0:00Well it's us plus there's two.
0:03Oh okay, it's it's started.
0:16I'd like to welcome everyone to the uh City of Alameda Golf Commission meeting on Tuesday, July the 14th.
0:24We will start with a roll call, please.
0:26Uh Commissioner Boris.
0:29And Commissioner Jones?
0:32All right, thank you.
0:34Um, first we are going to open it up for the second agenda item, non-agenda public comment.
0:40Has anyone submitted any paperwork to speak?
0:43We do have one speaker.
0:50Yeah, term so anybody.
0:52Yeah, and I haven't met Lily, is it?
0:55I am a former golf commissioner.
0:57And I was here in say 16, 17, and 18 in years of uh Greenway, a lot of construction and so forth.
1:05So I just want to go over some things that I don't think have been accomplished.
1:09Still today, today we discussed you know that period of time.
1:13Uh I started with that anyway, so we just go to that.
1:19Uh when I was in the commission, uh, they had completed the south course, and we were starting the north course, and Mark Logan at that time asked us to wait to do the actual hard paving of the South Ark pass until he could do all 36 holes at one time.
1:37He showed me a sample of a brown textured asphalt that was supposed to be put in.
1:43And when the north course was built, it was supposed to have the same rolling curves as well as this asphalt that was supposed to be put in.
1:52As everybody knows, we've gotten nut chips, uh which I think is better than dirt, but far from a good surface for the car pass.
2:01So they were promised.
2:03I don't know if it's in writing, but I know for a fact that that was supposed to be completed.
2:08And the reason we delayed it and allowed them to delay it is that way they can do it in a more economical feasible way when they could shut down nine holes at a time.
2:16It'd take three or four days to get the asphalt in on those holes and continue uh play, and that's the reason we allow them to have the extra time.
2:25As you can see, nothing has been done.
2:28Um I gotta talk about this.
2:32At one time, Ken Campbell, who's still there, presented some drawings of uh doing some features to the building to make it more modern looking, putting siding on it and so forth.
2:44That was presented to the commission in the year.
2:48Uh also ADA approval on the bathrooms.
2:51I don't think the bathrooms are still ADA approved.
2:53Uh and all those things to me are items that have never been completed where they were talking about them.
2:59The driving range, we have this every year, it's brought up.
3:03New mats at the driving range.
3:04They occasionally replace one, but they're still in disrepair.
3:08And that's something that's in the actual uh lease agreement, and they don't have not applied to it.
3:16Uh also the lighting of the driving range.
3:18Anyways, we'll bring that up.
3:19It's in terrible shape.
3:20They're lucky if 10% of the lights are working.
3:24And that has you more in the winter time when people are coming home from work, they would like to have a lit driving range and they barely have able to see a golf ball if they were up there.
3:33So all these things are uh things that are at the golf course as far as I'm concerned that uh haven't been done.
3:41Uh I have one other one here.
3:42Uh we'll talk about rates increases.
3:44I know that I see something, I've seen somebody there looking at the sheets that were presented back in January or whatever to the club or to the commission.
3:53I still can't understand why the weekend rate they're proposing for the South Course to go from $62 to $70, which is a 12.9% increase.
4:04Why they're only talking about on the not a non-resident going from 89 to 94, which is only 5.6 cents.
4:11Why are they increasing the resident rate double over double what they're doing for the non president?
4:18Doesn't make any sense.
4:26Who wants to talk for me then?
4:29So um I'm gonna ask you.
4:34Poochie, uh, I see that you're attending.
4:37Would you is there anything you would like to bring up or discuss that during this agenda item?
4:45If you do, just raise your hand or unmute yourself.
4:52I'm going to say that's not happening.
4:55Apologies for being a little late.
4:58I'm Commissioner Jones.
5:00I don't think we've met, have we?
5:02It's my first meeting.
5:03Oh, but then I haven't met.
5:05All right, well, welcome.
5:08Um, and we'll continue on and then at the end we'll go back around.
5:12Um, is there any other public speaking that we'll want to do?
5:18No one else has submitted.
5:21Agenda, then we'll move on to agenda item number three.
5:24Commissioner Communications.
5:26Do any of the commissioners have anything that they wish to bring up?
5:32Not currently, thank you.
5:42And then with that, the minutes from the last minute a meeting from February 11th.
5:49We need to approve those minutes.
5:53Does anyone have any to adjust the roll counts?
5:58We'll we'll put on the in the meeting minutes at Key Joint after the role called okay.
6:04Are there any um adjustments, changes, updates, corrections to the minutes from February 2nd, February 11th?
6:16If not, may I have a motion to adopt move to approve the minutes?
6:23Okay, all in favor of approving the minutes.
6:31Regular agenda items.
6:33We're now on item agenda item number five.
6:36We'll start with 5A, the Greenway Golf Facility report.
6:39Is there anyone from Greenway who is representing Greenway at the meeting tonight?
6:52So we have no report.
6:54Um, do we have anyone from gyms on the course that wants to do a facility report for gyms?
7:05No, no one from Gyms is attending, and we will move on to 5C.
7:10Since the director of Parks and Rocks is here, um, would you like to speak, Director Long?
7:17As part of my my regular update, I will um provide information on a variety of things as I've done in the past about other things that are going on outside the commission, and then we'll get to uh some updates specifically tied to the call from Greenway.
7:31So just wanted you guys to know about some community events and engagements that are happening.
7:36We have our volunteer coastal cleanups, they take place at the second Saturday of the month at 10 a.m.

8:53Thank you to Pat Russian and his outstanding team.
8:56Um they're the ones who make it happen every year.
8:58So Pat just a side note, fabulous, fabulous.
9:02I staff will appreciate that because they put a lot of love work.
9:06Next kickoff meeting starts in January.
9:08Well, um so with that, um, our just also to know that our fall and winter registration programs open this month.
9:18So if you're looking for after school care for your kids, I know it's summer, but sometimes we have to plan for events that come sooner than we want.
9:25So all those activities and programs have opened um for fall and winter.
9:30So our are for our youth programs, our tiny tots and wrap.
9:35Um fall season's open, there's still spots available.
9:38Some of the locations have already sold out.
9:40Our summer camps, there's a few uh spots available if you still want one or two things to do before the end of the summer.
9:47Um you can check out our website for those.
9:49And then there's special interest classes ongoing for dance fusion, Lego Robotics, karate, and many more variety have openings, not a lot, but you can still find some stuff.
10:00And then we're offering our community rec, which is a free program that takes place weekdays from one until four at Gene Sweeney and Lincoln Park.
10:07So you can drop in with your kid, there'll be activities for them to do, and there's no cost.
10:12Then our tween teen summer program includes a lot of field trips, such as the uh Discovery Kingdom, Cold Canyon, and many others.
10:20They've done some whitewater rafting even.
10:22So there's a lot of fun events for teens.
10:25Um for adults, specialty classes include salsa, the coyote, and the art of storytelling.
10:31We also have tennis lessons for private and group instruction that are available, and we're offering indoor roller skating Wednesdays from 9 p.m.
10:38till 10 30 at the Alameda Point Gym.
10:41This has been a sold-out activity that was brought to us at the request of a community group, and we have over 60 people who enjoy it every week.
10:49So it's a it's a fun roller skating.
10:52Roller skating at the Almighty Point Gym.
10:55Um back to some other for some of our older uh adults.
11:01We have fitness with Kendra, it's a full body workout, it's easily modified for all fitness levels.
11:07This takes uh place at the Massic Senior Center Thursdays, August 6th through the 27th from 11 45 to 12 45 in the social hall.
11:16And then we have programs that take place about the knowledge is key, know your your Medicare rights.
11:22Um, this is taking place on Tuesday, August 11th at Mastic in the senior and the sorry media room.
11:29Um, our aquatic swim lessons are open and uh encourage everyone to sign up if they want.
11:35We have a full uh gamut of programs throughout the week and weekends.
11:39Um just want to point out for our many events that take place through the year.
11:43Our our office assistants at ARPD really do the line share of the work.
11:48So I'd like to thank Amanda Denoso and Sandy Thoughtley for all their hard work and coordinating the over a thousand picnic rentals throughout the summer, um, as well as other family celebrations, the all the rentals of the Oak Club and all the end of the year school facilities, they're both uh key and essential for our department to do that.
12:06We have some project updates.
12:08Um we were upgraded the lower Washington uh athletic field lights to LEDs.
12:14Um a galvanized mainline was rerouted and installed uh at Cruzy Park, Godfrey Park, there was a shape structure that was vandalized, and we've got had that repaired and Pitney site is reopened at Lincoln Park.
12:27Many of you may know the driveway has been closed.
12:30Uh we have been working on the netting to provide security for the adjoining properties to the field.
12:37Um we're anticipating the road and parking lot opening early next week.
12:41Oh we've done a good share of vegetation management at Gene Sweeney Park from Webster to Wood Street.
12:49Um this is all in part of preparing for the future community garden part, and so uh if you get out to Gene Sweeney, it'll look a little different than it has in the past.
12:59So uh feel free to take a visit.
13:02Um, and Longfellow Park, we're installing a new 88 pathway that will connect the center of the park to Hate Street.
13:09Um this is an fully accessible pathway, uh, and it provides a second entrance into that park.
13:15And then the Light Becker Playground has been ordered and is expected to arrive in September with installation halfway.
13:22So now to the probably the neat potatoes of what you guys probably want to know just a bit of a lot of.
13:35It's next next to the soccer field over there.
13:38Asteroid park phase two.
13:41I didn't know what to do.
13:42Oh, yeah, it's on the map, and I don't see it at all.
13:44Oh, sorry about that.
13:45Yeah, Estuary Park, it's our second phase.
13:47This this park has six pickleball courts in it, two dog parks, uh, an 88 accessible playground, new picnic area, full basketball court.
13:56Um we're anticipating construction wrapping up in late September.
14:02Um, then we have a maintenance grow-in period.
14:04We anticipate the park opening to the public, you know, sometime in that December January time frame.
14:11Um, but uh currently it is on schedule and moving forward.
14:15So it's another five and a half acre park for the city.
14:19So it's off of Mosley.
14:22Mosley and Mitchell.
14:23So it'll be another great addition to the neighborhood since there's not a lot of access to the joint parks.
14:31All right, so with that, I'm gonna give an update on the Greenway settlement.
14:36This is just this is meant to be brief.
14:38We have some guys know that the settlement was fully released to the public.
14:42Um so overview number one is the agreement that neither party had to make a financial commitment to either one.
14:52So the city potentially had an obligation of up to 15 million, and so it was settled for zero dollars.
15:00There's a series of lease updates that was requested.
15:05Most of it is removing language that no longer is applicable.
15:10As you well know, we have three different lease updates, and so what they're going to do is compile them all into one agreement and get rid of erroneous outdated information.
15:24As part of that, they're one of the negotiations was around a reserve capital fund.
15:30The reserve capital fund is not going to be considered required any longer.
15:36The original lease had it or second update had it amended to they're having the quarter million dollars placed into a reserve fund.
15:45Should those funds get reduced at any given point, you have to go back up to a quarter million dollars.
15:50The real question that we've all run into and was put forward was the amount of dollars to do construction today, the quarter million dollars is really going to be no major number to draw on, plus the coordination of trying to figure out if it's sitting in a city account, who's going to require the actual work and a lot of complexities.
16:13This is probably a simpler model.
16:16Now that with a settlement done, the golf fund will have a relatively healthy reserve, and that'll actually be more appropriate for the city to be able to use in the future as that fund continues to build.
16:27Should there be an underground utility emergency or something that needs to happen?
16:31So the city also negotiated rights to the audit rights.
16:37So the city has the right to do full financial audits with some parameters around the timing, working with an independent auditor.
16:48The city has even agreed to pay 50% for the audits to make sure that both parties are committed to it.
16:54And so they have those rights.
16:56There's some stipulations in there around the requirements for the auditors and everything else that our financial team added into those agreements.
17:05Another one was around the Gulf Commission specifically.
17:10This is something that I support.
17:12The city is responsible for the agendas in the minutes.
17:15This is the first commission I've ever worked on where a lease gave commission agendas and minutes rights to a third party.
17:22It's always a city entity that runs those.
17:25So ARP will now be responsible for all the agendas and minutes for the commission to the future.
17:31We've been doing it for the last three years, so you know.
17:34But but it makes more sense for the city to do that.
17:38What is written in there it does allow the Greenway to attend virtually.
17:49So then we also put in a caveat about a meet and confer before a notice of violation is issued.
17:57That would that would be 20 business days so that we would notify them.
18:01We have time to rectify the situation, so that it just sets a timeline parameter for that.
18:07And then probably for some of the meat and potatoes that you would like to get to for the green fees.
18:13So in late 2025, early 26, I presented their most recent request for fee increases.
18:23As part of the agreement, the city negotiated enacting those fees at the signature of those of this settlement.
18:32But what it also said in there was structure for any future limits.
18:36So these are the things that Greenway committed to.
18:56So that's that's the maximum they could ever raise any of the fees on residents.
19:02And then they also agreed that no fee increase will take place from the time the signing of the agreement until December 31st of 2027.
19:12So there won't be any adjustments for this next year.
19:15And then every category will have a minimum of a 10% separation.
19:21Right now, there's no parameters in the agreement until this that this is at the minimum that there could never be more than or less than a 10% separation between resident, uh senior resident, youth.
19:36Now many of those percentages right now are far greater than those, and he has not proposed increasing the junior rates at all.
19:45So just putting those out there.
20:00One of the um components that was put in there was there's a statement about both parties working in good faith to have a positive working relationship.
20:06So that's run into the agreement.
20:08There's also a statement around elected officials and city staff cannot talk disparagingly around Greenway, and that is defined in the document as slander and libel in the state of California.
20:24So standard and liable in the state of California is exceptionally difficult to prove.
20:29So it's it's not so that it's a limiting of what the commissioners can say or the politicians can say, but really it's meant to put out there.
20:38It's like we can talk about problems with each other.
20:40We can talk about positive things that we want to work with, but the definition goes down to slander and level, so they're pretty extreme.
20:47So these are the high levels of the of the agreement.
20:51We anticipate the back and forth on language will probably take several months to get through.
20:59We also have our city attorney who's leading us.
21:01So during this process, there's a little bit of complexity on timing.
21:06Um we also just got our new city manager, Jerry Bowden, so he started on June 29th.
21:11So we have a bunch of new players in there.
21:14And one other consideration I just want to put in there is that the any major revision to the North Course, the South Course, the MIF, any of those that are substantive changes that are in excess of a million dollars, would require them to come and present all those to city review.
21:37So these are really major changes we're talking about.
21:39If there's minor changes, renovation work, that's just considered normal operations.
21:45But if someone wanted to say we don't want to want the par three, we want it to be something else, that's going to take extra review.
21:51So there's there's been a lot of um back and forth.
21:54This is where the agreement ended.
21:57So with that, I will just close my director's report and welcome Commissioner Shaft Street.
22:03This is his first meeting that hasn't been canceled.
22:06So I want to welcome him here to that.
22:08And uh with that, that's the concluding of my report.
22:15So I think I need to go back to the commissioner communications because I forgot that I had a meeting with Justin and Matt about three weeks ago, something like that.
22:27Um, to I just wanted to get some feedback on the Greenway settlement and what specifically I was concerned about what non-disparagement meant.
22:40Um, because would that halt our ability to conduct a meeting and say publicly opinions publicly?
22:49And also I wanted to know about uh um what role the commission would have if Greenway was going to were they required to participate in this meeting, uh, would they contribute anything to our understanding of of their operations or what's going on with the course because that would just greatly hamper our ability, in my opinion, to do our job.
23:17Um so I don't know if you want to comment on that, but essentially covered everything else I was asking about regarding uh settlement itself.
23:27Before you answer, so let's let's talk about the the uh disparagement comment.
23:32So let's take an example from what Pete brought up earlier.
23:35I think if we say to Greenway that there is a concern about the quality of the driving range maps, that they're substandard compared to you know what we expect, and they should be rotated and they should be taken out, that's not disparagement.
23:50So, you know, to have a conversation that says you need to powder coat your your amenities, things like that.
23:57That's all fine to I think bring to them their attention in our role as being a conduit for the the constituents of the city and to talk to them about things that are working or not working, driving range and all those kinds of things.
24:11Yes, and I'm hopeful that having ringway here on a regular basis, we can have those kind of regular conversations so that we can make sure that we've got a good communication flow and we're seeing action taken on things that are a direct concern to the residents.
24:28So talking to them in a about if you will, criticism is not a problem, you know.
24:34So yeah, but we want to do that in a respectful polite.
24:39You know, I understand the definitions of it, and I'm comfortable with that.
24:45But okay, because I know it is, I mean, it's my hope that we're going to have a collaborative relationship so that we can contribute.
24:56And then the second part of yours was the concern about what was that?
25:02You had two parts to that.
25:04Uh the per the participation in the meeting itself, either with reports or in person or some other whatever.
25:13Are we hopeful that maybe it is it possible even if the lease isn't signed, the renegotiated lease that we could ask that gems and Greenway are here for the September meeting in the spirit of cooperative moving forward in a positive manner?
25:29I think the meeting date would be prior to the reality.
25:34There is a deadline in this agreement of September 30th to make it sure that the lease is amended by then.
25:39Um I don't see it going beyond that.
25:42If it was done before then, um Greenway has uh indicated through the city attorney that they will attend once the lease is resolved.
25:52So we anticipate that to be September 30th, but that's not the signature date.
25:57That's just kind of leases resolved.
25:59So soonest might be November.
26:01Yeah, I I think I think if I'm correct, the language in the agreement said that it had to be signed by the 30th.
26:07So which means it has to go in front of council, which means it has to go for a public vote and be approved.
26:13So um, so that would have to happen by the second meeting in September in order to meet the 30th deadline.
26:21Can I ask a question back to the ADA compliance issue?
26:25Um I didn't think that was related to just Greenway golf.
26:29I thought it was yeah, it's a kind of a mandate and somewhere.
26:35And I have been at the range where several times I've had to assist women who um either had a wheelchair and or uh walking disability, and um those doors actually don't open and they're very heavy, so it is a concern in that it's I I think it's a state mandate and it's a probably a federal mandate, and I'm not really sure.
26:58Um, but it is uh issue not related specifically to green route, but related to accessibility on the course.
27:05And and I will say that the city last year passed the ED transition plan for city facilities and improvements.
27:11Um I can follow up with your question with the general manager around the case.
27:15That would be helpful because I've had to help several women into that, and it's not just the driving range, because it's not right, but specifically the driving range, the building works, because you have to it takes a while to get back to the regular side.
27:28I'll I'll follow the challenge.
27:31Did you get what you had answered?
27:33Well, I have one more question.
27:35I don't think we covered uh was there any resolution to the or the all the the drainage report?
27:45Oh yeah, so who's like who's got that now?
27:49It's the public works director.
27:51So again, we've gone this many times, and we've given you responses before from the public works director and work that's been completed and would report, and so that's not part of this negotiation.
28:02So the public works director is the one who is working on that and resolving those issues with Greenland.
28:11Is there anything else?
28:14Oh, and it's not supposed to do that technically.
28:17And I'm I apologize, I do take notes in my phone.
28:21I just are um the with that, if there's nothing else, we'll move on to agenda item number six.
28:30The next meeting um is September 8th, 2026, 6:30, same time, same bat channel, same everything.
28:39Is there any um any response online?
28:43Anyone would like to say anything before we adjourn the meeting?
28:46They can't technically they can't?
28:49Oh, yeah, you're right.
28:51I know it's a different structure.
28:55Um anyway, with that, um, I need a motion to adjourn.
28:59Would you like to make your first motion, Mr.
29:02I'd like to make a motion to adjourn.
29:05May I have a second?
29:09Okay, we have a second.
29:10With that, all in favor.
