For the period January through June 2025, the city collected over $2 million in impact fees, with the majority from roadway ($1.2 million), water ($700,000+), and sewer ($300,000). Historical data showed this was the third-largest collection period since the program began in 2017. Two roadway projects and one water main project continued, and one roadway project and one water pump station project were completed. No questions were raised by the commission.

Well, good evening, ladies and gentlemen. Um, my name is Dr. Ignacio Nunez, and I serve as chair of the planning and zoning commission of the City of Arlington. I hereby call this Capital Improvements Program Advisory Committee meeting for August 6, 2025 into session. And I'm going to ask Commissioner Winkle to lead us in the pledge. Please stand, ladies and gentlemen. Thank you. Our first item of business for the CPAC is approval of the minutes, a copy of the minutes of our June 18th, 2025 CPAC session. Uh were sent to all the commissioners in advance. Were there any changes or corrections needed to the minutes? Seeing none, do I have a motion to approve the minutes? I have a motion to approve by Commissioner Greer and a motion to second by Commissioner Finley. Please cast your votes. Motion passes with one abstention. I would like to call uh let's see. We're now going to move on to the CPAC resolution. July 2025 semi-annual report. Tonight we will consider a resolution to transmit the Capital Improvements Program Advisory Committee. Semi-annual report to City Council. At this time, I will call upon Thorani Palma to present the report on the Capital Improvements Program Advisory Committee. Thank you. Good evening, Commissioners, and good evening to everyone present here today. I'm Tarani Devi Palmer, Principal Planner with the Planning and Development Services here to present the July 2025 semi-annual report for the CPAC Capital Improvements Program Advisory Committee. Before you today is a resolution to transmit the July 2025 CPAC semi-annual report to City Council. We went over the highlights. We went over the details of the report in the afternoon work session. I'm going to go over some of the highlights here today. The central concept of impact fees is the new development should pay for their proportionate share of the cost of the new public infrastructure required to serve that particular development. This is for increasing the capacity of roadway, water, and sanitary sewer systems. One thing to note here is the impact fees can be used to uh increase the facility capacity, but not used for operations or maintenance for the same. In the here you can see the map for the roadway projects. We do have service areas delineated for the roadway impact fees, but water and sewer. Um we do not use this service model. We consider the NTR city as one service unit. For the period of Jan through June 2025, there was a total collection of over 2 million for uh the impact fees, and the major of it coming from the roadway with 1.2 million and water with over 700,000 dollars and sewer with the 300,000. Um here uh during this time there were two roadway projects continued and one roadway project was completed, and also one water main project was completed and one water pump station project continued. Here you can see the historical graph that shows our collections from the 2017 program. The the period we're considering tonight is the 2025 A, this one right here. And as you can see, that's the third largest collection since we started the program itself. Um, this is also um increased from our 2017. There is a resolution before here today to transmit the 2015 2025 July 2025 CPAC semi-annual report to City Council, and I'll be happy to answer any questions. Thank you very much for your report.
