Summary of Proceedings

Aurora City Council Study Session - October 7, 2025

The Aurora City Council held a study session on October 7, 2025, to discuss several items including adoption of the consent calendar, policy committee items on adult protective services, law enforcement MOUs, facial recognition technology, a park naming, historic landmark nominations, a graywater ordinance, and an E911 surcharge increase. All items were moved forward to the regular session unless noted.

Consent Calendar

  • Items 2A through 2E were adopted without objection.

Discussion Items

  • 3A: Adult Protective Services Cooperative Agreement – Presented by Mark Hildebrand as a statutory requirement under Colorado law. Moved forward without objection.
  • 3B: MOU with ATF (NIBIN Program) – Lieutenant Tisdale presented a five-year renewal to continue using forensic firearm identification technology. Moved forward without objection.
  • 3C: MOU with ATF (Renewal) – Lieutenant Tisdale presented another renewal of an MOU with the Bureau of Alcohol, Tobacco, Firearms and Explosives. Moved forward without objection.
  • 3D: MOU with Aurora Public Schools – Commander Hannon presented a renewal that added Hinckley High School and included automated license plate readers at 10 high schools. Moved forward without objection.
  • 3E: Facial Recognition Technology for Law Enforcement – Commander Pope presented a proposal to use facial recognition as an investigative tool, complying with Senate Bill 22-113. Two vendors were proposed: Lumen (mugshot comparison, no cost) and ClearView AI (open-source internet images, with annual subscription costs). The policy includes meaningful human review, peer review, and supervisory approval. Councilmember Coombs expressed concern about the broad scope and potential privacy impacts, including use on witnesses. Councilmember Gardner asked about safeguards against false positives; Commander Pope and the city attorney explained that a photo match alone does not provide probable cause and requires additional police work. Despite Councilmember Coombs' objection, the item was moved forward.
  • 3F: Neighborhood Park Name Recommendation – Nicole Ankeny recommended the name Skywatch Park for the park at South Eider and East Smoky Hill, referencing the FAA dome and high elevation. Councilmember Bergen expressed support. Moved forward without objection.
  • 3G: Mount Nebo Memorial Park and Cemetery Local Landmark Nomination – Chris Geddes presented the historic cemetery, which meets four of six criteria and received unanimous support from the Historic Preservation Commission. Moved forward without objection.
  • 3H: Unified Development Ordinance Amendment for Landmark Designation – Chris Geddes explained an administrative amendment to separate local landmark and National Register processes, improving transparency. Supported by planning and zoning. Moved forward without objection.
  • 3I: Graywater Ordinance – Marshall Brown proposed strengthening an existing ordinance prohibiting graywater systems due to Aurora's centralized Prairie Waters reuse system. The ordinance allows exceptions for areas not served by Prairie Waters. Councilmember Bergen noted positive feedback from a town hall. Moved forward without objection.
  • 7A: Increase E911 Surcharge on Phone Service – Scott Newman presented an ordinance to adjust the 2026 E911 surcharge to the PUC allowable limit, with future adjustments at the city manager's discretion. Moved forward without objection.

Key Outcomes

  • All items were moved forward to the regular session for final consideration.
  • Item 3E (facial recognition) was moved forward despite an objection from Councilmember Coombs.
  • No formal votes were taken; items are expected to be considered at a subsequent regular council meeting.
