Consent Calendar
- Bill 44: This bill advanced part one and state legislation, chapter 12. The committee moved it favorably without discussion. A motion was made and seconded, and all members voted in favor.
Public Comments & Testimony
- Michael Stoller: Asked for clarification on the reference to '12 cents per capita' in the travel expense report. He was informed that this represents the cost per resident for the Mayor's Office travel. He also noted that the clerk has their own staff, similar to the mayor's.
Discussion Items
- Personnel Policy Manual (PPM) Update: Representative reported that the PPM update is delayed due to vendor drafts taking longer than expected and multiple review cycles. The target presentation date is now July 15, 2026. Council members requested adequate time to review the lengthy document before a vote.
- Mayor's Office Travel Expenses: A report on travel expenses was distributed about one hour prior to the meeting. Total costs amount to approximately 12 cents per capita for Allentown residents. Council members expressed concern about the lack of advance notice and the need for greater transparency, including pre-travel schedules and post-travel outcomes. Councilperson Giral noted the mayor attended housing conferences and questioned why affordable housing progress has not been more evident; the administration pointed to networking with the Mayor of Baltimore regarding gun violence prevention. Councilperson Pungo called for a clear process for mayor's travel and advance planning. It was agreed to schedule a follow-up committee meeting to allow council members to review the report and submit questions.
- Authorities, Boards, and Commissions Review: The administration announced a comprehensive review of all authorities, boards, and commissions, focusing on those that have been inactive, to potentially consolidate or dissolve them. Councilperson Mota asked whether the Commission on Homelessness would be dissolved; the administration confirmed it would not be targeted and the review is aimed at inactive bodies.
Key Outcomes
- Bill 44: Moved favorably out of committee (all in favor).
- Personnel Policy Manual: Expect to present at the July 15, 2026 committee meeting.
- Travel Expense Follow-up: A future HR committee meeting will be scheduled for late June or mid-July to further discuss the travel report and related questions. Council members were encouraged to submit questions in advance.
- Authorities, Boards, and Commissions Review: The administration will work with council to conduct the review; no specific timeline was provided.
Meeting Transcript
Thank you, Mike. This is for the uh human relationship. I'm sorry, Human Resources Administration and Appointments Committee. Um just wanted to know all members are present. Yes, okay. Um, as well as uh actually all council is present. So if you could read on bill 44. Bill 44 advanced part one and state legislation, chapter 12, I've already supports the conditions of article 15 council meeting by the administration, did you want to comment on it? No, no, I'm like we reapproved. Okay. Did you want to talk about what what you're trying to do with the the scope of it? The changes. I'm not really prepared. I have these other mentioned agenda. Okay, not a problem. Um I I know that uh we are gonna be doing, or we're in the process, I think you of doing a review of all of the authorities boards and commissions throughout the city. So I know that um there's some of these changes are going to be in that, but um I'm I'm open to moving it favorably, but in the same token I know that we're going through and we're actually uh looking to review them all. So other than that, um, on the dias, does anyone on the committee have any questions related to Bill 44? No. Um could I get a motion to move that forward? I'll second that motion. All right, all those in favor? Aye. Perfect. Um the personal uh personnel policy manual update. I know that um director of lesquez wasn't able to make it. He let me know ahead of time, but I want to know if you had any updates on that. Yes, sir. I'm happy to make uh I'm happy to uh to relay his report. So so the pause so the PPM, the personal policy manual, the personnel policy manual is we hope that we are hopeful we'll be we'll be able to present it to you by the second meeting of July, July 15th. That might that may be a little later than you had been expecting, and there are a few reasons why. Um the time between drafts presented to us by the vendor took more time than expected. The time that we needed to review and vet recommendations by the vendor also took more time than originally inspected. Um multiple reviews by by clients also serve to delay the process. I know that I provided my final review review of this document a week or two ago. And we want to make sure that we are aligned with other policies and codes. That's that's actually the final uh that's actually the final piece of agreement that we have to make sure that we're in agreement with the charter and with all other city language so that we don't present you with something that has a conflict between other places in the city code and and this uh and this code. Thank you. And I would I guess my only request as when we do receive it since it is going to be a lengthy document, is that we have some space to review it between you know when it comes to the committee and then actually goes up to a vote. So that'd be my horse. My only ask in that. Um next item on the agenda is related to the mayor's uh office travel expenses. Would you care to provide uh sure? I I uh I apologize for the for the uh recent arrival of this document, but you know, it took us a while. Took a while to get all of the different sources, Munis, Eden, you know, the the different ways that we have accounting. But the bottom line is these are all expenses that were approved by this body that were properly audited and reviewed by the controller. Um they amount to, as I've said in the exact amount to a good one, just 12 cents per capita per resident of Allentown, and this is this is all travel and public advocacy advocacy related to the mayor, the mayor's office. There were a few department heads that went to some of these events, and you know, I listed the the that we that we got out of them. Uh and it's pretty straightforward. Um I know just to to couch on what you had said, we received the report about an hour ago.
