- Assistant Director Ken Bloom reported that the Department of Planning and Development Services received a gold medal award from the Texas Chapter of the American Planning Association for public participation, specifically for a board game used during the comprehensive plan outreach for Innovate Arlington.
- The department also achieved IAS certification for building inspections, making Arlington the fourth city in the state (and the fourth in North Texas) to receive this certification. The audit resulted in zero corrective actions, which staff noted as highly unusual.

Well, good evening, ladies and gentlemen. My name is Dr. Ignacio Nunez. I serve as chair of the Planning and Zoning Commission of the City of Arlington, and I hereby call this regularly noticed meeting of the City of Arlington's Planning and Zoning Commission regular session to order for July 29th, 2026. Commissioner Finley, would you please elite us in the Pledge of Allegiance? To the Republic for which it stands one nation and their guide. This time I'll ask our administrator to read the speaker guidelines and general decorum for tonight's meeting. We ask that the citizens and other visitors in attendance assist in preserving the order and decorum of this meeting and to provide for attendance at and participation in the meeting without fear of intimidation, threats, or hostility. Any person making personal, profane, hostile, slanderous, or threatening remarks who uses vulgar or obscene language, who engages in any other actions that disturb or are calculated to disturb the meeting, or who becomes disruptive while addressing the planning and zoning commissioners or while attending the planning and zoning meeting may be removed from the council chambers. All speakers shall address the commissioners and not the audience or city staff and shall not call out individually named members of city staff or the public. For speakers tonight, when your name is called, please come to the microphone at the podium and state your name and city of residence for the record. The applicant will be asked to speak first and will be given ten minutes to make a presentation. Speakers in support or opposition of the item will be given five minutes each to make their statements. If there are many speakers for an item, each speaker will be given three minutes to make their statements. If multiple speakers plan to provide the same or similar comments, those speakers may, if they so desire, designate one or more individuals to provide public comment on behalf of the group. A bell will signal the end of each speaker's time and consideration of other speakers. Please conclude your comments promptly when you hear the bell. We ask that you address your comments to the planning and zoning commissioners. Thank you very much. A copy of the minutes of our June 15, 2026 planning and zoning regular session agenda were sent to all the commissioners in advance. Were there any changes or corrections needed to these minutes? Seeing none, do I have a motion to approve? I do by Commissioner Blake. And I have a second by Commissioner Tolumbas. Please cast your vote. Motion passes seven to nothing with two abstentions. Next on our agenda, we have plats to be approved with conditions. I understand, Commissioner Sumter, you you need to put in from the minutes an abstention onto two of these. Yes, uh, the Tolliver Acres Preliminary Plat and the O'Reilly and Park replot. I'll be abstaining from those two on the vote. So when we vote uh let the record uh show the abstention. Uh I have a motion to approve the plat the plat's on the consent agenda to be approved with conditions. I have a motion to approve by Commissioner Winkles and a second by Commissioner Blake. Cast your vote. Vote passes. Nine to nothing. And the abstentions will be noted. Very good. We have a motion to disapprove one condition. Uh it's a replat of the Bobalinx edition, and let the record also uh reflect after the vote that uh the chairman Ignacio Nunez is going to abstain from this vote. Do I have a motion to approve the uh disapproval? I have a motion to approve the disapproval by Commissioner Sumter and a second by Commissioner Greer. Cast your vote. Motion passes eight to nothing with one abstention. With that, are there any reports from the boards, commissions, and liaisons at this time? No, sir. I would like sir, uh would you please come forward and uh put on the record about the medal, the gold medal that the Department of Planning and Development is about to receive. Yes, sir.
