got new APN assigned to it.
18:35Well, if I if I may somebody buys the water rights.
18:39Okay, go ahead, but yeah.
18:41You have to bring the water rights to the table, which is what this one did.
18:46And what all of them have done is to bring the water rights to the table for however many new parcels you're creating.
18:54And you're absolutely right.
18:55Depending on what hydrographic basin you are in, you may not be able to acquire the rights necessary to split your parcel.
19:07And if I may, just to provide a little bit of clarity, um, with that comment uh for you, Mr.
19:15The technical answer is um the map would not get signed by Washoe County water resources unless they had sufficient water rights.
19:25Meaning even after an approval of a map, it we by law cannot create a new parcel that cannot have a well.
19:35So they would have to still obtain those water rights in order to be able to sign the parcel.
19:41The same as if somebody um because I do have a couple of questions on this one.
19:46I noticed we didn't get comments in, uh, which is okay, but I do have a couple of comments regarding to your septic point as well.
19:53So in any basin, um, there are some specific basins that require water rights specific from the location.
20:02There are others, and this is where Bahid and Timber are much smarter than myself in being able to explain that.
20:08But I can tell you that there are a couple of areas of town where water rights are um either very difficult or almost next to impossible to obtain.
20:16And it would be you could come in with a proposal for a parcel map all day long, but they'd never be able to obtain the water rights to do so.
20:23Um and so that would be a detriment to some development.
20:28In cases like this, if they can if they either already had sufficient water rights, they would designate two acre feet, one point whatever, 1.8 something or other to the new parcel, and that would be set aside for the creation of a new parcel, or they would have to obtain the necessary water rights to do that in order to create a new piece of land.
20:48Um, because as a general rule, this is something Eric and I have worked on for years as a general rule.
20:55Um neither the health department nor planning and engineering like to create parcels that are not buildable, meaning you have no use that could be associated with them because they could only be vacant land.
21:07So hopefully that kind of provides an extra layer of clarity.
21:12Um it is a process that is kind of separate and and part, but if if they've already provided them, they usually have them.
21:19Sometimes they come through the meeting and they know they have to obtain them at the time of signing.
21:23Just kind of depends financially at what point where anybody's at, because they have to designate that.
21:27And it's like the supplemental documentation that we get when they submit for a signature.
21:34And then I do have a question uh or comment for Jolene, if that's if I can move on from that one.
21:40If that you can't try to try to figure it out in my head, that's what I had heard.
21:46But then I see this.
21:47I know that it's almost impossible to get water rights out here, and so I would just add a question on that.
21:52So they may have already had that.
21:55You're true, you're right.
21:56They may, but I was just wondering, I just wanted to know if the rules change, just water makes sure double check.
22:02No, sir, the the rules have not changed.
22:04We also would not allow um the state technically could overrule this, but typically we will not approve a well on a different parcel than um the one serving the house.
22:17So for example, let's say this well was actually way further to the west, and they wanted to put a part uh change the parcel line and cut off the well from the current house.
22:30The map would not be allowed to be signed until they put in a new well to serve the house, and they'd have to cut the line from the old well.
22:38And they'd have to have water rights to drill the new well, right?
22:42In order to even in order to even get there, they would have to have water rights.
22:46They'd have to demonstrate those to the state.
22:48We'd have to have some conversations with the state to do an NOI to have two wells on one parcel until we got it split.
22:53So, yes, it's a very convoluted process.
22:57Uh, there's currently a property going through that same process if it is in the city arena.
23:04Julie, I have a very couple questions since we didn't get comments.
23:08The app is the applicant.
23:11Um, is the applicant aware that they will have to provide documentation from the surveyor of their primary septic system, their well, and where their repair will be meeting all current setbacks in order to move forward.
23:36There's no infrastructure out here at all.
23:39It's all it's all well and septics.
23:42That's not what worms says, but I don't know about septic, but it says there's sewer located out there according to worms.
23:49I just think I think it's wrong.
23:51Um, no disrespect intended, but I live in this neighborhood, and there's nothing out here.
23:57So that's why I was asking so many questions.
24:02That's something we could confirm and make sure we do communicate with.
24:05Well, the application should indicate what they plan to do.
24:11Does the application say they intend to hook up to municipal?
24:16It says individual septic.
24:19That's what I thought.
24:20That's what I thought too.
24:24So um, Wes, is the language that you just um gave Jolene.
24:33Is that typically written out as a condition?
24:37It's typically in our letter.
24:39Um, it would say that, you know, for signature of the mylar or final review of the mylar, the applicants required to demonstrate existing septic meets all current requirements for repair location and setbacks.
24:56Because we can't create a new parcel line that's within the setback to an existing septic system.
25:00So that would potentially create that parcel line having to move once they identify that.
25:06Um yes, but that could still be in substantial conformance with this proposal and wouldn't need to necessarily come back to us.
25:13So I think that is we can add that as a condition because you articulated it really clearly.
25:21So I think that we can add that as a condition at this point.
25:27And it's it's an extremely simple process.
25:29They just have to provide the information and we ensure that it is accurate.
25:33It's a standard comment, and it's a standard practice for all parcel maps that are signed uh when we're talking about wells and septics.
25:42What's the let's clarify one thing?
25:45I had the wrong APN number.
25:47I was looking in the wrong location when I said there was sewer out there.
26:00Um, Eric, what would be the what would be the process for adding in that condition?
26:06In the motion, one of us will include some language that indicates that the standard condition relative to verifying location of the existing subject.
26:18Um it is an added condition.
26:22It's uh when we get to that point, I will gladly handle that component for the group, provided that it appears that we are all on the same page in consensus with questions.

29:10Uh Jolene is back with us for this one as well.
29:14Jolene, what can you tell us about this?
29:16Yeah, thank you, Eric.
29:18I'm going to transition to those other slides.
29:46Okay, can everyone see my screen?
29:49Okay, Jolene Bertetta, Washa County Planning.
29:52This presentation is for the merger and subdivision for turquoise solar.
30:00This is a look at the subject parcels over on the map.
30:04It's located at 21905 and 21575 technology parkway east in the Treky Canyon planning area.
30:14It is a mixed regulatory zone.
30:16It is a mix between industrial and general.
30:22The request is to approve a tentative parcel map merging and then resubdividing those two parcels into three parcels of approximately 513.11 acres, 69.66 acres, and 8.48 acres.
30:40And this is a look at those two existing parcels.
30:43It is moderately sloped desert terrain with electrical transformers and solar panels.
30:49D solar project was approved under a special use permit in 2015.
30:54A portion of the lower parcel is leased by Turquoise Solar LLC to Liberty Utilities.
31:00It's this portion, if you can see my cursor here in the middle of that lower parcel.
31:05Turquoise Solar is intending to sell this portion to Liberty Utilities, which is why it's being proposed as a separate parcel.
31:13So these are the two current parcels, and then we will look at the proposed map.
31:20So it would be dividing it into three.
31:23Parcel A is retained here at the top and would include these lower sections.
31:29Then parcel B, which is the area that's currently being leased, is carved out in the middle, and then parcel C is at the bottom in this triangle shape.
31:39And you will notice that along the side of it is a 60-foot wide uh road easement for access to all three of those parcels.
31:49So it's a little hard to see this map.
31:55The proposed zoning would keep that mixed zoning of industrial and general role.
32:03They are proposing three lots, and the tentative parcel map does meet the minimum requirements for the industrial and general rural regulatory zones.
32:12So the minimum lot size required for industrial is 10,000 square feet.
32:16And you can see that this far exceeds that general rural is 40 acres.
32:21And for that smaller parcel, only 2% of it is in general rural.
32:26So it meets those requirements as well.
32:31And with that stock recommends approval of the tentative parcel map and provides possible motion.
32:40And I'll go ahead and just pull back up that map because usually that's where the questions are.

32:48What it looked like we do.

34:33You know, I'm not aware of any parking uh the only vehicles I I can think of that would need to park out there would be repair vehicles on periodic basis.
34:46To my knowledge, there's no uh permanently not having occupied buildings or anything like that.
35:00Um do you know if on this new parcel that the there is any parking provided for the overall project?
35:14The parking that was that's out there now.
35:16Do you know where it is?

35:21I can go shop to ALTA MS TS map that um we did not too long ago um to see the um I am not aware of any parking at a solar spine.
35:37So um wondering what the special use permit told them they had to do, or that maybe the special use permit um exempted them from parking.
35:50Well, it's always and now isn't that that's the place before uh the stops.
35:57So let me see what I can find correctness.

36:02And Eric, I did review the original special use permit, did not see mention of parking.
36:08Oh, it's it's not legal.
36:11I believe the requirement would be one spot per employee during peak shift, but if it's an unmanned solar facility, then I'm I'm not sure if that's the required.

39:52Wouldn't it I think it'd be good for all of us to have that that um I think that'd be great.
40:00That confidence that we know um that that um that issue when it comes to what we do.

40:13Yes, but let's have him he he does, and but let's have him or Vahib Um and give us uh a little dog and pony about um how it actually works, timing of it, um water the difference between a water right and the and the right to drill a well, um, what's required uh uh to to fulfill one of these parcel.
40:38Generally it's two acre feet for domestic wells.
40:42That's how much you're allowed to do, but there's a difference between a right to dig a well and a water.
40:47So let's have them come and talk to us.
40:52I think real quick, I think one of the things you could add on that is what's the difference between commercial and domestic.
41:00Um, because like the solar site, that would technically be commercial, so that's a different type of water right, and maybe um what their role is in the signature process as well.

41:48If if you don't so I I don't know if you guys know or not, but my time up my time is up with the planning commission for four years.
41:57And I just uh won the general or won the primary election for County Commissioner District 5.
42:03So this might be my last meeting.
42:05I don't know if uh they're gonna let me continue on as a planning commissioner for my second uh term or not.
42:12That's yet to be determined.
42:14Um, so if I don't see you guys in one of these, uh it's been really good working with you guys, and I appreciate uh the time that we had and the learning ability and all that.
