Okay, everyone, I'm gonna call this meeting to order.

2:18

Um today is Thursday, August 13, 2026.

2:21

This is the Assembly Rules Committee, at least title that for now.

2:24

Um we are noticed from one to three PM.

2:26

Um I do anticipate we have a lot of things on the agenda, so we are likely to use those two hours, but obviously um, if folks need to be on the phone, please um feel free to switch over.

2:34

And then I'll also note we were having trouble with our phone system.

2:37

I can't guarantee that won't happen again, but right now we do have a phone.

2:40

I see member silvers on the phone.

2:42

So um uh if the phone line goes down, apologies in advance, and it is um either ACS or GCI's fault.

2:48

But um as far as we can tell.

2:50

Um so uh okay.

2:52

So let's go around the room uh and we'll do introductions and we'll get into our business.

2:56

Um George.

2:57

George Morty, George.

2:59

Janice.

3:00

I'll handle them, George Gerger.

3:03

Sydney Scout, Anna Brawley, Aaron Baldwin Day.

3:06

And on the phone, uh, Yaro Silvers.

3:15

Okay, we will double check.

3:17

Yeah, just a reminder, folks in the room.

3:18

Um, please make sure your mic is off if you are not speaking, um, and we'll see what we can do about the echo.

3:24

Um I'll move my microphone a little bit further away from the giant one on the middle table.

3:28

Um, any other members on the phone.

3:32

Okay, I'll keep an eye out for that.

3:34

Um, as usual, just text me if you want to be in the queue.

3:36

So we'll move through our business.

3:37

We're also joined by uh, let's see, Assembly Council, clerk staff, members of the public, Ombudsman's office, mayor's office, um, and legislative services.

3:45

So we have a full agenda, we'll keep moving along.

3:47

Um so next we have our uh reports from the assembly chair and mayor.

3:52

Uh I don't have a specific I guess the only thing I'll say is my intent for this meeting was to announce who our new youth reps are.

3:58

Um, and thanks for everybody who provided input.

4:00

I did not get that far because I was prepping for other things.

4:03

Um so my intent will be to make that decision by the end of the week.

4:07

Make sure we let all of the candidates know first, and then I'll I'll ask um staff to notify folks by email.

4:12

And then either way, um, the first meeting of that those folks will be participating.

4:17

I I do intend to nominate or to select more than one, so I'll say that too.

4:22

Um so their first meeting will be September first.

4:24

So I think that's my report right now because I'm on the agenda in other places.

4:28

Uh so then I will turn to Miss Fleet Green for the or for to Suzanne with an S, uh, two S's for the mayor's report.

4:33

Go ahead, Suzanne.

4:35

Great.

4:36

Thank you very much.

4:37

Uh, for the record, Cezanne Fleet Green, Chief of Staff to Mayor C in France.

4:41

And yes, one of us is with an S and one of us is with a Z.

4:45

Um just a few quick updates.

4:48

First, I'll just start um with the amazing Arctic Thunder air show that occurred.

5:00

It was wonderful, frankly, to walk around town even during the practice days and see people stopping what they were doing to look up and take video um of the event that was happening.

5:07

So that was great.

5:08

Um the mayor's office, we had a booth, and so did the umchorage police department as well as transit.

5:17

And there was also a booth there on waste to energy, which got really good interest and um support.

5:25

I will say we had a special bus route um for the first time in a long time.

5:33

Uh from the Northway Mall to base.

5:36

And um at one point I heard that it was gangbusters and packed like sardines.

5:43

And in the afternoon on Saturday, once they were full on base and had to close the gate, it was the only two ways that you could get on were either on the bus or by biking.

5:55

Um, so that was fantastic.

5:58

Uh also want to let you know um, I think you're all reading about it as well, but the mayor has had a couple of meetings now with NSTAR regarding this winter and uh gas shortage issues as well as price issues, and I think that's a conversation that we will be coming back to the assembly to engage further on um whether or not that looks like uh work session or something else to talk about what the municipality can do in our buildings, but also what we can do to help residents this winter.

6:38

That would be probably a very productive conversation.

6:41

We also have had some conversations with the Anchorage School District about what they're looking at for their 92 buildings so that we can try and frankly conserve some gas so we don't run out of gas or increase prices.

6:57

So we'll come back to you more on that.

6:59

Um also I think all of you know that we are having a series of public meetings on the waste to energy project so far, so good.

Anchorage Assembly Rules Committee Meeting: August 13, 2026

The Assembly Rules Committee met from 1:00 PM to 3:18 PM on August 13, 2026. The meeting, chaired by Anna Brawley, covered reports from the Mayor's office and municipal departments, a presentation on group dynamics and meeting procedures, discussion of an ad hoc school closure committee, a legal training on legislative immunity, and a review of member travel and spending policies based on an internal audit. Public testimony touched on surveillance reporting and housing committee meeting frequency. Several items were deferred to future meetings due to time constraints.

Public Comments & Testimony

  • Jamie Lopez E. Sankridge (formerly Coalition for My Homeless) expressed disappointment that annual UAS and surveillance reports mandated by ordinance have not been produced since 2022, and raised concerns about facial recognition technology through the Real Time Crime Center. He also criticized the proposed reduction of the Housing and Homelessness Committee from monthly to bi-monthly meetings, calling it a failure to help vulnerable populations.

Discussion Items

  • Chair's Governance Presentation: Anna Brawley introduced the Tuckman model of group development (forming, storming, norming, performing) to describe current assembly dynamics. She suggested renaming the Rules Committee to the Governance Committee and offered training opportunities on legislative procedure, quasi-judicial processes, and committee best practices.
  • School Closure Joint Committee: Anna reported that the Anchorage School Board (ASD) formed its own ad hoc committee on school right-sizing, inviting only one assembly liaison (Janice Park) as a non-voting member, contrary to a June 5, 2026 joint meeting motion that called for equal representation and voting rights for assembly members. Several members (Sydney, Jared, Daniel, Aaron) expressed frustration and disappointment. Aaron Baldwin Day presented best practices for school closure reuse, emphasizing early community engagement, intergovernmental clarity, and prioritizing public benefit.
  • Legislative Immunity Presentation: Intern Zach Christie gave a training on the legal doctrine of legislative immunity, explaining that protection depends on the function performed (e.g., debate, voting, committee work) rather than location. Gray areas include social media and community council meetings.
  • Travel and Spending Policy Review: Anna Brawley outlined the individual spending accounts (ISA) – $24,000 per seat per year – used for aides, communications, travel, and other legislative purposes. Internal Auditor Alden reported that a special study of assembly travel (from 2022-2026) found that while most expenses were properly documented, they could not verify prior written approval from the chair for multiple trips due to archived emails, and no evidence was provided that airfare was the most economical option. Alden highlighted these as policy gray areas rather than violations. Anna noted she delayed releasing the audit memo from July 28 to August 6 to provide context and avoid politicization, drawing criticism from Jared Goger who felt it withheld relevant evidence from an earlier debate. Members discussed possible reforms, including a cap on travel spending and elimination of per diem.

Key Outcomes

  • Anna Brawley announced she will schedule a special Rules Committee meeting on Friday, August 21, 2026, to address committee assignments and proposed schedule changes.
  • The discussion on travel and spending policy will continue at the next regular meeting; Anna will work with the clerk on draft policy changes.
  • Anna appointed Janice Park as the assembly liaison to ASD’s ad hoc school closure committee.
  • Anna stated she will announce youth representative selections by the end of the week of August 13, with their first meeting on September 1, 2026.
  • The audit and travel policy discussions will inform potential code changes and process improvements.
