On May 14, 2025, the Albemarle County Board of Supervisors held a joint work session with the Scottsville Town Council at Victory Hall in Scottsville, Virginia. The meeting focused on updates to the county's comprehensive plan, economic development strategic plan, and infrastructure projects including water/sewer, fire rescue, and the Scottsville levee. Key discussions centered on growth management, service disparities between urban and rural areas, and the town's need for increased county support for levee maintenance and capital improvements.
Recording in progress. We always like to get together with the furniture. You'll see the Southern Gateway to Alberta. So we take Broad and our town and we drive by the body coming up to a heading book and through town real life or really fast place. So a little bit about the rules. This is not a council meeting, it's not a school supervisor meeting, is a work session. We helped them collection for answer. So we certainly welcome all that's whether we're doing that public informed. So Mr. Andrews and the other supervisors will have a lot of county. Well, at first it's probably called the uh meeting of order because it's uh public sections. Uh and if you're far brother for missing sort of dollar funding, like supervisor micro from definitely from our bedrict supervisor, and now from the white ball district supervisor diamond field from the Jack Gilles system. Um I guess we're gonna do introduction about first, and I'll do this the rest of the one. Well, we're there that we call it town administrator, Avier Royales, our uh town court, melancholy filters. Um here on the number, uh being off here and better sound the council and starting in the point I think it was and it's still still taking a B. Alex Rassette, who uh heads up our architectural review board, Joe Hyson, who is our donor services and uh draws overseas and maintenance and uh dealers with uh clear bridge area, and one of our newer members uh thousand down here on the handy uh actually you know what we see in Charlesville, and we're using the third job and health town and all round of ways that this is our valid excuse. Uh Roger Whitley, stall her graduating from the University of Colorado do this last video we've seen with the actual easy couple of different things. Thank you today. I'm not gonna get everyone up to get the highlights and then let me introduce myself executive here. We have our heavy county party, uh British Valorant this year, uh, but uh work this year, and uh I think that's where we'll stop a global further as we proceeding. And I believe the first item is a discussion of the not saying on the comprehensive planning or thinking about the building number and planning how that's all stand here. Um so good evening. My name is Tanya Schwarzenegger, and the thank you manager for the um counties community development department. So some of you might know that we've been working on a day C44 project for a couple of years now, and it's a project to update our comprehensive plan as part of a four-phase project. Phase one, as you can see on the slide, was really about the stock of what we have, developing some guiding principles, which are in the wheel there to the right, as well as looking at um our land use build out analysis. What can we what kind of growth do we expect and um how many um households we might need to absorb? And then we also reviewed our growth management policy of top thousand months. In phase two, we um looked at our updating our goals and objectives and work with our community as well as uh the planning commission, our board to make sure that those goals and objectives work uh accurate and representing our community's mission. We also developed our land use and transportation planning tools, including the activity centers, these are areas of higher density and intensity of uses and homes, um, so that we can start absorbing some of the growth that we're anticipating over the next 20 years. This is a 20-year plan. So we're currently in phase three, which is about drafting the actual document. We're confirming the recommendations or actions with our planning commission and board of supervisors. The plan itself is split into three parts. The first is really about documenting our community vision, which is documenting our context and the background as well as those guiding principles on that first slide. Part two, we really dig into that growth management framework, which establishes our rural area and our development areas. We also, as part of that part two, we'll go over our development areas utilization review. Part three is implementation. These are the topics and chapters that we've been discussing with our planning commission and board most recently. Some of the topics include land use, transportation, housing, parks and rec. All of these different chapters have an overarching goal, as well as a few objectives with several actions underneath. There are five points in the plan that are related specifically to Scottsville. The first one is Scottsville is identified in this plan as an urban development area. All this really means is that this helps the town apply for state funding programs like VDOT Smart Scale SMART scale program on your own. Previously, the county had been a partner with Scottsville to make those applications. So the first action is in our land use, one of our land use chapters. The next action is also in our land use chapter, and this is really about engaging with the town of Scottsville and other jurisdictions on a regional approach to access nature as well as integrate nature with design. Our next one is in our driving economy chapter. This is leveraging regional partnerships to build the county's tourism sector. And then the last is identifying needs for new or improved library services and facilities. So I'll mention here that our engage appall website is the most up-to-date accurate information on any dates or activities or events that might be going on.
