Tonight I have the privilege of introducing our newest member of the leadership team, Kimberly Moon.

She joins us from the city of Chandler, where she was the uh city engineer over the Capital Improvement Program.

And she holds nearly 30 years of civil engineering and construction experience and a graduate from Northern Arizona University with a bachelor's in civil engineering.

She brings a wealth of knowledge to her role, including parks and recreation facilities, historic restoration, water and sewer systems, transportation, and roadway projects.

And we're excited to have her lead the team of professionals in the engineering department as our new director of engineering and city engineer.

It is our pleasure to present to you the graduates of this year's Citizens Police Academy.

The Avenue PD started this program in 2014 by Chief Nanogame.

I continue this tradition as we believe that not only does the Citizens Police Academy gives us an opportunity to showcase our agency, but it also gives us an opportunity to learn from our residents as we want to know how we can improve the services that we provide.

At this time, I'm gonna turn it over to Sergeant Chavez.

Hello, good evening, Mayor, Vice Mayor, and Council members.

I will now introduce you to the graduating class of the Citizens Police Academy of 2023.

When you hear your name, please stand up and remain standing until I finish reading all of the names.

Good evening, everyone.

I'm a little nervous.

I'm I'm a better writer than I am a public speaker, but I feel like I've had a such a great experience that I had to share it with you guys to know how good of a Avondel police department you guys have.

So I'm gonna just read off a little bit.

Um first and foremost, I'd like to thank all of the officers officers for their time and dedication to making this all possible.

The knowledge, knowledge and advice each and every one of you gave is greatly greatly appreciated.

Um prior to my first class, I wasn't sure what the academy was all about and if I was going to stay committed and attend every class, but every class that I attended, I was you know, you come home from work on a Thursday afternoon and you kind of don't want to do anything else, but I feel like every class just got better and better and better.

So it was I couldn't miss it.

There wasn't a day a week that I did not miss.

So I feel like that says a lot right there.

Um there was um the most memorable and funny moments that I had in uh CPA was literally everything.

I like I said, there wasn't a class that um I did not like there was the officers were so engaged and um they they made sure we understand what officers go through on a daily basis.

Um you get this perspective of police officers, you know, on social media, and you kind of see you know, one bad officer doing something and you get this perspective from um social media that you know once one bad officer does something, you kinda assume that they're all like that, but that wasn't the case with the city of Avondale.

Um I've been here uh I've been I grew up in the city of Avender.

I went to Michael Anderson Middle School.

I graduated from Agua Freya High School, and I've never um really experienced police, you know.

I joined the academy to kind of get that insight to kind of be more involved.

Um I like this so much, you know, uh Chief Memo, he said some kind words.

It may it actually made me want to be a part of Avondal PD.

That's how much I enjoyed the academy.

Um I feel like everybody in the community should um, you know, experience that to kind of see what police officers go through on a daily basis.

You um there was some classes that I had, I know it was domestic violence m uh week, and uh I think Lieutenant Contreras, she had I that's her name right.

Uh she had said um she, you know, kinda she was going over a case um that she did prior in like 2008, and I just remember leaving that class and I was like, she is just a strong woman, you know, because at the end of the day we're all humans, you know, and uh we all have feelings.

So I just remember like I want to be her, you know.

So I really appreciate, you know, every officer and um I know there was another class that they told us um we were it was like a traffic stop class and they were kind of explaining, you know, why you should go the speed limit and you know it was a bunch of math.

I don't really remember everything, but I remember leaving the class and I was like, I'm gonna go the speed limit and I'm not going anything higher because I'm not trying to, you know, hit nobody, I'm gonna pay attention, you know, because you you um they the way they broke the math down, you're just like, wow, like I I know even today I'm like I'm going to speed limit.

I'm stopping at every stop sign three to five seconds, you know.

So I really do appreciate the time that uh all the officers put in to kind of make uh you know, make us have a fun experiences.

And um lastly, I just want to say um the food was good, you know, they provided food every weekend.

So I appreciate that.

You know, the carnesada was my favorite, you know.

So um, like I said, thank you again and uh thank you for taking the time too.

So so before you stop, so how many eight weeks?

It what surprised you most?

Besides the carniasada, how good they were.

Um I think um I have to think about um I think just the experience is that you know, you I think um, like I I don't know what I expected, but I didn't think officers actually did all that, you know.

So I think every class surprised me.

Everyone's shaking their head behind you, so they're kind of agreeing.

Yeah, you know, so you're like you're you're blown away from every class because you're like, wow, like I you know, I came from the military, I was a police officer in the military, and we did not do half as much of stuff as they did, you know.

So I'm just uh really thankful and I I highly rema recommend, you know, anybody in the community that wants to join is it it's very important that they want, you know, the community to feel welcome and feel safe, and which I do at the end of this, I'm like, you know uh uh the police officers are literally one call away, 911, you know, thanks to our dispatchers.

Um so I really appreciate them and um I feel like they should be recognized, you know.

They're they're a very good department.

So thank you for that.

I appreciate you sharing your story.

Tobias, what'd you think?

Well, she took a lot of what I was gonna say.

But I do want to um just say that originally when I joined this, it was I had a little bit of understanding.

I was more doing it for um neighborhood watch, the HOA, you know, what um how can they come by, get familiar with the kids and make sure that the kids and uh adults aren't afraid of them, which that does happen a lot in the community.

So I can't came into it expecting to know a little bit, but just like she said, the eight weeks where you learn everything about the different things, investigations, um, you know, when you use tasers, we got to play with the tasers, which was uh great.

Uh, we got to meet the uh SWAT team, the canines, everything was you know, always something new every week, and I was just always looking forward to like, okay, what are we doing today?

And then, yeah, the food was good.

I agree with that.

Good.

Yep.

And then um, but it was just great, you know, talking to the chief and all the lieutenants, the sergeants, and them answering any questions we had.

And I know some of them had already worked their shift, and they came in to be able to train us.

So I really appreciate that they took the time on there.

Um, I would say what did I enjoy most?

Uh everything.

What surprised you?

What surprised me?

Uh a lot of what surprised me was like with Avondale, I always thought it was like really big, but only to find out, you know, to find out like they have four police uh canine units, and you know, there's a few other things that I was like, wow, only this many people patrol and these people do this, and there's openings for this that we're hoping to fill at a later time.

That really surprised me because when you think of the overall coverage of this area and the amount of people they have, the caseloads, everything.

It's just amazing what they do on that.

So I really appreciate everybody that uh took the time to help us and everything.

And my takeaway from this is I'm hoping to go back to our HOA, maybe talk to some other HOAs in my area, and see about you know, saying, hey, you know, you can have the police officers come or the fire department and just get familiar with it so that the kids aren't scared, the parents aren't afraid, and they know that hey, when I dial 911, it's gonna be they're gonna be there.

They're not just going to wait and not do something, they're actually gonna show up.

So that's my takeaway from which HOA are you at?

Um Garden Lakes.

Garden Lakes, okay.

Max, did you want to say that?

You're part of the class.

Was she a good student?

Yes, she was a good student.

No, I'm I got in trouble.

That's why my name wasn't announced.

I was in trouble.

Wow.

Lieutenant Contreras, don't tell me.

I missed the night because of best of the West, but I loved everything.

Um, I was trying to get there, officer uh Redford New, and I told him I was like, I think we're about to win some awards, so I didn't want to get up and leave.

But anyway, no, I had an amazing time.

Um, the commitment that uh memo, both all the other chiefs, the lieutenants uh so much, Jenny, thank you so much.

All of the students, they showed up every night.

They they showed up all six weeks, and so I want to acknowledge them aside from myself, I'm not quite as important um as those people who really put in the time.

I think that's really important.

Um, they're very committed, so I really appreciate seeing the community come out and be that committed and be able to learn alongside of them.

Um, I talked to Memo last week, and I do have to go through class again.

It's okay though.

I really appreciate the opportunity.

Next is Adam Shipley, our business development manager for economic development tourism.

Give any update on our micro lending project.

Good evening, Mayor, Vice Mayor, and Council members.

My name is Adam Shipley.

I am the business development manager for the Office of Economic Development and Tourism here at the city.

Um, and this evening, thanks to your allocation, I am so excited to introduce a brand new resource that will be available very soon to local Avondale businesses.

So before I get into the new resource that will be available very soon, I'd first like to talk about some of our existing resources here at the city.

So, first we have the Avondale Edge Hub.

This is an online virtual platform that connects our local businesses with technical advisors in areas like marketing, logistics, operations, um, and it's pairing them with experts to uh improve their business.

We also have the Avondale Edge EMCC scholarship.

So this is our partnership with Australia Mountain Community College.

Um, through this program over the past few years, we've funded nearly 200 scholarships in culinary arts and nursing.

This is also used as a business attraction and retention tool for our local businesses for them to hire and retain uh employees that are going through these programs.

We also do the Avondale Career Expos in collaboration with Career Connectors.

So these are quarterly career expos.

Over the last few years, we've had nearly 1,000 job seekers come through to these expos with dozens of local businesses.

So the purpose of these is for our local job seekers to find a job so they can work where they also live and play.

And then also for our local businesses to remain fully staffed and fully operational and happy right here in Avondale.

Size Up Business Intelligence is a tool that's available for free for our local businesses.

It's big business intelligence for small businesses.

And so any time a large company or chain decides to put a location somewhere, they're looking at a lot of data and demographics to make sure that their location is going to be successful before they even open those doors.

So this is a tool that we provide free locally to entrepreneurs and businesses so that they can also have that same data.

And so whether they're looking to choose a location or they're working on their existing business, they can make the right choice.

For as a locale is a program through Local First Arizona.

Local First Arizona is a nonprofit that we partner with frequently.

For as a locale is a Spanish speaking workshop series that can help our Spanish speaking entrepreneurs launch their business and break into the Anglo market.

And then the last resource that I'll touch on is the Green Business Program.

So this is a recognition and certification program that recognizes local businesses for their sustainable practices and connects them with other businesses and resources to further that sustainability.

So with all of these resources in mind, the economic Office of Economic Development and Tourism here, it kind of did uh we did an analysis of what we have and what's missing, and we also are frequently talking to our local businesses and asking them what they need to be successful.

So one thing that we noticed that was an absent keystone is financing.

So we can have all of these different resources, but at the end of the day, sometimes a business to get started or to continue to the next day, sometimes they just need a little bit of funding.

And so this is an area that we we noticed was missing, and we decided to see what we can we can do about it and how we can address this need.

So micro lending, which is kind of a subset of microfinancing, is small loans provided to local entrepreneurs, and it's to address this capital need.

So maybe it's a restaurant that one of their freezer go freezers go down and their capacity is reduced and they need funding to you know get a new freezer to repair their freezer, or it's a local entrepreneur or maybe a not local entrepreneur that wants to come to Avondale and they need a little bit of funding for tenant improvement to move into a brick and mortar space.

So whether it's an existing business or a new business, micro lending can provide that solution to businesses that need a little bit of capital.

So traditional banking services and financial services have looked at the kind of the standard five C's of credit where micro lending typically looks at more of a character-based loan product, and so micro lending can kind of fill the void of entrepreneurs that don't always get what they need through traditional funding sources.

So with all of this in mind and knowing that we needed a program to kind of address this, the Office of Economic Development and Tourism here at the city partnered with the finance department, and we posted an RFP this past summer.

Thanks to your allocation in this area, we have been able to award a contract to Growth Partners of Arizona.

So Growth Partners of Arizona will be granted 400,000, and with this 400 400,000 dollar grant, they will be then loaning that money out to local Avondale businesses.

So a little history on Growth Partners of Arizona.

They're a nonprofit that is here in Arizona.

They've deployed 6.1 million dollars in loans and 700,000 of that specifically in micro loans.

So exactly what we're asking them to do here.

They also partner a lot with Local First Arizona, which is one of our main partners on financial literacy and technical assistance programs.

And they have Growth Partners of Arizona has a 95% success rate in micro loan repayment through their existing programs.

So they've done this before, they know what they're doing.

They also are a certified and regulated community development financial institution.

So I want to go over a few of the micro lending program loan terms that Growth Partners of Arizona has provided to us when they submitted for this RFP.

So after we grant them the $400,000, the loans that they'll be distributing to Avondale businesses will range between 10 and 35,000 dollars.

They're looking at an interest rate of 9.25%, which is a bit lower than some of the standard rates right now.

The maximum loan term will be 60 months or five years or fewer.

Pretty standard monthly payments.

The first three months will be interest-only payments and some pretty standard 3% closing fees and an $11 filing fee.

So I'll go over some of the kind of key timeline milestones as this process gets underway.

So prior to implementation, this is starting this month.

They're working to do stakeholder and community engagement.

So this month they'll begin assembling a loan committee between three to five people.

And it'll be retired business people and also financial professionals that will be reviewing the applications as they come in from Avondale businesses in this program and making determinations on who is allocated funding.

And then they will also be heavily marketing the program over the next few months and in to the future.

The marketing will be in English and in Spanish.

So the point of all of this marketing is to first get the word out, but then to also make sure that any applicant that's considering applying is just really crystal clear on everything that they will need to provide and do to be a part of this program.

So the implementation will happen around January of 2024.

So the loan committee that I discussed earlier will meet approximately once a month moving forward.

And so once a month, applicants to this program will have an opportunity to have a six-minute pitch.

And so they will pitch their application in hopes of getting funding.

Growth Partners of Arizona, and again, in collaboration with Local First Arizona, will be really really working with the applicant before they even submit through financial literacy classes and the uh assistance on the application.

Um but should somebody not be selected for a loan, um, they will receive additional assistance if they would like to come back and they'll be able to come back and reapply 90 days later.

Um I'd like to touch really briefly on non-performing loans.

So again, Growth Partners of Arizona has done this before, they have a 95% success rate in repayment.

Um, but if there is a non-performing loan, um there's going to be a 10-day grace period.

Um during that, uh, Growth Partners of Arizona will meet with the borrower to determine you know why there's uh a missed payment, and then 30 days past due, Growth Partners of Arizona might modify the loan terms or restructure something.

Um but they'll they'll be working with the entrepreneur the whole way.

So again, we're looking at a January 2024 start date, and just to kind of um give a vision into the future.

This is a 400,000 dollar grant to Growth Partners of Arizona that they'll be lending out to Avondale businesses, and the intent is as these loans are repaid, they'll begin to reloan that money back out to Avondale businesses.

So the goal is that this will be a sick local program that uh continues to help Avondale businesses for years to come.

And I'm available for questions, and the executive director of growth partners, Andre Whittington is also here if there's any technical questions because this is their program.

So, Adam, it's a great program.

I have a couple questions, and I know I'm looking down the line, I think there's some other ones.

So let's use the example of a business has to replace a freezer or piece of equipment or something, or they're doing a build-out, they're doing TIs at a building that they want.

Does this process also help with economic development is with with our with our vendor?

Would they also help them walk through the process with the City of Avondale requirements permitting things along that line?

How do those two go hand in hand?

Yeah, mayor, vice mayor, and council members, thank you for that question.

So we're in close collaboration with with local first and growth partner of of Arizona through this process.

So our goal is to make everything easily uh digestible for our local entrepreneurs to understand.

So as we go through this process, um, they will become, I hope, experts in Avondale and uh be able to understand the the requirements that we have in the city.

And I'm assuming you do the same thing with other cities.

I'm assuming you're knowledgeable about permitting process, what's allowed, what's not allowed, timelines, because sometimes business owners come in and they have an expectation of a certain deadline they have to meet.

That deadline may not be reasonable just from a city standpoint, but you have those discussions with them beforehand, I'm assuming.

Oh, yeah, absolutely.

And so part of our uh due diligence as we're setting up the program is to do just that uh to really learn and get a better understanding of the laws, the rules uh that the small businesses have to apply by.

And our partner, uh local first, they're very versed in a lot of the laws that you know across the state, and so we'll be leaning heavily on them to help and support that.

Uh but the goal is to really work hand in hand with those small business owners.

Our questions, just more comments, and just you know, one of the biggest barriers to entry for most entrepreneurs is capital and being able to acquire it.

And you know, most people may not know, or maybe you do just how rigid traditional lending and financing can become.

So, provided that growth partners will provide uh loans, micro loans to these individuals uh that may be a little bit more risky uh by definition, provides an excellent opportunity for them to get the seed funding or something to get them through those different pain points that allows them to be successful.

And what I really like, and I think uh what will come across is that when they're pitching for the loan itself, that will be a time for local first to help reinforce the viability of the business so that they know what they're getting into, they've been educated, um, and that's probably why there's such a high success rate in uh the loan being repaid.

So um, I'm really excited.

Uh, you know, many of you know teaching at Australia Mountain Community College business courses, several of my students are business owners here in Avondale and within the region, and so any opportunity to have a member of the team to come and talk to the to the students would getting towards the launch date.

I would really appreciate that.

And Avondale residents, more importantly, um, are gonna benefit from this.

And so I when I saw this come across, I was very excited.

Um, I do have uh quite a few questions for you.

Um the first one is in regards to if we come across maybe a local business that's out of their home and we realize maybe they don't have some of the things in place like a peddler's license.

Do we educate them on the things that they might need to stay in compliance with the city code to even get the loan?

Mayor, vice mayor, and council members, thank you for that question.

Um, this loan is intended for um either Avenue businesses that are already located in brick and mortar or are taking the business and locating in brick and mortar with the funding.

So whether that's a security payment or uh TI um, you know, some TI costs, um, it it wouldn't be relevant to um you know peddlers that incent to intend to stay in that um industry.

And then I noticed that you said there'd be a loan committee that would be set up.

Would that be a new um board and commission that we would have to establish and would we want to agendize that as well?

Um so mayor, vice mayor and council members, thank you for that question.

Um, just to be clear, the the loan committee would be through growth partners of Arizona, um, so they would be establishing that.

And they will be using Avondale residents, or will we it yeah.

Yeah, so the goal is to use um individuals within the community of Avondale so that they're approving and responding to businesses that they understand, and they also understand the needs of the community.

So anytime we do any of our character-based community managed uh loan programs, we do uh bring on members from the community.

So the committee will be made up of professionals, financial institution professionals, retired business owners that live uh in Avondale.

I just uh appreciate the idea and the thought behind it as I'm listening to the presentation.

I guess the word evergreen catches my attention.

I mean, it's the seed seed funding of 400,000 dollars, and as I take that out and replace it, that's now available for somebody in the future.

And I've seen that happen in a couple of places that I've worked in the past.

We call it a perpetual education fund where the funding is there, it goes out to educate the kids, and then as they go back, they do that to educate other people.

So I see the business, I see the education of these people in the business aspect of it.

I see it's a great opportunity, and it's in perpetual opportunity to go into the future.

So when we're not here and you're not there, they'll still have that fund for kids and grandkids.

I appreciate that very, very much.

I think the only thing I would like to ask is it in the future once some of these properties or some of these uh businesses get going, we have an update as to where and how and the success of some of those things.

Yeah, mayor, vice mayor, and council members, thank you for that that question.

Um that's actually a part of our contract with growth partners of Arizona, is that they'll provide updates to us, and uh, we will be happy to provide those updates to you.

Uh, you're gonna have a presentation by Josh Orton, our senior planner of development services on a public hearing ordinance for the Vasquez building on Maine.

Hi, Josh, how are you?

Um there it goes.

Uh the item before you is uh PL 220186.

This is the Vazquez uh commercial building rezone.

Uh the purpose of this rezone is to establish a historic Avondale Infill Overlay District or Hio for this Vasquez commercial building.

Uh this adopts a zoning ordinance as well as a development plan with alternative development standards.

Uh the purpose for this zone or this overlay traditionally has been to promote development and facilitate development in underserved areas or areas that would otherwise be difficult to develop.

Uh properties located approximately a quarter mile southwest of Main Street and Central Avenue, also known as Buckeye, also known as MC 85.

Uh it's approximately 0.34 net acres, and it's shown in the red boundary there.

Uh surrounding area is the Avondale Mobile Home Park and the Birds Trailer Park, um, as well as the City of Goodyear to the north there.

As you can see here, the zoning and general plan land use are gonna be remaining the same.

Um this ordinance is solely to adopt the overlay with the alternative standards.

This is the current building and the subject site.

Um, as you can see, it's kind of in a state of disrepair.

Um, it's slated for demolition.

I believe those permits have already been obtained.

This is the surrounding area showing um some of the commercial development there, and then looking uh northwest and south-southeast along Main Street.

This is the development plan that was reviewed by staff.

Um, as you can see, over on the west hand side is the manufactured home park.

And then on the east side is a vacant commercial property, and then main streets to the north.

Access to the site is via 26 foot wide drive lane with parking in the back.

These are the elevations that were submitted as part of the application.

There's a shaded structure as well as stone benches that are gonna be provided.

Staff's analysis of the request is that it's in conformance with the general plan, uh commercial and industrial design manual and the C2 development standards with the proposed deviations, and that it meets the intent of the high overlay, uh, which is to promote development, as I said, in an underdeveloped commercial area in the city.

These are the proposed uh development standards and their deviations.

Uh just give you a second to read over those.

Um part of the deviations are gonna be to reduce the parking standards for EV charging uh from one to zero spaces.

And the parking that was proposed on here was calculated based on a retail and uh salon use for approximately two thousand one hundred square foot building.

As far as public participation is concerned, there was a neighborhood meeting held on uh via Zoom on September 5th.

Uh there were no public attendees, um, and there was one comment received in favor uh via Avendale Connect.

Uh Planning Commission held a meeting on October 18th.

Uh they recommended approval uh with the stipulations listed in the staff report, and there were no comments made by the public at the planning commission meeting.

Uh all that being said, the recommendation from staff is that council adopt an ordinance uh approving uh application 220186, uh, which is a rezoning request to add a historic Avondale Info overlay district to an approximately 0.34 acre uh property located a quarter mile west of the southwest corner of Main Street and Central Avenue, and to approve the uh proposed development plan subject to the one condition of approval as listed in the staff report, and that's just that the development uh conforms to the narrative and the development plan that was uh electronically transmitted on these dates.
