0:30

0:30

Four one twenty-six.

0:32

On the April first.

0:33

0:35

Uh only item on our agenda today besides those is FT 1026.

0:53

10, right?

0:54

10.

0:55

FT 1026, uh, which is allocating a little bit of unused debt service funding that we're not going to need by the end of FY26.

1:05

Back to the mayor's office.

1:06

This is to cover the deputy chief of staff position through the end of this fiscal year.

1:11

Uh at this time, I will I don't know.

1:15

Does the chief of staff want to say anything on this?

1:17

Or you good?

1:17

No, you're good.

1:18

All right, Alderman Thorpe.

1:19

Anything you want to say on it?

1:20

Yeah, I'd like to say a couple things.

1:22

One, this follows the process, which I think is a very good indication to the public uh of the transparency of their government.

1:28

Uh when there's a a fund uh an expense like this to come through the finance committee to the city council to approve it uh as for a process, and I I applaud that that uh requirement and I applaud the the uh the mayor's office for pursuing it.

1:44

Um this is somewhat of a unique situation, and that we're gonna get a budget today for next year.

1:50

Right.

1:50

Um, but this by code is required to be done in order to fund the deputy chief of staff through the end of the fiscal year being June 30th of 2026.

2:02

Um we've had tr uh significant discussion about the job, and in this case, as compared to when we debate the budget, and the budget funds things that the city council may or may not want to do.

2:16

In this case, it's kind of the opposite in that we've debated significantly uh the position, and now we just need to move the funds uh over to uh ensure that when the person's hired uh that the city's able to pay them.

2:34

So uh with that said, Mr.

2:36

Chairman, um uh I move that we we uh approve the fund transfer.

2:43

Wonderful.

2:43

Well, yeah, I think uh I'm always reminded we make a favorable recommendation.

2:48

I use good point.

2:50

Auto Roman Fidlayson used to always smack my arm when I said it the other way.

2:54

Um yeah, I mean I'll just speak on it very briefly to say uh I think this is an opportunity for us to where we are I I always like to say I judge everything by how many blocks of brick sidewalk could we be fixing here?

3:12

And I think this is a situation where we're not taking away from something else, we're finding the savings and being able to put those towards something that uh helps deliver on that customer service promise.

3:22

So I'm looking forward to scrutinizing all of our expenditures when it comes to the full budget, but I'm comfortable with making sure that we have this through the end of this fiscal year.

3:31

Alder Roman O'Neill, I don't mean to put you too far on the spot, but we uh is there anything you want to say on FT 1026?

3:40

Um no, I'm good.

3:42

Thank you.

3:43

You want a second?

3:44

Okay.

3:45

Um I believe there's a motion on the floor.

3:47

It has not been seconded.

3:48

Is there a second to the motion to make a favorable recommendation to FT 1026?

3:54

Second.

3:55

All those in favor, please say aye.

3:57

Aye.

3:57

Aye.

3:58

Motion carries.

4:00

Is there any other business for the I guess normally we get a finance director update at our finance committee meetings?

4:04

I don't think we have that on the agenda today.

4:06

Uh anything uh, you know, breaking that we need to know besides what we're gonna find out in an hour, Mr.

4:11

Palicall.

4:13

You should be able to speak.

4:15

Um just excited for this evening to have issue uh the budget and show you guys that we're uh moving forward.

4:21

So are we getting physical budget books?

4:24

No.

4:25

Oh yeah, it's better be glad Alderman Arnett's not here.

4:28

He would tear you a new one for that.

4:31

Uh okay.

4:33

We we we said we were gonna do an online version, and we will share how to do it and then the uh CIP book is online as well.

4:39

Cool.

4:40

Okay, well, we'll cross that bridge when we come to it in an hour.

4:43

All right, uh unless there's anything else for me than my colleagues, I'm ready to adjourn.

4:48

All those in favor of adjourning, please say aye.

4:51

Aye.

4:51

Motion carries, meeting adjourned.

Annapolis Finance Committee Special Meeting Summary – April 13, 2026

The Finance Committee of the City of Annapolis held a special meeting on April 13, 2026, at 6:04 PM in City Council Chambers. The meeting, called by Alderman Huntley, focused on approving the agenda, minutes from the previous meeting, and a single fund transfer (FT-10-26) to reallocate debt service savings to fund a Deputy Chief of Staff position. Alderwoman O'Neill arrived at 6:08 PM. The meeting adjourned at 6:09 PM.

Consent Calendar

  • Approval of Agenda: Alderman Thorp moved to approve the special meeting agenda; seconded and carried on a voice vote.
  • Approval of Minutes (FC 4.1.26): Alderman Thorp moved to approve the minutes from the regular meeting on April 1, 2026; seconded and carried on a voice vote. (Alderwoman O'Neill arrived at 6:08 PM, after this vote.)

Discussion Items

  • Fund Transfer FT-10-26 – Debt Services to Mayor’s Salaries and Benefits ($36,300): This budget revision transfers $36,300 in appropriations from the Nonallocated Debt Service account (unused debt interest savings) to the Mayor’s Office Salaries and Benefits account to fund a Deputy Chief of Staff position through the end of FY26 (June 30, 2026). Alderman Thorp moved to recommend FT-10-26 favorably. He emphasized that the transfer follows the city’s transparency process and is a unique situation because the budget for the next fiscal year was to be presented later that evening. He noted that while the position had been debated significantly, the fund transfer simply moves money to pay the employee once hired. Alderman Huntley supported the transfer, stating it uses savings without taking from other priorities and helps deliver on customer service. Alderwoman O'Neill had no comment. The motion was seconded and carried on a voice vote by all three present members (Huntley, O'Neill, Thorp).

Key Outcomes

  • FT-10-26 Approved: The committee unanimously voted to recommend favorable approval of Fund Transfer FT-10-26 to the full City Council. Transfer: $36,300 from Nonallocated Debt Service to Mayor’s Office Salaries and Benefits for a Deputy Chief of Staff position through June 30, 2026. Vote: 3-0 (voice vote). No public testimony or objections were recorded.

Note: The meeting was called to order at 6:04 PM, and Alderwoman O'Neill arrived at 6:08 PM. The meeting adjourned at 6:09 PM. No finance director update was provided, though normally scheduled.
