Unassigned speaker

2:20

Uh

Speaker 5

2:20

the role encompasses researching and securing uh funding opportunities, overseeing uh grant processes, and managing the city's incoming uh affordable housing uh program.

2:31

That program we're uh still developing um and there will be more to come on that, but basically also the position will be a bird dog for for all grants through the city, and that's um all across the organization and you know hopefully provide some capacity if the library um has a grant that comes across through this

Speaker 6

2:52

you know

Speaker 5

2:53

that we can potentially go after going you know going for that.

2:57

Uh we'll provide a lot of capacity.

2:59

You know, over the years, Mike and I have and members of our admin team have really worked hard to try to get grants.

3:06

We've been very successful.

3:07

Uh there's a lot of money still out there that's on the table, a lot of money that probably will be coming through the pipe.

3:12

Um we're you know, we're keeping an eye on uh the administration's change changes and what that may mean for future funding.

3:20

Um but it's definitely a um gonna be a key position in in our um administration.

3:27

And it requires strong leadership, organizational and analytical skills um to ensure successful administration of these programs and in order to really um further our strategic development goals and this position is gonna work a lot with Tina as well in finance.

3:45

Uh we have a lot, it was interesting, and I tell the story when I came back on board for the city um at the end of last year.

3:52

We had all these active grants.

3:53

I'm going through our file structure.

3:55

We have like a 15-folder deep uh you know set of grants that we've been going through, and Tina's largely managed that all on all on our own, you know, making sure there's deadlines it making sure there's reports that come out.

4:10

Um that's that's really it'll provide much needed capacity.

4:15

Um in structuring this uh job description.

4:19

We hold um other job descriptions of the like.

4:34

We were looking at how we how we put those core functions together to make it a a true mission, you know, like a true position under one umbrella.

4:43

And make it manageable as well.

4:44

Um I think we're gonna have a lot, I think we'll have good applicants for this position.

4:49

Um I know some folks that work um, you know, work in public administration that uh may be interested.

Summary of Proceedings

Personnel Committee Meeting of December 5, 2024

The Personnel Committee of the City of Altoona met on December 5, 2024 at 3:00 PM in the Council Chambers. Members present: Mayor Brendan Pratt, Dale Stuber, Timothy Lima, Matthew Bieran, Terry Magnuson, and new member Dion Sansala. Staff present: Assistant City Administrator Rory Atkinson, Police Chief Kelly Bakken, Utility Accounts Manager Laurie Pudlich, Director of Administrative Services Betsy Bowley, and City Clerk Cindy Bauer. The meeting lasted approximately 1 hour 25 minutes. The committee approved the December 14, 2023 meeting minutes (Stuber abstained) and recommended City Council approval of three new position descriptions.

Consent Calendar

  • Approved the December 14, 2023 Personnel Committee meeting minutes (motion by Lima, second by Bieran; Stuber abstained).

Discussion Items

1. Grants and Housing Program Manager

  • Assistant City Administrator Rory Atkinson presented the job description for this new position, which will be under his direction. The role involves researching and securing grant funding, overseeing grant processes, and managing the city's affordable housing program. The salary range is low $70s to low $80s (Grade K). Discussion included adjusting the experience requirement: originally requiring five years of grant writing experience, the committee agreed to change it to "preferred but not required" to avoid deterring qualified candidates. The position is funded through the 2025 budget, primarily from affordable housing program funds from a TID closure. Motion by Lima, second by Stuber to recommend approval with the change; motion carried unanimously.

2. Investigations Sergeant

  • Police Chief Kelly Bakken presented the job description for an internal hire. This sergeant will oversee investigations (investigator and school resource officer), handle internal affairs functions such as use-of-force reviews, and take on-call shifts to relieve patrol sergeants. The salary is Grade N, same as patrol sergeants. The position was funded in the budget and will be filled internally, with the goal of having it filled by January 1, 2025. Motion by Lima, second by Bieran to recommend approval; motion carried unanimously.

3. Utility and Accounting Part-Time Position

  • Utility Accounts Manager Laurie Pudlich presented the job description. This part-time position (20 hours per week, Grade G: $22.72–$29.21 per hour) will assist with interim utility billing (now over 4,100 accounts), new account setup, auditing, general finance support, payroll, dual controls required by auditors, and front desk coverage. It is part of succession planning for upcoming retirements. Two years of experience in finance, office administration, bookkeeping, or accounting is required. The position was approved in the budget. Motion by Bieran, second by Lima to recommend approval; motion carried unanimously.

Key Outcomes

  • The committee recommended City Council approval of all three position descriptions (with the minor change to the Grants and Housing Program Manager experience requirement).
  • The committee plans to convene in the first quarter of 2025 for policy changes to the personnel manual.
  • Meeting adjourned at approximately 4:25 PM.
