Arlington Planning and Zoning Commission Regular Session – January 8, 2025
The Arlington Planning and Zoning Commission met on Wednesday, January 8, 2025, at 5:36 PM in the City Hall Council Chamber to consider several zoning cases and a continuance. The meeting was chaired by Dr. Ignacio Nunez. All nine commissioners were present: Chairperson Nunez, Commissioners Blake, Sumpter, Finley, Ware, Payne, Greer, Carter, and Maddox. The commission approved minutes from December 18, 2024, continued one case, and held public hearings on four zoning items, approving three and renoticing one.

Public Hearings for Zoning Cases
IV.A – Zoning Case PD24-5 (901 West Abram Street)
Application: Amend the zoning of Downtown Neighborhood Overlay-Planned Development (DNO-PD) for Residential Multi-family 22 (RMF-22) on approximately 0.459 acres, formerly known as PD14-20, with approval of a new development plan for an eight-unit townhouse-style apartment building.
- Staff Presentation: Kevin Charles, Principal Planner, presented. The site is near UTA (over 40,000 students). The applicant addressed previous concerns: increased transparency to 25% along Abram and Proctor, 100% masonry on north elevation, and corner accent. Tree mitigation deviation reduced from $17,800 to $2,000 after staff recalculated. Other deviations: building length of 190 feet (max 180) and transparency (now resolved). The project aligns with the North Collins Street Plan.

IV.B – Zoning Case ZA24-10 (2015 Loyd Drive)
Application: Change in zoning from Residential Estate (RE) to Residential Single-Family (RS-7.2) on approximately 0.172 acres. Staff noted that the site should be zoned RS-5 instead, as it meets RS-5 standards but not RS-7.2. The case was renoticed for a future meeting (January 22, 2025 P&Z meeting). No action taken.
IV.C – Zoning Case PD24-26 (6601 and 6881 Silo Road)
Application: Change in zoning from Neighborhood Commercial (NC) and Community Commercial (CC) to Planned Development (PD) for NC plus Recreation/outdoor uses, with a development plan on approximately 10.64 acres. The project is a sports complex called Troponin Sports Arena, developed in three phases: outdoor ball fields, indoor retail/field space, and a restaurant pad.
- Staff Presentation: Kevin Charles presented. The site has split zoning, annexation history, and new residential growth. Key features: 60-foot ball field lights meeting ordinance, 200-foot buffer from residential due to utility easements including a 40-foot DFW Midstream gas easement. Deviations requested: no level 2 buffer along north property line due to easements. Staff recommendations: provide vegetation along north parking area, 50-foot setback from gas pipeline valve yard.
- Public Comments:
- Applicant Nikki Moore (MMA, Arlington) and owner Dr. Weaker (YAN 001 LLC) presented. They emphasized the need for youth sports facilities, low cost of entry ($5/month or $50/year), community-friendly hours (closing 10 PM), and safety measures. The gas vent station (Summit Midstream) vents a few times a month for routine maintenance, far below permitted levels. The owner agreed to a lightning warning system and PA system for emergency communication.
- Russell Haynes (Arlington, resident for 22 years) spoke in support, stating he has never experienced problems with the gas venting despite its frequency (every 2-3 weeks on Fridays). He confirmed the company maintains the site diligently.
- Commissioner Discussion: Concerns raised about gas venting safety (Chair Nunez and Commissioner Maddox). Commissioner Greer suggested voting with conditions and requiring the applicant to present gas safety information to City Council. Commissioner Blake's motion included conditions: PA system, lightning warning system, and applicant to gather and present gas company answers to council. Commissioner Sumpter recused. Vote: 8-0. Motion carried.
IV.D – Zoning Case ZA24-9 (8007 South Cooper Street)
Application: Change in zoning from Residential Estate (RE) to Community Commercial (CC) on approximately 0.276 acres to develop a parking lot for an adjacent chiropractor office (8011 S Cooper). The applicant will re-plat the two lots together.
- Staff Presentation: Alex Van Amberg, Planner, presented. The site is east of S Cooper, north of Turner Warnell. Two letters of support received. The use is consistent with the comprehensive plan (established residential with retail services).
- Public Comments: Applicant Charles Crook (Mansfield, TX) explained the need for parking and willingness to replat. No opposition.
- Motion: Commissioner Blake moved to approve the zoning change. Seconded by Commissioner Carter. Vote: 9-0. Motion carried.

So now that we're all signed in, uh I'm gonna have to repeat the same thing. Uh good evening, ladies and gentlemen. My name is Dr. Ignacio Nunez. I serve as chair of the planning and zoning commission of the city of Arlington, and I hereby call this regularly noticed meeting of the City of Arlington's Planning and Zoning Commission regular session to order for January the 8th, 2025. At this time, I'll ask administration to read the speaker guidelines and general decorum. The City of Arlington fully embraces the values of diversity, equity, inclusion, and accessibility where people of all identities and experiences are understood, appreciated, and fully included in the community, and where equitable treatment and outcomes prevail. We ask that the citizens and other visitors in attendance assist in preserving the order and decorum of this meeting and to provide for attendance at and participation in the meeting without fear of intimidation, threats, or hostility. Any person making personal, profane, hostile, slanderous, or threatening remarks who uses vulgar or obscene language, who engages in any other actions that disturb or are calculated to disturb the meeting, or who becomes disruptive while addressing the planning and zoning commissioners or while attending the planning and zoning meeting may be removed from the council chambers. All speakers shall address the commissioners and not the audience or city staff and shall not call out individually named members of city staff or the public. A copy of the minutes of our December 18, 2024 regular session agenda meeting were sent to all the commissioners in advance. Were there any changes or corrections needed to the minutes? While they're doing that, uh let me go ahead and announce in advance. If you're here for uh zoning case PD 2424 on East Randall Mill, that one's going to be continued. We're going to be dealing with that in a little bit. Also, if you're here for zoning case ZA 24-10 located on Lloyd Drive, that one's not we're taking that off the agenda. It's going to be re-noticed to a future date. So if you're here for that, I thought I'd let you know so you can go ahead and slip out. Chair, we'll have to take this motion and vote manually. Okay, very good. So I have a motion to approve by Commissioner Blake. And I need a second uh from Commissioner Finley. Uh let's see. I guess we can raise our hands. So please cast your votes. Ah, there it goes. Ah, well, let's touch our touch screens and we can vote. Oh, good. So we have a vote of eight, yay, and one abstention. Motion passes. All right. So the first item on our agenda is zoning case PD 2424, located at 700 East Randall Mill Road. The applicant for this zoning case has requested a continuance to the February to February the 5th, 2025. The continuous must be approved by the commission by a vote. So at this time I will ask our commissioners for any questions, comments, or a motion. And a second. It's being really slow. Chair, unfortunately, the motion buttons are not working at the moment, so we'll have to take the motions manually.
