Um I've just learned that Gary Lasada may actually have been rescinded, may not want to be a nominee, but so there's four people at least that have already been nominated.

Um is a resolution in front of you.

Uh if you wish to nominate anyone, you can do that tonight.

Again, if if uh they've already been nominated, if you're nominating the same person, it it's neither good nor bad.

It doesn't do anything specific.

Um it just shows your general interest potentially, but this is not voting tonight.

This is just nominating people tonight.

Um the next steps will actually be voting in December.

We will get the final ballots as of October thirtieth tonight on your agenda, as I said is a resolution titling about uh if you want to nominate anyone else.

Um there are requirements for these people, but we will have to get it to the TAD board.

We're gonna move on down to three point two downtown farmers market update.

John Chapman.

Afternoon, John.

Good afternoon.

John Chapman, long-range planning manager.

Oh sorry about that.

Give an update on the farmers market, uh coming up on the close of the twenty twenty-five season.

Uh it's been a very successful year.

Um so I'll go over the year and review as well as an update on transportation and public safety, update on our markets and events, uh, license agreement amendments, as well as next steps.

So before I begin, uh last week, uh the short horn at the UTA campus uh published a great article about the farmers market, just celebrating uh six months of uh community uh through produce and crafts.

Um so if anyone has a copy of the short horn, I definitely encourage y'all to read about it.

Some great uh comments in there from students as well as visitors from abroad, not abroad, but um from adjacent cities.

So we're looking forward to to more headlines such as this.

Some notes as from this is from Placer AI as well as the market operator.

We had about 19,000 visitors to the market area itself between March 29th and September 28th of this year.

That's about a two almost a 200% increase in attendance uh to this general area year over year, uh, which is great for downtown Arlington.

Meaning of the residents or those who are coming to uh the farmers market reside south of the Trinity River and then north of I-20 within the city of Arlington.

They generally um have about 44 weekly vendors at the market itself and lots of interest for more vendors to come on board.

Uh vendors usually food vendors usually make up about 55 to 60 percent of each weekly market and Arlington residents or the vendors themselves make up about 32 to 38 percent of the weekly vendors.

Most people spend about 15 to 44 minutes at markets each week, and there's been 27 to date.

Late in the season, the downtown Arlington Management Corporation actually did a ground survey of people that were there on September 6th.

They found that the market was very valuable in supporting local and small businesses and fostering a sense of community, which was one of the key highlights that we brought to y'all when first discussing the farmers market.

Respondents expressed a high satisfaction with vendor quality, the market variety as well as the organization of the market through the four seasons group.

And then overall attendees viewed the market as an important resource for strength, both local businesses and community connections.

A few more highlights.

We're generally all excellent, very good or good.

Improvements to the market.

Citizens would like to see more variety of vendors as well as a larger number of vendors.

And so that is pointed us to some of the direction that we presented to the C and D committee in terms of some license agreement updates, which I'll get to here in a second.

Likelihood to recommend the market was extremely likely or very likely.

And then how did how did respondents first hear about the market itself?

And that was through a variety of either social media or drove by and then word of mouth.

Some transportation and public safety highlights.

Down toward the south at Front and Center Street, we have some updates coming with public works.

The intersection of Division Street and Front Street are planned to be power wash.

I'm sorry, that's front and center power wash to ensure that the crosswalks there and the bricks are a little bit more visible.

And then extending the sidewalks on both sides of Center Street down there at the south across the train tracks.

Right now there's a little bit of accessibility issues there, but the extension of the sidewalks on both sides to match what's currently there next to the dream park as well as existing on the east side of the farmers market will help with that for sure.

Depending on funding, that will begin in 2026 or 2027.

And then two big updates to the license agreement pertain to the license area use.

That would still be from 7 a.m.

to 4 p.m.

However, we would recommend based off of the great feedback that we've gotten as well as the great experience this year to allow for the license agreement to be used year-round and then to provide some administrative ability to review and approve an expansion of the farmer's market footprint to allow more use of that of that parking lot.

And that administrative authority would be given to the director of the department that's designated to administer the agreement, which is currently the planning and development services.

The exhibit for the market would also be updated.

We're proposing to include four expanded spaces to assist with ensuring that we're understanding exactly how much space the market operator is intending to utilize.

So we've created expanded spaces one through four, and those would be used as part of the special event permit application to understand exactly how much added space the market operator is seeking.

And then CND was very interested in following the UTA architectural studio that's actually taking a look at this site as part of a class exercise.

Earlier this month, uh the Arlington Management Downtown Management Corporation, as well as myself and some other staff uh actually took some time to go meet with the class and see some of their designs.

Uh they've kind of taken the site itself, the entire parking lot, and started to re-envision it.

Um the professor at the time didn't understand that this was where the farmers market was.

She's new to Arlington, so we were delighted that she just coincidentally picked a parking lot to re-envision it into a community space.

So she really picked the best spot.

Um a lot of great designs.

Uh, this was a preliminary exercise.

There were 18 designs that are going to be um brought down to six, and they will be um that will be part of their final exam at the end of the semester.

Um, so we'll send more information to y'all so you know when that is, so you can you can see some of the brilliant ideas that are coming out of the UTA architectural studio.

And then next steps, uh, we had our C and D meeting on September 16th to go over the license agreement updates.

Uh, today I'm presenting uh those updates to y'all, and we can have a discussion.

I'm available to answer questions.

Um Abby is also here, she's the operator of the four seasons market.

So if you do have any questions or you'd like to pass on any comments, she's available for you as well.

And then we'll be back on November 4th uh for a license agreement update, uh, pending any comments that y'all have.

Um, you did mention something on their um about the expanded spaces, the expanded area.

So did I hear you that you said that those would be subject to special event permits, or would they be so they would be on a um I don't know uh time by time basis, so we every week, or would they be would it be inclusive of a larger time period?

It would be inclusive of a larger time period, and that's but it's still a special event permit for each of those different colored sections.

So for instance, if the if the market operator ever decided to maybe expand for um special winter events, uh they would cement that special event permit for us, maybe for the primary area and maybe you know, one to an expanded space part one, two, three.

We would then review that to ensure that we're not creating uh problems for ourselves.

So those, but that's going to be every week that they would have to apply for that, or that for a number of weeks, a number of events in advance.

They can apply uh in advance for as many events as they'd like.

So long as they don't apply for those, then are they open to anyone else or not?

Um it would be.

Um so right now Saturdays are the days and from 7 a.m.

to 4 p.m.

where the farmers market kind of has the um the first dibs at the site.

Uh so long as we're given five days' notice that they'd like to expand more than what they have, uh they'd be able to expand.

So they just it's more like they have the first right of refusal than the farmers market right now for those extra spaces.

Yes, those would be utilized for for them.

You gave us some uh evaluation information from attendees at the farmers market.

Do we have any evaluation data or feedback from vendors who participated?

What do they think about the farmers market?

I believe they um, as I've heard, there's a there's still a lot of vendors that are very interested, but I can certainly hand the mic over to Abby who works with those vendors weekly.

Um so you want you wanted feedback about what the vendors think about the market?

Yes.

Did we do an evaluation with the uh there were quite a few?

I know there's a quite a few of them.

I passed their names and contact information on, and most of them were Arlington residents and or city employees that also come to the market.

I don't know if Mary in IT does glass work and she's at the market all the time.

So the vendors love it.

In fact, I'm having to turn vendors away, like they go home and are to the other markets and go, oh my god, Arlington's amazing.

And so then I've got 15, 20 calls a week.

Like, when can we get in?

So this expanded space.

I don't think I'd want to oversaturate the markets too much, but like especially during Christmas and like right before Thanksgiving, a larger market for more of those specialty Christmas or kind of holiday things we would like to be able to incorporate in without having to cause too much upheaval of moving everything around.

So that's just informal feedback.

You didn't actually survey there was a survey done.

I just don't know who it was that did it exactly because I've a lot of my vendors said, Oh, I talked to so and so and they gave them my feedback about the farmers market.

So I'm not quite certain where what group handled that.

Who did that?

We do.

We do have a waiting list.

And most of them are kind of duplicates of things that we already have.

Um but we do have some others because I've been trying to keep a higher food ratio being a farmer's market.

But now that we're moving into kind of holiday season, I'd like to pepper in a few days of extra crafts and gifts and things like that.

But usually it's just my craft vendors that are waiting to get in.

3.3 council priority enhanced mobility.

Keith Brooks.

Good afternoon, Mayor Council Keith Brooks, Director of Public Works.

Here to give you an update on the uh enhanced mobility uh priority.

So City Council created this uh enhanced regional mobility priority back in 2013, renamed it to enhanced mobility for uh FY 2026.

Uh the priority for focuses on improving efficiency and effectiveness of our transportation connections in the region.

There is nine uh business plan items under the enhanced regional mobility priority.

So we'll first go over uh several items that's in that plan.

So um the street condition, so start talking about updating the street condition.

So uh the street conditions, the lane miles with uh it has uh overall condition index of below 50 increase from 574 to nine, I mean 594, so 20 uh lane miles.

Uh but we are also utilizing our um street maintenance projects uh that we bid back in the uh the the third quarter, uh which will improve our lane miles uh by 27 lane miles.

So this item's on track.

Um also as we talk about the Southeast Connector Project, it's being managed by uh Text Dot that's moving forward.

Uh construction is anticipated to be complete in 2028.

So this item's on track.

Uh the city continues to complete Capitol Street uh projects.

Uh current projects include of course Mitchell Street uh that's uh started construction back in uh 2025.

That's from Collins to Sunnyville, of course, uh MLK Junior Drive, uh that's from Bardon to Green Oaks.

Uh that's that's uh scheduled to be complete uh by the end of this year, and then of course Debbie Lane from 360 uh to the city limits.

Uh that's also scheduled to be completed uh by the end of this year.

We also have several um uh residential rebuilds that are either under design and uh construction.

Uh so uh we have plenty of those that's uh we have a pretty robust uh residential rebuild program.

And then um as we talk about uh safe streets, so the uh safe streets Arlington uh plan implementation.

So we have an online dashboard uh that has been updated and implementation activities are ongoing of the 43 uh action items in the plan, 13 are ongoing, six are in progress.

So for a total of 43% of those items uh being worked on less than a year uh after a plan adoption.

Uh so staff will also bring uh more uh a more comprehensive update on that plan and implementation efforts to council in November.

So as we talk about um uh program highlights uh the city's uh multimodal uh delivery uh demonstration project, which was designed to show how far uh so show how air and ground robots uh could deliver groceries to residents uh in conducting uh in concluding after two successful demonstration periods in September 2024 and May of 2025.

So both of those across both demonstrations, over 300 grocery boxes were successfully delivered.

Uh final project reporting to the uh U.S.

Department of Energy is being completed.

So lessons learned from that project or will be useful in the cities uh as the city considers considers future projects.

And then, of course, the Arlington uh pilot express.

Uh so the city's it's the city's dynamic uh direct route pilot uh connects to stops in downtown Arlington and on UTA's campus with the Centerport Um TRE uh station helping to facilitate regional connections.

Uh the pilot service is fully integrated into the Arlington on Demand Service and is operated by VIA.

Uh Ridership has increased recently uh since the start of UTA's fall semester.

Marketing efforts took place in September at the Centerport uh TRE station uh to make riders aware of the service.

Currently, the service is averaging around 65 riders uh rides per week.

Um staff uh will have more information on the city's transportation services in the future uh council meeting in the fall.

So as we look at our scorecar and uh scorecar measures.

So a couple of things we have here.

We talk about uh total completed rides and active riders are tracked for Arlington uh on demand and total completed rides and on demand and on time performances are tracked for Arlington Handitran.

Uh so these measures are being tracked and are being monitored closely by our staff.

Of course, an active writer is a rider who has taken at least one trip uh within the quarter.

Um so some of the uh on-demand stats uh citywide uh service launch uh in FY 2025, there were uh 497 and 619 completed rides.

So as we continue looking at a couple of other measures, of course, we have uh travel time on Cooper Street is something that we measure.

We also look at uh the the uh number of traffic signals that are uh we're completing preventative maintenance on and signs that are being replaced.

Um I will also mention as we had talked about uh a little while ago about a street maintenance program.

So we did see uh, like I mentioned before, we did see a decrease in our OCI of uh less you know of uh roadways that were less than uh 50, uh but with our street maintenance program, uh we've added 27 uh completed uh or improved streets or lane miles uh within uh that program.

So we're still working on that uh and we're utilizing uh like I said, uh mill and overlay program and also our uh concrete panel replacement program.

So that's has been very effective in that.

So as we look at upcoming uh projects and initiatives.

Uh so one of the things we're doing in public works, uh we've been we've been uh contracting uh with the vendor, and uh they've equipped uh we're looking at our uh sidewalk condition survey.

So this is something that we'll be doing.

We'll we'll be uh doing surveys uh kind of similar to what we do with our roadways and our streets.

Uh so we'll be raiding our sidewalks so we can be uh more proactive with our uh sidewalk uh maintenance.

Uh so it's is equipped with this LIDAR technology, it scans the sidewalks uh in the public right-of-way and collect data to evaluate sidewalk conditions and compliance with ADA accessible standards.

The LIDAR stands for of course light detection and ranging, and this technology uses laser light to precisely measure distance and create three-dimensional maps uh with a high level of detail.

This state this data on sidewalks, ramps, and curves will be used to update our city's ADA transition plan, which is we're currently working on, and also our sidewalk master plan that we're also working on.

And at this time, I'll take any questions that you might have.

Um, if if in the future we could get more detailed information on the um direct route Arlington Express, you know, ridership and that sort of thing.

Uh another thing was uh I'd like us to look into perhaps some kind of joint venture with UTA UTA's MAV bus to also serve downtown so that students can come downtown, get home, and even maybe some buy-in from the city for city downtown residents to use the mouth bus to go to UTA events because there's a lot of events over there, sport events and things like that going on.

Uh it'd be a limited service, but it might be a good joint venture with UTA to utilize.

They've already invested in the in the uh physical buses and things like that.

Maybe we could buy in with that and just to serve downtown.

Uh just like to explore that possibility.

I know there's a lot of discussion about preparation for FIFA, World Cup games and uh regional cooperation for transportation.

Uh has there been work with our department of transportation?

Can you talk about our involvement?

Uh yes, actually.

Um I was gonna see if um Ann or Alicia was here, but um I saw Alicia.

Good afternoon, Alicia Winkleblack, Director of Transportation.

Yes, the transportation department um, in addition to actually most of the city departments um have been very involved in the FIFA work.

We're working directly with the council of governments, so they're acting kind of as a regional coordinating piece for everything transportation, and then we're plugging in along with public works where where we need to.

So from the transportation department side, we mostly have been focusing on um getting ready for air taxis or offering air taxi type demonstration.

Um, we'll have that opportunity down at the airport.

Uh then we're also coordinating with them and offering assistance and their ability or their efforts to locate a ride share lot and make sure that all of the coordination with the bus bridge and that kind of activity to be able to get people into and out of the city um works appropriately.

Is there going to be a um a special app or a special marketing of our app for all these millions of visitors that are coming?

I am actually not Jennifer.

Do you may have more information on that?

Yes, um, council member.

Um so um FIFA will have an app that we are going to be invited to share information on.

So there'll be a single app because um folks who attend the the um the matches will go to a multiple matches in different cities, so they won't have a single app which will have tickets and other things on them and transportation information.

So we'll be able to feed information into that.

Uh we are not going to separately promote the perhaps the asked Arlington app or anything like that.

The most useful app for these folks who are visiting is going to be the FIFA app, but we'll be a part of that sharing our information.

We discussed the FIFA stuff, and one of the things that came up and it um was if somebody took a shuttle from Denton, how many times they would have to change different trans um transportation um what is it called authorities and so they're trying to work on a on the app that tells them how to do it directly rather than have to go to you know you take Dart and then you take TRE and then you do this, it's just too difficult.

So but that's something that they we we talk instead extensively about it.

We'll go on to 4.2 Arlington Housing Finance Court.

Today the financing corporation discussed react actions related to a project called the reserve at Mayfield.

In 2022, the board issued bonds for the development of this senior affordable housing development.

The construction at the reserve in Mayfield is complete, it's fully occupied.

Uh the original action back in 2022 anticipated refinance refinancing from construction loan to a permanent mortgage loan, which will involve the AHFC issuing bonds refinancing the original issuance.

There are two items that were that to be required to be completed in advance in advance of the housing finance corporation's board action, which is tonight's public hearing, which you'll see on your city council docket, and a resolution authorizing the submission of a general no litigation certificate, which is legal steps necessary to issue the bonds to complete the transition from construction to permanent financing.

The second thing that we heard was a proposal from a company called April Housing related to uh the already existing Mayfield Park Apartments.

Mayfield Park is an existing affordable housing development whose affordability expires in 2030.

April Housing has requested the board approve a resolution allowing them to apply, just apply for an allocation of private activity bonds for the acquisition and uh rehabilitation of Mayfield Park, which would fully rehab the development and extend the affordability period.

Um there are lots of approvals that would have to occur before this could actually happen and move forward.

But the board approved this initial step to allow them to at least apply for bonds to potentially do it.

Uh the AHFC's financial advisor and bond council will work with staff to determine if in fact a viable partnership can be struck with April housing for this particular initiative.

And they would be requesting at least a partial property tax exemption, but the board members made it clear that in any event of any arrangement, there would have to be a payment in lieu of city taxes to the city to make sure the city's made whole for any taxes.

And also it would have a ratchet on it that would increase the amount uh that would be paid in a way consistent with the increased valuation of the property when it comes to that payment in lieu of taxes to the city.

So that's it.

4.4 City Council External Committee and Training Reports.

The first one is with me with the Terrant Regional Transportation Coalition Board of Directors.

Uh we met on September 24th.

A number of things were discussed, including an upcoming meeting uh for members only here at Troy's and Arlington at Texas Live.

Um the keynote speaker on that will be former mayor of Dallas, Mike Rollins, and Linda McMahon, the CEO of the Dallas Economic Development Council.

Um cost of every city for the participating in TRTC, their dues went up.

Uh we had a financial report, and we discussed uh uh the participation of Tarrant County officials that included myself, Mayor Parker, Judge Tim O'Hare, Victor Vandergriff, uh for Tarrant County and the um Fort Worth district of TechSot and the uh study that's being done to look at um how much monies we can receive from the state regarding the Fort Worth district.

The Fort Worth district, just so you know, handles I think it's seven or eight different counties in the area.

Our planning committee for the study is about 30 people on there.

Four of those people are uh uh officials from Terrent County.

Uh, it's where we ensure we get the money to complete projects like the Southeast Connector and stuff like that.

Uh B, North Texas Commission Board of Directors.

I was actually in Oklahoma City at a U.S.

conference of mayors uh leadership meeting, and I wasn't able to attend that.

We'll go on down the Cexas, North Central Texas Council of Government's executive board, Mr.

Hogg.

Do you have anything to report on that?

I do, Mayor.

Uh, we had uh another monthly meeting.

Um, it's the council of governments seems like every month we're taking on new AI group contracting.

Um, the council is definitely going through a lot of procurements over group contracting, building and plan reviews for AI.

So I just say that for the city as we start exploring more.

The council's trying to touch on many of those things.

We also uh, real quick, we approved our budget, um, 404 million dollars, 77% of that is federal funding.

Um, it was an increase.

The rest are uh state and local funding.

Um, it was an increase in 36 million dollars with about 31 million of that being through transportation.

I always remind people the council governments is funded off of federal, you know, federal grants is the key factor from what they have.

So the last thing I'll say is we had an extensive long discussion as the executive board about the government shutdown and how these projects are still funded, what happens if it extends longer.

Um, the council's got a lot of really good mechanisms to continue funding, um, even through a longer shutdown, um, but being cautious over that the whole side.

So I say it from our perspective.

Usually they're funded in our arrears, kind of, you know, like here you go, you get the funding, and then the project goes.

So even if it happens, they can close things down and shut off grants, but they've also got some uh money they utilize to be able to help fund things, even if they haven't like right now received the funding because just the shutdown slowed it down.

But uh they're prepared for that.

Um the budget's squared away, and uh the new executive director, uh former Ellis County Judge, Tom Little's doing a great job of really structuring the organization.

So that's all I have from council of governments.

Uh Tarrant County Mayor's Council.

Uh I met with them on October 6th.

Um, a number of things were discussed.

First of all, we had a legislative update from the new director of intergovernmental affairs, Aaron Tallaferno.

Uh, and uh it was what we've all been hearing all along.

I'm not gonna go go on and on about all the changes in the legislative issues, but uh just a lot of the we don't know, we're still waiting to see what happens type of stuff.

We had a great presentation from Dr.

Brian Byrd, who is the public health director of Tarrant County.

Um his presentation dealt specifically with some of the uh issues that are coming out of Washington with the head of our human health and uh services uh department, and um he says he's not making recommendations based on politics, that he's making recommendations based on sound medical advice and science, and he recommends that uh people continue to get their vac uh vaccines and um things such as that.

And um it was pleasant to see a nonpartisan voice uh leading the charge medically in Tarrant County.

Um I did the community profile.

Arlington was the community profile.

Uh one of the things we got to talk about was Fort Worth and Arlington have been identified as the two safest big cities in the entire state of Texas.

So uh that speaks volumes for what's going on here at Tarrant County.

Somehow Fort Worth got ahead of us on that.

They were uh number three overall in the country, and we were number seven in the country.

Uh, but we were the two safest cities in Texas uh had three of the top ten safest big cities in the United States.

So I was I was very pleased with all of that.

Um, and that's about it for the Tarrant County Mayor's um Arlington Convention and Visitors Bureau Board of Directors, Mr.

Hogg.

Um, yes, mayor.

We met on October 9th, the RTC approved several items.

Uh the first one was competitive funding for community engagement and outreach activities, uh, which included for Arlington's handy tran service.

This will provide $311,000 over a three-year period for Handy Tran.

Um we also approved the 2025 RTC priorities related to federal transportation funding.

Uh we also approved the funding to support increase, cost increase in the TRE rail line double tracking project.

Uh, and I think Mr.

Russ Gamber will be excited about this.

Uh, we call uh we also approved a call for projects to replace heavy-duty vehicles with zero emission vehicles.

Uh RTC also, as I mentioned earlier, RTC also received an update on the FIFA's 2026 transportation plan for the region.

Our next meeting is scheduled for November 13th.

Uh, additionally, uh, the transportation, the transit vision subcommittee met after RTC, which I am a member of.

Uh, we received a summary of comments from the first meeting.

This summary highlights the comments from the first meeting, uh, noting that many committee members were not able to attend, including myself.

Uh Michael Morris gave us an overview of transit 2.0 highlights.

Uh the committee provided its comments on the priorities from the transit agency's letter.

Uh the committee collectively agreed that the next steps envisioning should include a summary of all RTC members.

The last one was the U.S.

Conference of Mayors leadership meeting.

Uh that occurred September 26th and 27th in Oklahoma City.

I attended that leadership meeting.

Uh, some of the main priorities that were discussed were today's political violence that is occurring all over the country.

Uh the U.S.

Conference of Mayors signed a resolution at the Oklahoma City Memorial and Museum where the bombing took place.

Uh where the bombing took place.

Um denouncing the the political violence that's being experienced.

Uh the administration's efforts to roll back climate uh protection was discussed.

Uh there was a group of three Brazilian mayors, um, Mr.

Galante.

I don't know what caused Brazil to show up, but they did in full force.

Okay, say you in very good company.

That's all I can say.

Um but uh the Brazilian mayors sat through the leadership meeting of the US conference, and they did do a presentation.

They spoke on the uh the ramifications that the tariffs are having on the Brazilian cities.

Uh one of these particular cities I found interesting was a large shoe manufacturer that made tennis shoes, and um they talked about the problems associated with now not being able to afford to be shipping these shoes up here to the US.

So it was interesting getting other perspectives on issues like the tariffs.

One of the big things that we talked about was understanding data centers and their impact on cities.

That is a huge thing going on right now all over the country, and data centers are popping up everywhere, facing the challenges of public health issues as they relate to the changing federal standards.

Um there was a legislative action committee report, and that was pretty much it.

Um and then I also want to real quickly bring up item 13.2.

That is the resolution um appointing um or nominating individuals for the TAD board.

I know Ethan discussed that with you um this afternoon.

Currently, the resolution has blanks, so if there's any interest in putting names in the resolution, um, we would be interested in your feedback right now so we can make sure that you have the resolution this evening because there is a deadline of midnight tonight to get that resolution signed and sent over to Tad.
