0:04
Yeah, I should just record it.
0:16
So we'll start with uh roll call.
0:19
Um, I guess I will start.
0:30
Uh non-agenda items as public comments.
0:33
Um, do we have speakers for public comment?
0:36
Uh, not for non-agenda, but we do for agenda items.
0:42
Uh any matter not on the agenda.
0:46
So no public comment then for non-agenda items.
0:52
Uh community uh commissioner communications.
0:56
Um, is that an open form?
0:58
So that's an open form if you can ask the other uh uh committee members if you uh if they have any of the chair.
1:06
What I have not had nothing at the moment.
1:11
Uh nothing at the moment.
1:14
Uh the minutes, so we have uh approval of April 28th minutes, which are in front of you.
1:20
So hopefully you had a moment to look at them.
1:23
Um, and I do need a vote to approve the minutes, correct?
1:31
So all those in favor would be aye.
1:37
Oh, motion carries, thank you.
1:41
Um regular agenda items.
1:43
Um facility and renovation report by Greenway Gall.
1:49
We do not have a member of Greenway Gall presence, but is there anything that staff would like to include?
2:01
Uh and then 5B is Jim's on the course restaurant, which would be um a representative from Jim's on the course, which we do not have.
2:12
Oh, I'm sorry, I'm sorry.
2:16
Um, only got one book right now, so it's a little bit.
2:22
So, you want to come ahead and introduce yourself?
2:26
Um, Tom Janikos, I'm Jim's on the course.
2:30
Um, some of you are now, some of you are sort of by side only, okay.
2:36
So now we all know each other.
2:39
Um so I'm um I'm just gonna kind of run down the stuff we've been doing the past couple years.
2:46
I'm not sure anybody's aware of what I'm sure you knew what the place looked like before.
2:51
You know, we used to have a small tiny umbrellas, we replaced those with no much larger five by five meter umbrellas.
2:59
We've covered the front patio, we added quite a bit of seating.
3:02
Um we still have uh a couple fire pits.
3:08
Um we're planning on putting some uh wind barriers up on the side, the bar side of the of the restaurant, or if you're familiar with that, there's a lot of wind that goes through there and kind of you know uh it it's very it's not very conducive to dining or sitting out there, so we're gonna put up some removable wind barriers there, so I guess when you will put them up, and uh uh we've had some pretty serious plumbing issues the past few months, which finally solved.
3:39
We couldn't figure out what it was.
3:40
We had multiple plumbers, multiple cameras down there.
3:45
Finally, we found out there were a bunch of breaks underneath uh underneath the foundation, which we had to take care of.
3:52
So we had probably 15,000 dollars of plumbing down.
3:56
Uh so since then though, everything's been fine because I don't know if you ever were caught in the midst of that, but you come in when it was really busy and the bathrooms are closed, you know.
4:07
So, but we took care of all that.
4:10
Um we're going to do advising our menu for the summer, of course.
4:16
We do run specials continuously, you know, every couple months we change things, different different bar items and different uh different food items.
4:25
Um we have a pretty pretty strong social media presence, or a good following.
4:32
Um good core clientele that are non-golfers, it becomes a facility, even though they're not playing golf, which kind of makes it nice on you know the rainy days and um golfers.
4:47
Of course, are a good portion of our business, and we want to keep them as happy as possible.
4:52
So, you know, we're very uh we'll keep our ears open to what they want, you know, the counter area, we change with different types of foods.
5:01
Um people can order from the course.
5:04
Uh there are multiple things that we've done over the years.
5:08
Um, I'm aware that uh I think Greenway is opening a snack area now down by the driving range.
5:18
So I'm not sure how that's gonna work out with everything else, but um, you know, we'll just wait and see.
5:26
Um anybody have any questions or any comments?
5:30
Um regarding the uh wind barriers on the you said on the bar side, you're just you're talking about on the front that faces around exactly down nine, yeah.
5:45
Coming off of mine pole.
5:48
So it would be really worse on that.
5:51
Yes, it's really bad.
5:52
Yeah, it's really bad.
5:53
In fact, I mean when you're when it is windy, the wind mostly comes from the southeast.
6:02
Yeah, yeah, most of the time.
6:04
I mean, there are we get an orderly wind, but the majority of the winds are from the southeast, and they're pretty they're pretty strong.
6:11
Sometimes you get you know 30 40 mile-hour gas coming through there, and you know, you try to open the door in the restaurant, it kind of slimes on you.
6:19
So by putting wind barriers up, you'll we can we extend the dining area basically, because they're inside comfortable.
6:25
There won't be any wind there.
6:26
Have you gotten feedback from golfers or yeah, definitely, yeah, because we have we hold a lot of private events in that area there because it uh it seats around 100 people.
6:38
So we've had you know uh just mostly small private events, you know, birthday parties, we've been um baby showers, uh things of that sort.
6:51
Okay, and everyone complains about how kind of windy it is over there, you know.
6:55
So we decided to solve that problem by putting up some of those red barriers.
6:59
It's all gonna be plexiglass and can see right through it.
7:02
Doesn't it's not gonna obstruct any of the views or anything, and you know, they're fully removable.
7:08
And uh I think I asked maybe you this the last time, huh?
7:13
Any spillover, any overflow from the um from the range because it seems to me like really the range is on the ball as well.
7:23
I'm sorry, I didn't understand that.
7:25
The range, the golf range.
7:26
Oh, the driving range?
7:28
If we have oh, if we have any any clientele from that area, yeah.
7:33
It's hard to tell, okay.
7:34
You know, it's it because we really don't know people coming in.
7:37
Are they coming in on a turn?
7:39
Are they coming in, you know, are they starting?
7:43
Uh uh, but yeah, we do there's quite a few people that do come in from and I guess maybe I don't know, 20% maybe that come in and get get food from from the restaurant and drinks and so forth.
8:01
So I'm not sure if anybody has any questions.
8:05
I'll let the ladies know.
8:07
Okay, yeah, I know they all sit over there.
8:09
They're the ones that complain the most about it.
8:13
So no, I was just a joke, okay.
8:17
Thank you very much.
8:18
Okay, all right, thank you.
8:22
Um that was 5B, so um, we're moving to 5C.
8:28
Uh Recreation and Parks Director report.
8:32
Um, I'll try to prepare this down a little bit for you all.
8:35
Just because it's giving you a lot of information before, so I tried to pair it down just a little bit, but uh just want to go over some of the upcoming events that are community-wide.
8:44
We've got the coastal cleanup, um, our monthly coastal cleanups are um Saturdays, February 14th and March 14th at 10 a.m.
8:53
Um, we've got the City of Albino Winter Warming Shelters.
8:57
They're open um through April 30th from 6 till um 7 a.m.
9:03
Um at various locations throughout the city.
9:05
Um our storytelling and uh drumming festival is gonna take place Saturday, March 14th from 12 to 3 o'clock at the Mastic Senior Center.
9:14
Um I hope everyone comes out to enjoy it, so that's a good event.
9:17
Um, we'll have our spring shin day, which is Saturday, April 18th at the Alameda Point Gym.
9:22
Um it's a really good clean event, our day celebration.
9:26
Um, just just beware that on this Monday, the 16th, the offices for ARP will be closed for President's Day.
9:35
Just some updates for the summer.
9:38
Just let everyone know you should be getting your summer activity guide in the mail shortly.
9:44
And then registration is going to open on Wednesday, February 18th.
9:49
So, you know, take a look, see what you want to register for, and you know, be prepared for fast fill-up in our program.
9:57
So just want to give folks another update.
10:00
So Estuary Park is well under construction.
10:03
It's a five acre extension of the existing park, and that is expected to be completed by the end of 2026.
10:11
The Cityview Skate Park, we've completed 100% of the construction documents, and we're going to be looking to move that forward into construction in the summer.
10:22
Some highlights that we had.
10:24
So the annual rose planting was held on January 17th.
10:27
We had about 50 people in attendance at Lincoln Park.
10:31
It's another good event to beautify the park.
10:35
We have over 150 party goers at our fourth annual family snowball dance party that was held this last Friday at the officers club.
10:45
Our aquatic swim lessons are currently open for all ages.
10:48
They take place on Sundays at the NCN Swim Center.
10:51
So you don't have to wait till summer.
11:01
It takes place on Thursday, February 26th at 4 p.m.
11:05
at the Massic Senior Center.
11:06
This is where seniors can bring in any devices and any type of technology they want help with, and the kids help them navigate through some of those problems.
11:15
Some of our adult programs, our open gym still continues, Sundays from 6 until 10 p.m.
11:21
at the Alameda Point Gym.
11:22
Our tennis for private group sessions are available.
11:26
You can just reach out to us via our website or call us.
11:29
And then we're still offering pickleball drop-ins on Fridays from 9 30 in the morning till 12 p.m.
11:35
at the Alameda Point Gym.
11:38
For our Mastic programs, our AARP tax aid program is open.
11:45
The number for that is 510 747 7570.
11:50
You can make an appointment and they'll help you with your taxes.
12:07
The Mastic Thrift shop bag sale is taking place on February 21st from 10 a.m.
12:16
We fill two bags of clothes and shoes for $5.
12:19
So please please come out for that.
12:23
Also, the Mastic staff participated in a podcast run by fourth and fifth graders at the Love Elementary School.
12:30
We discussed how meaningful social connections are for well-being.
13:00
Our park maintenance staff hauled off over 10 loads of debris that washed up during the last storm between Veterans Court and Ansanel Boat Ramp in Ensanel Beach.
13:10
Then we did a turf conversion at Little John Park in Buena Vista Avenue.
13:17
So this really helped with reducing irrigation and planting naturalized plants.
13:23
I want to congratulate a couple staff members, Catherine Frazier on our promotion from a maintenance assistant too to gardener.
13:30
She holds a degree in broadcast and communication from San Francisco State, brings dedication, versatility, and a strong work ethic.
13:38
Also, want to congratulate Raymond Rivera on his promotion from Maintenance Worker 1 to Maintenance Worker 2.
13:44
Very timely motivated and takes great pride in work and brings genuine appreciation for the parts and everything else he does.
13:49
So, really happy to have him on our team.
13:52
That's my report for the bottom.
13:55
Trying to appreciate it for you a little bit.
14:09
So I attended one of the community sessions, and uh my takeaway is that uh the impact as far as the tunnels or the tubes are concerned is that uh nothing like during the day for the Webster, but there are going to be designated weekends where the posing tube is going to be closed.
14:31
So uh there were a lot of questions about the antique flea market going on, you know, the traffic's caused by that.
14:38
So I don't know if there are anything as far as the you know uh partisan right departments concerned events or whatever that might be impacted by a weekend closure.
14:50
They haven't set specific dates yet that's going to be determined when they get rolled on construction.
14:56
But I assume you're tapped into the cow trains and uh folks that are on that team, and I know the city is coordinating our planning transportation partners planning with Caltrans to try to mitigate those days.
15:11
So, for example, where they can, they will not be shutting down the pose to full weekends on the days when we have the craft fair.
15:21
Um, but they also have to coordinate well into the future when one lane is closed during the day when those things do happen.
15:28
So the city is coordinating pretty heavily with Caltrains to try to mitigate any of those issues, even with event planning.
15:36
Yeah, I mean, from your standpoint, are there week and events that uh you wouldn't want to try to not have the proposed to close that again.
15:49
We we we propose with all construction projects in Alameda, certain days like 4th of July.
15:55
Um, all those are required in any type of construction contracts with the city or even coordination with these access points that major points won't be closed during those times.
16:05
Um, a lot of our events are really local community events, right?
16:09
So we we don't expect a huge draw from outside of the city.
16:13
We'd like to most of our events support that.
16:16
I think when it gets to the bigger events on Alameda Point, it's still that same coordination that's happening.
16:21
Like when a Filipino festival comes or the Alameda uh Art and Wine Fair.
16:26
So all those types of coordination are happening.
16:29
It's just from a parks perspective, we don't have time to impact, it's more citywide events.
16:34
Might actually see better attendance.
16:36
We're all gonna be set up instead of the other one.
16:39
Oh, we we will take any numbers who want to come to our events, so I have thanks.
16:49
And we are on uh we finished 5C, so we're on 5D, which is review and comment on the Corrica Park South Course proposed rates increases.
17:00
There is an attachment, which is exhibit one and exhibit two, greenway memos, first that are part of the packets.
17:10
Is this where I do public comments?
17:12
Okay, so we will start with public comments, and we have feet casino.
17:20
I just want to bring up uh, you know, the rates and the comparisons.
17:24
Uh one thing that the comparisons do not show is that both Monarch Bay and Metropolitan do have discount plans.
17:33
And Metropolitan as a senior, you can pay $305 a year, like $25 a month.
17:40
And for that, you get half off golf balls.
17:43
You also get $10 deduction from whatever the rates are that are published there.
17:49
Get access to their uh short game area, so there's quite a bit of benefit there and reflect in that.
17:56
We don't have any discounted breach currently offered by Greenway.
18:01
I think before Greenway years ago, there were some plans that were offered that disappeared with Greenway and took over.
18:08
At Monarch Bay, you have the Players club, which is $55 or $54.99 a month.
18:14
There you get a large bucket of golf balls every day for that.
18:18
Uh, you also get discounts on the green keys and a free drink.
18:22
Also, also both of them uh Metro has a 50 cent drink.
18:25
They have a free drink every time you play.
18:27
So there's quite a bit of benefits that they offer.
18:31
One at Metro is probably a little bit better than $55 a month.
18:29
Greenway does offer a discounting rate at the golf driving range.
18:40
If you pay $200 a month, you could get two large buckets a day.
18:45
So if you're very avid golfer, maybe that's good.
18:48
But at the same time, nothing is offered in terms of green phase structure and doesn't reflect in uh us as they're asking for an increase is modest, but yet they're still not in line with some of the things that's going on in the area.
19:02
And I think at this point, uh it's to me not justified until the course gets a better shape.
19:10
Thank you for your comment.
19:14
So not to raise their hand.
19:18
So this is review and comment for commissioners at this point.
19:24
So it's review and comments.
19:27
What are what is before us as far as the kind of so I will summarize it just to make it a little bit easier?
19:35
It's all the documents you have in your attachment.
19:38
Um they're proposing raising on the South course the resident rate from $50 Monday through Thursday to $56 Monday through Thursday.
19:49
And the senior rate Monday through Thursday from 36 to Monday through Thursday again for this resident senior rate, so 41.
19:59
So one is a $6 increase, one is a $5 increase.
20:04
Um they are also proposing the public rate, which is not subject to the city's review, and they're keeping the junior rate the same.
20:14
They're keeping the twilight rates the same, the residents and keeping the just standard twilight rate range the same.
20:22
Um so that's what's being proposed in partly.
20:26
I think these are rates only on the south course.
20:36
It's advisory to the city management, yeah.
20:39
Okay, about the rate increases based on either your experience, what you've heard as commissioners you're representative of the golf community.
20:48
So that's why we seek the feedback here about these proposed changes.
20:54
I'm agreeing with the public comment that uh while the rate increases are relatively moderate and at or below rate inflation levels.
21:05
That's not what I'm looking at.
21:07
I'm looking at the competitive level of the course itself and its rates, and we already went through a survey of that and local uh other local courses and um play a lot of them, and I still feel that uh the rates that are being charged uh by Horica are in line competitive with the surrounding community, so that's that's what I'm looking at.
21:39
So my my comment is that I'm not approved.
21:46
Thank you, Commissioner Tom.
21:50
Yeah, I guess I'll comment as well.
21:52
Um I did the green tea for a period of time and um ended up giving it up, but actually getting the Monarch um, you know, players club as you mentioned because that was I mean, it's like a better value and maybe we're gonna drive.
22:08
So from just personal experience and high kind of spent money, it's something I you know, the practice facility there, and it's is very costly.
22:16
Um, so you know, I think the course um, you know, I I I don't know that I have done enough analysis on the fees to to have their strong opinion on it.
22:29
So I do think it is in relatively good shape.
22:32
Um, but I think I'll put that out there in terms of I do think some of the costs which are known are not up for debate today, particularly around the practice facilities are very high.
22:42
Um, and I do think there should be some kind of benefit for people to, you know, some option to get discounted rates through a membership card similar to what Monarch does, which I do think is a nice out on.
22:54
I think, you know, brings people, you know, keeps people coming back for, you know, uh more regularly.
22:59
So that's my position.
23:02
Thank you very much.
23:04
Um, so from a uh club perspective, um, the five dollar increase does um which would be the senior rate, um, the club members would uh just like to ensure that that applies to all of our club members if that is the decision of the city to move forward with that from a uh personal perspective.
23:31
Um I do feel that many courses give kind of a course holiday, like don't play on Mondays on the course, and the South course definitely needs um significant um uh work, and I don't know how you're gonna do that, but you have two courses, and you can take one out of line to make sure you give the fairways and green some rest time.
23:56
Um so I do feel that the South course has taken a beating since uh for lack of better word, I apologize for that, but for um, since kind of COVID and and the changes that they made.
24:10
Um so I would generally agree with my other two commissioners in terms of having fees that are reflective for the community, but also having perks so that we can have more community members involved.
24:26
Um, I am you know, as I stated, I am helping a neighbor um 12-year-old access the facility and learn golf etiquette, and I do feel that a child of 12 having to pay 18 dollars for 100 balls is above what I see in the community, and it's just breaks my heart.
24:46
I mean, I usually get them for them, but um, yeah, it shouldn't be like that, kind of restricts children to not be able to play.
24:53
There used to be a better rate for um for kids accessing the course.
25:01
I also like to say that I since we have nothing else to go on because we're not getting any reports from greenway correctly in financial or usage of the course teach sheets, whatever.
25:18
So I have really no idea what percentage of all the tea times are actually youth by golfers or whatever revenue-based or whatever.
25:29
So I had I can't really judge what what is fair, so I don't know where their expenses are, so I can't see whether their expenses are going up to judge whether the rate increase is justified.
25:41
So all I'm looking at is what are other golf courses charging because you know that's going to directly impact how much use the course is going to get or any course is going to get.
25:54
It's you know, it's a competitive market out there as well, so without any information coming from Greenway, it's kind of hard to tell.
26:04
So that brings up a point many times when you and I'm not an attorney, so but um many times when you increase rates or you amend a part of the contract.
26:13
Does that amendment also open up to allow you to say, well, you want to do this, then we need some factual data or never?
26:24
The fee increases to be reviewed by the city is built into their long-term contract.
26:29
Um, and so it doesn't actually modify their contract.
26:36
Well, the lease agreement also had certain reporting requirements as well, and we're not seeing those reports, so that's that's my opinion.
26:46
It's kind of hard to make a judgment about something else, but adequate information to create a little bit of the representative.
26:55
Any other comments?
26:57
No, well, and then public comment would have closed, yeah.
27:00
So, so no, not at this time.
27:02
Okay, so I believe that brings us to a vote for adjournment, and our next meeting is regularly scheduled March 10th, 2026.
27:15
And we're gonna have a nice or our intention is to have it on that date.
27:20
You know, uh I've talked to um Chair Jones, I that we would establish reaching out two weeks in advance about whether there is a topic that needs to come forward, and then we would inform the commission whether the date would continue or not.
27:29
Again, we want to appreciate everyone's time, and if it's not effective, we want to make sure that it is so just a so that's that's how we've sort of established with her about how to determine whether or not we're gonna continue to have the meeting or not.
27:49
So we continue to have practice in the future.
27:52
Yeah, we would schedule it for right now as of the 10th, and then we would know two weeks prior if it would be um canceled at that point.
27:58
So we would email everyone to let them know, of course, all right.
28:05
Second, sir, second, all those in favor?
28:10
Okay, thank you all adjourned.
