- Public Hearing – TIRZ Number One Amended and Restated Project and Financing Plan (Item 10.1): Lindsay Mitchell (Director of Strategic Initiatives) presented the amendment, which increases the total plan from $61 million to $183 million to fund downtown development. - Public Hearing – Zoning Case PD25-18 (1605 Wilma Lane) (Item 10.2): Staff reported 292 responses in opposition, with 19 of 20 properties within 200 feet opposed (68.28% opposition). Under HB 24, five votes are required for approval. The applicant (Nikki Moore of MMA) presented a plan for 24 detached single-family homes on 3 acres, with deviations due to steep topography and tree preservation. After negotiation with neighbors, the developer agreed on the spot to reduce the five home sites on the east side to four, making them 50x100-foot lots that meet RS-5 standards. Council members praised the developer's flexibility. Councilmember Shelton questioned the overwhelming opposition, but the applicant noted the petition was sent before the neighborhood meeting and that many signatories were outside the immediate area. Leslie Story (resident) expressed lingering concerns but acknowledged the compromise. The motion to approve with the amended east-side lot count passed (Councilmember Gonzalez motion, Councilmember Hunter second).
- Public Hearing – Zoning Case PD25-21 (1013 North Mesquite Street) (Item 10.3): Staff noted that initial opposition turned to support after the applicant revised plans. The applicant (Jacob Scoggins) presented a nine-townhome project on 0.92 acres within the Entertainment District Overlay (STR zone). The plan includes a central spine, landscaping, a dog park, and a stormwater detention pond. The developer (Ms. Muyan, an Arlington resident) stated the units are intended for long-term rental but she wants the option for short-term rental given market conditions. - First Reading – Amending the FY2026 Operating Budget (Item 11.1): CFO Spencer Slider presented two amendments: (1) increasing water/wastewater fund appropriations by $10,950,000 to purchase land for a future water utilities headquarters and offset operational expenses, and (2) increasing debt service fund revenue/expenditures by $1,155,000 to cover higher bond issuance costs and arbitrage expenses (offset by bond premiums). Well, good evening, everybody. Welcome to the evening session of the Arlington City Council meeting. I'm going to go ahead and call this meeting to order. It is August 4th at 6.31 p.m. I'm going to invite the Reverend Eve Kikendall, and I'm sure I per mispronounce that name to come on up from UTA Wesley Foundation to lead us with an invocation. Please stand if you can. If prayer is your way, please join me in a posture of prayer. God of grace. You loved us before we could earn it, and you love us still, not because we deserve it, but because love is who you are. You made us in your image, every person, every nation, every stranger at the border, each one carrying your likeness, your breath, each one worthy of dignity that no law can grant, and no law can take away. Teach us to see your image in one another. Teach us mercy that does not calculate first. Remind us we are called to first love our neighbor, our unhoused neighbor, our immigrant neighbor, our transgender neighbor, as ourselves. Remind us that you have given us grace enough to extend to others. But Lord grace is not softness and mercy is not silence. Give us also the courage of your justice, the kind that troubled the prophets, the kind that overturned tables, the kind that asked not, is this permitted, but instead asked, does this protect the least of these? When what is legal and what is right come apart, give us the clarity to see the difference and the courage not to look away. Let us not hide behind order when order does harm. Let us not call it peace when it is only silence. Make us people who love mercy, who act justly, and who walk hum humbly with you, not as a burden, but as a way of being made whole in your name, who is grace and truth and righteousness all together. For all other items on the agenda, speakers will be given three minutes to speak. If multiple speakers plan to provide the same or similar comments, those speakers may, if they so desire, designate one or more individuals to provide public comment on behalf of the group.
