The Planning and Zoning Commission convened as the Capital Improvements Program Advisory Committee (CIPAC) on April 17, 2024, at 5:46 p.m. at City Hall. The committee considered approval of the previous meeting minutes and adopted a resolution transmitting the January 2024 Semi-Annual Report to the City Council.

- Minutes from the September 6, 2023 CIPAC meeting were approved by a motion from Commissioner Greer, seconded by Commissioner Finley, with 8 ayes and 0 nays.
Discussion Items
- Richard Gertzon presented the January 2024 Semi-Annual Report on impact fee capital improvements. He explained that impact fees ensure new development pays a proportionate share for new infrastructure. For the period July–December 2023, the following collections were reported:
- Roadway impact fees: $370,156
- Water impact fees: $467,894
- Sanitary sewer impact fees: $196,298
- Total: $1,034,347
- Construction continued on three roadway projects and two water-related projects during the six-month period.
- Richard noted that the most recent six-month period represented the lowest collections since the program's inception in 2017.

Let's take up where we were on the Capital Improvements Program Advisory Committee and go back to voting on the minutes. A copy of the minutes were sent to each commissioner from our September 6th, 2023 CPAC meeting. You've had time to look. Are there any changes or any corrections? I have a motion to approve from Commissioner Greer and a second from Commissioner Finley. Please cast your votes. Motion passes 80. Tonight we will consider a resolution to transmit the Capital Improvements Program Advisory Committee semi-annual report to City Council. At this time, I will call on Richard Gertzon to present the report on the Capital Improvement Program Advisory Committee for January 2024. Thank you, Madam Chair, members of CPAC. The Planning Zoning Commission meets twice a year in its role in its role as CPAC to consider the semi-annual report of the impact fee capital improvements program. You have before you tonight a resolution that, if approved, will transmit the latest report to the city council for their information. The central concept behind impact fees is that new development should pay a proportionate share of the cost of new infrastructure that is required to serve that development. Impact fees in Arlington are used to help finance public infrastructure for water, sanitary sewer, and roadways. For the roadway impact fees, there are 10 districts established, and impact fees can differ, although they don't, generally speaking, in Arlington. They can differ between these districts depending upon the magnitude of the capital improvements projects that are planned for each of the districts. Water and sanit sanitary sewer impact fees do not vary by district. For the period of you know, as many times as I looked at this this slide, uh you know what I'm about to say. It is for the period of July through December of last year of 2023. The roadway impact fee collections were 370,156 dollars. Water was 467,894 sanitary sewer was 196,298 dollars for a total of 1,034,347. Construction continued during uh the last six month period on three roadway projects and two water related uh related projects. Historically, um this is a a look at how our collections for the last six-month period stack up against prior collection periods. Uh as you can see the uh the most recent period shown here on the far right. It is actually the lowest six-month period for collections for our entire 2017 program since its inception in 2017. The next steps again are to transmit your comments and the January 24 CPAC report to the city council by way of uh approving the appro the proposed resolution.
