0:42

We just it's just not you can't take any action or anything.

0:47

Yeah, okay.

0:53

Okay, and we have only one item this afternoon.

0:58

Um it's the quarterly report from the auditor controller's office.

1:11

The information presented in our report today is based on payments made to contractors.

1:17

The summary chart of all of these payments up to $500,000 for the period July 1st, 2009 through June 30th, 2026 is shown on page A1.

1:29

It includes total payments up to $500,000 and the amount of $2.6 billion.

1:36

$1.51 billion was paid to local contractors or $88.2% of those dollars.

1:42

$1.26 billion was paid to MWSLBE contractors, which equals 48.55%.

1:51

Payments to the MWBE SLUB contractors by category are as follows.

1:56

Construction received 1.272 million dollars or 37.88%.

2:01

Architecture and engineering received $39.5 million or $56.49%.

2:08

Professional services was $512.6 million dollars or $58.53% of the total dollars paid to MWBE SLEBs out of all the payments, up to $500,000.

2:21

And goods and services was $581.7 million, which equals $44.2% of the goods and services.

2:41

A little more.

2:47

And that's it.

2:48

There we go.

2:48

So this is our summary page A2.

2:51

Uh, this is also included in our report.

2:54

And this is summarizing all of the payments that were made to contractors during this period from July 1, 2009 through June 30th.

3:02

It includes those amounts that are over $500,000 as well.

3:06

These total payments were $5.89 billion.

3:10

$3.11 million was paid to local contractors or $52.82%.

3:15

$2.06 billion was paid to MWBE SLEB contractors or $35%, just over 35% of the total dollars.

3:24

And again, the breakdown by category to MWBE SLEB contractors were as follows.

3:32

3:40

Architecture and engineering was $58 million, which is $49.36% of the AE dollars.

3:48

Professional services was $709, $709.3 million, which is $31.95%, and goods and services was $950.4 million or $41.23% of those goods and services dollars that were paid to MWBE SLEBs out of all of the payments for this period.

4:09

This report is available in its entirety on our SLEB website at uh ACGov.org.

4:16

And just our next report for the period July 1, 2006 through September 30th, 2026, will be presented in the streamlined format that we've talked about.

4:28

It will cover the prior five fiscal year periods and have similar breakdowns.

4:34

And we'll be prepared to share a draft of that at our October work group meeting if you would like.

4:40

And that concludes our report, and then we can take any questions.

4:45

Okay, thank you.

4:47

Um you mentioned the next report will it'll be a um a different type of report.

5:00

We talked about streamlining the report, and rather than going back 17 years to 2009, our our max look back will be five years.

5:06

So every time you see the report, we'll have a max look back at five, but we'll still look at annual, we'll still look at the categories, we'll still look at quarterly.

5:15

Um of the other information is left.

5:19

Okay, great, because that's what I was gonna ask.

5:22

So I just wanted to make sure what you were saying.

5:27

Um was responsive to my what I was thinking.

5:33

Okay.

5:34

And we can bring that to the next work group meeting if you'd like.

5:41

Also, our next meeting is this is the September.

5:48

I think our next meeting will be it'll be an evening meeting five o'clock.

5:55

Do you have that date?

5:57

Yeah, we'll go from about sixty-four pages currently to twenty.

6:15

Nice.

6:16

Okay.

6:18

Because I'm really interested in seeing, you know, what we're kind of doing under um present conditions and having that look back going to um I think 2009.

6:35

That's quite a ways back.

6:37

Kind of interested in seeing where we are now.

6:39

Yes.

6:40

The next date is November 16th at 5 p.m.

6:43

Okay.

6:44

So our next meeting is our evening meeting at five o'clock, November 16th.

6:51

Um, I also want to have uh a report at our November meeting on the disparity study.

On September 22, 2026, the Alameda County Board of Supervisors' Procurement and Contracting Policy Committee convened but lacked a quorum, so no formal actions were taken. The committee heard a quarterly report from the Auditor-Controller's office on contractor payments, discussed vendor pool data, and scheduled future agenda items. Public comment was opened but no speakers came forward.

For all payments (including over $500,000), totals were $5.89 billion; local contractors received $3.11 billion (stated as 52.82%) and MWSLBE contractors received $2.06 billion (just over 35%). • Streamlining Future Reports: Chair Miley and staff discussed shifting to a five-year look-back (instead of back to 2009) and a condensed format (from ~64 pages to ~20). The next report will cover July 1, 2026 – September 30, 2026, and a draft will be shared at the October work group meeting.

  • Vendor Pool Inquiry: Chair Miley asked what percentage of the 12,391 registered vendors actually receive county contracts. The auditor's office agreed to run a report showing contractors currently receiving payments or purchase orders, and to bring it to the next meeting.

  • Disparity Study Update: Chair Miley requested a report/update on the disparity study be agendized for the November meeting; it was confirmed for that date.

  • Deed Redaction Project: Chair Miley requested an update on the auditor's office project redacting restrictive covenants from deeds, also for the November meeting.

Public Comments & Testimony

  • No public speakers offered comments on the report or on non-agendized items.

Key Outcomes

  • No formal votes or actions were taken due to the lack of a quorum.
  • The committee heard the quarterly report and accepted it as informational.
  • Next meeting scheduled for November 16, 2026 at 5:00 p.m. (evening session).
  • Future agenda items will include: the streamlined quarterly report, vendor pool contracting data, disparity study update, and redaction project update.
