Albany Common Council and General Services Committee Meeting - November 2, 2026

The Albany Common Council and its General Services, Health and Environment Committee met on Monday, November 2, 2026. The committee met at 5:30 p.m. to consider four proposed street renamings; after caucus, the full Common Council convened at 7 p.m. and took up local legislation, resolutions, public comment, and several street renaming votes. Fifteen council members were present at the full council roll call.

General Services Committee - Street Renamings and Process

  • Resolution 116.102.26R (Councilmember Williamson): commemorates the 80th anniversary of the Sheehe Palmer VFW and renames a portion of Delaware Avenue in its honor. Moved out of committee with a favorable recommendation on a unanimous voice vote.
  • Resolution 120.11.26R (Councilmember Keegan): honors Rabbi Israel Rubin and renames a portion of Partridge Street and Fairview Avenue in his honor. Moved out of committee favorably; Keegan said the family was not available, and the item was introduced at the full council but held for a future vote.
  • Resolution 121.11.26R (Councilmembers Powell and Adams): honors Nathaniel Brian Duncan Hines and renames a portion of Delaware Avenue in his honor. Committee reported it out 4-1 with one nay; the full council later passed it.
  • Resolution 122.11.26R (Councilmember Howie): honors Vincent Vince Ragusso and renames a portion of Beach Avenue in his honor. Moved out of committee favorably and later passed by the full council.
  • President Pro Tem Jenny Farrell announced street renaming process changes: all outreach must go directly to the council member, not to staff; renamings must have a direct connection to the ward, such as the honoree living or working in that ward; renamings are non-transferable and cannot be donated by one council member to another; and each council member has two street renamings per year, with one of those available for a living person. Staff will prepare a written process outline for the General Services Committee.

Public Comments & Testimony

  • Dr. Carolyn McLaughlin, a former council member who served 20 years, congratulated the honorees and urged the council to be compassionate and thoughtful on the budget. She said residents cannot afford a 15% tax increase or an additional half-percent sales tax, and asked the city to revisit revenue-sharing agreements with the College of Nanoscale Science and Engineering and agreements tied to Empire State Plaza.
  • Vincent Ragusso thanked his family, Councilmember Howie, County Legislator Frank Camisso, and the council for the honor.
  • Mary Ann Hines spoke in support of her son Brian Hines, describing his decades of work as a teacher, mentor, basketball tournament organizer, and provider of food, clothing, and winter coats to children and homeless residents.
  • Brian Hines thanked the council and said he was grateful to receive his flowers while alive; he dedicated the honor to his family, role models, and community, and promised to continue his youth and community work.
  • Andrew Joyce, commander of the Sheehe Palmer VFW Post 6776, thanked the council and expressed support for resolutions 119 and 116. He described the post's family-friendly events, COVID-era vaccination clinic, food and clothing distributions, and its advocacy against a congressional bill that he said would have cut veterans' disability benefits.
  • Lauronda Pullium requested an update on a fire at the former Dolan Stewart building, raised concerns about unpruned tree limbs and unaddressed animal waste complaints, and said she felt the council deferred to the ward council member after her opposition to the Mount Hope Commons development.
  • Pamela Boyd raised awareness for her son Jalee Greenwalker, missing for 19 years as of the day before the meeting; he would now be 31 and was 12 when he disappeared.
  • Keith Irish opposed a city income tax and urged the council not to override the state tax cap. He said nonprofits should pay for emergency services, citing an average of about one call per day in 2025 to the uptown SUNY campus. He said the Water Department had proposed a 7.5% to 12% water rate increase and, he had been told, wanted to remove the 40% senior discount. He also called for cutting excessive upper-management positions and questioned why meeting notices did not list Channel Albany.

Common Council Legislative and Discussion Items

  • Local Law R of 2026 (Councilmember Anani) amended Chapter 231 of the city code to establish primary and secondary indicators and a rebuttal presumption for when a property is being used as a rental dwelling. Anani said it strengthens the rental occupancy permit process and gives courts and enforcement a clear standard. It passed by roll call 11 yes to 3 no.
  • Resolution 117.11.26R recognized Native American Heritage Month and passed by voice vote. Councilmember Keegan noted 574 federally recognized tribal nations and issues including sovereignty, treaty rights, health care, water access, and voting barriers.
  • Resolution 118.11.26R recognized November 2026 as Epilepsy Awareness Month and passed by voice vote. Councilmember Flynn shared that he used to have epilepsy.
  • Resolution 119.11.26R celebrated November 11, 2026 as Veterans Day and passed by voice vote. Councilmember Farrell cited national veteran statistics, including about 15 to 16 million veterans, about 6% of the population, about 5 million with service-related disabilities, and 30% of combat veterans with PTSD or traumatic brain injury.
  • Resolution 116.102.26R, the Sheehe Palmer VFW renaming, passed by roll call with council members recorded as co-sponsors; Councilmember Williamson said the street-naming ceremony will be on Veterans Day at 1 p.m. on Delaware Avenue.
  • Resolution 121.11.26R, the Nathaniel Brian Duncan Hines renaming, passed by roll call with 14 recorded yes votes. Speakers praised Hines' 32 years with the Albany City School District, the 25th anniversary of his Lincoln Park basketball tournament, and his community service.
  • Resolution 122.11.26R, the Vincent Ragusso renaming, passed by roll call with 15 yes votes. Councilmembers described Ragusso as the de facto 16th council member, a founder of the Eagle Hill Neighborhood Association, and a leader in saving Eagle Point Elementary School.
  • Resolution 120.11.26R honoring Rabbi Israel Rubin was introduced and held; Councilmember Keegan said it will be brought forward when she is ready.
  • Resolution 123.11.26R, the Common Council's 2027 budget intent resolution, was introduced and referred to the Finance Committee. Councilmember Keegan called it a living document for the council's fiscal priorities.
  • Resolution 124.11.26R, repealing and amending serial bond authorizations approved in 2024 and 2025 in the aggregate amount of $48,316,000, was introduced and referred to Finance. Keegan said the authorizations have not been sold, so the city is not currently paying principal or interest on them, and there may be amendments.
  • Resolution 125.11.26R, sponsored by Councilmember Lumpkin with co-sponsors including Williamson, Jones, and Flynn, declares that data centers are not a permitted use in Albany and supports a moratorium on such projects pending state regulatory review, for at least one calendar year. It passed by roll call with 14 recorded yes votes. Councilmembers cited concerns about noise, energy and water use, grid costs, diesel generators, few jobs, and the need for responsible planning and community input.

Key Outcomes

  • The General Services Committee forwarded all four street renaming resolutions with favorable recommendations.
  • The full council approved Local Law R of 2026 by an 11-3 vote.
  • The full council adopted resolutions honoring Native American Heritage Month, Epilepsy Awareness Month, Veterans Day, the Sheehe Palmer VFW, Brian Hines, and Vincent Ragusso, and it adopted the data center moratorium.
  • The Rabbi Rubin renaming was introduced and held, with no vote taken.
  • The budget intent resolution and serial bond resolution were referred to the Finance Committee.
  • The council approved the October 19, 2026 meeting minutes.
  • Staff will prepare street-renaming process guidance for the General Services Committee; the VFW renaming ceremony is scheduled for Veterans Day at 1 p.m. on Delaware Avenue.
