The Bainbridge Island Planning Commission met at 6:11 PM on June 11, 2026, in Council Chambers and remotely via Zoom. Chair Sarah Blossom presided. Present were Commissioners Sarah Blossom, Ariel Birtley (via Zoom), Alex Preudhomme, and Criss Garcia; Commissioners Peter Schaab, Ben Deines, and Sean Sullivan were excused. No public comments were provided and no Planning Director's report was given. The commission took up one regular business item and unanimously recommended approval of the Wing Point Golf and Country Club Pro Shop SPR/CUP application. The meeting adjourned at 6:30 PM.

- Project architect Charlie Wenzlau presented additional details: the project was scaled back from a 2025 pre-application proposal, the pro shop was reduced in size, and the existing maintenance building is now retained rather than demolished and rebuilt.
- A lined retention pond was added to satisfy public works requirements, and the project area was extended through a recorded boundary line adjustment so the pond is included in the work area.
- The design includes a reconfigured parking lot and new drop-off area, a new minor access point for fire access and trash/recyclables, no changes to the existing entry/egress, and a building style drawn from the existing clubhouse with low eaves, low-pitch roofs, natural materials, and abundant glazing. The building is nestled into existing trees and oriented away from Cherry Avenue, and an existing fence is retained.
- Staff recommended approval, stating that with the proposed conditions the application would meet the decision criteria for site plan review and the minor conditional use permit.
- A commissioner asked to confirm that the retention pond would be lined, and the applicant confirmed it would. One commissioner commented that the project was well contained on the property and addressed neighbor sensitivities through screening and by not changing the existing garage.

We would like to begin by acknowledging that the land on which we gather is within the ancestral territory of the Sequamish people of Clear Salt Water, expert fishermen, canoe builders, and basket weavers. The Sequamish live in harmony with the lands and waterways along Washington Central Salish Sea, as they have for thousands of years. Here the Sequamish live and protect the land and waters of their ancestors for future generations as promised by the Point Elliott Treaty of 1855. Uh since there's no one for public comment, I will uh I will not read the spiel. Uh planning director's report. None? Okay. Um a public meeting on a major site plan review and minor CUP consolidated project number PLN 52754 to add a new pro shop, resurfaced to do a variety of uh things at the existing wingpoint golf and country club property on Cherry Avenue in East Winslow. Um although the golf and country club does uh exist over several properties over the whole expanse of the golf and country club. Uh all of the activities proposed through these permits are taking place on one property that fronts on Cherry Avenue that's just over 10.5 acres. What is proposed is to construct a new 4,000 square foot pro shop just north of the northern edge, the northern parking lot. The there is an existing pro shop that is in the main country club building, and so this will replace that in that other use. There's going to be a new trash enclosure and a relocated maintenance gate and access that right now is north of the northern public access, and there's a gate, so you might not even notice it. And that maintenance access will be relocated farther north. They also propose a 1,000 square feet very narrow canopy that covers the driving range that is just west of the proposed pro shop. The applicant is planning to construct a sidewalk along Cherry to connect from the public access to the existing sidewalk that's at the north end of the property. And then of course there is both additional trees, some tree removal and trees proposed to be added so that the project would meet the partial screen frontage requirement along Cherry and a full screen frontage, a full screen requirement to be located in between an existing maintenance building on the north side of the project area and the property line adjacent to the residence to the north.9 zone. So all together, the scale of the development, a major site plan review has been triggered, and a minor conditional use permit. I'll just say that this project has been scaled back from what was originally proposed in 2025 and what was considered during the pre-application conference. And then that aspect of the project has is not happening now. And then the pro shop has also been reduced in size.
