I'm the project manager for the Commonwealth Ash People Flood Mitigation Project.

This is community meeting number five.

So tonight we're gonna go through uh an overview of the project.

We'll walk through some high-level traffic impacts and mitigation measures.

Uh, we'll talk through our utility relocations, uh the tree impacts of the project, and then we'll um move towards some of our risk management during construction, um, which includes geotechnical monitoring, uh pre-construction conditions assessments, um, and then we'll go through any questions uh at the end of the presentation.

So um we'll start off with an update of where we've you know progressed since last meeting.

Um so we're really moving from that design stage towards construction.

Um since last meeting, we've received final design plans.

Um we have utility relocation work underway.

Um we continue coordinating with um other utility owners who are who are gonna follow uh currently Virginia American Water is out there, and then we have uh Washington Gas following and Verizon and some other telecom companies.

Uh so we continue that coordination and continue coordination with schools, businesses, and other key stakeholders.

Um we're currently targeting summer 2027 uh for the major stormwater construction.

Um and again, that follows our pre-construction phase of getting all the utilities relocated.

Um and then as we progress towards construction, the uh phasing access and traffic plans will begin to be more refined as we get a contractor on board.

Um so just kind of going through you know, high-level reminder of the purpose and and solution of the project.

Um the problem is frequent flooding in the project area.

2:33

Uh two main areas at Commonwealth and Glebe and Ashby and Glebe experience uh increasingly frequent flooding in the project area.

Um basically the storm sewer is too small to handle the uh the runoff draining to it.

Um so other contributing factors, this is old infrastructure.

Uh the design criteria at the time of construction is not up to current standards.

And we are starting to observe increasingly intense and frequent rainfall.

Um, so this is just a schematic showing um basically what happens during a flooding event.

So the downstream pipe basically starts to fill up as water drains to the system, and water cannot enter into the inlets because the pipes are full, and those inlets start pushing out water and starts to surcharge and flood the area.

So that's the problem.

And then for our solution, basically what we're doing is just increasing the capacity of the existing system.

So in this schematic, we we take that existing pipe and we add in a much larger pipe to get that water out of the low point and basically allow water to enter back into the system.

Um these drawings at the bottom are just kind of giving a rough order of magnitude of how much capacity we're adding into the system.

Um, so these three elliptical pipes represent the existing outfall.

Um, and this these two boxes are basically what we're adding at at the new outfall.

Um, and that gives us about quadruple the cross-sectional area, which correlates to the capacity.

So it's it's a a lot of additional capacity, which just kind of shows you know how undersized the existing system was.

Um, so what is being built?

Um, so the this drawing here just shows a schematic of what the culvert's gonna look like during construction.

Um, so we're gonna excavate a trench and put that you know, box culprit in the ground.

Um during construction, you'll see these sheeting and shoring systems.

We have a very tight area to work with.

4:43

So that basically just protects our trench and protects the crews working.

Um the second picture shows uh the new outfall to four mile run.

So this is similar.

Um what it will look like.

Our outfall will have a debris rack to protect debris from entering in and clogging the system.

And then we also are proposing green infrastructure, which adds a water quality benefit.

And this will be along the existing PDNs of Commonwealth.

Okay, so zooming out to the you know larger project overview.

So the project starts at a new outfall at four mile run and continues south along Commonwealth to Ashby Street.

And then we are also increasing pipe sizes on Gleave from Commonwealth to Ashby.

And then we have some local improvements along Montrose from Ashby to Hunter.

So the estimated duration of this project is around three and a half years after construction starts.

We're estimating the storm sewer construction starting around summer 2027.

And that'll take approximately two years to make our way down Commonwealth to Ashby Street.

Then we'll move to Glebe, and that's you know, approximately a year of construction, and that will follow with the uh more local improvements on montrose, which will be approximately six months.

Um and just with this is subject to change.

This is high-level schedules based on where we stand at design.

Um there's a lot that still needs to happen.

We have to get the utilities relocated, and we have to get a contractor on board, and you know, they're they're gonna dictate the real schedule, but you know, this is a uh a pretty solid um estimate of what we're looking at here.

Um so the traffic impacts and management.

Um, we're gonna keep it really high level for this meeting.

I do encourage everyone to look at our prior meeting materials.

We actually um I'm gonna go back a slide.

We break down our our planned traffic mitigation for each one of these areas that's kind of color-coded here.

Um, so it's really a really helpful reference material.

Um, but we're not gonna go through that detail tonight uh since since we went through that last time, but um, I encourage everybody to look back at that.

That's on our city web page.

Um, so high level um during construction construction, all roads will be open to emergency access vehicles, pedestrians will be able to walk through their neighborhoods.

Um, we'll maintain access to schools, homes, and uh businesses.

Construction will be done in phases to allow area to open up as quickly as possible.

So essentially, we showed that you know, large schematic of our project limits.

We're gonna work in phases, and then once we're done, we'll backfill and open up traffic again.

Um, so that's what we mean when we say you know, phasing the project.

Um, and then where possible we'll use construction techniques to limit noise and vibration.

Um, and and any deter detours will be clearly marked and we'll have signage in advance of um you know closures.

So, what is construction gonna look like?

So, this picture is uh an example construction project in Richmond.

Um this will look similar.

Uh basically, because we have such a limited area to work with to install these pipes, we have to put in these sheeting and shoring systems, um, which basically again just protect our trench and let us work in these narrow areas.

Um this is a kind of rendering of of what that'll look like on Commonwealth.

So this is kind of a breakdown of these traffic impacts for um you know specific stakeholders.

So for residents and businesses, uh, again, we'll have access to buildings, maintain.

Um we will have street parking onavailable when we're working in a given phase.

So mostly what we're doing is we're taking parking lanes and bike lanes and remove and combining with the uh bike lanes, we'll combine with the roadway and parking lanes will be taken to maintain two-way traffic, essentially.

Um, so yeah, parking will not be available during that given phase of construction.

Um, access to at least one driveway driveway will be maintained for businesses.

Um, this is specific to the Northside 10 area.

Um they have two major entrances on the east side, and we've stipulated to our contractor to maintain at least one of those larger entrances to allow traffic to enter.

Um for drivers, lanes will be narrowed or closed, detours, traffic controls, and temporarily temporary signals will be clearly marked.

Um for bikes, bike lanes will be closed, and um bikes will have to share the road with vehicles, share the lanes with vehicles.

Um for the school, vehicle and bus access will be maintained, pedestrian and bike access will be maintained.

Um construction hours will be coordinated to reduce noise uh with the school.

Um for pedestrians, some sidewalks will be closed, and we'll have to you know clearly mark those uh pedestrian detours.

And then for park users, uh the the trail detours will be clearly marked.

So there will be a um a temporary detour at four mile run trail when we're constructing the outfall.

Um, and I can I can show that on the next slide.

Um and then the the other big impact of this project is the softball field to uh the north of Frankman field.

Uh that's gonna be used as our staging area for the duration of construction.

So that's basically where we're gonna stockpile materials, construction equipment.

Um, the contractor will have their site office.

11:18

So that softball field will be offline um you know for the duration of our project.

11:23

Um we will maintain access to the new kayak launch at the north end of Commonwealth.

Um and then these slides just break down uh the pedestrian and bike impacts in these areas.

Um as I was mentioning before, this portion of the four-mile run trail will be temporarily detoured when we construct this outfall.

Um, and it's gonna be a pretty simple detour of just going through the uh four-mile run trail parking.

Um, and then that can get you back uh to the trail.

So that's that's the you know, major pedestrian impact for this first area highlighted in yellow.

Um there are currently no bike lanes in this area under existing conditions, so the bike traffic will be uh unchanged from existing.

Um the next area highlighted in green is for the Cora Kelly School, um, or that's the you know nearby marker, it's right across from Corakelli School.

Uh so similar to area one, uh, there are no dedicated bike lanes.

So this will continue to share lanes with vehicles.

Um and then the sidewalk west of Commonwealth will remain open for area three.

So this is along Commonwealth from Reed to Glebe.

Um, the sidewalk on the west of Commonwealth will remain open.

Um, and this is where we have the dedicated bike lanes under existing conditions that will have to um close to accommodate uh two-way traffic.

So bikes will share the lanes with vehicles.

Um area four.

So this is at the intersection of Commonwealth and Glebe.

Um so in this area, uh sidewalks on the west of Commonwealth will remain open, and the south of Glebe will remain open, but we will have to close the eastern and eastern sidewalk on Commonwealth and northern sidewalk on Glee.

Uh the next area is uh along Commonwealth from Glebe to Ashby.

Um for the sidewalk closures, it's it's intermittent, um, usually with some spot inlets, um, but largely the sidewalk will remain open.

Uh, and then yeah, similarly, bike lanes will share the the uh length of vehicles.

Area six is along uh East Glebe.

Um again, bike lanes will be closed, uh, and then the northern sidewalk will be maintained.

Um so yeah, during construction, the southern sidewalk will be closed.

Um, and then the final uh area here is along Montrose Ave.

Um, and this is yeah, similar to the rest of the project, bike lanes, uh bike will share the lanes with vehicles, um, and we'll have intermittent sidewalk closures.

Um again, the slides for our previous meetings, the last two um are really good resources to dig into this more.

Um, so I encourage everybody to look at that and you know, feel free to ask any questions.

So the next section is um talking about the utility relocations for the project.

So this is a you know a big effort for this project.

Um both in design and and preparing for construction.

Um this word cloud here is just all the utility companies we have to coordinate with before we can even begin construction.

Um water, gas, uh are the main utilities, and then there's a lot of fiber out here um that we're coordinating with.

So this exhibit is kind of in intentionally confusing.

That's what we're trying to get across.

Um so this area shaded in blue is the proposed culvert, and the area shaded in in gray is the existing, and then everything else is a utility.

Um this is actually just just existing.

15:51

So we got to get it all out of the way.

There's a gas line currently running just in in this exhibit where our proposed culvert needs to go, and that just needs to coordinate with everything else.

We need to make sure it it you know has sufficient clearance from the existing utilities in with like in the nearby areas where we relocate to gray is the is our existing underground training yes, psychic one.

Um, and then so the utility relocations are are being performed by the utility owners.

We don't relocate for them.

16:30

Um so currently water is out relocating for our project.

Um and they've they've made pretty good project uh progress.

16:40

I think they mobilized in late February and they should be finished around the summer.

Um but you know, just for everyone's awareness, uh you know, you can feel free to contact the city, but um I I believe the utility companies are are are kind of giving their contacts and notifications separately.

So they're the they're managing the active construction.

So you know, they're the best people to contact if any issues are arising during their relocations.

Um yeah, and as I stated, some of the utility relocations are underway.

So water's out there now, and then we expect gas to follow, um, and then Verizon has a good amount.

Um and then some of the other fiber companies we we will coordinate during construction.

17:31

We we've we've coordinated with them, but some of their lines have to wait until we get out there to move.

Okay, so now moving on to the the tree impact.

So um trees are a very important part of this community.

17:46

Um and there was a lot of effort to protect the trees, you know, as we approach design.

17:53

However, some some trees will have to be removed due to conflict with um the proposed storm sewer or the utility relocations.

Um so we've worked with the uh urban forestry team with the city.

18:06

Um we've walked the site several times and um we've worked to identify trees that need to come down, not only due to our project, but also due to just the um the health of the tree in some cases uh near our project area.

Um we've been requested to take some some down that but just aren't healthy.

Um what is your tree counts by how many willing that you know?

18:35

I would have to get back to you, especially some of it.

18:37

It's a it's a we have a decent amount of small diameter trees.

18:41

So the full tree count is decent, um, but I I would have to look back at that.

It's mostly smaller diameter, and we'll walk through kind of the key areas uh where we're expecting the the tree um tree removals.

Um there is one private property that will have tree impacts.

It's not direct removal, but some of their roots cross onto our project site.

Um but that's only one property, and and the rest are um you know trees on public right-away.

So we'll go through in in detail kind of the areas we're looking at here.

Um before we do that, we do want to talk about um the tree preservation that we've you know prioritized uh when designing this uh project.

So these two trees are you know, very large diameter old trees that are in front of Auburn Village near the crossing and um lead beater.

So this was an area where we really wanted to make sure we weren't impacting.

19:52

So we actually have a little bend in our culvert to stay out of these roots.

Um so you know, where possible we really do make an effort to avoid unnecessary tree impacts.

Um the first area um uh of tree impacts are at the outfall.

So these are um they're actually invasive trees along the banks of four mile run.

Um and when we go in and construct our culvert, we do have to remove those um those trees and shrubs in that area.

20:38

Um and unfortunately, due to the depth of the culvert, we can't really plant back in the immediate outball area.

Um so the next area is east of Commonwealth, pretty close to the north end.

Um there's several very small diameter recently planted trees that was actually um it was an agreement with the Hertz here.

They wanted um landscape cover along their right-of-way.

Um, but working with our urban forestry team, this area is really not conducive for this tree type.

Um so we have to take them out for our culvert.

21:23

Um that's that's where our culvert's going, but it's really not a viable area to replant um these type of trees.

But we we are going to plant um some smaller native trees and shrubs that are gonna just survive better in this area.

I'm not quite sure.

The trees that they find the big less in Alan are so small.

Yeah, I I'm not sure where we're sourcing that that may come down to when we have a contractor on board, but we did look at the the tree species um to make sure it had a better chance of surviving.

This tree type wasn't um really conducive to this area.

This is a there are a lot of invasives.

22:13

Yeah, and this is uh very bad soil in this area.

22:16

Um since we're so close to four mile run, there's a lot of groundwater and it's like very dense clay.

Um so this tree type just wasn't um it wasn't growing basically.

22:26

So we're we're using alternative plants um after we complete our construction.

And then the other impact with trees is along the medians.

22:43

So we're digging out for the construction of the culvert, but we're also putting in green infrastructure.

So unfortunately, the existing trees will have to come out.

Um, however, we will be planting back native trees, grasses, and perennials.

Um the tree type is going to be a little narrower than what we have out there.

That's one of the concerns.

This uh, I believe they're creep myrtles, but they take a lot of trimming because you have traffic right there.

Um so it's gonna be similar to the tree types um on the right, where they grow more tall and narrow.

Um, but this is gonna be you know a nice feature with this project with with the green infrastructure, we'll get some water quality benefit.

Um and aesthetically, it'll be nice too.

Um we kind of came across with the the urban parestry team is the the boulevard trees.

Um I believe it's three feet, anything less than three feet, you really can't plant back.

There's not that many.

23:54

I think there's only a few on Ashby.

Actually, this is showing belief, but I think we were actually able to avoid impacts to these.

So we won't take them down.

Um, but I think there's a few on Ashby Street where we we do have to take down and we can't really plant back because the buffer strip is really too small, you know, per our landscape guidelines.

Um and any uh any tree removal fronting a residential property will the resident will be notified um in advance.

Um so as we kind of get closer to construction, we we'll we'll be sending out tree letters.

Um, but there's there's not a whole lot actually um of these boulevard trees.

I I think there's only a few on Ashbead.

24:39

Sure, I'm sorry, but uh on Auburn Village, and this is our parking lot uh roughly 100 and change.

Um are we talking are when you refer to Boulevard trees?

24:51

Are we talking about these in the strip away from the street also?

Yeah, I think both both of these strips wouldn't be wide enough to support um tree planting.

But I do believe these we were able to avoid impacting.

Um but we'll we'll confirm that and again any any tree removals will uh notify the resident directly adjacent.

Okay, so now we're moving on to the city's risk management during construction.

25:32

Um so the first thing we're gonna talk about is the geotechnical monitoring.

25:37

So when we go out for construction, um we're gonna be monitoring both vibrations and and movement.

25:47

Um so when construction activity is occurring, it it causes vibrations, and and we're gonna monitor um ground and nearby structures for that vibration, and movement is basically any any sort of settlement or movement of those monitors, we're also gonna be uh monitoring.

I think we actually have a little bit more detail.

Um so for vibration monitors, uh these will be placed within 100 feet of active construction.

Um and we're gonna be monitoring for a threshold below what would cause any damage.

Um and basically what happens is that threshold is hit, work is stopped, and we identify the cause.

Um and basically once that can be corrected, we'll we'll restart construction.

26:42

Um so we'll also be monitoring movement.

26:46

Um so we'll have these sensors placed on structured pavement, um, and also utilities.

We say every 60 feet, that's that's along the project, but I think there's areas where that's denser.

Um, and basically we're just making sure there's no settlement you know, being caused by our project, and um that specifically affects structures, but also utilities.

We want to make sure if we're you know, if we have gas lines, water lines, and we're doing any work above, we want to make sure we're not having any negative impact.

Um so we have a you know a monitoring plan across the the entire site to just manage risk and and and ensure we're not damaging um you know inside right away and outside right away.

Um so the next item is the uh property condition assessment.

Um so as we move you know down the project corridor, we will be offering pre-construction assessments.

Um so this is basically an opt-in uh setup where we'll send letters three times by certified mail inviting you to uh participate in a pre-construction assessment.

Um and this basically includes I think maybe we'll go into detail on that.

Um yeah, so I'll I'll I'll skip that one.

But uh I I do want to make it clear that this is a voluntary um opt-in setup, and if if we don't get a response within three attempts, that will be considered a refusal.

Um, and we can also do some you know outreach from the city standpoint um to make sure people are really aware that this is coming.

So um, you know, what we're making sure.

No, no, no, I'm a whole lot of okay, yeah.

Yeah, you said the uh the intention behind uh the property assessment is just to kind of baseline something that if there is a damage to the property doing the process, right?

So there's um you know, as we see on this slide, there's direct impacts, and we'll we'll look at the exterior.

So if there's a you know damage to a fence or a retaining wall, or you see visible settlement, um that's subject to a claim.

The other thing we're looking at and why we would want to go inside is is seeing signs of settlement.

So basically what we would look for is any existing cracks or signs of settlement, we would take pictures um just to understand you know what what are the impacts of our project.

So we have a baseline essentially.

Um area that's being back here.

Uh population that were just I mean, it's all so the the main uh it's basically all of Auburn Village fronting Glebe and same with the residents along the city.

Uh I mean we could get the number.

Um ballpark 200.

Yeah, it's a it's a significant amount, yeah.

Um so um we're not very well represented.

Yeah, I don't know how the online turnout is we had 25 people before, but it's it's two nice outside.

Um so yeah, uh I again just the the things we'll be looking for are the direct impacts, which are you know visible signs, like if a construction vehicle damages occur, that's an obvious direct impact.

And then again, this the uh indirect would be the more settlement or vibration, some impacts associated with that um right.

So basically, what we'll do is we'll we'll notify through uh mail and and there will be an online resource as well.

We're gonna make this as convenient as possible, and um the contractor will schedule a time to do this this uh interior survey.

Um this will require an adult resident present and a police escort will be required, um, both for the resident safety and for the contractor liability.

Um, so that that will be part of this.

So for Auburn Village, I presume the letter would be going to the association as a whole rather than to individual.

Yeah, yeah, most likely.

31:45

And we would you know figure out the individual properties, you know, from there.

Uh the there will have to be some sort of you know individual communication and coordination with the contractor, but we'll definitely have um you know outreach from the city and definitely outreach um to the association.

Um yeah, so kind of going into again what what we're looking for um when we go into the interior, we're looking for cracks in the walls, floors and ceilings, um, any signs of settlement um in the walls, windows, uh floors and ceilings.

Um we'll exclude any personal items from the photos.

Um when we review exterior, we'll be looking at driveways, walkways, stairs, fences, porches, um, yards, uh including structures and yard ornaments, and um, yeah, any cracks or damage to foundations from from the exterior as well.

Um, and again, yeah, this is used to have a before and after.

So if any claims come up, we we have a good way of comparing to the baseline and understanding what what's happening.

Jonathan, I definitely have can you with the city?

Can you clarify that all of this would go through the contractor?

That the contractor is gonna hold the basically like the insurance policy.

So if you do have a plane, it would go through the insurance through the contractor's insurance and not through the city, right?

So we just wanted to think so.

When you say we're not going to act as a team, but are there are any claims, it will go through the contractor's insurance agency.

Um in terms of um the property that we need offered, like there would be outreach two, right?

Um you said so they be uh is that like only the ones that are actually on the streets that are being dug up.

I said, like because like you're you're not being up ash meet, right?

Um, but somebody who's on top of the hill on Ashby.

Um, I mean, are they subject to kind of that sort of assessment?

I believe it's 100 feet from active active uh excavation, which is the limit.

So what about property that damage from flood before the construction's done?

Yeah, like our other village.

We had to review all of our foundations in the right.

Yeah, that would that would be a baseline.

Um directly related to the construction.

So yeah, we're we're working to get this um you know to construction again.

We're we're looking for summer 2027 um to get started with the active storm story construction.

Did I hear that trees along Ash people removed in the affected area and can't be replanted because the strip is gene or city highlights?

Is this for specific tree species or just any tree?

And does it apply for all of Ashby?

It does not apply to all of Ashby, it's in the immediate vicinity of I think two inlets.

I believe it's three trees.

Um I can I can follow up if we can save that QA.

Um but no, it's it's just directly near our excavation.

Um and Ashby, we're we're really just adding some low low point inlets, so it's um it's not a widespread excavation there.

And those are some of the uh the unknowns that are in the plan where it's like there's a there's a culvert and then oh uh like in the incoming line.

And my my house is at the corner of Wilson and Glebe, and we're in sort of a unique situation.

Uh uh, because we're going to be surrounded like a peninsula by the pit, which is exciting in a certain point.

But some of those details are of interest.

Um, yeah, so that that area, the intersection of Congo and Gleave is there's a lot going on, and um it's gonna take a lot of coordination.

Um what I didn't see in the in the master plan was the power.

Um power is generally overhead, but again, because I have to be difficult, my power goes underground from the pole under the sidewalk comes up in the yard in what appears to be the pit on the north side of Glee.

And that is a very interesting question, but on the north side of Glee, is the sidewalk gonna be retained or no?

So west of Wilson, we'll be putting the culvert under directly under the sidewalk.

So right in front of north side plant, we'll be basically tearing up the cult uh the sidewalk, and that's where the culvert goes.

And then east of Wilson, we kind of bend back to the the culvert now goes on the south side.

At the out of yeah, I'm the house before the out.

So I believe at that point the sidewalk will not be impacted.

We do have some minor impacts with um any any inlets that we add on the um north side, but in that location, we don't have the the widespread sidewalk impacts.

We we should have those underground lines shown um, you know, when we did our utility survey, and you know, whenever the contractor did because they have the you know, yeah, basically survey there's there's misutility which they'll mark, but we we have a a little bit higher level pre-construction survey, um, just because of what all's out there, so they'll they'll be looking closer um you know as they get to a certain area.

Um so yeah, uh north side represented here, but I'm concerned.

So this is um this is not guaranteed, but there could be potential to add a temporary access um on Wilson to that existing curve.

And I know they have some other concerns, so we're we're gonna keep that coordination ongoing.

And again, we'll we'll look and see if it's possible to get another access point at Wilson.

There's a ton of uh sort of um delivery access for jets right there.

So any additional, you know, hindrance that we add is just exasperate the um so yeah, and I don't I don't know if there's any option for jets line up somewhere else.

I I would note on that if you move your meter, they're required the underground, which is wild, but so the main line itself would not, it would just be the house, yeah, for the house connections, right?

So on the media strip down probably well, uh we're looking at putting in as you said, green infrastructure, which you know I saw references to grasses and and uh and so forth.

Is there a if for example, does this incorporate a kind of a drainage system within the median that that's that's then draining to the underground culverts?

So um on the surface, it's a it's a ditch basically with a flat bottom.

Um, and then we'll have all those plantings that we looked at.

Um and then underground, it's uh about three and a half feet of a very um permeable media layer.

Um so that helps filter water and pollutants, and then it'll be a gravel under drain system essentially.

So you know a gravel bed with an underdrained pipe that'll connect directly into our culprit.

How just out of curiosity, how easy would that be to walk across if you're you know if you're crossing Commonwealth's commonwealth?

Alexandria Commonwealth Ash Flood Mitigation Community Meeting #5 - June 8, 2026

This was the fifth community meeting for the Commonwealth Ash People Flood Mitigation Project. Small recently planted trees east of Commonwealth will be replaced with native shrubs better suited to the poor soil. Median trees will be replaced with green infrastructure (bioswales) featuring narrow native trees, grasses, and perennials. Only about three trees on Ashby Street will be removed; the narrow buffer strip prevents replanting there. Residents will be notified in advance of any tree removals fronting their properties.
  • Risk Management During Construction: Geotechnical monitoring will include vibration and movement sensors. Vibration monitors placed within 100 feet of active construction will trigger a work stoppage if thresholds are exceeded. Movement sensors on structures, pavement, and utilities (every 60 feet or denser) will detect settlement. Pre-construction property condition assessments will be offered voluntarily to properties within 100 feet of excavation (approximately 200 properties, including Auburn Village). The contractor will schedule assessments; police escort will be provided for interior surveys. Photos will document existing cracks or settlement to establish a baseline for any future claims. Claims would go through the contractor's insurance.

Public Comments & Testimony

  • A resident asked for clarification on tree replanting on Ashby Street. Whiteher confirmed only about three trees are affected and the buffer strip is too narrow for replanting.
  • A resident (from Wilson and Glebe) asked about water line relocation sequencing on Glebe and whether the sidewalk north of Glebe would be retained. Whiteher explained that the culvert will go under the sidewalk west of Wilson, but east of Wilson the culvert bends south, so sidewalk impacts are minor. Power lines (overhead and underground) were discussed; underground lines will be identified during final surveys.
  • A resident representing Northside 10 expressed concern about delivery access. Whiteher stated that at least one of the two large eastern entrances will be maintained, and they will explore adding a temporary access point on Wilson.
  • A resident asked for more detail on the median green infrastructure. Whiteher described it as a bioswale: a flat-bottom ditch with permeable media, an underdrain pipe connecting to the culvert, and smaller trees, grasses, and perennials. It is not designed for walking across.

  • The project is on schedule for storm sewer construction to begin in summer 2027, pending completion of utility relocations and contractor procurement.
  • Utility relocations (water, gas, fiber) are progressing; Virginia American Water is expected to finish water work by summer 2026.

Good evening, everybody. My name is John Whiteher. I'm the project manager for the Commonwealth Ash People Flood Mitigation Project. This is community meeting number five. So tonight we're gonna go through uh an overview of the project. We'll walk through some high-level traffic impacts and mitigation measures. Uh, we'll talk through our utility relocations, uh the tree impacts of the project, and then we'll um move towards some of our risk management during construction, um, which includes geotechnical monitoring, uh pre-construction conditions assessments, um, and then we'll go through any questions uh at the end of the presentation. So um we'll start off with an update of where we've you know progressed since last meeting. Um so we're really moving from that design stage towards construction. Um since last meeting, we've received final design plans. Um we have utility relocation work underway. Um we continue coordinating with um other utility owners who are who are gonna follow uh currently Virginia American Water is out there, and then we have uh Washington Gas following and Verizon and some other telecom companies. Uh so we continue that coordination and continue coordination with schools, businesses, and other key stakeholders. Um we're currently targeting summer 2027 uh for the major stormwater construction. Um and again, that follows our pre-construction phase of getting all the utilities relocated. Um and then as we progress towards construction, the uh phasing access and traffic plans will begin to be more refined as we get a contractor on board. Um so just kind of going through you know, high-level reminder of the purpose and and solution of the project. Um the problem is frequent flooding in the project area. Uh two main areas at Commonwealth and Glebe and Ashby and Glebe experience uh increasingly frequent flooding in the project area. Um basically the storm sewer is too small to handle the uh the runoff draining to it. Um so other contributing factors, this is old infrastructure. Uh the design criteria at the time of construction is not up to current standards. And we are starting to observe increasingly intense and frequent rainfall. Um, so this is just a schematic showing um basically what happens during a flooding event. So the downstream pipe basically starts to fill up as water drains to the system, and water cannot enter into the inlets because the pipes are full, and those inlets start pushing out water and starts to surcharge and flood the area. So that's the problem. And then for our solution, basically what we're doing is just increasing the capacity of the existing system. So in this schematic, we we take that existing pipe and we add in a much larger pipe to get that water out of the low point and basically allow water to enter back into the system. Um these drawings at the bottom are just kind of giving a rough order of magnitude of how much capacity we're adding into the system. Um, so these three elliptical pipes represent the existing outfall. Um, and this these two boxes are basically what we're adding at at the new outfall. Um, and that gives us about quadruple the cross-sectional area, which correlates to the capacity. So it's it's a a lot of additional capacity, which just kind of shows you know how undersized the existing system was. Um, so what is being built? Um, so the this drawing here just shows a schematic of what the culvert's gonna look like during construction. Um, so we're gonna excavate a trench and put that you know, box culprit in the ground. Um during construction, you'll see these sheeting and shoring systems. We have a very tight area to work with. So that basically just protects our trench and protects the crews working. Um the second picture shows uh the new outfall to four mile run. So this is similar. Um what it will look like. Our outfall will have a debris rack to protect debris from entering in and clogging the system. And then we also are proposing green infrastructure, which adds a water quality benefit. And this will be along the existing PDNs of Commonwealth. Sorry, June, just look, we'll put a process here. Are these slides available online? I'll post these after the meeting. Yep. Great, great.
