The meeting included approval of previous minutes, two continuances, and votes on two public hearings.
Consent Calendar
- Minutes of June 5, 2024 Regular Session: Approved unanimously (9-0).
Notice of Continuation
- Zoning Case PD23-26 (502 Veritas Way): Continued to July 17, 2024, by a vote of 9-0. The application seeks approval of a revision to the approved Development Plan for Residential Single-Family-5 (PD-RS-5) uses on approximately 5.499 acres.
Public Hearings & Testimony
-
Zoning Case PD23-39 (1117, 1219, and 1221 Dan Gould) – Cottage Community: The applicant requested a continuance. The commission voted 8-1 to continue the case to July 17, 2024, with Commissioner Talambas voting against.
-
Zoning Case PD24-10 (300 East Stephens Street) – Multifamily Development: Staff presented a request to rezone 9.792 acres from Airport Overlay (APO)-General Commercial (GC) to Planned Development (PD) for Residential Multi-Family-22 (RMF-22) uses, with a Development Plan for 331 units in three four-story buildings. The applicant, JPI (represented by Nikki Moore and Brian Grant), argued the site is unsuitable for commercial or industrial use due to lack of visibility and site constraints, and that the high-quality product would serve young professionals. They expressed willingness to adjust some deviations (e.g., 40-foot setback on MLK, masonry wall, reduced cementitious fiberboard to under 50%, repainting every 10 years, and using brick/stone if four stories). The Arlington Municipal Airport submitted a letter opposing residential use in the airport overlay. No public speakers opposed the project during the hearing, though some commissioners voiced concerns about preserving land near the airport for industrial/commercial uses. After discussion, Commissioner Nunez made a motion to approve with conditions including a 40-foot setback, cementitious fiberboard below 50% with 10-year repainting, brick/stone exterior if four stories, and a 60% minimum masonry requirement. The motion failed 7-2, with only Commissioners Nunez and Greer voting in favor.
-
Zoning Case SUP24-6 (Arlington Tattoo Shop) – Specific Use Permit: Staff recommended approval for a tattoo parlor at 1700 West Park Row Drive (Suite 114) within a 14,000 sq ft retail center, currently zoned Community Commercial (CC). The applicant, Craig Ellis (doing business as Arlington Tattoo Parlor), described plans for a high-end, appointment-based studio with four tattoo artists and one piercer, operating 11 a.m. to 10 p.m. daily. They submitted testimonials and support letters from neighboring businesses (restaurant, convenience store, vape shop) and noted no criminal history. One letter of opposition was received from a member of the public. Staff recommended the SUP be granted specifically to Craig Ellis, non-assignable/transferable, revocable upon sale or lease, and with strictly enforced hours. The commission voted 6-3 to approve as presented with staff recommendations; Commissioners Nunez, Talambas, and Carter voted against.
Key Outcomes
- Continuance PD23-26: Approved 9-0 to July 17, 2024.
- Continuance PD23-39: Approved 8-1 to July 17, 2024 (Commissioner Talambas nay).
- Zoning Case PD24-10 (300 East Stephens Street): Motion to approve with conditions failed 7-2. The project did not receive commission approval.
- Zoning Case SUP24-6 (Arlington Tattoo Shop): Approved 6-3 with staff recommendations. The SUP is tied to Craig Ellis, non-transferable, and limited to hours 11 a.m. – 10 p.m. daily.
