The Board of Architectural Review met to consider two certificate of appropriateness applications and updates to eleven chapters of the Design Guidelines for the Parker-Gray and Old and Historic Alexandria Districts. Present were Chair Scott, Ms. Miller, Ms. Robinson, Ms. del Ninno, and Mr. Adams. Vice Chair Zandian and Mr. Spencer were absent. The meeting was called to order at 7:00 PM and adjourned at 9:02 PM.
The applicant, represented by Katie Gray, proposed interior and exterior alterations and illuminated signage. Staff recommended approval for the storefront work but denial of the internally illuminated canopy sign, blade sign, and backlit graphic. The Board discussed alternative lighting (halo-lit letters, external gooseneck lighting, uplighting) and approved the project with options: either halo-lit letters within the canopy or larger externally lit letters, plus external illumination for the blade sign. The motion carried 5-0.
Architect Stephen Kulinski presented a warehouse-inspired design for five townhomes. The design included reduced parapet height, recessed entrances, setback to widen sidewalks, and detailed brickwork. Board members praised the improvements. Concerns were raised about the brick color and the PVC cornice material. The Board approved the projects with staff to finalize the cornice material. Motion by Ms. Miller, seconded by Ms. Robinson; vote 5-0.
Staff presented proposed updates to 11 chapters covering utility meters, mechanical equipment, exterior lighting, security features, planters, and others. The design guidelines committee had discussed the chapters in May, June, and July; a community meeting was held August 19. After public testimony, the Board discussed each chapter.
Key discussion points:
We will proceed tonight with applications and other agenda items in the order indicated on the docket. Limited copies of tonight's agenda are available um right over here in the hall on a first conversor basis. And there's I believe there's a QR code. If you want to link to it and download the actual each item um onto the device. There's also free Wi-Fi in the building. I just found that. If you're an applicant, be sure to read the staff report report for your case for each application. We will proceed in the follow-up or following order of business. The applicant or the applicant's representative may present the proposal or be available for questions. The public will have an opportunity to speak on each application. Members of the public interested in speaking need to fill out a speaker form in advance and get them to any staff member from Mr. Harris over here to receive them. Members of the public can be given three minutes to speak, and those representing community organizations will have five minutes. After public comments complete, the applicant may respond to any of the public comments, and then the board will close public comment and begin deliberation. That's going to look like a conversation among the board and between the board and the applicant. After deliberation, the board can take the following actions. It can vote on a motion to issue conditionally issue or deny a certificate of appropriateness. Upon request by an applicant, vote on a motion to defer taking action, vote to continue the case to the next available hearing, or proceed to the next item without taking action. If the board takes no action at the next regularly scheduled meeting, the certificate of appropriateness is automatically issued. Just want to make a few comments about voting. Motions pass by simple majority vote. A tie vote results in the motion uh failing, uh not the document item failing. It just means the motion is failed. If the board votes to deny publication, a similar application will not be considered for a period of one year following the denial. The board occasionally takes the matters other than certificates of appropriateness, which we will tonight. We will give the public an opportunity to speak on those matters. Any decisions of the board, any votes by the board can be appealed to the city council, and they need to be filed within 14 days of the board's decision in accordance with the zoning ordinance. So that is my introduction. What do we get going? I think the first thing is consideration of the minutes from the October 7th public hearing. Does anyone have any suggested modifications to the minutes from the October 7th public hearing? I do. Okay. Okay. Um, um I don't think I can have a copy of it, so I'm just happy to just uh I direct to it. Um, one of my um one thing that I said and it said that I um spoke of the AKA hotel. But I think that hotel is called the Scarf block. The SATA. Oh, it was that was a good so it was previously made in the AKA. Um, currently it's been changed recently to the session. So depending upon the context, you could have been saying the it could be correct based on the previous name, but uh, AK. Okay, we can look at because the whole phone and look at we'll just make sure that we correct the record to reflect the correct name or just the address of the building. Yeah, okay.
