Albuquerque City Council Meeting – June 5, 2023
The City Council met on Monday, June 5, 2023, at 5:00 PM in the Vincent E. Griego Chambers at One Civic Plaza. The meeting included presentations on homelessness counts and forms of government, extensive public comment (over 127 speakers signed up), and action on numerous ordinances, including housing and zoning changes, inspector general reforms, and a proposed charter amendment. The meeting was extended twice, ending after midnight.

Public Comments & Testimony
- Homelessness and PIT Count: Many speakers commented on the point-in-time count, including volunteer Ilse Beal who criticized decommissioning of encampments during the count. Others expressed concerns about accuracy and the true number of homeless individuals.
- Housing Forward (O-22-54): Extensive testimony both for and against. Supporters emphasized the housing shortage, need for ADUs and duplexes, and reducing regulatory barriers. Opponents cited concerns about neighborhood character, parking, property values, and lack of evidence for affordability. Some requested conditional use instead of permissive use.
- Council-Manager Form: Several speakers supported placing the charter amendment on the ballot, while others urged caution and noted the value of the current mayor-council system. A letter from 88-year-old Charlie Evans was read in support.
- Air Quality Board: Sophia Martinez and others expressed disappointment over the council's previous resolution on the air quality board, arguing it interfered with community rights.
- Other: Comments on short-term rentals, parking, and the need for transparency in government.

- PIT Count Presentation: William Bowen (New Mexico Coalition to End Homelessness) presented data on the 2023 point-in-time count, noting it is an undercount (estimated true homelessness ~5,000) and that volunteer numbers tripled this year, partly explaining the increase. He highlighted racial disparities and shelter quality issues.
- Council-Manager Form Presentation: Jason Grant (ICMA) compared council-manager and mayor-council forms, citing data that council-manager cities often perform better in education, economy, and safety, but noted Albuquerque ranked #1 among mayor-council cities in WalletHub's best-run cities. - P-23-1 / R-23-131 (Charter Amendment): Two amendments were adopted giving the mayor a vote and requiring council confirmation for police chief, fire chief, city attorney, and city clerk. The bills were then deferred to June 21, 2023.
- O-23-81 (CIP Set-Aside): Passed unanimously to increase council district set-aside to $18 million by 2029.
- O-22-54 (Housing Forward): After extensive public comment, the council debated amendments. Only one technical amendment (B3B) was approved. The bill was continued to June 21, 2023 (7-2).
- O-23-77 (IDO Annual Update): Four amendments were passed (B1, B2, B3, B4) concerning light vehicle sales, film production, cottage development patios, and barbed wire sunset extension. The bill passed as amended (7-2).

Hi. I know, but that's not gonna happen for long one. Good evening, folks. Welcome to the 30-second meeting of the 25th City Council. We'll call this meeting to order. Uh, all of our counselors are or will be present with us before we get to our action items this meeting. Uh councillor B forewarned, you have a new microphone as we've been complaining about. These work really well, which means if you don't turn this off, they can hear what you're whispering and talking to each other about. Uh and that goes out on TV, so fair warning. Uh, I tried that earlier, it didn't work out well. All right, um, folks, what we're gonna do this evening, uh, Vice President Grout's gonna take us through some of the uh first parts of the agenda, and then we're gonna shuffle things around. We know we've got a lot of different things on the agenda this evening. Um we have over a hundred public commenters tonight that we're gonna have to get through before we get to some of these action items. So we're gonna make some adjustments to our rules to allow everybody to participate and not have us here till 3 a.m. Because this council has a habit of not doing that as often as we used to. Um so hang on with us. We'll outline how that's gonna work here in a little bit. But first, Madam Vice President, we have some other things to do. Thank you, Mr. Chair or Mr. President. Uh and I would really like for Mr. Bowen, I think he's gonna be on Zoom, in order to give us this presentation. So it's it's I don't know if the counselors, I'm sure you're all familiar with it, but it's a point in time count is something that happens uh every so often to count those who are uh unhoused and living on our streets here in Albuquerque, and there's a certain process in order to do that so that we can make sure that we get an accurate representation of how many people we have that need help, and also so that we can get some federal funding.
