20:51Questions for Director Long.
20:57Uh moving forward, our next item is Commissioner Communications.
21:00Uh Commissioner Robbins, would you like to go first?
21:04I do not have much to report other than being able to use the tennis facilities, and as always, they're in fantastic shape.
21:12And um that's it for this month.
21:16Vice Chair Schwartz uh my son actually just started T ball, so I've been spending uh and will be spending a lot more time at Franklin than Hyatt historically have.
21:26So uh appreciate that opportunity to get me to just experience different parks.
21:31Um I know I mentioned this uh on and off, but again, as a child of two working parents when I was a kid, uh and with a son starting AUSD in in the fall.
21:42Uh really appreciate all the programs you offer on non-ASU days.
21:47Um I've always kind of peeked through them uh at the activity guide, but uh definitely I'm trying to get myself a little bit more prepared uh for for the upcoming uh school year.
21:57Uh so again, really appreciate all those programs.
22:00Um I know we got uh some communication on the the little league fencing for for Little John.
22:07Um I haven't seen it, I haven't driven by, so I I don't really have any any questions or or input, but um just thinking about you know the park I experienced the most, which is Cruzy, uh, which is really four diamonds with a big field in the middle.
22:21Um definitely want to just make sure that you know we're balancing the ability to have little league, but also keeping it, you know, like there's people on the field all the time when when games aren't going on um at Cruzy, and I would hate for like I'm envisioning something like that, you know, blocking access for that might be too late for for this year, but just maybe working with the little league um maybe next season or moving forward just to make sure that that access um continues.
22:52So I just want to add a clarifying comment to there.
22:55So on each side of the fence extensions we put in that are temporary.
23:00There's over 30 foot sections that are left wide open so that there is access to the field from multiple locations.
23:08Um it and again, you know, what we've done is to try to communicate that as well so that people can feel free to use the field anytime little league is not using it.
23:20Um that's all I have to otherwise I'm still at the pool a lot.
23:25Um love to see how busy it's getting with the weather and hope everyone's uh you know able to enjoy some extra park time uh with uh daylight savings.
23:36Uh for my part on this uh beautiful evening.
23:38Um my report is simply that I was at Lincoln uh park directly uh before the meeting uh playing with my son.
23:46Happy to report that the park was full of soccer players, pickball players, swimmers, uh basketball players, and the jungle gym uh was full.
23:54So please provide that live live update.
23:56It was pretty idyllic, uh made me awfully proud to be uh on my way to uh be here working with you all tonight.
24:03Um moving forward, the next item on our agenda is to approve the minutes from our February 12th, 2026 meeting.
24:11Uh, do we have a motion to approve those minutes, please?
24:13I'll motion to approve and roll call vote, please.
24:17Commissioner Robbins.
24:19Vice Chair Schwartz.
24:23The motion has been approved.
24:25The next item on our agenda is regular agenda item 6A, which is a recommendation to approve the updated banner policy and approve the proposed storage unit policy.
24:37And if memory serves, this is the item that came in December.
24:43This is the second time you guys are seeing it.
24:46We took the feedback that we received from the first meeting, incorporated that in, and we're bringing it back tonight for uh approval.
24:55So we'll start with the the banner policy.
25:00So the two major changes that we really have here is the duration.
25:06So previously they were up for up to 60 days, and we're reducing that to 30 days.
25:47So that really is the main change here.
25:50And so just call your attention to that.
25:54And then let's move on to the the storage policy because that was actually a whole new policy.
25:59We've not had this before.
26:02And as you were experienced the parks, and when you're out there, you see that a lot of our user groups bring extra storage material with them in order to make play easier.
26:13And what this has done for us is it actually gives us a whole policy for trying to figure out just who's is what gives us a contact.
26:23It also gets some skin in the game so people don't abandon property with us.
26:27And I know during the conversation you guys thought the fees were a little low.
26:31Um the census is new.
26:33We thought we'd bring this out as an initial startup.
26:36We're not using this to as a revenue generator.
26:39This is really just trying to make sure that we can keep track of these storage units throughout the park.
26:47Um one of the comments that that came up was that you you guys thought we should have a late fee should they not do an annual renewal?
26:54Um so we've applied that.
26:55Since the fees are so low, we put that at 50%.
26:59So if you have a small container, it's 25.
27:01If you have the large, it's 75 as the late fee.
27:04So we're trying to you utilize that to encourage people to get on an annual basis where they are renewing automatically, and we can make sure we still have your contact information.
27:17So it's not super complicated.
27:20Um, but you know, we do have terms and conditions in there, you know.
27:25Um we do have large containers, medium and small, and so I think it's a pretty fair policy about how it will be distributed throughout the park system.
27:35Um and we have a caveat on there that you know the department has to approve it prior to anyone putting one out there.
27:41So with that, I know this is a brief.
27:43I'll open it up for I think we have to do questions or or clarifying questions.
27:47So with that, please I'm here for anything.
27:51Thank you for uh incorporating our feedback.
27:53Um do we have any uh clarifying question or excuse me, clarifying questions for Director Long?
28:01Uh I had just uh just one um from the December meeting.
28:05Uh wanted to make sure it didn't get lost.
28:08Uh just in terms of managing keys associated with the the storage units.
28:12Um what what's the plan for for for that?
28:16Um at least it I'd have to double check with Joey, but I think the uh the Joey Carroll who oversees the program.
28:23Um in a lot of the cases we would like to issue locks so that they get a key and we get a key.
28:29So that'll be the I think the smoothest way to do it.
28:34Uh any other clarifying questions?
28:36Do we have uh public comment on this item?
28:41Uh any discussion among the commissioners?
28:45I figure we have any public comment.
28:46I don't know if you've if there's organizations you've communicated to.
28:50My only question is have you gotten any feedback on this?
28:52Make it ever positive.
28:54So we sent this to all of our user groups, and almost every single one of them is just thought it was a reasonable aspect.
29:01Nobody has pushed back and said we this is unacceptable.
29:07And to your point, this is uh minimal financial impact.
29:14Would uh someone like to make a motion to approve uh both the updated banner policy as well as the proposed storage unit policy?
29:22I'll make a motion to approve the updated uh banner policy as well as the storage policy in the second.
29:31Commissioner Robbins.
29:40The next item on the agenda uh in fact is our next meeting on April 9th.
29:46Um, do we have any agenda items that anyone would like to put on that agenda?
29:52I just had a question.
29:54The the other item that was on our December calendar was the uh memorial policy.
30:00Um notice it didn't come back tonight.
30:01Is there a plan for that in the future?
30:03Yeah, so that one should be ready by April.
30:05We just it needed a little bit more reworking before um we brought back you guys had significant comments on that one.
30:13Uh Director Long, are there any items you'd like to add to the agenda?
30:18In that case, we can continue moving forward.
30:21The next item on the agenda is our adjournment.
30:23Uh, can I have a motion to adjourn, please?
30:25Uh we'll trade off all motion to adjourn.
30:30Commissioner Robbins.
30:35The meeting is now adjourned, and we'll see everybody in April.
