0:04
Do you want to do the roll call?
0:06
Or do you want me to?
0:09
Commissioner Tom here.
0:11
Uh Chair Jones here.
0:14
Commissioners Rod here.
0:16
And Commissioner Boris.
0:19
Thank you very much.
0:21
We have that was item number one.
0:24
We'll move on to item number two, the non-agenda public comment portion.
0:28
Anyone may speak for three minutes regarding any matter not on the agenda.
0:33
Do we have anyone in the room that would like to speak?
0:38
Do we have anyone on the uh call?
0:43
City of Alameda just does.
0:47
I think then we can call that one done.
0:51
Um item number three.
0:52
Commissioner Communications.
0:54
This is our opportunity for any of the commissioners to bring up anything that they would like to discuss.
0:59
Commissioner Forrest, is there anything you would like to bring?
1:05
Commissioner Sherell.
1:07
Yeah, I guess I can I'll comment a bit on some of the observations at the facility.
1:11
Um, we're gonna have to sort of renovation report, but I did notice um playing last week that the short course um the myth does look like the renovation has actually started work, so it looks like they're like elongating tea boxes and it will eventually what appears to be being grass teas that you could head into versus like the mats which have been there, I think you know, for recent history.
1:33
So that does look like a decent upgrade to that course, right?
1:36
The ability to hit off grass.
1:38
Um, I'm not sure when it'll actually be open for use.
1:42
Um I didn't I didn't give I didn't ask them about that, but um I thought that was good to see that direction.
1:54
Um in the last meeting we had that's where we had the discussion about the um the rates being charged to the uh local clubs.
2:04
Should we be doing that in this section again or should that be?
2:08
Well, we had referred it to yes, but but it I think the the rates themselves when I the update that I can provide for that is you know uh when I spoke with um Ken Campbell out at the club, he'd stated that the rates that were being applied should be the resident rates if he was going to check into them.
2:31
I have not heard back, but I will follow up.
2:33
Okay, that we recently had a conversation in the last week or so, so I can follow up with him on that.
2:39
I don't have an answer for you.
2:40
Okay, um, but I did get a response back about the percentage of the men's group that plays on the weekend that it was a 60 40 for resident non-resident mix.
2:52
So there's a 40% non-resident in that group.
2:56
Okay, and and I think the the question roughly the question in there was the idea of whether or not they had been asked the men's club, the Sunday men's club have been asked to come back to eight o'clock tea times, um, but that everyone residents and non-residents alike would pay the non-resident rate.
3:14
Okay, and the question was whether or not that was could they could that actually be imposed on the residents?
3:22
Yeah, and when I looked at the rules, that that could not be.
3:25
So he was verifying that that that was that status.
3:28
So I can follow up on that, all right.
3:30
All right, wasn't there also some discussion uh or comments from the from the club folks that that commented about um not making the same tea times available that they were used to having?
3:46
Is that yeah, they pushed our tea times for the women's, they pushed our tea time several times from the 730 time because I'm always the 730 person out to like 10:30 with very little notice.
4:01
And so at that point, we had also discussed that those clubs are not mentioned in the contract, and that the city we reached out, and then they said that they would work with the clubs directly and that they did not believe they needed the city to be involved in that conversation, and what I can add to that is is that for sure I know that um the women's Thursday 18 whole club has submitted their uh night 2026 um schedule to Greenway.
4:30
Greenway said they would have it, uh they hope to have it back to us by the end of this month or early November.
4:37
I believe the uh Monday Niners Club is going to submit theirs soon.
4:42
So we'll have to wait and see what we get back from them, but we will explore with them other options too for days that if there's a conflict, we're gonna ask if we can have um either a different start time or perhaps play on the north course.
4:57
So we'll we'll see what what they are willing, you know.
4:59
So the standard operating procedure is that the clubs submit their requests uh for the specific days and tea times and number of tea times, yep, and they come for the whole for the entire year, yeah, and then you receive back what's approved, and then you decide what in addition to that you need to do.
5:26
Right, the bigger issue for for the clubs has been we were the schedule was agreed to, yeah, and then subsequent to that agreement, you know, and sometimes with with short notice, um, told that that date was no longer available, which leaves the club scrambling to either find to cancel their date, move to a different golf course, etc.
5:50
Because the women, I mean, we're very organized actually.
5:54
Um, we not only negotiate those dates and times and number of slots that we have, but we also publish them annually, annually every January.
6:05
We publish those in our club calendar, and so like you know, you have it for the entire year, you know exactly where you're playing, uh, which Thursday you're playing, not in Krika, etc.
6:19
I assume the agreement says the Greenway can change them, right?
6:24
I think back to to um uh Justin's point is there's nothing in the agreement that says what the operator's obligation is to the clubs.
6:34
No, I mean the not in that agreement I'm talking about the after you submit the times, there's a meaning that's there's no there's no formal contract, no.
6:45
No, it's just been a I would say a gentleman's agreement for decades since 1929 for the women's club.
6:54
So long time, 100 years, almost a century.
6:57
Yeah, almost a century.
6:58
We're planning on, man.
7:00
Um, was there anything else?
7:04
So the one thing I would like to bring up, um, is that a uh constituent reached out to me directly and asked about the schedule for replacement of the mats on the driving range?
7:15
I've reached out to Ken a couple times, and his response is that they're working on the MEF and that it is they're looking at the overall schedule because um as part of their ongoing maintenance.
7:30
Um it's the constituent who reach out says it's in the agreement, which I did not verify, um, is that it is supposed to be replaced.
7:38
All the all the driving arrangements are to be replaced once a year annual.
7:43
So I don't I don't know if that's the case.
7:46
How about the bones?
7:48
I don't know the answer to that question.
7:51
But at this point, a lot of them are so Greenway is aware they just don't have a date.
7:55
Yeah, so yeah, okay.
7:59
Any other commissioner issues that we wish to raise?
8:03
Okay, um the minutes, then we'll go to 4A.
8:08
We our last meeting was on July the 8th.
8:11
You should have those minutes in your package.
8:14
That Matt did a beautiful job.
8:17
Um, and is there any questions, changes, concerns to those minutes?
8:27
Okay, and if not, um may I have an thank you second?
8:33
Okay, all in favor, aye.
8:37
Okay, we're done there, all right.
8:42
Regular agenda items and um 5A.
8:47
Um, do we have a report?
8:48
Is has anyone else joined?
8:50
No, no, two participants.
8:53
There's an attendees.
8:54
Okay, can we check please?
8:59
Okay, um, so unless they're um the person on the call is representing Greenway.
9:06
Is there I does anyone see a representative from Greenway in this meeting?
9:12
No, so we will assume there is not a report from Greenway.
9:16
We will move on to 5B.
9:19
Jim's on the course.
9:21
Do we have a representative from Jim's?
9:26
Okay, so no report there.
9:29
So, do we have C looks like I'm up?
9:36
Alright, thanks, uh Commissioner Jones.
9:40
Um again, I just want to give you kind of an update on what's happening in the department.
9:45
Um, but prior to jumping into that, I just want to talk about a building permit that is moving through at the golf course.
9:54
So at the building adjacent to the driving range, Greenway is going to be building a small commercial kitchen and food location there, renovating the building, not building a new facility or anything.
10:08
Um the teaching facility that was.
10:12
Oh, that little so that that building is is going to be converted into a commercial, have a small commercial kitchen out of it.
10:21
That that permit has moved through the permitting process, and I believe it's already onto the planning board for approval.
10:27
What their next steps are exactly, I'm not fully sure of, but um, but just want to let you know that that is underway, um, which is in compliance of the contract.
10:40
I'm assuming that's separate and distinct from the gym.
10:49
And are they seeking an alcohol permit for that too?
10:53
I believe the intent is to do that.
10:55
I believe they are.
10:56
I think there might be a sign there actually right now.
10:58
Oh, yeah, I didn't see it.
11:01
So um, but that would be part of the the process for it's a permit for a kitchen, not a restaurant.
11:09
Well, it's it's a it's it's a permit to make food and to distribute from there, so like warm food like hamburgers, sandwiches, things of that nature, some packaged goods.
11:20
Again, I don't I'm not privy to their full proposal, so I don't know exactly what they're they're planning on doing, but I do believe it'll have beer and wine distribution if if they can get that if they if it gets approved by the county.
11:33
Um, because that's not in the purview of the city.
11:35
That's that's not in the purview of the city.
11:38
Yeah, so the county permit ABC license grants those, um, and they have to go through all the processes just like anyone else would.
11:46
But in following the contract, their facility isn't visible from gyms as part of the concessionary agreement settlement that the two had, you know, they could have other facilities on the property, they just can't be within sight of the other.
12:02
So, within site of gyms.
12:07
There can't be a visible sight line to the location from Jim's patio area.
12:13
It's very specific in the contract, but it is in compliance.
12:15
Our attorneys have already reviewed it.
12:23
So it's like I say, it's it's in compliance.
12:25
The attorneys have reviewed it and as part of the process, so more to come, I guess, on that.
12:32
Um, for um the department as a whole, we have some upcoming citywide community events that folks should know about.
12:40

15:43
We have a variety of projects that are underway.
15:47

15:52
And the contractor is in the start of mobilizing, so we'll get that project underway.
15:58
That'll include six pickleball courts, two dog parks, an all-inclusive playground, a full basketball court, and a bathroom building for six individual stalls.
16:10
We're working on the expansion of the Alameda Point skate park.
16:15
I believe we're roughly around 70% construction documents for that expansion, which will help complete the loop without terribly modifying it, but it's been done with the skater's input.
16:26
So we got support there.
16:29
Council voted a closed session at the last council meeting to explore the idea of the surf pool at Enterprise Park.
16:37
And so we'll be setting up meetings of what next steps are in the coming months there.
16:43
And then at Lincoln Park, there's some tall netting that's going to be put in to replace some fencing on the north side of the field.
16:52
And so that's that project's going to start in the near future.
16:55
Also, the Little John basketball court is in construction right now.
17:00
We anticipate it being done in a few weeks.
17:02
That'll be converting two half courts into a full court again.
17:07
Some highlights from the last little bit since we were here, it's been a minute.
17:11

17:42
We have fantastic weather.
17:54
We had quite a few people go through that, so we're very happy that that happened.
17:58
And those proceeds go to help benefit the Alameda Youth Committee as well.

19:20
We have tennis and pickleball lessons and group and private are still available.
19:24
And then we have our fall softball league just ended with over 44 participants in that one.
19:32
For master, oh just big FYI, all of our athletic fields close on November 1st for renovation.
19:38
So from November 1st until February, there's no organized sports permitted on our fields.
19:45
Yes, you can still go out and be with your family, but our fields are not permitted for organized sports during that time frame.
19:54
Allow our staff some time to get those fields back up to good operating standard.

21:01
Brown bag program, which helps free groceries for seniors and low-income seniors.
21:07
Our leisure club on October 9th.
21:09
The members went enjoyed an exciting presentation of the Fur Scales and Trails Animal Show that where they actually brought out all the animals to the Mastic Senior Center.
21:19
So that had everything from lizards, snakes, ducks, rabbits, and tortoises, and they had over 50 people at that.
21:27
From our parks division, the park staff attended the sports field training for maintenance and sustainability for natural artificial turf.
21:38
So they'll be working on those.
21:40
At Little John Park, the large picnic area was renovated with providing regrading and tables and a much nicer facility.
21:49
And again, the basketball courts are closed until November 16th.
21:54
We have other basketball courts that are available at Franklin, Longfellow, McKinley, and Washington.
22:00
The staff replaced a retaining wall behind a backstop at Woodstock Park.
22:06
Again, the request for the Lincoln Park Rose Garden Rose has over has had an overwhelming response, and so we have a lot of volunteers for that, so that's great.
22:15
Main Street Linear Park, a volunteer tree planting is taking place on November 15th.
22:20
We're going to be planting another hundred trees in collaboration with the park and rec uh commission meeting.
22:24
Uh with schedule construction scheduled to start in the spring of 2026.
22:39
And congratulations to Nick Cascienda.
22:43
Uh at his new role is our park technician.
22:45
So he's going to be working around the park system making repairs, things that we would normally hire a contractor to do that we've taken in-house now so that we can make repairs a lot faster.
22:56
And you know, is really going to really improve basically our delivery on services.
23:01
So it's going to be really helpful.
23:03
And then we just want to point out to a shout out to a staff member here with staff recognition.
22:59
With over 17 years of dedicated service and team programs.
23:12
Brendan Kandler, our recreation leader has become an uh indispensable part of our department.
23:18
He's a dependable uh leader.
23:21
Uh, he goes way above and beyond without needing to be asked.
23:23
He manages the Alameda youth community, food programs and all major events.
23:27
It plays a critical role in the teen trips and summer adventure programs and oversees the planning and operations for the teen haunted house.
23:34
Brandon's patient, respectful, and a very positive role model for all the teens and staff.
23:38
So we appreciate you.
23:41
So with that, that's what's going on in our department lately.
23:45
Thank you very much.
23:47
Can you go back to the estuary park and say what's being added to that?
23:53
So Estuary Park is a five-acre addition to the existing phase one that already has an artificial field and a smaller uh baseball softball kind of pitch for kids with disabilities.
24:08
We're adding uh six pickleball courts, two dog parks, a full basketball court.
24:13
Um it will have a large lawn area for gathering for uh residents, it will also have a bathroom structure which will now support both the athletic fields and the park.
24:24
Um, it will have a playground.
24:27
Inclusive playground.
24:29
Um, it'll also have something called uh what is it, the tank shot, which is a way of kids of learning different skills for basketball with different disabilities, um, and it'll be supported by a relatively small parking lot that will serve.
24:45
Well, the funding zone for the so we received a 2.5 million dollar grant from the state, the city had 2.5 million, and ARPD is borrowing 2.2 million dollars from future park diff.
25:00
So when there's a development in the community, there's fees that get built up for future park development.
25:05
So that's where the city's 2.5 is coming from.
25:08
But this park needs a little bit more, so we're we're borrowing an additional 2 million because of the cost, and we'll pay that back out of future park diff and development that comes.
25:18
So it's a total of a overall seven million dollar investment.
25:22
Yeah, that's it's great.
25:23
I had to look it up to where it is.
25:25
Yeah, so I'm familiar with where the baseball field is in the soccer field.
25:30
So are we talking about the other side of where the soccer field is, plus, next to the baseball?
25:37
So, so where you see the softball and the baseball, it's the part closer to Bull Hole Circle and the development.
25:43
There's a retention pond that's next to it.
25:46
The Bay Port Retention Pond is sort of next to it.
25:50
And so it's to the it's to the east of the existing fields.
25:55
Yes, and so it's that whole space between there and the pond will be turned into a park.
26:00
It'll be a very good walking connection point to Bull Circle at that point down Mitchell, and you'll be able to basically walk from there into the park from Pullhole Circle.
26:10
Yeah, that's fantastic.
26:11
Yeah, it's gonna be a really nice addition to the neighborhood.
26:14
That whole the acreage of the whole park is it's it's it's five for the new addition, and then the other, I guess, I think this whole site's almost 12 acres or so.
26:26
Yeah, so what happens to the retention pond?
26:29
That stays the retention pond services the Bay Port neighborhood for all their storm runoff.
26:33
So it's an infiltration pond for the all the irrigation that goes down Bay Ports.
26:42
Um, by the way, all over and off.
26:45
I'll say that totally unrelated question.
26:48
But all of the construction that's going on with with the Webster tube and the freeway entrances, access, is that gonna you are you anticipating any impact as far as your department is concerned?
27:05
As far as our department, not as much.
27:07
Uh, I think there will be overall impact to the city, and we have a lot of employees that live outside the city, and so employees coming in, you know, and we're not in the parks department, we're not able to work remotely like the office staff can.
27:21
Um, the good thing is our hours are very early.
27:23
Our staff are on duty at 6 a.m., sometimes even earlier, and are then out at 2:30.
27:28
So the good thing is hopefully they can bypass some of that.
27:32
There will be additional work happening on the other exit down Clement.
27:38
So the Clement and Tilden Way track traffic circle, that contract was awarded in construction.
27:44
You're gonna see start soon.
27:46
And so that traffic circle that gets built there.
27:49
There's also two dog parks or technically a large dog and a small dog park that are going in there next to that Starbucks.
27:56
So that the east side will have their Starbucks, but that project is is starting.
28:01
There will be lane closures up and down there all the way up to the bridge.
28:05
So yeah, so that will be happening almost at the same time when the other side is starting.
28:13
So that's where the detour is.
28:19
Well, part of it is going back.
28:21
They're saying like don't plan on using using the tunnel.
28:25
Well, I think I think with everything it's going to be construction timing and looking at what that is.
28:30
I think you know, the way they're looking at staging it, and I don't have all the updated details, but you know, it'll be closures on one side of the tunnel system until those are complete, then that will then shift to the other side where there'll be a single-lane closure on the outbound.
28:49
And so it'll be a balance over that time frame of you know, entering Alameda maybe a little bit of a backup for a while, and then exiting Alameda will be a little bit of a backup for a while.
29:01
So they are recommending that everyone, if they can limit their travel or to find alternate bridges to go over, which would be part of it.
29:14
Either one of those two.
29:16
There's no designated times or designated.
29:18
There'll be limited closures similar to when they're cleaning it.
29:22
There'll be similar closures.
29:25
So much like that, there'll be similar closures during that process.
29:29
It's gonna be tough.
29:31
There will be more information coming available because the contractor has been putting together his construction schedule now that it's been awarded for uh the state, and so as they go through that process, there'll be a lot that they can share at that time.
29:43
But until then, you know, you know, we had anticipated this starting in fall.
29:48
You know, we're now at the end of October, November.
29:51
Now I think it's probably a January time frame, so it's been shifting.
29:56
So, you know, I guess there's been some respite in that that it has been shifting, so it hasn't happened as much yet.
30:02
So, is are there any sizable constituencies outside of Alameda that are participating in parks programs and park using park facilities and any of that?
30:16
So we get some groups that come over and use our facilities.
30:19
Um, you know, we when we do our field allocations and our our gym allocation, things like that.
30:26
Alameda is the primary focus first, and then when we have other space left over, if there's other times that people don't want, then we open it up to other folks.
30:35
Uh, it's also why we have resident rates and non-resident rates, and so that we're able to balance out the usage.
30:41
Are we considering any online booking ability like other cities are for you know courts, big lawports, transports, etc.
30:50
So we're currently looking at our reservation system in general.
30:55
Right now, it we do we currently don't allow that, and we did at one point, and it became a little bit of a chaotic situation.
31:06
Um what we've kind of agreed with with the pickleball community is once we have the estuary courts online, that'll be the same when we're comparable to the same number of tennis courts.
31:19
So at that point, we would consider potentially opening it up for reservation, but until then, we it's just really there's there's there's too little space to try to make large blocks of reservations for folks, and so but what I was saying before is we're looking at our reservation system.
31:36
We use one currently that's a little bit more cumbersome, and so we're actually we gave them notification that we'd be looking for other software survivors that are more enabled that can potentially allow you to reserve off your phone, things like things of that nature.
31:52
Because I think City of Fremont, Black Hawk, I don't know what city that is, and but they have pretty good decent reservation systems for most of their courts.
32:04
I haven't only done their tennis court reservations, but you can go online as a non-resident, you just get online, you put in what date and time you want, you reserve the court, you pay your little fee online.
32:18
When you get there, if someone's on it, you say here's my reservation, and yeah.
32:24
And uh what we've done now, because we do have groups that use courts, like for example, St.
32:30
We've got the high school using Washington when courts are reserved by user groups.
32:36
We publish them on a QR code so you can look and see what's reserved so that if you don't see anyone on there and all of a sudden a bunch of people show up, it's like, oh, it is reserved by now.
32:45
So we make that available in all of our courts right now for those types of groups.
32:49
It would be the same situation if you were doing individual levels so that teach would be able to confirm that oh, they do have the program.
32:56
I mean, I've used the reservation system just for uh booking space like Gene Sweeney, but yeah, that'd be nice to expand.
33:05
I mean, expand from that.
33:07
Tennis has a long sort of cultural history of people just showing up, you know, like Washington, they're yeah, it's got a and you know, when somebody wants to teach wants to come down there and try to do a lesson, students, and it's it's a little chaotic.
33:25
But per our policy, our our if you're going to be teaching a lesson at any court in Alameda, whether it's pickleball or tennis, you need to get a permit from us first in order to do so.
33:35
So that is just one of those that where it guarantees you a time slot so that you don't have that issue with a reservation.
33:45
That's what that allows you to do, and that's that's why we've always encouraged people to do that.
33:50
Uh, that way there is no conflict and there is no back and forth about do you have the right to be there and or not?
33:58
But we strongly encourage everyone to get a permit.
34:01
Oh, no, we prefer to have reservations is what I say.
34:04
I mean, when you're going out and then you go out there and you're waiting and waiting, and you know, to an hour later, there's you know, there's still enough courts.
34:14
So I skip it all together.
34:15
That's okay, bringing it back to go, yeah.
34:18
Um, but reservation systems are important for golf as well.
34:22
I agree, but the operator does provide a reservation system.
34:26
All right, so um, anyway, is there anything else that you wanted to bring up, director?
34:33
Okay, um, I think with that, then our next meeting.
34:37
If you'll please all take a note, it's January the 13th, our regularly scheduled time in place.
34:42
Holidays didn't run.
34:44
And holidays, we won't either last.
34:49
Uh it's fall back this weekend, is it?
34:52
Yes, it is, isn't it?
34:53
No, it's next week.
34:55
I think it's this weekend.
34:57
It is, it's not the 11th.
34:59
No, it's this weekend.
35:00
Alright, so yeah, well, when you're retired, you know, every day is something.
35:06
So anyway, so I have a motion to adjourn.
35:13
No, just getting to it.
35:15
No, I'm not going to do now.
35:20
Thank you all very much.
35:21
Have a happy holiday.
