The Arlington Planning and Zoning Commission met on Wednesday, April 16, 2025, at 5:39 PM in the City Hall Council Chamber. The meeting included approval of minutes, adoption of an amended 2025 meeting schedule, a public hearing on the Unified Development Code (UDC) annual update, and two zoning cases. Public Comments & Testimony
- Dina Emerson (Arlington property manager) spoke on the UDC update regarding short-term rentals (STRs). She opposed the proposed cap limiting STRs to 25 units or 15% of multifamily units, arguing that midterm rentals (30+ days) benefit the community by attracting new residents. She expressed flexibility on short-term stays but urged higher standards for screening.
- Emmanuel Kema (Lead Pastor, South Point Baptist Church) spoke in support of Zoning Case PD24-36 (901 Debbie Lane). He stated the church voted unanimously to sell the property and held a community meeting in October 2024 with no objections raised.
- Navi Becker (son of applicant) spoke in support of Zoning Case PD25-2 (721 Southwest Green Oaks Boulevard). He presented improvements made to the property (new trees, landscaping, concrete repair) and explained the family’s plan to operate a package liquor store. He acknowledged the presence of five other liquor stores within a three-mile radius but expressed confidence in their family-owned business.

Commissioner Sumpter proposed increasing the AEC setback reduction limit from 15% to 50% to allow more flexibility for difficult lots, which staff supported. The update was approved 8-0.
- Zoning Case PD24-36 (901 Debbie Lane): Request to change zoning from Planned Development (RS-7 and CC) to Planned Development for CC plus a self-storage facility on 5.06 acres. The proposed two-story building (115,594 sq ft, 992 storage units, 1,250 sq ft office) meets all landscaping and buffer requirements. The site is owned by South Point Baptist Church and currently non-taxable. The applicant presented a revised plan with over 140 trees and 200 shrubs. No opposition was received. Approved 8-0.
- Zoning Case PD25-2 (721 Southwest Green Oaks Boulevard): Request to rezone from Community Commercial to Planned Development for CC plus a package liquor store on 0.461 acres. The applicant (new owner since December 2024) has improved the property with landscaping and repairs. The site currently has a takeout restaurant and vacant spaces. Discussion revealed divided views: Commissioner Finley supported the family-owned business; Commissioner Blake opposed due to proximity to five other liquor stores within three miles; Commissioner Carter noted lack of community outreach. After the applicant was informed of options, he requested a continuance to May 7, 2025, which was granted.

Good and good evening, ladies and gentlemen. My name is Tom Weir, and I serve as Vice Chair of the Planning and Zoning Commission of the City of Arlington. I hereby call this regularly a noticed meeting of the City of Arlington's Planning and Zoning Commission regular session to order for April 16th, 2025. Before I ask the speaker for the speaker guidelines and general decorum, I want to note that we have a new member with us, Commissioner Tracy Winkles. Wave to everybody. She's uh she's uh taking the uh place of another uh commissioner who had to resign. And at this time, I will ask the uh admin to read the speaker guidelines and general decorum. We ask other citizens and other visitors in attendance, assist in persevering the order and decorum of this meeting and do provide for attendance at and participation in the meeting without fear of intimidation, threats, or hostility. Any person making personal profane hostile, slanderous or threatening remarks uses vulgar or obscene language who engages in any other actions that disturb or calculated to disturb the meeting or who becomes disruptive while addressing the planning and zoning commissioners and while attending the planning and zoning meeting may be removed from the council chambers. All speakers shall address the commissioners and all the audience or city staff and shall not call out individually named members or city staff or the public. For speakers tonight, when your name is called, please come to the microphone at the podium and state your name and city of residence for the record. The applicant will be asked to speak first and will be given 10 minutes to make a presentation. Speakers in support or opposition of the item will be given five minutes each to make their statements. If there are many speakers for an item, each speaker will be given three minutes to make their statements. The applicant will then be given five minutes for any rebuttal. If multiple speakers plan to provide the same or similar comments, those speakers may, if they so desire, doesn't need one or more individuals to provide public comment on behalf of the group. A bell will signal at the end of each speaker's time in consideration of other speakers. Please conclude your comments promptly when you hear the bell. We ask that you address your comments to the planning and zoning commissioners. Thank you. A copy of the minutes of our April 2nd, 2025 regular session agenda meeting were sent to all commissioners in advance. Were there any corrections needed to the uh minutes? Seeing none, do I have a motion to approve and a second? Commissioner Blake has uh made the motion and commissioner Greer has seconded. Please cast your votes. The motion passes 7 to 1. One abstention. I'm sorry. Thank you. Next on the agenda, we uh have to consider and adopt the amended schedule of planning and zoning commission meetings for the 2025 calendar year. Um Ms. Sudbury, will you note the changes? Yes, we sent out a calendar, and there were three dates that will be amended in the fall. That uh new meeting dates are October or September the 24th of 25, October the 8th of 25, and October the 29th of 25. Those are the adjustments we're proposing. Thank you.
