Budget & Appropriations Committee Meeting - July 13, 2026

The village has already designed the project and is ready to bid; construction is expected to take a few months, ideally completed by end of summer. The county’s flood mitigation program provides up to 50% funding assistance. Kvinge also discussed future watershed planning efforts to identify larger, grant-funded projects. Legislator Nambiar thanked colleagues for supporting this long-sought project. All three items were approved unanimously.

FAA Airport Counsel Agreements (Item 306) County Attorney John Nonna explained an act to exercise the first of five one-year renewal options for two law firms (Kaplan Kirsch, LLP and The Wicks Group, PLLC) to provide “Of Counsel” legal services for airport matters, at approved hourly rates not to exceed $200,000 in aggregate ($100,000 per firm). Nonna detailed a recent successful case: Airport Mar, a former concessionaire, filed a state court lawsuit and an FAA Part 13 complaint after losing an RFP; Kaplan Kirsch handled the FAA proceeding, which was dismissed. The Wicks Group was retained but not used; their lower rates ($300–$400/hour vs. Kaplan Kirsch’s $500–$600/hour) make them suitable for minor matters. Legislators asked about the necessity of retaining both firms and the hourly rates. The item was approved unanimously.
