I serve as chair of the Planning and Zoning Commission of the City of Arlington, and I hereby call this regularly noticed meeting of the City of Arlington's Planning and Zoning Commission regular session to order for July 29th, 2026.

Commissioner Finley, would you please elite us in the Pledge of Allegiance?

To the Republic for which it stands one nation and their guide.

This time I'll ask our administrator to read the speaker guidelines and general decorum for tonight's meeting.

We ask that the citizens and other visitors in attendance assist in preserving the order and decorum of this meeting and to provide for attendance at and participation in the meeting without fear of intimidation, threats, or hostility.

Any person making personal, profane, hostile, slanderous, or threatening remarks who uses vulgar or obscene language, who engages in any other actions that disturb or are calculated to disturb the meeting, or who becomes disruptive while addressing the planning and zoning commissioners or while attending the planning and zoning meeting may be removed from the council chambers.

All speakers shall address the commissioners and not the audience or city staff and shall not call out individually named members of city staff or the public.

For speakers tonight, when your name is called, please come to the microphone at the podium and state your name and city of residence for the record.

The applicant will be asked to speak first and will be given ten minutes to make a presentation.

Speakers in support or opposition of the item will be given five minutes each to make their statements.

If there are many speakers for an item, each speaker will be given three minutes to make their statements.

If multiple speakers plan to provide the same or similar comments, those speakers may, if they so desire, designate one or more individuals to provide public comment on behalf of the group.

A bell will signal the end of each speaker's time and consideration of other speakers.

Please conclude your comments promptly when you hear the bell.

We ask that you address your comments to the planning and zoning commissioners.

A copy of the minutes of our June 15, 2026 planning and zoning regular session agenda were sent to all the commissioners in advance.

Were there any changes or corrections needed to these minutes?

Seeing none, do I have a motion to approve?

I do by Commissioner Blake.

And I have a second by Commissioner Tolumbas.

Motion passes seven to nothing with two abstentions.

Next on our agenda, we have plats to be approved with conditions.

I understand, Commissioner Sumter, you you need to put in from the minutes an abstention onto two of these.

Yes, uh, the Tolliver Acres Preliminary Plat and the O'Reilly and Park replot.

I'll be abstaining from those two on the vote.

So when we vote uh let the record uh show the abstention.

Uh I have a motion to approve the plat the plat's on the consent agenda to be approved with conditions.

I have a motion to approve by Commissioner Winkles and a second by Commissioner Blake.

Uh it's a replat of the Bobalinx edition, and let the record also uh reflect after the vote that uh the chairman Ignacio Nunez is going to abstain from this vote.

I have a motion to approve the disapproval by Commissioner Sumter and a second by Commissioner Greer.

With that, are there any reports from the boards, commissions, and liaisons at this time?

No, sir.

I would like sir, uh would you please come forward and uh put on the record about the medal, the gold medal that the Department of Planning and Development is about to receive.

Yes, sir.

Ken Bloom, Assistant Director of Planning Development Services.

They had as part of the comprehensive plan outreach, had uh the a board game as part of the process.

And that was submitted to the Texas chapter of the American Planning Association for uh an award and it received the gold medal award uh for what we just found out today uh gold medal award for uh public participation.

So uh so congratulations to uh our long-range planning staff.

Okay and and in addition, would you tell us about the certification that the department has recently achieved?

Yes.

Uh the uh IAS has uh C has been working with IAS to certify the building inspections uh process, basically, our our building inspectors, our plans examiners, and basically the the department as a certified uh as a um certified building inspections.

Uh there are only uh four other ones in the state and uh or actually three other ones in the state.

We are now officially the fourth.

It's been a uh three-year process.

They came and audited us for four days last week.

Uh they interviewed uh many people both inside the city and as well as stakeholders uh outside the city.

Uh they went on um uh uh uh basically runs with the uh different uh planning inspectors and uh went and saw them in the field and they uh they were very impressed.

They had uh normally they have even for ones that they approved, they have uh you know five or so uh corrective actions that they want to see taken.

They said that we were highly unusual uh because we had none.

So we had no corrective actions and we were certified uh I believe we're the fourth one in the state, Galen.

Isn't that what they said?

We'll be the fourth one in North Texas, and both both of our neighbors to the east and west will not have that.

So we will be very proud of that.

That goes to uh their main board and uh they will make a decision.

Was that I think 15 days, 15 days about you?

About 10 days, I think 10 business days.

So hopefully, uh so hopefully we'll be it'll be official and we'll have a I'm I'm sure uh the department will be down here at a council meeting uh basking in the glory of uh of the award.

So very exciting.

Well we're uh the commissioners are very excited, and upstairs we gave everybody a standing ovation.

So congratulations to the hard work and the team and all the staff involved on the achievements of the planning and development and the long-range planning and development uh uh work that they've done.

Everyone is being uh applauded again.

And and finally, I I believe Ginsi mentioned it downstairs, but uh definitely want to encourage uh any citizens that are interested in hearing about uh Innovate Arlington, our new comprehensive plan, the town halls are gonna be happening very soon uh before we know it.

There's gonna be lots of opportunities, and I know Ginsi's invited uh all of you all if you are available, if you have one near you or one that you're gonna drive by uh swing by and see how uh everyone's uh learning about Innovate Arlington.

It's been a lot of work.

I know staff spent a ton of time on it, so I'm sure John Chapman will be there uh just basking in the glory of seeing that close to fruition.
