Independent Community Policing Review Board Meeting – June 3, 2026

The Independent Community Policing Review Board (ICPRB) met on June 3, 2026, from approximately 6:58 PM to 8:07 PM at the Charles Houston Recreation Center (Senior Room). The board approved its agenda and prior meeting minutes, heard one public comment, discussed updates to APD training, voted to schedule a public hearing for the Alan Tucker case, and received a comprehensive update from the Independent Policing Auditor.

Discussion Items

APD Training Update Board members Jeanne O'Toole and Jules Tamegue reported a meeting with Sasha, APD Chief of Staff. The proposed training plan includes:

• Two transparency sessions (October and November 2026) led by Dr. Engel, covering police performance data, traffic stop data, use-of-force data, and constitutional policing practices.
• A four-hour tactical training session (January/February 2027, likely on a weekend). Discussion included the need for APD leadership presence (Chief McGuire), relationship building, data sharing before the training, and the possibility of one-on-one meetings with the chief. Board members expressed a desire to maintain interactive opportunities with APD officers.

Public Hearing Date – Alan Tucker Case The board voted to hold its first public hearing regarding the administrative investigation into the death of Alan Tucker (while in police custody on August 15, 2025). The hearing was initially set for June 29, 2026, from 6:00 PM to 9:30 PM but was amended to 6:30 PM to 9:00 PM at the request of a board member. The final approved date and time: June 29, 2026, 6:30 PM – 9:00 PM at the Dell Pepper Community Center (City Council room). A virtual option will be available.

Auditor Update (Amarata Kumara, Director of AIPA)

• Tucker Hearing Timeline: Press release #1 on June 8; auditor’s report released to public on June 22; public hearing on June 29. A dress rehearsal/walkthrough at Dell Pepper is planned for June 24–26, with public notice requirements discussed.
• May 18th Officer-Involved Shooting: The office was notified; criminal investigation by the Critical Incident Response Team (CIRT) is ongoing. Administrative review will begin after the criminal investigation concludes. A draft public statement is prepared but the auditor prefers to release it after the Tucker hearing; several board members urged an earlier release to acknowledge the incident and distinguish the auditor’s process from APD’s.
• MOU Review: A committee of at least two board members will be formed to review the Memorandum of Understanding with APD, with final recommendations due by July 1, 2026. Secretary Suzanne Berkey has started a comparison document of ordinance vs. MOU language.
• Annual Report: The auditor’s annual report is due to City Council on June 23, 2026; the board’s annual report is due in September.
• Community Engagement:
  • Juneteenth Festival (June 19): The office will host a table from 12:00 PM–4:00 PM and a community listening session on policing from 4:30 PM–6:00 PM. Board volunteers needed by June 15.
  • Pride Festival (June 27): 2:00 PM–6:00 PM at John Carlyle Square Park (formerly Tavern Square).
  • National Night Out (August 4): Ride-along interest discussed; prior ride-alongs on NNO have counted toward training, though new APD staff indicated otherwise.
• Citizen Complaint Follow-up: A complaint forwarded to the auditor was addressed; the auditor contacted the complainant and supervisor but received no further response. Board members requested more systematic tracking of complaint referrals.
• Future Meetings: The July 1, 2026 meeting may become virtual to avoid scheduling conflicts with the public hearing. The scheduled use-of-force training (with Jason) may be postponed to fall.
