I'd like to acknowledge how well our portable community came together during the recent events to the center foundry property.

6:28

Citizens immediately began to get organized and started with the possibilities.

6:32

What might happen?

6:33

How to deal with it?

6:34

Since it's began, I asked that the tow bar.

6:58

Thank you.

6:59

Counselor Slider.

7:00

Thanks, Mayor.

7:01

Um I've been getting a lot of uh concerns about e-bikes um flying up and down the streets and along the uh trails and um that to uh stabs mentioned and um see what we can do to potentially I don't know what's the signs of or supporting efforts, but I think we certainly need to look at especially the walking trade.

7:20

Um, you're on your favorite, um, 35 miles an hour.

7:25

You like it's just a beginning just looking at it, but it's the motion.

7:33

We speak up, yeah.

7:35

7:52

Nothing for me this evening, thank you.

7:53

Thank you very much.

7:55

Uh that brings us down to the reporting committees.

7:57

We do have the finance committee's minutes from June 15, 2026 meeting.

8:01

Is there a motion to accept those and received?

8:05

We have no motion, second.

8:07

Any discussion or changes?

8:09

Hearing none, I ask you to please uh all those in favor, single, say aye.

8:13

Aye and those opposed, and those minutes will be accepted uh as received.

8:18

Uh report of the city manager, Mr.

8:20

Hair.

8:21

Thank you, Matt.

8:22

Uh approximately 10 years ago, uh the federal government created uh legislation to uh create opportunities of which provided federal tax credits for economic development, qualified economic development projects uh to the private sector.

8:36

Um, and those uh opportunity zones were set to expire.

8:39

The city really had one, which was generally downtown and east building.

8:44

Um Governor Morsey uh who will all uh governor ultimately approves the opportunity zones, set up a process to uh uh for submission for renewal and the city uh did submit uh two census tracts, census track 26 and 27, which is downtown eastern billing, center building and portions of South Building.

9:03

It's qualified or qualifying census tracts.

9:06

So those applications have gone into the governor's office to review on July 1st, and those were submitted in cooperation with the Bellown official council.

9:15

Also, uh last week the uh city's uh fiscal year uh concluded.

9:19

Um, happy to report that the overall budget was under uh the amount that was appropriate by city council in the cash carryover was five hundred and ninety-seven thousand dollars, and that there was no contribution needed from the budget stabilization fund uh for uh last year's operating uh budget, so that fund continues to grow and provide financial uh stability to our general fund.

9:43

And then we received word today um that the West Virginia D Lab program uh is uh willing to uh approve uh demolition of the TCI building uh in Elm Grove.

9:56

That building was acquired by the OEDC uh probably six years ago.

10:00

Uh we did uh bid that project down, um, and uh the bids came in and low banking 130,000 dollars.

10:08

As I mentioned this afternoon, uh Western Union B Lab program is interested in funding that entire uh demolition and environmental mediation.

10:15

Uh so that would be forthcoming to city council in the next uh couple weeks.

10:19

That's not important.

10:21

Thank you, Mr.

10:22

Hermann.

10:23

Any questions starting to council?

10:24

Yeah, well, our things we're only gonna wait for our treatment plan for this thing.

10:29

Things are things are going progressing very well.

10:31

I'm glad you brought that up because the uh screw press uh just under a million dollars to council approved this evening.

10:37

That's the next phase in the digester project because um you recall that council has authorized uh rental of screw presses to g water sludge.

10:46

This is the permanent solution uh to that.

10:49

So once that goes online, then we'll have uh you know one hundred percent dewatering capabilities to handle even more sludge than what we're gonna what we're doing now uh with the additional storage that we've been.

11:02

Thank you.

11:04

Any further questions, City Manager?

11:07

Thank you, Mr.

11:08

Here.

11:09

Uh that brings us down to uh reporting other officers.

11:12

We do have the GWSC eight minutes from May 26 of 2026.

11:16

Is there a motion to hold those over?

11:18

Uh I'll make that election.

11:20

Okay.

11:21

Any discussion?

11:23

I guess all those in favor, say five and saying aye.

11:26

Aye.

11:26

Those opposed.

11:27

I'd like signed.

11:28

And we will hold any minutes under the next meeting.

11:33

Okay.

11:36

Original propositions.

11:44

And we're in this operating city manager, they spend funds in the amount of one hundred and forty seven thousand six hundred and fifty-nine dollars and twenty cents.

11:51

If we'll have pipeline LLC at Indianapolis, yeah, for residing two hundred and eight services.

12:10

In order to authorizing the city manager, it's spend funds in the 139,254 for USI insurance services.

12:18

LTV building on Serginian says liability workers' compensation policy to be charged for work compensation fund.

12:24

The ordinance changing the zoning district classification of parcels 10 W 30A 335 identified as 6.962 acre parcel of north from R2 residential to R4 residential.

12:39

And working software is in the city manager that expand funds at $99, $15,499.

12:45

So, that's where we're handing Andrew's insurance.

12:47

Let's see if building West Virginia for cybersecurity insurance can be charged as office.

12:51

$11,000 and safety sentence for the general fund, two thousand four hundred and seventy-nine dollars and ninety-three cents to the water and two thousand and fourteen dollars and ninety-four cents to WEC.

13:02

And I think it's original propositions.

13:04

Thank you very much.

13:31

Okay.
