The subject site is approximately 3.24 acres, addressed at 4400 South Collins Street, currently zone airport overlay general commercial and airport overlay community commercial with a request for airport overlay for a limited general commercial uses plus an upper mid-scale hotel with a development plan.

The subject site is uh just south of the East Interstate Highway 20 service road and just west of South Collins Street.

These are site photos with the highlighted follow up photo actually being the subject site with the Arlington uh airport in the background, just to the south, immediately south is the uh A Loft Hotel.

And uh as well as to the east, you have a additional uh commercial uses along South Collins Street, which is uh a gateway to the city and a commercial corridor for the city.

And this is the South Collins edition uh the site of the entire set site was planted in about 2017 and has seen a lot of development since uh currently you had initially it was the um you had the self-storage facility, you had the A Loth.

Uh now the uh you have a Murphy's uh Express gas station and Dutch Brothers, and you currently have a Chipotle uh under construction on that site and then east of the site across um South Collins Street.

You have three hotels, uh existing hotels as well.

And this is just language from the unified uh development code in relation to um hotels in the airport overlay.

Uh they are required uh effective as of uh May 1st of this year with this specific use permit, uh, given that all rooms shall be suites, have defined living areas, separate bathrooms, kitchenettes, interrogate workspaces, on-site meeting facilities, uh pools, fitness center centers, et cetera.

And this is a site layout again, it's just south of uh the I-20 service road and uh west of South Collins Street.

Uh there will be there actually is an access point, a portion of the lot, um, a portion of the lot uh to the north that uh comes off of the uh I-20 access road, is it's really just an access easement just to allow access from that service road, and then you're gonna have three access points from uh South Collins Street to actually access the internal access easement, which would provide access to the hotel.

And the hotel is the development plan, it will be an upper mid-scale hotel, 81,050 square feet, five stories, uh, all-suite hotel consisting of 134 rooms.

There will be 14 rooms on the first floor.

Floors two to five will consist of 30 rooms each, all access via an internal um hallway.

Amenities will include 3,000 square foot lobby, a thousand square foot of meeting space, 674 square foot fitness area, business center, a guest laundry area, breakfast area, market area, outdoor seating area, fire pits, and a swimming pool.

And again, this is the uh hotel saturation just of the existing hotels uh that are existing uh within two mile radius uh of that uh airport overlay.

So this would add to that hotel stock uh in the area with the additional hotels again, which uh you know a lot of um you have the uh pilots that do training in the areas mentioned in work session.

So this will bring uh these 134 rooms will bring that total up to just over 1,300 rooms in that that general area.

And this is the first floor uh layout, uh, which is show um at the opening of the hotel.

Basically, you're gonna have the portacay here.

It's gonna have a water feature there as well.

Uh, then you have uh adjacent to the portage, you're gonna have the fire pits, outdoor seating area.

Uh you have the meeting space.

Uh this is the um lobby area.

You're gonna have meeting space fitness center, a breakfast area, a market area, all on the first floor, and this is a floor out uh layout for floors through to five, which will uh consist of we have 30 rooms on each floor.

These are just the different room types, uh, with the smallest being 364 square feet, and the average room size of 414 square feet.

These are again are the building elevations.

Uh that that east elevation is the one that'll actually be the Murphy's, the Murphy's is actually in front of that on Collins, but this will be the part that actually faces Collins, uh, consisting of uh brick, stucco, and easy the hotel entry features with the again the portacochet, uh the water feature, and you're also gonna have the um the sitting areas and the and the fire pit area there as well.

And this is the landscape plan that it actually meets all the requirements uh of the landscaping.

There will be uh on South South Collins Street, and then there'll be landscaping internally to the site, and it meets most of the landscaping requirements, uh, which is the reason for the uh item actually being a PD as uh on that rear property line.

It's it's uh shares a property line with the Arlington Airport.

So the deviation is not due to the applicants, basically due to the airport uh request from the airport in order for them to meet FAA regulations to not have uh birds or any type of wildlife um gathering in the area with flights and things coming in.

So that's the only reason for the deviation, even though uh they won't provide the necessary landscaping in that area, they are still providing some trees on the landscape islands in the rear portion of the of the site.

The Arlington Planning and Zoning Commission held a regular session on June 5, 2024, starting at 6:07 PM in the City Hall Council Chamber. The commission considered approval of the May 15, 2024 minutes and two zoning cases. Zoning Case PD24-11 (Home2Suites Hotel)

  • Proposal: Change zoning from Airport Overlay (APO) - Community Commercial (CC) and APO - General Commercial (GC) to APO - Planned Development for limited General Commercial (GC) uses plus an Upper Midscale Hotel, with a Development Plan. The site is 3.24 acres at 4400 South Collins Street.
  • Staff Presentation: Senior Planner Clifford Golson reported that the hotel will be an all-suite Home2Suites by Hilton, 81,050 square feet, five stories, with 134 rooms (14 on first floor, 30 each on floors 2–5). Amenities include 3,000 sq ft lobby, 1,000 sq ft meeting space, fitness center, outdoor pool, and landscaping. A deviation from rear landscaping was requested due to FAA wildlife regulations at the adjacent Arlington Airport.
  • Applicant Presentation: Hieron Desai of Stonewall Hotels (family-owned developer/operator) stated they own the adjacent Aloft Hotel, will operate this hotel in-house, and use Hilton’s extended-stay brand. Average length of stay is 3–5 days. The hotel cluster is intentional, and the airport is a demand generator. Current Aloft vacancy is ~21.5%.
  • Commissioner Questions: Commissioner Talambas asked about EV parking (10+ spots) and design details. Commissioner Finley expressed concerns about lack of neighborhood notification and the high concentration of hotels (9 hotels within 2 miles). She voted against. Commissioner Talambas asked how the hotel’s average daily rate (ADR) would affect the city’s goal to raise ADR. Staff noted the STR chain scale change and that new hotels improve ADR.
  • Public Comments: No public speakers other than the applicant.
  • Vote: Motion by Commissioner Ware, seconded by Commissioner Payne. The motion carried 5-2 (Chairperson Gibson, Commissioners Talambas, Ware, Carter, Maddox in favor; Commissioners Finley and Payne against).

Zoning Case ZA24-4 (1865 Wimbledon Drive & 5031 Mansfield Road)

  • Proposal: Rezone approximately 2.203 acres from Planned Development (PD) to Community Commercial (CC). The site currently has a daycare center and offices.
  • Staff Presentation: The existing PD is from the 1980s and outdated. The applicant intended to keep the daycare and add speculative office uses. Access easements already exist.
  • Applicant Presentation: Glenn Irby of RealTex Ventures stated they developed the site 25 years ago. They plan to reduce playground areas, improve parking, landscaping, and traffic flow. The daycare tenants (Learning Care Group) are on 10-year leases and approve of the changes. The goal is to clean up zoning and allow flexibility.
  • Commissioner Discussion: Commissioner Talambas expressed concern that straight CC zoning could allow more intense uses harmful to adjacent residences. He suggested Office Commercial (OC) instead, which is less intense and still allows daycare. After clarification from staff and engineer Joy Stanton that daycare is permitted in OC with supplemental standards, the applicant agreed to OC.
  • Public Comments: No public comments beyond the applicant and engineer.
  • Vote: Motion by Commissioner Talambas to rezone to Office Commercial (OC), seconded by Commissioner Ware. The motion carried 6-1 (Commissioner Payne dissented).
