It's a City of Annapolis Proclamation, whereas the City of Annapolis has a diverse lesbian, gay, bisexual, bisexual, transgender, and queer LGBTQ community and is committed to supporting visibility, dignity, and equity for all people in the community, and whereas the city of Annapolis has a diverse LGBTQ community and is and many of the residents, city employees, students, visitors, and business owners within the city of Annapolis who contribute to the rich enrichment of our city, are part of the LGBT community.

LGBTQ Pride will be celebrated during the month of June in the City of Annapolis, and I do hereby proclaim June 2026 as Pride month.

I want to extend my hearty thanks to my fellow council members for your patience at last week's all-day council meeting on the city budget.

The good news is you won't have to do that again for another 12 months.

I want to thank you all for participating in such a collaborative process, some of which we tried for the first time.

There are still elements that we can tweak for next year, but I am happy that each of you was able to participate meaningfully in outlining spending priorities.

Of course, before the council got the budget, we incorporated feedback from the city staff, the private sector, the nonprofit world, and city residents.

One about the Stanton Center and the other about the HACA legal settlement.

In the post of Roadmap for Historic Stanton Center, I made it clear that my administration is fully committed to renovating the Stanton Center.

The historic building is a cornerstone of the Annapolis community's heritage and is listed on the National Register of Historic Buildings.

We are going to do right by the neighborhood and the building by restoring it and thoughtfully renovating it with an eye towards the community's needs.

The budget changes that you see in the FY27 budget are not a step backward.

They are a roadmap for keeping the project moving forward.

The first phase is planning and design, and that process will start this summer.

It will include robust community involvement, and we look forward to hearing more from friends and neighbors of the historic Stanton Center.

The other post provides as many details as I'm able to provide about a potential legal settlement.

In a path forward on public housing, I address the proposed 15 million dollar settlement to resolve two public housing lawsuits.

Our remote main focus is on improving conditions at Housing Authority of the City of Annapolis or HACA properties.

This settlement allows the city, HACCA, and residents to move forward to achieve that goal.

on Wednesday, the National Eucharist Procession Pilgrimage, which includes St.

Augustine, Florida, Portland, Maine, and Philadelphia, Pennsylvania, will visit Annapolis, Maryland.

The Archdiocese of Baltimore is expecting hundreds to join a march that will begin at St.

Mary's on Duke of Gloucester, continue on Green Street to Main Street, to Church Circle, and end at Lawyers More Lawyers Mall off College Avenue.

Next, I recently announced nominees for leadership positions in city government, human resources director and finance director, and I thank the city council for taking these two nominations under consideration for tonight.

For the human resources director position, I've nominated Charles Hall.

He brings more than 15 years of experience to HR in HR management, including serving as the HR director for the district of the city, District of Columbia City Government.

Hall's nomination was introduced at the May 26th council, and I'm asking this council to hold a final vote on its confirmation tonight.

My nominee for finance director is Karen Ajay, who has served as deputy director since February.

We are fortunate to be able to promote talent from within.

Speaking of city staff, I'll end by congratulating two of our employees in the Office of Emergency Management.

They received awards at the recent Maryland Emergency Management Association Symposium.

MK Seborowski, senior planner was honored as Maryland's emergency manager of the year, and David Mendel, Deputy Director of Emergency Management, was awarded Maryland's mitigation project of the year for the City Doc Project.

I feel incredibly lucky to have such dedicated, passionate and passionate public servants working for the city of Annapolis.

Next, our Ombudsman has created a great resource for constituent services that informs residents, businesses, and visitors where to go directly to access the resources they need, whether that's parking, DPW, traffic signals, trees trimmed over our sidewalk, community outreach, or other services.

Our Golden Pass summer parking program for folks over age 55, 55 and older, and you do not have to be a city resident will to participate.

Juneteenth will take place on June 19th and 20th in our city.

Uh in the city with our Cars Beach concert presented by Annapolis Recreation and Parks on Friday.

Please note that city officers are closed on Friday in observance of the holiday.

And then the next day, Saturday, June 20th, join us for the for the annual parade and festival.

From there, it'll travel along Calvert Street to West Street to Amos Garrett Boulevard, which will in the future have a signal intersection.

And at the clusion of the parade, the festival will take place behind Maryland Hall.

Um we are going to be getting a report from Spa Creek Conservancy.

Um we've had a number of inquiries over the past many months about potential water quality issues in Spa Creek.

And so I wanted to invite Spock or Conservancy to kind of get the final definitive word because they are doing the water quality testing and um so looking forward to hearing what they have to say.

Some of us did just swim in Spock Creek uh this past Friday, and um we look pretty healthy, no extra arms or anything.

Um it was actually a very enjoyable experience.

I hope we can um do, I hope they'll do it again in the future.

We updated requirements.

Well, we recommended favorably as amended the updating requirements for publication of the Charter and Code of City of Annapolis, which was legislation you sponsored, CA 126.

Uh, that also came with an amendment by Alderman Savage.

We also recommended favorably that amendment uh this amendment ensured uh that there be paper copies available uh even with the um transition of electronic and bringing it up to speed or up to date with the current times, removing outdated provisions.

We also recommended favorably um 0626, the oversight of the city's firing range currently in the code.

It only allows the mayor to approve of access to the firing range.

This update will now allow our police chief and anyone who they are to designate to give access to the firing range in the city.

And lastly, we also recommended favorably as amended 01026 reducing the Human Relations Commission membership, which was sponsored by Alder Woman, Conte.

That was something that we couldn't get answers on, and we're just pretty excited about that.

I know the public housing issue was a difficult one that was left you.

Um, isn't that amazing that that we would worry that um apartments and homes rented by very wealthy people?

There's a inspected, but ones that are subsidized by government aren't.

Well, I like the equity, and so does every other Annapolitan, I think.

Um we still have other issues, um, but I love the outreach and I like the communication and I like people responding.

I want to thank Harry very much for getting back to me on the issue that I testified last time.

And I also want to commend the police as well as the activity that's going on.

Um, the doorman next door and the police officers, and a special shout out uh to Captain Thacker.

He has worked with me, he's worked with others, and the officers that we have down there are just constantly looking out for us.

And the bulk of the problem is gone, and we hope that it will be gone permanently.

The one issue there's several other issues I could bring up, but I wasted all my time congratulating you on how great you guys are.

So, but we do need to address the bathroom issue.

Um, one of the promises that we were all made was that there was going to be public and air conditioning and that.

I just I lived down there and I just went and checked on the bathrooms, and yes, we do have um some wonderful port a pots, which of course everyone likes to use and the ones that are really nice and air conditioned they're locked up which is frequently the case the lines in I don't think it's fair that all these signs are directing everybody to marketplace because that's the one that's most obvious on your list people don't think oh I'll go into the Hillman garage and um conduct business or to go all the way at some obscure place at the end of Prince George Street looking for a bathroom that they can use the lines frequently in there are incredible and I gotta tell you when you go in there now I taught my little boys how to hit the target with fruit loops you know drown the blue one drown the pink one these people are not doing that and they have to spend all sorts of time throughout the day cleaning that bathroom sometimes the line can be 50 or 60 people along even with and that's not including the school groups so I think that we need to address that I thank you for your time would love to address the issue that I have before of you guys of um the uh whiting turner leaving the filters in the storm drains so my store still floods every time it rains I don't think that's fair and I think we should revisit the parking enforcement on Prince George Street.

Ms Hallettes in the microphone good evening I'm Wendy Hallett Ward 8 311 Chesapeake it's an issue that I brought up with our predecessor in ward eight we talked about it a couple years ago and this is the efficiency of parking in Eastport on the street where a ton of people come to park for free and then walk over into the city.

The other issue is that where I live 311 Chesapeake is right in sort of the heart of the restaurant section of Eastport which is fantastic.

It's so nice to have that in the neighborhood but people that are coming from outside of the neighborhood are generally not particularly courteous when they're parking so we currently have wide brackets that are like this and this that will be let's say three parking spots long but people come in and they leave about five feet behind them on the one side five feet in front of them on the other side so two cars are in a spot designated for three I've got umpting pictures on my phone I don't want to bore you with it but I walk my dog three four times a day and I'm constantly taking pictures of the inefficient use of the street parking in Eastport.

So um Mr Thorpe your predecessor had indicated that as soon as they were done tearing up the streets for all the subterrain work that they did that they would repave and repaint the parking areas some of you that were Alderman at the time were here I believe for that meeting as well he asked for a diagram I mailed him one it's really easy it's the brackets and then a little T mark that indicates this is one space this is one space this is one space.

There's two space for two cars in front of my home and I would say 99% of the time it's one car straddling the entire section so I just think traffic and parking is consistently a problem or an issue in Annapolis.

This seems like a really inexpensive fix.

I don't know if my timing is great with the new budget being passed but I'm hoping that there are at least some kind of funds set aside for issues that pop up that perhaps were not budgeted for I don't know how much metallic paint costs but it doesn't seem like it would be much to do a little tea that's my contribution for this evening hope you all have a great night and thank you all for your service to our city and for what you do to improve it constantly greatly appreciated.
